Smart City Saharanpur: Project SAHART

A. City Profile
1. Quality of Life
a. Transportation condition in the city
Saharanpur is the gateway city of Uttar Pradesh in its extreme west. Tourists from the
states of Punjab, Haryana and National Capital Territory, Delhi pass through this city to
reach other tourist places of Uttrakhand. People visiting religious places such as
Haridwar, Rishikesh, Kedarnath, Badrinath, Gangotri, Yamunotri and Hemkund Sahib
and tourist places such as Dehradun and Mussoorie, all in Uttrakhand, largely pass
through this city. Apart from tourist traffic, Saharanpur itself is a big market of basmati
rice, mango, cigarette, paper production, wood works, handicraft and handloom. These
activities have added to the traffic and transportation problems. To provide relief to the
city residents, Saharanpur Development Authority in the Saharanpur Master Plan have
provided a bypass for intercity traffic and an hierarchical order of roads to cater to
intra-city smooth flow of traffic and for the safety of road users.
Presently, city traffic is managed through the traffic light signals and Police personals
deployment at critical road cross-junctions. The CCTV cameras have also been
deployed by the police at strategic locations which are inadequate and need a city wide
installation to manage ever-increasing traffic on the roads. Traffic awareness for
adherence to the traffic rules has been an integral part of the Smart City peoples
contact program including essay writing.
b. Water availability in the city and reduction in water wastage/ NRW water
Due to ever increasing population, water demand is also increasing. To meet increasing
demand, more water is extracted through tube wells because entire water supply is
tube-well based. Water table is decreasing on account of more water extraction. To
keep water table replenished, measures of ground water recharge by rainwater
harvesting have been made mandatory.
In addition to the ground water recharge through rain water harvesting techniques a
Mission Paondhoi: Rejuvenation of a Dead River has been undertaken with peoples
participation. The mission focuses on cleaning of the river, developing river front area
both for ground water recharge and city greens for improving the city environment.
Efforts are being made to check sewage disposal into the river by providing sewerage
system on both sides of the river. This Mission is a joint effort of the citizens and the
Saharanpur Municipal Corporation.

Similar efforts will also be made to revitalize Dhamola river which also passes
through the city. Its floodability will be checked for the purposes of ground water
recharge. Efforts are being made to prepare a canal based water supply scheme for
supplementing tube-well based supply. Thus, an action plan is being put in place for
conjunctive use of surface and ground water. Roof top rain-water harvesting for
ground-water recharge has been adopted in big campuses like ITC Complex, Stadium
Complex, Saharanpur Municipal Corporation(SMC) Complex to name a few.
c. Solid waste management programs in the city
Paondhoi Mission is a holistic approach integrating solid waste management and
sewage disposal. During the last three years with the peoples participation
considerable littering in the city streets has been reduced.

Peoples awareness

campaigns have been a continuous feature of this mission. Corporation has associated
the NGOs and other organizations to minimize use of polythene bags and encouraging
use of biodegradable carry bags. This effort has been further strengthened by SMC by
putting in place the garbage collection bins in every Mohalla and the new vehicles were
purchased to transport garbage to the designated dumping sites. Efforts were also
made to identify sites for each Mohalla for managing the solid waste at the local level by
providing processing machines converting it into manure for the use of the horticulture.
Now this initiative of SMC has been clubbed with Swachh Bharat Mission.
d. Safety/ security conditions in the city
Various steps have been taken to ensure safety. These measures include disaster
management plan, flood management plan, fire fighting arrangements and bylaws for
structural safety.

The city police has also installed CCTV cameras at strategic

locations for tracking and surveillance. To maintain communal harmony in the city
various committees have been formed. The system has been put in place for filing of
online complaints with the police both at the state headquarters and at the district levela two tier system. Hot lines and women help lines are in place for providing quick help to
the women.
e. Energy availability and reduction of outages in the city
UPPCL is the power supplier to the State therefore Saharanpur gets its power supply
from the State agency. It is a professionally managed utility provider for reliable and cost
efficient electricity. It is making sustained efforts for providing uninterrupted quality
power supply. It has undertaken technologically supported for accurate and timely billing
and payment and complaint handling system including on-line applications for new

connections in the city. It has finalized the action plan to minimize the losses and other
costs including the billing efficiency given as under:

SMC has also taken up with Uttar Pradesh New and Renewable Energy Development
Agency with its local office to promote solar energy in the city. To begin with major
administrative office campuses and the educational institutions, railways properties and
the big industrial houses have been identified for demonstrative project as best practice.
In this endeavour ITC has set up a 630 KVA solar power unit on the roof tops.
f.

