CHAPTER - I
INTRODUCTION
Micro, Small and Medium Enterprises Development Organization, under the Ministry of
MSME, Government of India, is an apex body at the Centre that formulates programmes and
policies for Micro, Small and Medium Enterprises. The Organization was set up on 6 th June 1954.
During the last six decades the Organization has converted the idle man power into resourceful
entrepreneurs. The policies formulated by the organizations are aimed at creating new generation
of entrepreneurs with modern technological innovations.
The Organisation has institutional set up with Head Office at Delhi headed by Additional
Secretary & Development Commissioner, Micro, Small and Medium Enterprises, New Delhi. The
Micro, Small and Medium Enterprises Development Institutes and Branch Institutes are set up at
various States and District Head Quarters. At present there are 30 Micro, Small and Medium
Enterprises, 28 Branch Institutes attached to main Institutes. To cater to the needs of the testing
facilities for the micro, small and medium entrepreneurs, 4 MSME Testing Centres were set up
during the year 1975-76. Subsequently, a few MSME Testing Stations depending upon the needs
of the places were set up. At present 7 MSME Testing Stations are functioning at different places
in the country. Apart from the above, there are 6 Process-cum-Product Development Centres in the
fields of Glass, Electronics, Electrical Measuring, Sports Goods, Fragrances & Flavours and
Foundries. There are 2 Central Footwear Training Institutes, 10 Tool Rooms and 3 National Level
Entrepreneurial Development Institutes.
MSME Development Institute, Bangalore was set up in the year 1957 and currently has
one branch Institute at Mangalore.
GEOGRAPHICAL COVERAGE
The MSME Development Institute, Bangalore and Branch MSME Development
Institute, Mangalore are providing a comprehensive range of facilities and services such as technomanagerial services, training needs, common facility workshop and laboratories, statistical and
economic information etc. MSME - Development Institute, Bangalore maintains close liaisons
with State Government Departments and other agencies involved in the promotional and
development activities of the State.

A Branch Institute was set up in Mangalore during 1977 under MSME DI, Bangalore
jurisdiction. In the year 1982, a Branch Institute was established at Gulbarga to cater to the needs of
the entrepreneurs located in Hyderabad-Karnataka area. The MSME Development Institute,
Hubli is extending services to the needy entrepreneurs in the North Karnataka region and
Hyderabad-Karnataka Areas. A policy decision was taken in the year 1992 to close down the
Extension Centers throughout the country. Since then, Extension Centers at Belgaum and Mysore
were closed.
CHAPTER-II
TRAINING PROGRAMMES
Training is one of the necessary inputs for the existing as well as prospective entrepreneurs.
Training programmes like Entrepreneurship Development, Skill Development and Motivations campaigns
are very much essential for entrepreneurs for enhancing the skills in all respects . These programmes are
tailor-made for the benefit of entrepreneurs. During the programme, candidates are made aware of various
facilities available from Govt. Agencies, Financial Institutions trained technically, and exposed to important
functions of management.
INDUSTRIAL MOTIVATION CAMPAIGNS 2014-15
To motivate younger generation and educated unemployed youths to take up the self-employment
ventures, Motivation Campaigns are organized at various places. Agencies like Financial Institutions, DICs,
KVIC, NSIC are invited to explain about their activities. During the year 95 Motivation Campaigns were
conducted and a total number of 4368 persons participated in the various programmes. The details are as

entrepreneurs will not have the idea or the skill to establish their venture. It has been therefore, felt
necessary to impart training and inculcate skills among the educated unemployed to set up their self
employment ventures. During the year 82 ESDPs were conducted on various skills and 1728 entrepreneurs

To run an enterprise, management skill is very essential. Starting an enterprise is not as difficult as
managing an enterprise. The entrepreneurs must have the skill of managing various resources in a proper
manner. The Institute conducts Management Development Programmes like Export marketing, Managing of
Small Enterprise, Working Capital Management etc. During the year under reference, 20 Management

CHAPTER - III
CONSULTANCY SERVICES
The primary objective of the Institute is to provide consultancy services to the existing and
prospective entrepreneurs. The existing entrepreneurs are assisted in providing technical updating,,
technological innovations etc. The prospective entrepreneurs are provided with basic information
such as Scope for industries, providing project reports, Assisting the entrepreneurs in the selection
of products, Imparting trainings such as Skill Development Programmes, Entrepreneurial
Development Programmes, Management Development Programmes and motivating educated
unemployed youths through Campaigns.

