Promulgated 2016 RESOLUTION NO. L Baik, WHEREAS, there are potential areas in the Provinces of Lanao del Norte, Region X and Provinces of Lanao del Sur and Maguindanao of the Autonomous Region in Muslim Mindanao (ARMM) there are existence of intense political rivalry among contending parties and serious armed threats posed by lawless elements as manifested in the bombings/strafing of voting centers. These conditions do not only tend to disrupt the holding of free, peaceful, honest, orderly and credible elections but also causes imminent danger to life and security of qualified public school teachers who will serve as members of the Board of Election Inspectors (BEIs) in the May 9, 2016 National, Local and ARMM Elections; WHEREAS, the Committee on the Ban of Firearms and Security Personnel (CBFSP) received reports from the Regional Joint Security Control Centers of Region X and ARMM, that there are areas under their respective jurisdiction where there is high possibility that public school teachers will not perform their election duties as BEls for fear of their safaty on election day, specifically in the following localities, to wit; 1. Province of Lanao del Norte - Seven (7) municipalities with 170 clustered precincts and 65 voting centers; 2. Province of Lanao del Sur - Five (5) municipalities with 102 clustered precincts and 23 voting centers; and 3. Province of Maguindanao - Twenty (26) municipalities with 654 clustered precincts and 322 voting centers; ofWHEREAS, prudence dictates that in order to address the possibility of unavailability and/or lack of qualified public school teachers as members of the BEls in areas categorized as under election watch list or potential subject of comelec control, there is a need to conduct training of Philippine National Police (PNP) Trainees as substitute/standby Special Board of Election Inspectors (SBEIs) who shall be ready to augment the regular BEls in the performance of their elections duties; NOW THEREFORE, pursuant to the powers vested in it by the Constitution, Batas Pambansa 881, Republic Acts No. 9369, Resolutions No. 10074 and 10100, and other related election laws, the Commission on Elections RESOLVED as it hereby RESOLVES to authorize the conduct of training of PNP. TRAINING DATES AND VENUE: Training shall be held on May 3 and 4, 2016 from 8:00 o'clock in the morning to 5:00 o’clock in the afternoon, The morning session shall be devoted to the General Instructions for Testing and Sealing of Vote Counting Machines (VCMs) and Voting, Counting and Transmission of Election Results pursuant to Resolution No. 10057 and afternoon session shall be for the operation of VCMs. The Certification Examination by the Department of Science and Technology (DOST) shall be conducted immediately after the hand-én operations of the VCMs. Training and certification shall be conducted in Regional Training Center 10, 6'* Division, Patag, Cagayan de Oro City for Lanao del Norte and Regional Training School, Camp B. Gen. Salipada K. Pendatum, Parang, Maguindanao for Lanao del Sur and Maguindanao. D. MANPOWER REQUIREMENTS AS TRAINORS/SUPPORT STAFF: The Regional Election Directors of Region X and ARMM shall designate and deploy competent trainors and support staffs based on the requirements to conduct training for the General Instruction and Operations of the VCM for SBEIs. Preference shall be given to those who served as trainors for the regular members of the BEls. E, MATERIALS AND EQUIPMENT NEEDED: The Personnel Department shall facilitate the needed materials and equipment for the conduct of training for PNP Trainees/SBEIs, as follows: VCMs with complete peripherals @ three (3) per class training room; Test ballots @ twenty (20) per VCM; Thermal papers @ five (5) per VCMs; Batteries; and Training Materials (used in the BEls training) geen F. RELEASE OF FUNDS: The Finance Services Department shall facilitate the immediate processing and release of the training budget of Four Hundred Forty Six Thousand Four Hundred (446,400.00) for the SBEIs-PNP Trainees. &hu a = Lule G. DEPLOYMENT PLAN AND PERIOD OF ENGAGEMENT: ‘The Provincial Election Supervisors of Lanao del Norte, Lanao del Sur and Maguindanao, in coordination with the concerned Regional Election Directors and the Directors of the Training Schools, shall promulgate their respective deployment plan in areas where augmentation of PNP Trainees as SBEIs are required, The timeline of engagement shall cover the period of deployment and completion of election duties of the PNP Trainees/SBEIs. Further, the proposed Budget for Deployment of PNP Trainees/SBEIs (Food Allowance & Transportation Expenses) from station to the designated/assigned polling centers shall be submitted to the Finance Services Department right after the conduct of trainings. H. DESIGNATION OF TRAINING DISBURSING OFFICER: The concerned Provincial Election Supervisors of Lanao del Norte, Lanao del Sur and Maguindanao shall act as Disbursing Officer in their respective area of responsibility for the conduct of training for PNP Trainees/SBEIs. Let the Project Management Office, Field Operations Group, Education and Information Department, Information Technology Department, Personnel Department and Finance Services Department implement this Resolution.