Housing situation in the city, specifically role of municipality in expediting


building plan approvals, property tax collection, etc.

Census of India 2011 has recorded 1, 29, 856 house-holds in the city with a population
of 7, 05, 478 persons. The Housing and Urban development Department is taking care
of the housing requirement of urban poor and the Housing Development Department
has constructed houses for the weaker sections numbering about 131 and provided 82
plots. It has also constructed on-room tenements numbering about 64, thus a total of
277 dwelling units have been made available. Municipal Corporation has also provided
night shelter (Rain Basera) near the railway station for the squatters.

However, to

meet the housing requirement land for residential development has been earmarked in
the Master Plan 2021, which envisages engagement of private sector for meeting the
requirement.
In Uttar Pradesh urban development roles are well defined. Development Area in
Saharanpur has been notified including the area within the municipal limits. For the
purpose of development and approval of building plans, the powers vest with the
Saharanpur Development Authority (SDA). The matter has been taken up with the SDA
for making arrangement to building approved on line in order to ensure transparent
approval. SDA has taken initiative of developing its own website and is in the process of
making online submission of building plans. However, SDA has enabled self certification
of building plans by the Architects.

2. Administrative Efficiency
a. Overall attendance of Functionaries
Introduction of biometric attendance of staff has not only ensured punctuality but also
the timely reporting has scaled up to 90% of the staff present. It has resulted into better
reporting percentage within time limit as allowed for computerized attendance.
b. Two-Way Communication between Citizens and Administration
On-line filing of complaints, making the suggestions and billing system have helped in
bridging the communication gaps between the SMC and citizens. It has also improved
the two-way reporting system between SMC and the State Government.
c. Use of e-Gov to enable hassle free access to statutory documents
On-line consumer complaints and reviews have helped SMC in receiving information
about the performance of its services in various parts of the city without involving much
of its manpower in seeking information. The computerized attendance, preparing salary
statements, bill raising for recoveries and e-tendering have enhanced the performance
and transparency. Legal documents are also available for down loading from the
website of the State government.

3. SWOT Analyses
i.

Strengths: Saharanpur is a flourishing business city and an important regional


centre for wholesale and retail trades, particularly in grain, timber, textiles, food and
beverages. Other strengths of the city are the institution set up for public sector
support namely Central Pulp and Paper Research Institute, Institute Of Paper
Technology, (IIT Roorkee Saharanpur Campus), Wood Craft Design and
Development Society, Soil Conservation Training Centre, Postal Training Centre of
Department of Posts, National Centre For Photo and Picture Framing Technology.
These strengths were revealed in the citizens contact program and supported by
the draft report of MSME-Development Institute, Agra, Ministry of Micro, Small &
Medium Enterprises, Govt. of India (2011-12).

ii.

Weaknesses: Inadequate infrastructure such as reliable power during the working


hours, good road conditions for smooth flow of traffic and its management, proper
drainage system, lack of technology driven logistic arrangements for forward and
backward linkages and IT enabled marketing of products are the weaknesses
which has huge investment potentials. These weaknesses are also pointed by the
citizens during the contact programs.