CHEMICAL LABORATORY.
Chemical laboratory attached to the Institute has the facilities for product demonstration on
Consumer chemical products like detergents, Wax candles, Phenyl, Cosmetics, Agarbathis etc. 22
Nos. of SDP on Consumer Chemical Products were carried out during the year.
Total revenue earned by the Chemical division is 95,500 /- (Rs. 94,000 Bangalore & Rs.1,500
Mangalore) against self target fixed by the division during the financial year 2014-15.

Chalk crayons, ophthalmic lens grinding and Scientific Glass Blowing. 3 entrepreneurs were
assisted in the areas of Clay testing, Chalk crayons, Dustless chalks, Screen printing, Sand blasting
and Glass etching. During the year, 2 Jobs were undertaken. 20 persons were trained on gold
appraisal.
Revenue earned Rs. 19000/- against DC(MSME), New Delhi, target of Rs. 50,000/- for the year
2014-15.

All Training programs was closed in the month December as per DC-MSMEs Instructions since then given target was not achieved.

C) The liaison work between the manpower deployed on need base for
identification of leading MSMEs for regular data reporting and different industrial
associations in different districts under the administrative jurisdiction of this institute
including the associations/Agencies in Bangalore city was also carried out by this
institute in addition to the random spot checking of the work turned out by the
manpower deployed.

CHAPTER IV
OTHER SIGNIFICANT ACTIVITIES
1) CO-ORDINATION WITH DISTRICT INDUSTRIES CENTRES (DICs) :
Since the inception of DICs, MSME Development Institute is providing back up support, coming
under the jurisdiction. Officers actively participate in various programmes organized by different DICs.
Directors has nominated officers to each District to co-ordinate and actively participate in the
programmes conducted by DICs such as Task Force Committee Meetings for selection of candidates
under PMEGP, Single Window Agency Meetings etc.
2) NSIC REGISTRATION :
National Small Industries Corporation provides marketing support to small scale industries. The
cases are referred to MSME DI for technical scrutiny of the Applications under Single Point Registration
Scheme.
Officers along with the NSIC officials visit small scale units, who are interested in
participating Government Purchase Programme. During the year, 227 small scale units were registered
under this scheme. Revenue earned Rs.7,24,593/-.

2. TEQUP SCHEME:- Efforts were made to mobilize the applications for product certifications
and 3 unit were reimbursed and 123 participants participated in 2 workshop organized and 43
participants participated in 2 energy efficient technology workshop was organized.

Coordinated the study visit of 40 International trainee delegations in the month of December
representing 13 countries undergoing training on National Instt for MSME, Hyderbad. A
presentation on various schemes of DC MSME was made. The various training and testing
facilities at the Institute and testing station were explained and were taken around to the

Attended a Meeting convened by HOD, SJBIT, Bangalore and interacted with them

Addressed Officers and staff of MSME DI, Blore and MSME TS Blore about the
importance of observance of Vigilance Awareness Week 2014 (27-10-14 to 1-11-2014) and
took a pledge to fight against corruption.
Director, Officers and Staff of MSME DI Blore/TS Blore observed Rashtriya Ekta Diwas
(National Unity day) on 31-10-2014 and took a pledge at 11 am on this occasion to uphold
unity, integrity, security of the nation.

The programme commenced with Welcome Address by Shri S.N. Ranga Prasad, Director,
MSME-DI, Bangalore. While addressing the august dignitaries on and off stage, he explained
about importance of organizing this National Level Programme by MSME-DI, Bangalore at this
juncture, in the back drop of Central Public Procurement Policy, in which it is clearly stated that it
is mandatory on the part of PSUs to purchase 20% of their requirement from the MSMEs. Shri
Ranga Prasad briefly touched on the role played by MSME-DI in bringing awareness of MSME
Policies, Schemes, Incentives, subsidies to the industries to the MSMEs and requested the
entrepreneurs to avail the facilities.

