CERTIFICATION
This is to certify that hereunder projects in total amount of TWENTY MILLION
SIXTY FOUR THOUSAND PESOS (20,064,000.00) are urgently needed and
essential for the immediate rehabilitation/improvement of various projects in the
Abra District Engineering Office which were badly damaged during the onslaught of
Tropical Storm CARINA on August 01, 2016. The Abra River, that winds through
hereunder municipalities is gradually eating away the agricultural lands along its
banks and even threatening to wash away residences and huge segments of
inhabited areas. Without the application of scientific methodology, the constant
scouring of the river banks will result in the total wipe out of private domains and
public infrastructure. The release of funds for these flood control projects will
result in the containment of the flow of water within the channels and will
provide a lasting solution to the recurring problem of managing the
torrential waters of the Abra River that become uncontrollable during
typhoons.