iii. Opportunities: Saharanpur is located on the Eastern Freight Corridor linking it with
Kolkata in the east and Amritsar in the west. It strengthens the city in attracting
investment opportunities in various sectors of economy such as investments in
Micro, Small and Medium Enterprises sector namely readymade garments, wood
carving handicraft and furniture, hosiery items, packaging paper, fruit pulp, jam and
pickle making. There is a huge scope for service sector to provide technical support
for bringing more efficiency and providing logistic arrangements for linkages and
marketing by exploring new marketing avenues enabled by Information Technology.
It offers to the startup IT units huge and scope for e-business particularly to the
micro, small and medium enterprises. There is a growing demand for good
educational and health institutions which are lacking in the city. There is also a
demand for a technical nada general university as revealed in the citizens contact
programs.
iv. Threats: The lack of IT support to the wood based units, hosiery and absence of
support infrastructure has already shown outmigration of workers to other areas as
revealed by the citizens. The migration of local art and skill workers is a threat to the
fame of the local art and skill. Inadequate basic infrastructure such as sewerage
and drainage system, reliable power supply, efficient transportation and city
planning are the potent threats revealed during the citizens contact programs.

4. Strategic Focus and Blueprint


SWOT analyses are largely based on the economy and the feedback from the citizen
engagement campaign carried by the Saharanpur Municipal Corporation (SMC). This
feedback is obtained through essay writing by students of inter-colleges and colleges,
teachers, and citizens participation including women, different associations, various
trade unions, senior citizens, professional practitioners to name a few. Ward-wise
interactive programs were also held at strategic locations for larger participation in the
Smart City Mission. Analyses reveal that a majority is in favour of the use of technology
in the city management followed by redevelopment and retrofitting, roads and
transportation, power, sewerage, drainage, solid waste management, development of
renewable energy source as essential ingredients of capitalizing the strengths and
removing the threats by converting opportunities into investments. Simultaneously,
undertaking

the

programs

of

beautification,

plantation,

rainwater

harvesting,

revitalization of Paondhoi and Dhamola Rivers, getting rid of the stray cattle and shifting
of dairy business from the habitation areas to make city livable.
Based on the above feedback there will be two pronged strategy both short-term and
long term. For the first five years the convergence strategy to achieve the goals of
Smart City will be adopted listed as follows;
i. Safety of life on road and managing traffic and tracking of the law breakers by
installing CCTV cameras for city-wide surveillance. This system will be backed
up by solar energy and will be a joint initiative of SMC and the city Police.
ii. To meet power requirement areas identified for harnessing solar energy for its
use in the city will be taken up as a joint venture of SMC and Uttar Pradesh New
and Renewable Energy Agency. Efforts will be made to encourage households
for self-sufficiency in meeting energy requirements during shut-down period.
iii. Contiguous Area Based project

conjoining redevelopment, retrofitting and

conservation will be taken up in conjunction with development of roads, water


supply, sewerage, drainage, realignment of electricity poles, solid waste
management

and faade improvement. This program will be a joint effort of

SMC and the Saharanpur Development Authority.


iv. The area identified for rehabilitating affected house-holds by the area based
project will be developed by SMC for transitional housing till the facilitation of
regular or permanent accommodation.
v. Initiating Green Field project development in PPP model for promoting IT and
ITES to meet aspirations of the youth by establishing technical institutions,
quality education institutions and health care system with the support of
technology on walk-to-work concept.
vi. Providing appropriate mechanism for promotion of local art and skill in the field of
handicraft, hosiery and logistic arrangements supported by technology by
engaging the local human resource will be integral part of Green Field project.
vii. To provide relief to the old city, the mandi Samiti has initiated the process of
developing Farmers facilities on Delhi road i.e. within Awas Vikas Yojna.
5. City Vision and Goals
Vision statement was crafted in consultation with participating citizens. Three
alternatives were discussed during Smart City campaign. These were crafted keeping in
view the city challenges and the strengths of people. These vision statements, in short
form, were put on the web site Mygov.in for voting. These succinct statements were:

i. Promoting and Developing local art and Skill by engaging citizens in smart
development enabled by the use of technology in city governance and
management targeting attainment of Quality of Life
ii. Engaging citizens as co-partners for achieving goals of Smart City Development
by focusing on promoting local skill and art in the attainment of quality of life
iii. Developing Saharanpur, in its containments and attainments, as Smart City with
the use of technology and by engaging the stakeholders and private sector for
achieving the quality of life
These vision statements were deliberated in the public engagement programs for
approval. The statement listed at (i) was approved by the citizens by raising both the
hands. It also scored maximum online public votes on the web site. This succinct
statement contains aspirations of the local people and goals of the Smart City mission
for achieving quality of life in Saharanpur. It lays road map for preparation of action plan
and its implementation.
6. Citizen Engagement
a. Extent of Citizens involved in Shaping Vision and Goals
The extent of citizens participation has been explained at point 4 (SWOT) i.e. engaging
all sections of society and all age groups 16 and above. These include students from
inter-colleges and colleges (young generation), teachers, citizens including women,
different associations, various trade unions, senior citizens, government officers, private
practitioners of various professions (Doctors, Chartered Accountants, Town Planners,
Architects, Engineers), Truck/tempo/taxi/auto-rickshaw/rickshaw/e-rickshaw unions to
name a few. Ward-wise people interactive programs were held at strategic locations for
larger participation in the Smart City Mission. Public representatives, MPs, MLAs,
Councilors, past and present were part of the consultation programs for giving shape to
the proposals and firming up thereof.
b. Engagement strategy to get best results from citizens
Meeting venues were notified and the invitations were communicated to the people
ward-wise. At the meeting venue, Smart City Challenges and the related issues were
explained to the participants. All of them were requested to raise questions in case of
any doubt, bring out the problems they are facing, share their experiences and give
their suggestions for meeting the goals of the smart city.
c. Different means of citizen engagement adopted

Advertisements were also released for information of the public. City-wide publicity was
carried both through the print and electronic media and through letters to individuals,
associations, trade unions, practitioners, principals of the colleges, chairpersons of
institutions and other stake-holders. Each event was covered by the print media.
Individual interviews were also held by the electronic media.
d. Extent of coverage of citizen engagement in different media and channels
Exhaustive public consultations have done through both off-line and on-line
communication system. Activities like Essay writing Competitions (2200 Essays),
Workshops and seminars in city schools and localities were also ensured. More than
one lac on-line discussions on Mygov.in, almost 20,000 suggestions on face-book and
35,000 off-line suggestions received in SMC. The services of print media for promotion
and generating awareness about Smart City Mission among the citizens were utilized
on regular basis. In addition, Nukkad-Naatak and painting competitions were also
organized.
e. Incorporation of citizen inputs in overall vision
Citizens were engaged in drafting three vision statement as listed (at 5(i) City Vision and
Goals) approved by the citizens by raising their both the hands. The one that scored
maximum public votes on the web site was adopted. This succinct statement contains
aspirations of the local people and goals of the Smart City mission for achieving quality
of life in the Saharanpur Smart City. It lays the road map for preparation of action plan
and its implementation.
B. Area-Based Proposal
Summary
The area-based proposals have three components namely Redevelopment, Retrofitting
and Green Field. The area of redevelopment and retrofitting finalized as a contiguous
block combining both redevelopment and retrofitting. This conjoined proposal of
redevelopment and retrofitting measures about 610 acres out of which 70 acres land
has been proposed for redevelopment. This area in clock-wise direction is bounded by
the Nala running parallel to the Ambala-Saharanpur road in the north, Dhamola river in
the east, ITC mill road in the south and old Municipal boundary in the west. To solicit the
household information, building conditions, household income, living conditions,
consent for transitional shifting house to house survey was conducted. After household
surveys data concerning required number of dwelling units to be constructed,
identification of transitional housing area, required funds etc. was analyzed. Thereafter,

the contents of the scheme were assessed and finalized. This project will cost to the
tune of Rs. 116.20 crore.

Approach and Methodology


For selection of area based proposals, the issues of immediate and long term concerns
were solicited from the citizens and doable in a shortest possible time for providing relief
to the city such as mobility, enforcement of law, safety and security on the roads were
taken as the short term immediate measures and the remaining components were
considered as medium and long term measures ranging between 3-10 years period.
The issues raised by the citizens, both offline and online, were tabulated and prioritized
on the basis of percentage score. The steps were taken for listing the issues and
framing the proposals have two parts given as follows:
a) Step I
i.

