1.DOCUMENT PURPOSE

This design basis describes the minimum requirements for the design,
drawings, fabrication, testing and installation of Electrical System.
1.1 Scope

DESCRIPTION

This document applies to the supply and installation of the electrical systems
and equipment used in the Sea Water Unit of the Integrated Gasification
Combined Cycle (IGCC) Project in Jazan, Saudi Arabia.

JO/EWO

1.2 Definitions

COMPANY

Means Saudi Arabian Oil Company, Saudi


Aramco and Companies affiliated thereto,
including but not limited to Aramco Overseas
Company (AOC) and/or Aramco Services
Company (ASC).

CONTRACTOR

Means the organization that has a contractual


arrangement or a prospective contractual
arrangement with the COMPANY to perform
Design, Engineering, Procurement and
Construction services under this project
proposal.

SUBCONTRACTOR(S)

Means an organization or organizations


contracted by and wholly responsible to
CONTRACTOR for executing a specific part of
the WORK.

VENDOR

Means an organization that has a contractual


arrangement with CONTRACTOR or a
prospective contractual arrangement with
CONTRACTOR to supply equipment, materials
and/or services including documentation.

WORK

Means all the work and services to be


performed by CONTRACTOR under a
contractual arrangement with the COMPANY.

MUST

Defines a mandatory contractual or legal


requirement or action.

The Cooling Water Inlet Canal is an excavated, sheet pile lined, open waterway
directing the gravity and tidal flow of seawater from the Red Sea to the Cooling
Water Inlet Structure. Other than area and roadway lighting and water condition
instrumentation there are no other electrical loads currently identified for the
Cooling Water Inlet Canal.

5.5 The essential power in SS-161 will feed an essential MCC via a step down
transformer or a power panel via MCC, a secondary circuit breaker and an
automatic transfer switch.
5.7 The normal position of the automatic transfer switch will be on essential power.
The position can be changed manually to "B" (backup) for maintenance of the
step down transformer or change to back up automatically in case of loss of
power from essential bus and DG's not starting.
5.8 Depending on the start-up time of the diesel generators and availability of power
(to be determined later by IGCC lead power distribution contractor, IGC-4), a
time delay will be incorporated in the automatic operation of the Automatic
Transfer Switch. The change-over time of diesel generator shall be immediately
after max 15 Sec to be loaded at 50% of its rated name plat capacity.
5.9 The essential bus in SS-329 will be powered from the normal power in addition
to power from the 4 diesel generators, 5 MW each. The switchgear will operate
under normal power during the routine operating conditions and will
automatically switch over to generator power during power outage or distress
conditions.
5.10.The back-up power to the essential MCC in substation SS-161 will be provided
by the normal power 480 V switchgear; in case of loss of essential power (DG
failure) or failure of the essential power step down transformer, the power will
automatically switch to back-up power. Refer to the one line diagrams for details.

5.15 During motor starting, allowable voltage variation at motor terminal is -15% of
motor nominal voltage. Higher voltage variation (-20% or more) during starting
of large medium voltage motors may be allowed on an individual case basis
with specific approval from ARAMCO. Refer to section 6 of SAES-P-100 for
voltage range. Due consideration shall be given to individual load
characteristics and overall system voltage profile during such approvals.
5.16 The voltage variation is 5% as design basis for normal operation. However,
under exceptional circumstances the maximum over-voltage limit of + 10%
voltage shall not be exceeded for more than 30 minutes.
5.17 All cables, substations and equipment numbering system shall follow Aramco
standard SAES-A-202 and document A00-A-DOC-VE-722624 Revision D2.
Electrical equipment installation in the substation yards shall comply with the
requirements of Section 7 of SAES-P-119.

