RESOLUTION NO. 2°28 WHEREAS, the Commission will constitute and appoint the members the Special Board of Election Inspectors (SBEI), Special Ballot Reception and Custody Group (SBRCG), Special Board of Canvassers (SBOC) and other Support Staff who will conduct the voting, counting and canvassing of votes various Posts; WHEREAS, the Commission is mindful of the tasks that is required of the members of the various electoral boards and_their functions as officials and employees of the Department of Foreign Affairs (DFA), as members of the Foreign Service Corps or as overseas Filipinos residing overseas; WHEREAS, conducting the voting, counting and canvassing of votes are outside the duties of those who will be constituted as members of the electoral boards and the Commission sees the need to compensate them for their efforts and performance as members of electoral boards which have concomitant responsibility and accountability; WHEREAS, there is a need to ensure the equitable grant of per diem on the basis of the number of registered voters or voter turn-out; WHEREAS, ensuring the equitable grant of per diem to the members of the electoral boards will motivate them and increase their efficiency in the conduct of voting, counting and canvassing. NOW, THEREFORE, pursuant to the powers vested in it by the Constitution, Republic Act No. 9189 as amended by Republic Act No. 10590, the Omnibus Election Code, and Republic Act No. 7166, Republic Act No. 9006, and other election laws, the Commission on Elections has RESOLVED, as it hereby RESOLVES, to promulgate the following guidelines: Section 1. Who are entitled to a grant of per diem. ~ The following are entitled to receive their per diem: a. b. c d, e. f. 8 h i. J Members of the SBEI; .. Members of the SBRCG; Members of the SBOC; . Support Staff of SBEI; . Support Staff of SBOC; Tabulators; VCM Technical Support; . CCS Operator; Members of the Reception Group; and Heads of Posts. Sec. 2. Electoral boards to be constituted and appointed. Posts shall constitute and appoint the members of the electoral boards based on the following A. FOR AUTOMATED ELECTION SYSTEM. 1. SBRCG composed of three (3) members. Additional SBRCG may be constituted where the number of registered overseas voters is more than forty thousand (40,000) 2. SBEI composed of three (3) members who shall handle not more than ten thousand (10,000) voters which is equivalent to ten (10) precincts. Each precinct shall consist of not more than one thousand (1,000) voters. 3. Three (3) Support Staff for each SBEI who shall serve during rest days and declared holidays in the host countries where the turn-out of voters at the polling places is expected to be heavy. 4. One (1) technical support personnelwho will support the all SBEIs duringthe voting period 5. SBOC composed of three (3) members who shall canvass and/or consolidate the Overseas Election Returns (ERs). There shall be one (1) SBOC in all embassies (except Beijing), Philippine Consulate General in Agana and Philippine Consulate General in Hong Kong. 6. One Consolidation and Canvassing System (CCS) Operator. 7. Reception and Custody Group (RCG) composed of not more than two (2) members who shall assist the SBOC in the reception and custody of ERs submitted by various SBEIs. 8. Reception and Custody Group (RCG) composed of not more than three (3) members who shall assist the National Board of Canvassers (NBOC) in the reception and custody of Certificates of Canvass (COCs) and ERs submitted by various SBOCs. B. FOR MANUAL ELECTIONS 1. One (1) SBRCG composed of three (3) members. 2, SBEI for voting and counting composed of three (3) members. Each SBEI for voting shall handle not more than four thousand (4,000) voters. Additional SBEIs for counting may be constituted to handle the manual counting of at least five hundred (500) ballots. 3. One SBOC consisting of three (3) members to be constituted in all embassies (except Beijing); 4, One (1) Support Staff for SBOC with less than twelve (12) ERs to canvass; 5. Two (2) Tabulators for SBOC with more than twelve (12) ERs to canvass. Sec. 3. General requirements for the grant of per diem. ~All members of the electoral boards who have rendered actual service for overseas voting during the election period shall be entitled to the grant of per diem provided that: a. They were constituted, deputized and appointed by the Commission and/or the Heads of Posts; b. They rendered a minimum of 30 day continuous service as member of the electoral board during the voting period. Where the member of the electoral board failed to complete the 30 day continuous service, he/she is entitled toa proportionate amount of per diem equivalent to the number of days he/she actually served; c. They belong to the number of electoral boards authorized to be constituted by the Commission; d. Substitute or alternate members of the SBEI, SBRCG or SBOC, are entitled toa per diem proportionate to the number of days they actually served. Sec. 4. Schedule of per diem. - The amount of per diem to be granted to the members of the electoral boards shall be based on the following: Condition Amount A. Reception Group at the NBOC who shall receive and take 800USD custody of COCs and ERs transmitted personally or electronically by the SBOC Sec. 5, Dissemination and publication, ~ The Office for Overseas Voting shall furnish the Office of the President, the Office of the Press Secretary, the Department of Foreign Affairs, the Philippine Information Agency, the Department of Budget and Management copies of this Resolution. The Department of Foreign Affairs shall furnish copies thereof to all Philippine embassies, consulates, and other Foreign Service establishments maintaining offices abroad.