Desk work relating to the preparation of base map showing city limits, ward
boundaries, street pattern, morphology, existing land uses, city gardens/open
spaces, drainage etc. was completed (Map-1)

ii.

Dissemination of information through electronic and print media relating to the

iii. Engaging Citizens and their Representatives for wider publicity and engagement of
the citizens in the consultation exercise;
iv. Devising a format for soliciting views/suggestion,
v. Holding Essay and painting Competitions on the Mission,
vi. Organising Corner/Street Shows,
vii. Making presentations at ward level after adequate publicity,
viii. Holding interactive meetings with Various Unions, Vyapar Mandal, Professional
Practitioners, Senior Citizens, different Associations, Clubs, Women groups, State
and Central Govt. officers, to name a few, and separately with the proponents of
green field projects as public-private partners for developing the green field
projects.
ix. Engaging private sector in the Mission for developing solar power, solid waste
management, rain water harvesting, Swachh Bharat campaign, etc.

On-line suggestions and voting.


After conducting the Stage-1 consultations, the areas for development were

identified on the map. There was a general agreement that the area within the old
municipal limits which is highly congested be considered for Redevelopment and

Retrofitting and the lands on the Delhi road, Jananta Road, Malhi Road should be
earmarked for the green field project on the map (Map-2)

Old City: Three Alternative Proposals For conjoint


Redevelopment and Retrofitting (Map-3)

Thereafter, Stage-2 of public engagement was started. For this purpose, a


committee of the citizens and their representatives, a committee of the technical experts
and inter-departmental consultation committee was formed for crystallizing the
proposals of area-based schemes. The whole process of public consultation on the
three alternative sites identified for redevelopment and retrofitting, green field project
including pan city proposals were discussed and explained to the committees as well. It
was decided that the redevelopment and retrofitting areas should be contiguous and
integral part of each other. After consultations, the proposals were put on the website of
Mygov.in for voting and published in the newspapers for inviting suggestions.

The Site-1 (Map-4) which got the highest percentage of voting was adopted for
redevelopment and retrofitting. The approach and the impact of this development was
explained to the residents of Site-1 and thereafter a household survey was conducted
as explained supra. The information obtained from household survey was shared with
the people in the scheme area. The areas of willingness and not responding to the
schemes were shared with the Citizens committee, technical committee and
inter-departmental committee including estimated costs of the project.

b) Step-2
On the basis of information collected, contents of the scheme were explained to the
citizens committee followed by a meeting with the technical committee and after giving
the finality to the proposals these were placed before the interdepartmental committee
chaired by Divisional Commissioner. The same proposals were discussed in a meeting
chaired by the Secretary to the Govt. of Uttar Pradesh, Urban Development Department
at Lucknow on 28/11/2015.
Green Field Project : The green field project on Delhi road scored the highest vote. It
was decided to develop this project in PPP model only when the proponent of green
field project with whom the MoU has been signed consolidates contiguous chunk of
land not less than 250 acres.
Key Components of Redevelopment and Retrofitting Proposals
I.

Identification of sites for transitional housing within the project area and construction
of 64 dwelling units to begin with. Demolition of dilapidated buildings and
undertaking retrofitting of the buildings for proper light, ventilation, toilets, sola
lighting etc. and strengthening the building after removal of encroachments along
roads.

II. Quantification of the land for developing shopping complex for rehabilitation of the
affected shopkeepers.

III. Assessment of total population for providing commensurate amenities as per


UDPFI Guidelines of Ministry of Urban Development, Government of India.
IV. Provision of open spaces, play grounds, water supply, ground water recharge and
solar energy for street lighting and partial domestic use meeting the requirement
during shut down period, electric sub-stations, Fire safety measures, etc.
V. Provision of lifts with standby generator sets for proposed Stilt+4 construction.
VI. Solid Waste Management through a private agency for door to door collection, with
whom the MOU has been signed (Annexure ).
VII. Provision for gas supply through pipes to the multi-storied dwelling units and to the
retrofitted area as and when gas supply is available to Saharanpur.
VIII. Adequate parking spaces in the stilt floor and open parking for visitors.
The total cost of the project as mentioned supra is estimated to the tune of Rs.
116.20 crore for construction of 600 dwelling units and infrastructure over an area of
610 acres and to be completed from the base line 2016 to 2019.