MSME Development Institute, Bangalore, Ministry of Micro, Small & Medium Enterprises organised a two
days National Level Vendor Development Programme-cum-Industrial Exhibition at BEL Kalakshetra,
Bangalore on 27th & 28th December,2014 in association with Bharat Electronics Ltd., Bangalore with active
support from Department of Industries & Commerce, Govt. of Karnataka and Karnataka Small Industries
Development Corporation Ltd.(KSSIDC) Bangalore.
This programme is being organised in association with BEL, Bangalore as per the direction from our
Headquarters DC(MSME), New Delhi. This is the progaramme where MSMEs are provided with marketing
assistance and they were also made aware of the existing and upcoming policies of Govt. of India, including
Public Procurement Policy, 2012 for MSEs. In other words, NVDP-cum-Exhibition will give an opportunity
to many problems of MSEs with which they are struggling to survive in domestic as well as global market.
The programme was inaugurated by Shri Manmohan Handa, Director, BEL Complex, Bangalore. In his
inaugural address Shri Handa expressed his happiness for organizing such a programme at BEL
Kalakshetara, Bangalore. He said MSME Sector is contributing to Indian economy in a big way and they are
complementary for large industries too like BEL, HAL etc. MSME Sector is contributing to CPSUs
significantly for socio-economic development of the country. BEL is outsourcing many of the components
from MSME Sector and this programme is arranged for the MSME participants to know about the
requirement of BEL from MSME Sector and work together for mutual benefit and improvement of the
Indian economy. He said BEL has taken several initiatives to improve public procurement from MSMEs and
has appointed Industry Promotion Officer to look into in detail. Most of the items required by BEL are being
done through e-procurement and stressed the need for quality products from MSME Sector, since most of
the components are required for defence where they insist upon quality and reliability of the products.
Recently, BEL has taken initiative for free consultancy to MSMEs and importance of Six SIGMA, 5s to
SMEs.
Sh Shivakumar. IAS. Chief Vigilance Officer, BEL Bangalore in his address, he explained about
requirements of BEL from MSME Sector. He said 55% of total MSMEs requirements are from southern
part of the country vi. Blore, Chennai, Andhra Pradesh and major contribution is from Karnataka and hence
this programme is organized at BEL Kalakshetara, Bangalore for the mutual benefit of CPSUs and MSMEs.
He said 45% of the products manufactured by BEL are export oriented to countries like USA, UK, Russia,
Italy, Brazil, Germany etc. He said BEL is having 12000 vendors in the list and many of them are OEM and
MSME supply to BEL is very negligible around 350 around 0.02% and would like to increase this number
from MSMEs in the years to come. He said BEL has circulated certain documents to the participants to
know their company details and requested to give feed back from them after the session. Also requested to
visit their website to know more about requirements of BEL and other details.
Shri Rajamane, President, KASSIA, Bangalore expressed his happiness to BEL officials in organizing
this programme and doing excellent support systems to MSMEs. During his address, he said KASSIA, in
Bangalore has been in supporting MSMEs for the last 61 years in its existence and MSMEs are prepared to
change need of the CPSUs from time to time in the present scenario of globalization and industrialization of
the country in toto. KASSIA, Bangalore has taken various initiatives to arrange technology skill
development progaramme for entrepreneurs and shortly opening Skill Development Centre in collaboration