6.6 Substation fence shall comply with SAES-M-006 and the signs on the fence
shall be as per standard drawing AB-036319 mounted on fence at intervals not
to exceed six (6) meters.
6.7 Battery rooms will be provided with redundant ventilation fans in accordance
with SAES-B-014. Audible and visual alarms will be installed outside the battery
room entrance to annunciate a failure in ventilation for immediate action in
accordance with SAES-P-103.
6.8 Each battery room shall have a storage cabinet equipped with safety equipment
required per SAES-P-103 paragraph 6.9 and accessories as required by
paragraph 15 of 17-SAMSS-511.
6.9 Battery disconnect switches shall be installed in the battery room (see paragraph

6.1 The substation and the substation buildings shall comply with ARAMCO
Standards SAES-P-119 and SAES-M-100. Requirements of Standards SAESM-100, SAES-B-055, and SAES-B-014 shall also be considered in the

6.18 Each HVAC outdoor condensing unit shall have a disconnect switch installed

Supplier for each piece of equipment shall provide details of specific

7.1.1 13.8 kV switchgears will be in accordance with the requirements detailed in


specification 16-SAMSS-504. The13.8 kV switchgears shall be of metal clad
design, single bus with dual transformer incomers and a normally open bus tie
vacuum circuit breakers of the same type and rating.

7.5.8 No oil containment is required for transformers containing 2500 liters of oil or
less. For all others the oil containment is required and it shall follow the
requirements of section 7.3 of SAES-P-119.
7.5.9 Transformer clearances and fire barriers shall follow the requirements of

7.5.10 Cables feeding the primary side of transformers at all primary voltages of
13.8 kV will be routed underground in transformer pit area. However, 132 kV
cables, shall run direct underground in their entire length. Conduits will be
installed through the transformer oil containment bund and transformer
foundation in such a manner that the oil containment does not leak.
7.5.11 The conduits shall have sufficient bending radius to accommodate the
bending radius of the transformer primary cables. These conduits shall line up
with the transformer primary connections to allow for straight cable line up with
the primary terminals. The size of the conduit and use of long radius 90
degrees elbows shall facilitate installation and pulling of the cables.

13.11 Task lighting will be provided for areas not illuminated sufficiently by the area
lighting. Sufficient plant area/task lighting connected to EDS (emergency
distribution system) will be provided at emergency and critical equipment /
areas for the safe plant shutdown in case of emergency.
13.12 All light fixtures in the process area shall be rated for classified area Class I
division 2, flame proof for consistency.
13.14 Buildings and areas that are to be used by personnel to follow planned
operating and shutdown procedures and to allow safe egress will be provided
by emergency distribution system after loss of the normal power source.
Substations and other buildings shall also be provided with reflective arrows to
show exit direction during lighting failure. Non-essential buildings will have
battery backed up luminaries to allow safe egress.
13.15 Minimum of 30% essential lighting will be provided in all Substation buildings
and PIBs. Emergency lighting will be provided along evacuation routes,
assembly areas and in the Process Plant areas. Normal and emergency task
lighting of at least 200 lux (20fc) will be provided in Plant areas to illuminate
equipment required for use in emergencies including, but not limited to,
emergency telephones, shutdown and emergency isolation stations, fire water
pump areas, central foam concentrate mixing areas, fire control panels and
stand-by generators.
13.16 Substation and other buildings shall be provided with battery back up exit
lights to indicate exit direction during lighting failure.

14.2 Conductors used as grid conductors, grounding electrode conductors,


equipment grounding conductors or bonding conductors in grounding systems
shall be soft or annealed copper and have PVC insulation. The insulation shall

supervisory control, comprehensive acquisition of operational and nonoperational data, time synchronization and engineering access to the IEDs.
15.9 The PSA shall be designed with redundancy as per SAES-P-126 requirements.
No single failure of a PSA component shall result in loss of communication or
any function of PSA.

network and security management and engineering access to the IEDs.

data as defined in project drawings and documents.

All electrical interface points between sea water unit and other EPC
contractors shall be identified in the Interface document.

DESCRIPTION

17.1 All cable tray, grounding, and trenching interface points shall be at the area
boundaries between different EPC contractors. EPC contractors are
responsible for coordination with the neighboring EPC contractor.

17.2 The interface point for all main power distribution cables will be the cable
connection point at the primary of the main substation transformers. The main
power distribution cables are defined as cables connecting the 132 kV IGCC
GIS switchgear to the process area main substation transformer primaries, etc.

17.3 The interface point for all the control, signaling, and protection cables related to
the main power distribution shall be at the switchgears. These cables shall run
with the main power cables per the standards. The main power distribution
EPC contractor is responsible for coordinating this effort.