Smart Urban Form: Transforming the Dilapidation and Congestion into Livability
The area undertaken for redevelopment has narrow lanes which are inadequate for four
wheelers, has no school for quality education, good health facilities and other social
infrastructure but has municipal water supply and paved streets. The present urban
form or the morphology is in shambles will be transformed into the livability by defining
the self-sufficient areas of campus development for housing, retrofitting areas with
required open spaces, street width, sewerage, water supply and drainage, street
lighting, pedestrian paths etc. including social infrastructure.

The convergence is envisaged on similar lines as in the case of pan city proposals as
well as enumerated in the table given below;

the convergence in order to fulfill the aspirations of people aroused during the citizen
engagement programs who were fully involved in framing the proposals.

C. Pan-City Proposal
19. Summary
The concept of smart city is attaining quality of life by ensuring sustainable development
with safety and security. ICT based Utility corridors are proposed for convenience.
Clean water supply and efficient solar energy networks will counter the adverse climatic
considerations. Rain water harvesting for recharging and ground water table
decentralized sewerage network with zero disposal of waste into water bodies,
recycling it for meeting industrial and irrigation demand will bring environmental
improvement.
Traffic and Solid waste management with support of ICT will enable effective control
and management for better performance to attain quality living.

20. Components
Solar Energy and Rain Water Harvesting System to be developed in city open spaces
identified after public consultation to harness 12 MW solar power in conjunction with

ground water recharge structures. Objective is to meet 10% targeted energy


requirement. This is in addition to individual installations in areas of redevelopment and
retrofitting.
Intelligent Traffic Management and city surveillance through CCTV cameras will
be facilitated by improving road geometrics, providing underpasses at critical junctions,
developing a ring road (Map-9) with horizontal and vertical axis in the old city to facilitate
public transport system and pedestrianizing the streets in the old city.

This

arrangement will be clubbed with solid waste collection, transportation and disposal.
Critical locations (36) (Map-6) have been identified for installing CCTV cameras which
will also ensure safety and security of women, children, senior citizens and enforcement
of law. Police Mobile/PCR will be put in place. City will be divided into four zones for
good administration and redressal of public problems. The intended objective is to use
the available road spaces to the fullest.

Presently, about 90% water is supplied from Tube Wells and remaining from Hand
Pumps. To meet ever-increasing requirement with depleting ground water resource and
to make AMRUT scheme sustainable, canal-based water supply has been proposed as
solution to water supply shortages, water balancing and water quality for the Quality
Management.
Smart Utility network system (Underground) supported by SCADA (supervisory
control and data acquisition) is proposed which includes sensor system to regulate,
assess supply and distribution losses enabled by a smart Utility Corridor for proper
maintenance and regulated check.
21. Approach and Methodology
For selection of the pan city proposals, the issues of immediate and long turn concerns
were solicited from the citizens and doable in a shortest possible time to provide relief to
the city mobility, enforcement of law, safety and security on the roads. These were
tabulated and the issues were prioritized accordingly as explained in area based
projects.

a. City Profile and Self Assessment


Profile has already been explained in the area based schemes. The increasing
population demand and stress on existing physical infrastructure is leading towards a
haphazard and unplanned growth of the city in an unregulated pattern. Pan-City
proposals have been prepared within the backdrop of these issues, to address these
issues in shortest possible span and help the city to grow in a planned manner. Critical
issues like Traffic management, Solid waste collection, Sanitation, safety and security
crystallized through public consultations and field visits, have been proposed as the
benchmark achievement proposals enabled by ICT utility network and surveillance
system.