with SIEMENS to update their knowledge and in the present industrial scenario of the country. He also said
the importance of the quality products being manufactured by MSMEs and without quality products in view
of the technological advancement, MSMEs cannot survive in the present competitive world and hoped BEL
would continue to support for MSME sector for improvement of the Indian economy.
Shri Anil Kumar. IAS, Joint Secretary, Govt. of India, Min. of MSME, and Chief Guest of the
Programme, in his address welcomed all the dignitaries on the dais and representatives of industry
associations. He briefly explained about the Public Procurement Policy of Govt. of India, which is becoming
mandatory to all CPSUs from April,2015 onwards. CPSUs are playing a vital role in the growth of the
national economy and equally important the role of MSMEs and they have been extending support shoulderto-shoulder as and when required. He said the role of CPSUs post-independence era has been changed
drastically and MSMEs is prepared to meet the requirements and especially in the areas of aviation, defence
sector etc. He also said that MSME Act was formed in the year 2006 in Parliament and Public Procurement
Policy for SME in the year 2012 and it has become mandatory for all CPSUs to procure 20% of the total
procurement from MSMEs and out of 4% from SC/ST entrepreneurs, from April,2015 onwards. He said, as
part of the procurement policy, certain concession is extended to SMEs, which include supply of tender
documents at free of cost, exemption from EMD, price preference 15% of the L-1 etc., and needs to be
implemented in letter and spirit. Also it has become mandatory to all CPSUs about the details of
procurement of components in their website and CPSUs has to conduct VDP with regard to Public
Procurement Policy not only at the national level but State level also. Many of the vendors are aware of the
scheme, which needs to be implemented in spirit. In addition this, it makes mandatory to all CPSUs to public
their annual procurement of items in their respective website. There are around 350 items which are
exclusively reserved for MSME Sector and CPSUs has to conduct VDP for the mutual benefit of MSME and
CPSUs. He also mentioned that there are around 277 CPSUs out of which 233 are functioning and rest of
the CPSUs are sick. There are thirty six million MSMEs which producing various products and some of the
parts required for MANGLAYAN are produced by SME and the Nation is proud of it. During the year 201113, 1007 VDP conducted throughout the country with the help of 56 CPSUs and during the year 2014-15,
Min. of MME has ear-marked Rs.500 crores for such programmes. Inspite of all the encouragement given to
MSMEs, only about 15% of the total requirement of CPSUs are coming from MSME and SC/ST
entrepreneurs procurement is only 0.53% and hence need encouragement for improvement in the sector. He
also mentioned that Min. of MSME has requested Chief Ministers of all the States to bring these guidelines
in force with regard to public procurement policy for the State Public sector Undertakings also and requested
Industry Associations to make submission to Chief Minister of the concerned State to that effect. He also
mentioned that DC(MSME), New Delhi has created a Grievances Cell in the office of DC(MSME) and all
the grievances of MSMEs are addressed within 15 days and requested to visit DC-MSME website in this
regard.
The main objective of this kind of VDP is to create a common platform for both vendors and buyers to meet
together and exchange their ideas and address the issues arising out of it with regard to public procurement
and also giving an opportunity for on the spot registration to new vendors and in this regard, BEL, Bangalore
has done an excellent work and hope other CPSUs in the country will follow suit in similar way so that
more number of MSMEs can participate and avail the benefits, which will go a long way in improving the
entire eco-system of the country. BEL imports almost 1000 crore worth of products/components and time
has come to reduce it by producing indigenously by the slogan of Honble Prime Minister Make in India
and ensure that the components which are imported be reduced and produced in India to a maximum extent.

Ms. Vandana Srivatsava, Director, Dept. of Electronics and Technology, & Nodal Officer,New Delhi in
her address informed that a Task Force Committee has been set up in the year 2009 to study the IT
requirements. She said there is a gap of US$ 300 billion to meet the domestic demand and it is high time to
gear up our country in manufacturing the products. She said there are around 200 electronic manufacturing
clusters in the country and 25% subsidy is given to Non-SEZ units and projects in respect of
new/expansion/modernization/diversification, investment should be more than25% of the existing plant and
machinery. She requested all the participants to know more about their Department to visit the website
www.deity.gov.in
During the programme a Souvenir was released by Sh Anilkumar. IAS, Joint Secretary to Govt. of India.
Shri S.N. Rangaprasad, Director, MSME D.I Bangalore in his presidential address welcomed all the
dignitaries on the dais. He explained the basic two purposes of this programmes viz. awareness on Public
Procurement Policy of the Govt. of India, 2012 for SMEs and Vendor Development in general. In his
address to the participants, he explained that this sort of platform will give an opportunity to have one-to-one
interaction meet with SME participants and requested to make use of the programme effectively. In his
address, he informed the participants that Public Procurement Policy enacted from 1-4-2012, being
implemented in the country, which will be mandatory from 1-4-2015 to make all CPSUs to procure at least
20% from MSEs(including 45 reserved for SC/ST entrepreneurs) of their requirements of stores/services. In
this context, MSMEs to improve their business by understanding various needs of participating PSUs, by
way of show casing their products and services. He stressed the need for quality products from MSMEs to
survive in the market and most of the products required by BEL is meant for defence sector. He also
explained in details about the various programmes viz. ISO-90001, QMS/QTT etc being organised by
MSME D.I and other schemes of Govt. of India, for the benefit of MSMEs.
Shri Anilkumar. IAS. Joint Secretary to Govt. of India and Chief Guest inaugurated the Industrial
Exhibition as part of the programme. After the inaugural session, a presentation from Bharat Electronics
Ltd., Bangalore was displayed by the officials of BEL and Shri Manoj Yadav. Dy.General Manager, BEL,
Blore proposed vote of thanks.
Around 30 stalls have been occupied by BEL Ancillary Vendors and 10 stalls of other MSME units. The
exhibition provided an opportunity to MSE units and BEL to display/demonstrate their products,
capabilities, requirements and services.
During technical sessions, Executives from BEL made a presentation on their requirements/schemes. The
programme also helped to make the participating units aware of vendor registration procedure of BEL and
certain doubts/queries raised by the participants were addressed by BEL officials during the technical
session. Dy. Manager from NSIC, Blore and Dy.Director(Mech) MSME DI Bangalore made presentation
about the function and activities of the departments to the participants.
On 28th December,2014, Valedictory function was organised, as a part of the programme. During the
valedictory function Sh Manmohan Handa, Director, BEL Complex, Bangalore thanked officials of BEL and
MSME DI for organizing such event at BEL Kalakshetra, Blore and hoped SME participants who have put
up their stalls were satisfied and taken maximum leverage out of the programme. He said hitherto most of
the requirements of BEL, were being imported and would like to go in for indigenous production from the
MSME sector. There were around 34 MSME stalls out of which 14 stalls are from BEL. There were around
320 representative who are interested to BEL Vendors, out of which 245 have already registered with BEL
and at present 18 new SME has come forward to register with BEL. He also informed to the participants all
the doubts with regard to procurement of items from BEL can be addressed by writing to IPO of BEL and
need not run around many things outside the country.

