The Electrical scope of work for the Sea Water Contract includes the detail
design of the electrical systems in support of the Lump Sum Turn Key (LSTK)
contract. All work shall be in accordance with Saudi Aramco Engineering
Standards and Procedures as identified in this document as well as all the
related documents issued as part of the ITB package.

5.5 The essential power in SS-161 will feed an essential MCC via a step down
transformer or a power panel via MCC, a secondary circuit breaker and an
automatic transfer switch.
5.7 The normal position of the automatic transfer switch will be on essential power.
The position can be changed manually to "B" (backup) for maintenance of the
step down transformer or change to back up automatically in case of loss of
power from essential bus and DG's not starting.
5.8 Depending on the start-up time of the diesel generators and availability of power
(to be determined later by IGCC lead power distribution contractor, IGC-4), a
time delay will be incorporated in the automatic operation of the Automatic
Transfer Switch. The change-over time of diesel generator shall be immediately
after max 15 Sec to be loaded at 50% of its rated name plat capacity.
5.9 The essential bus in SS-329 will be powered from the normal power in addition
to power from the 4 diesel generators, 5 MW each. The switchgear will operate
under normal power during the routine operating conditions and will
automatically switch over to generator power during power outage or distress
conditions.
5.10.The back-up power to the essential MCC in substation SS-161 will be provided
by the normal power 480 V switchgear; in case of loss of essential power (DG
failure) or failure of the essential power step down transformer, the power will
automatically switch to back-up power. Refer to the one line diagrams for details.

5.15 During motor starting, allowable voltage variation at motor terminal is -15% of
motor nominal voltage. Higher voltage variation (-20% or more) during starting
of large medium voltage motors may be allowed on an individual case basis
with specific approval from ARAMCO. Refer to section 6 of SAES-P-100 for
voltage range. Due consideration shall be given to individual load
characteristics and overall system voltage profile during such approvals.
5.16 The voltage variation is 5% as design basis for normal operation. However,
under exceptional circumstances the maximum over-voltage limit of + 10%
voltage shall not be exceeded for more than 30 minutes.

7.5.11 The conduits shall have sufficient bending radius to accommodate the

with the transformer primary connections to allow for straight cable line up with
the primary terminals. The size of the conduit and use of long radius 90

13.11 Task lighting will be provided for areas not illuminated sufficiently by the area
lighting. Sufficient plant area/task lighting connected to EDS (emergency
distribution system) will be provided at emergency and critical equipment /
areas for the safe plant shutdown in case of emergency.
13.12 All light fixtures in the process area shall be rated for classified area Class I
division 2, flame proof for consistency.
13.14 Buildings and areas that are to be used by personnel to follow planned
operating and shutdown procedures and to allow safe egress will be provided
by emergency distribution system after loss of the normal power source.
Substations and other buildings shall also be provided with reflective arrows to
show exit direction during lighting failure. Non-essential buildings will have
battery backed up luminaries to allow safe egress.
13.15 Minimum of 30% essential lighting will be provided in all Substation buildings
and PIBs. Emergency lighting will be provided along evacuation routes,
assembly areas and in the Process Plant areas. Normal and emergency task
lighting of at least 200 lux (20fc) will be provided in Plant areas to illuminate
equipment required for use in emergencies including, but not limited to,
emergency telephones, shutdown and emergency isolation stations, fire water
pump areas, central foam concentrate mixing areas, fire control panels and
stand-by generators.
13.16 Substation and other buildings shall be provided with battery back up exit
lights to indicate exit direction during lighting failure.
13.17 Power supply to all outdoor lighting system/fixtures will be switched on/off

13.18 All outdoor lights will be connected to the central blackout switch located in
the CCR as per ARAMCO standard SAES-O-113 and SAES-P-123.

13.19 Single phase 230 Volts, 20A receptacles will be located in plant areas so that
any point in the working area can be reached with a 25m (82 feet) extension
cord. The receptacles in the process areas will be of a construction suitable for
classified area class I division 2.

13.20 Indoor type receptacles will be installed inside office and buildings in
accordance with ARAMCO guidelines.

13.21 Welding receptacles will be 480 Volt, 40 kW rated, three phase, 4 wire, 3 pole
plus ground. The receptacles will be of a construction suitable for the area
where it is to be installed. Receptacles will be located throughout the open
areas so that any part of the process areas can be reached with a 30m lead.

14.3 Grid conductors and grounding electrode conductors used for substation grids
shall not be insulated. If conductors are larger than 35mm2 then they shall be
stranded according to SA standards.

14.4 The electrical grounding system for the entire installation will be based on an
underground earth grid system for each unit area. All equipment and
structures in each unit area will be connected to the area grid. Each area grid
will be connected to adjacent area grid via a test well to prevent any
equipotential difference in the grounding system across the site.

14.5 The grounding grid conductor size, laying depth, length of each rod etc. will be
as shown on grounding drawing for the sea water project.
14.6 All grounding connections to ground grids, structures, electrical/mechanical
equipment, etc., will be performed as per installation detail drawings.
14.7 The 13.8 kV system will be low resistance grounded via neutral grounding
resistors connected to local dedicated ground electrodes and test wells which
have a solid connection to the plant main ground grid.
14.8 The 480 V and 400/230 Volts electrical system neutrals at each source of
supply will be solidly grounded by means of dedicated ground electrodes and
test well which have a solid connection to the plant main ground grid. Ground
loop impedances shall effect circuit disconnection in a time not exceeding 0.5
second under solid ground fault conditions.

14.9 For the grounding of electrical systems, equipment, and structures, each
installation or building shall have one common ground grid connected to at
least two groups of ground electrodes.
14.10 The ground resistance of made electrodes used for system grounding shall
not exceed five (5) ohms per paragraphs 8.2.1 and 8.3.1 of SAES-P-111
14.11 Static grounding and bonding of all electrical equipment and structures shall
ensure that no equipotential difference exists in the grounding system.

16.7 An Operator Automation System shall be provided in individual substations for
monitoring and control of the substation electrical equipment. Redundant,
centralized OAS shall be provided in the CCR for overall monitoring and
control of the entire electrical system network (by others). An Engineering
Automation System shall be provided in the CCR for system configuration,
network and security management and engineering access to the IEDs.
16.8 The PSA shall interface with the DCS for the exchange of electrical system
data as defined in project drawings and documents.

17 ELECTRICAL INTERFACES

All electrical interface points between sea water unit and other EPC
contractors shall be identified in the Interface document.
DESCRIPTION
17.1 All cable tray, grounding, and trenching interface points shall be at the area
boundaries between different EPC contractors. EPC contractors are
responsible for coordination with the neighboring EPC contractor.

17.2 The interface point for all main power distribution cables will be the cable
connection point at the primary of the main substation transformers. The main
power distribution cables are defined as cables connecting the 132 kV IGCC
GIS switchgear to the process area main substation transformer primaries, etc.

17.3 The interface point for all the control, signaling, and protection cables related to
the main power distribution shall be at the switchgears. These cables shall run
with the main power cables per the standards. The main power distribution
EPC contractor is responsible for coordinating this effort.