b. Citizen Opinion and Engagement


For Pan-City, like Area Based proposals, three alternative proposals were
conceptualized during desk work and were disseminated through media both electronic
and print handouts soliciting suggestions in writing through e-mails and facebook.
Essay writing and open suggestions were also solicited and people consultation
programmes were conducted. Both in Pan-City proposals were given final shape for
intensive discussion with citizens including public representatives, various associations,
institutions, Govt. Officers, senior citizens, women forums, etc. After attaining
consensus on the alternative proposals these were put for voting by raise of the hands
in all public meetings of Stage-2 and put for voting on Mygov.in, indicating all the
components of Pan City project. The alternative scoring the highest percentage has
been adopted. The steps are the same as followed in the case of area development
projects given as under:
I. Desk work relating to the preparation of base map showing city limits, ward
boundaries, street pattern, morphology, existing land uses, city gardens/open
spaces, drainage etc. was completed.
II. Dissemination of information through electronic and print media relating to the
Mission,
III. Engaging Citizens and their Representatives for wider publicity and engagement of
the citizens in the consultation exercise;
IV. Holding Essay and painting Competitions on the Mission,
V. Organising Corner/Street Shows,

VI. Making presentations at ward level after adequate publicity,


VII. Holding interactive meetings with Various Unions, Vyapar Mandal, Professional
Practitioners, Senior Citizens, different Associations, Clubs, Women groups, State
and Central Govt. officers, to name a few, and separately with the proponents of
green field projects as public-private partners for developing the green field
projects.
VIII. Engaging private sector in the Mission for developing solar power, solid waste
management, rain water harvesting, Swachh Bharat campaign, etc. (Map-11)
IX. On-line suggestions and voting.
There were three alternatives adopting top scorer for pan city proposals followed by
discussion with technical committee for consideration and Interdepartmental meeting
chaired by Divisional Commissioner, Saharanpur.
c. Opinion of the Elected Representatives
Weekly meetings with local representatives including MP, MLA, MLC, etc, in their
respective wards along with the people have been done to ensure the majority will and
to sense public perception about the future development. The suggestion and issues
pertaining at grass root level raised by these public representatives have been included
for their Redressal in the smart city proposals.
d. Discussion with Urban Planners and Sector Experts
A formal committee of renowned and extraordinary experts from the city with diverse
fields is proposed to guide the future development and growth of the city (Annexure...).
These experts (mainly Retd. Professionals with vast experience) are selected on the
basis of their involvement and role of shaping the society during their working tenure
and include representation from all the fields like Governance, Environment, Physical
and Social Development, etc. The proposals for Smart City have been tabled before the
committee and hence approved as per their consent.
e. Discussion with suppliers/partners
Regular meetings both with stakeholders and suppliers were done on almost daily basis
for the better achievement of Smart city objectives. The involvement of private sector
has been done through CSR and PPP modes. The role of line departments in service
provision has been strengthened by defining their individual objectives to be achieved
within the ambit of Smart City Goals. IT based companies are consulted for smart utility
network development and the efficient public delivery system.
22. Demand Assessment

During the analysis of the feedback on the suggestions given in writing and during the
public interactions the highest percentage was scored by electricity (62%) followed by
Roads (60%), Sanitation (60%), Water (52%), Traffic and Transportation System (50%).
Therefore, for the purpose of pan city proposals the elements getting 50% and above
were adopted for framing the pan city proposals and putting for voting on Mygov.in. In
this scheme of things the good governance, safety and security were clubbed with
Intelligent Traffic Management System which was further linked with the road
geometrics for smooth flow of traffic and pedestrian movement.
The above clubbing of proposals supported by the use of technology will provide
sustainable traffic and transportation system, water supply management including
ground water recharge, harnessing solar power to ensure uninterrupted power supply.
For ensuring city surveillance, tracking the violators of the law, monitoring transportation
of solid waste, water management, the CCTV cameras will an effective technological
support for city administration and policing.
For effective city level administration the zonation of the city has been done for
the redressal of problems at zonal level for two way communication. This system will
help in better recoveries of taxes, reporting and monitoring, building operations without
permission and extending immediate help in case of any calamity, disaster, fire hazard
and management of utility services.

