5.1

PURPOSE
The purpose of Hazard Study 5 is to provide an opportunity for those responsible for personal safety,
employee health and environmental protection on the site to satisfy themselves that the detailed
implementation of the project meets Statutory, Company and legislative requirements.
Key aspects include:

(a)

A review of the arrangements for the protection of employee health, covering the facilities
provided and the arrangements for workplace monitoring.

(b)

A review of the arrangements, including emergency systems, for employee safety.

(c)

A review of the equipment and systems provided to protect the environment and for monitoring
environmental performance.

TEAM
The study takes the form of a pre-commissioning inspection of the plant or building.
The Commissioning Manager is responsible for arranging the inspection, by the following or their
representatives:

Project Manager.

(b)

Commissioning Manager.

(c)

Works Safety Adviser.

(d)

Occupational Hygienist.

(e)

Site Environmental Adviser or Specialist.

TIMING
Hazard Study 5 should be completed prior to the introduction of process materials, or the
commencement of operations, whichever is the sooner.

DOCUMENTATION
The Commissioning Manager should arrange for the addition of documents to the Project Safety,
Health and Environment Dossier (STD/F/01022), confirming that Hazard Study 5 was completed and
summarising any actions found necessary to meet the relevant standards.

METHOD
A tour of the plant to check that the plant complies with Statutory, Company and site requirements.
A form (STD/F/01023) is available which provides a guide to those areas which should be considered.
A number of visits may be required at defined phases of the project. The guidance provided by the
form should be considered before each plant visit to select those factors appropriate for consideration
in specific geographic areas. The safety adviser should be familiar with the list and should guide the
other team members in a systematic inspection of relevant equipment, signs, etc.
First impressions of a plant are important because they can reflect the general standards of attitudes
and management systems. The Hazard Study 5 serves to set the standards for future safety
inspections and should therefore target for the highest practicable standards.
Particular attention should be given to loading and off-loading installations, checking for good labelling
and hazard warnings and for the control of vehicles to and from the installation. It is helpful to follow
through the procedure for a vehicle and driver from the point of entering the Works through the loading
or off-loading to the vehicle leaving the Works.