Govt. of India, Bangalore, in association with Department of Industries & Commerce, Govt. of
Karnataka, Department of Sericulture, Bangalore, SIDBI, Bangalore, NABARD, Bangalore, State
Bank of Mysore, Bnagalore Sir M. Vishveswaraiah Industries Association, Chikkaballapur are
organised National Level Vendor Development Programme a Conference-cum-Exhibition on
14th 15th March, 2015 at Vijayalakshmi Kalyana Mantapa, Chintamani, Chikkaballapur
Dist. About 42 participants from Micro & Small Enterprises belonging to different sectors
participated in the programme.
The objective of the programme is to facilitate B2B, to bring interface between Buyer &
sellers, includes exhibition of the products and services of MSEs having ambitious in Marketing of
the products/components and services being outsourced by the PSUs, Central/State Governments,
MNCs etc., followed by the concurrent conference to disseminate the information on latest
technologies and trends in Global Market. Additionally the programme helps the Vendor
registration & Buyer/Seller Meet etc. This programme session emphasizes Vendor registration
Procedure and procurement policies in their respective department.
The programme was inaugurated by Shri S.N. Rangaprasad Director, MSME-DI,
Bangalore by lighting the lamp along with other dignitaries. In his inaugural address he called for
development of industries and stated the government of India has approved procurement policy
asking the Government Departments and Public Sector Undertakings to give preference Micro and
Small enterprises, while making purchases. He explained about Activities of MSME-DI, NMCP
Schemes and Other MSME Schemes.

type of Programme will help the industry in marketing, she also mentioned that Integrating quality

growth in consumerism of all range of products and services.
Shri NAGARAJ President, Karnataka Weavers Vokkuta, Chintamani in his address
mentioned the public procurement policy is a "tool" which addresses the problem and offers
solution in growth of industry.

procedures and about NMCP Schemes of O/o DC (MSME), New Delhi. This was followed by
presentations about marketing, procurement policy and venor registration procedures by NSIC,
KVIC, Department of seri culture etc from public and private sectors. There was lot of interaction
between invitees and Guest speaker. The speakers clarified their doubts raised by the participants.

The National Level Vendor Development Programme a Conference-cum-Exhibition
continued on 15.03.2015. Totally about 1200 nos visited the industrial stalls
STATE LEVEL VENDOR DEVELOPMENT PROGRAM :- During the year 2014-15 as per
the direction of Development Commissioner(MSME), New Delhi, 20 State Level Vendor
Development Programme were organized in some of the districts coming under the jurisdiction of
MSME DI Bangalore, in addition to the National Vendor Development Programme earlier
allocated to this Institute. Officers of this Institute and Br. MSME DI Mangalore were assigned
the work in organizing State Level Vendor Development Programme and accordingly officers
conducted the programme at Bangalore, Tumkur, Davangere, Baikampady (Mangalore). There
were 1097 participants in total 20 programme. Public Sector Undertakings who had participated in
the respective programme, explained in details about vendor registration etc to the MSMEs.