23. Inclusion
The pan city proposals involve both the private sector and the public sector, there is
great involvement of private sector in making the city sustainable by ensuring quality of
life. The rooftop water harvesting, individual solar household lighting, involvement of
private sector in solid waste management, assured water supply, and transportation
system in public sector make the pan city proposals inclusive i.e. Accessibility of public
services to all sections of the society with good governance supported by technology.
Social harmony walk is proposed with a formal route in the city to induce a social
inclusiveness within the different communities through both living and walking.
More-ever, an effort has been done to promote healthy environment to access
public and open spaces for social inclusion through efficient Traffic and Solid waste
management. The sense of safety and security especially of the feminine class has
been ensured for the greater connectivity and convergence of the respective class
within the social structure with the help of CCTV Surveillance network, to achieve sense
of inclusiveness in the City Environment.

25. Frugal Innovation

The main proposals of the Pan-City project i.e Canal based water supply system and
Convergence of Solar Farm Rainwater Harvesting Protection and Preservation of Grave
Yards/cemeteries are included as a frugal innovation projects with the future
considerations in mind. About 90% households are consuming water directly from tube

wells which in turn is exerting stress on ground water table depletion and can cause
serious concerns regarding both Environmental & Financial in coming years for the city
as well as the surrounding regions. So, to mitigate the depletion of ground water table
and to ensure safe drinking water facilities to the citizens, Canal based water supply
system has been proposed by connecting Yamuna Canal which will further ensure
ground water recharging and quality fresh water supply. The second innovation being
the proposal of Solar Energy and rain water harvesting system which will ensure the
sustainable use of existing resources. The existing Graveyards/Cemeteries will be
developed as Smart Solar Grids at various locations, generating 12 MW power supply
for city use.
The solar panels will be clubbed with the roof top water harvesting structures.
The rain water directed to ground water recharge will ensure the smooth achievement
of sustainable tube well based water supply.

27. Convergence implementation


In the event of approval of the projects under AMRUT the areas proposed to be
developed under the area based schemes will be passed on to the SPV for
implementation of the components approved under AMRUT. However, if the projects
under AMRUT do not get approved, the project shall be implemented independent of
the convergence.

28. Success factors


The three factors are
iv. Base maps for the city are in place for correctly identifying the areas of operation,
the criticalities of the proposals duly discussed and approved by all the stakeholders
i.e. The procedures followed as laid down in the guidelines.
v. The quantification of the projects is based upon the digital maps in GIS/Autocad
environs having correctly marked the lengths and breadths of the projects.
vi. Meticulously articulated the financial projections for implementation in a time bound
manner.
Since pan city proposals are drawn on scaled maps, meticulously framed after
due diligence and ground truthing, the factors of success are inbuilt.
29. Benefits Delivered
The pan city proposals are of two types:
Short Term:
i.

Showing immediate results within one year which includes e-governance for two
way communication for recoveries and redressal of public grievances;.

ii.

Harnessing solar energy to enhance power supply in the city, ground water
recharge, solid waste management in convergence with the Swachh Bharat
Mission.

Long term:
iii. Canal based water supply which will show its results in three to five years time

period.
iv. The construction of underpasses, ring road and improvement of road geometrics
will again show their results within two to three years.
v. The use of ICT linked with Intelligent Transport System is co-terminus with the
improvement of road geometrics, underpasses, ring road development and public
transport system i.e two to three years.
30. Measurable Impact
c. Governance:
1) The support of technology will facilitate the performance with minimum man
power and maximum delivery
2) With the two-way communication system generated regarding the mails
received and automatically responded receipts and communicated after the
decision is taken, the defaults in water supply and power monitored through the
technology will help in locating the problem without any delay and involvement
of much man power. Therefore, it will help reducing the time consumption in
decision making processes, communication and bring a paradigm of
economically managed city administration with support of technology.
d. Impact on Public Services
1) The delivery of service will be quicker in redressal of problem, rectifying the
problems, managing the solid waste, its transportation with support of GPS
tracking system.
2) Reducing water losses will enhance the delivery of services and improving the
quality of life for all sections of society.
3) Convergence will introduce the realm of integrated city development and will
eliminate the multiplicity of similar activities done separately. It will introduce a
realm of effective use of funds by eliminating the wastage of funds in multiplicity.
