ends ban on open trans service

In the days after Defense Secretary Ashton Carter announced the
Pentagon will no longer bar openly transgender people from serving in
the armed forces, transgender advocates who pushed for the change over
the course of many years are breathing a sigh of relief.
Sheri Swokowski, a Madison, Wis.-based transgender veteran who
served as an infantry soldier for nearly 34 years before she transitioned
after retirement, said she was elated to hear the news.
Im elated particularly for the service members who are serving and
those who are going to serve in the future because they will be able to
serve authentically, Swokowski said. I know from my own personal
experience if I were able to be authentic, I wonder how much better an

for its unprecedented support for LGBT rights.

does not explicitly endorse the Equality Act.
An entire section devoted to LGBT rights is included
in the proposed platform, which was unveiled late last
weekand no fewer than 35 times invokes the name
of Donald Trump to denounce him as a bigot whod
be disastrous in the White House. At no time is Hillary
Clinton named.
The section on LGBT rights applauds last years
U.S. Supreme Court decision in favor of same-sex
marriage, saying it recognized LGBT people like
every other American have the right to marry the
person they love. (In 2012, Democrats for the rsttime endorsed marriage equality in the platform

largely as a result of a campaign spearheaded by the


now-closed LGBT group Freedom to Marry.)
But the plank says more is needed after the
marriage decision, including passage of federal
comprehensive LGBT rights legislation. In the 2012
platform, reference was made only to a trans-inclusive
Employment Non-Discrimination Act to prohibit antiLGBT discrimination in employment.
LGBT kids continue to be bullied at school, a
restaurant can refuse to serve a transgender person,
and a same-sex couple is at risk of being evicted from
their home, the draft says. That is unacceptable and

living here since 1984. She and her partner of 10 years will be making Chapel Hill,
N.C. their new home.
Upon making the announcement, Berger said, Yes, I still nd it hard to believe
that we are moving to the land of HB2 and no LGBT discrimination protections.
We are moving there with eyes and hearts wide open. Spirit calls us on many
dierent journeys. North Carolina could denitely use more love and light to
counteract the political foolishness that is taking place there. We are prepared
to be those beacons.Bergers partner is also an interfaith minister.
Berger added, I had thought that in these later years I might slow down a
bit. But clearly spirit has other ideas in mind. More than ever we need to be
celebrating love. I see my move there as a wonderful way to continue to lift the
love of our community. She plans to work for the repeal of HB2 and for the
defeat of the N.C. governor in addition to continuing to marry both gay and
straight couples.
Bonnie ociated the rst gay wedding on the courthouse plaza in D.C. the day
it became legal. Since then, she has taken part in more than 700 ceremonies.
A Takoma Park resident, Berger spent many years working for LGBT equality.
She was one of the founders of the Free State Justice Campaign that was
the predecessor to Equality Maryland. She was also the rst open lesbian
to serve on a number of Montgomery County boards including the Human
Rights Commission, the Police Chiefs Advisory Council, the Partnership Board
for Victims of Hate/Violence, and the ACLU. In 2001 she was in the rst group
of county residents to be inducted into the Human Rights Hall of Fame.

Gay Games advances
Six cities withdraw bids
for quadrennial event

D.C. is one of 11 remaining cities on
three continents continuing to compete
for the right to host the 2022 Gay Games,
the quadrennial international LGBT
sports competition that draws tens of
thousands of spectators and athletes to
the host city.
According to a statement released on
July 1 by the Federation of Gay Games,
the organization that sponsors the
LGBT sporting event, six U.S. cities that
announced plans to bid on the 2022 Gay
Games earlier this year have withdrawn
from the bidding process.
They include San Antonio; Atlanta;
Minneapolis; Anaheim, Calif.; Des Moines,
Iowa; and Madison, Wis.
The U.S. cities remaining in the bidding
process in addition to D.C. are Los
Angeles; Salt Lake City; San Francisco;
Dallas; Denver and Austin, Texas.
Sources familiar with the Gay Games
bidding process since the LGBT sports
competition was rst held in 1984 in San
Francisco say FGG organizers for the past
decade or more have shown a preference
for host cities in parts of the world where
the event hasnt been held before and
where such an event would advance the
cause of LGBT equality.
The cities outside the U.S. that are
currently in the bidding process are
Hong Kong; Cape Town, South Africa;

Guadalajara, Mexico; and Tel Aviv, Israel.


Brent Minor, who heads Team D.C.,
the local LGBT sports organization
coordinating D.C.s bidding process, said
each of the cites remaining in the bidding
process for the 2022 Gay Games have paid
an initial fee of $1,500 earlier this year and
a $2,500 fee that was due by June 30 to
continue in the bidding process.
He said another fee of $5,000 is due
on July 31 and $7,500 will be due on Nov.
30 when the competing cities submit
theirnal bid book, a lengthy document
outlining their full logistical plans and
proposals for hosting the games.
We are very condent about our
bid, said Minor, who noted that D.C.s
unsuccessful bid for the 2014 Gay Games
was deemed a fully qualied bid by the
FGG, even though the FGG selected
Cleveland to host the 2014 games.
D.C. and Boston were two of the three
nalist cites along with Cleveland for the
2014 games.
The site selection process is one our
most vital tasks, and we take great pride
in our process, said FGG Co-President
Joanie Evans. Our gratitude to the
interested host organizations for sharing
our vision of promoting equality in sport
and culture, she said.
David Killian, the FGGs Ocer of Site
Selection, said, This is a competitive and
lengthy process, and we are grateful for
all of the [bidding] organizations hard
work. The impact that the Gay Games
has in host cities is incredible in terms of
culture, sport, economic impact, history
and most importantly furthering all
matters of LGBT equality.

Ward 1 community activist and
Libertarian Party stalwart Martin Moulton
took out petitions on June 22 to run against
Norton. D.C. Realtor and longtime Libertarian Party leader Bruce Majors took
out petitions on June 20 to run against Evans.
In order to get on the ballot Moulton needs to collect 3,000 petition signatures
in his citywide race. Majors needs 500 petition signatures to gain access to the
ballot for his Ward 2 race against Evans.
Norton and Evans, who have longtime records of support for LGBT rights, are
considered the strong favorites to win re-election.
But Majors surprised political observers in 2012 when he received more
than 11,000 votes in his unsuccessful race against Norton for the congressional
delegate seat. Although he lost his race his vote total enabled the Libertarian
Party to obtain automatic ballot status for its candidates for the next two years.
Majors ran unsuccessfully for mayor in 2014, receiving 1,297 votes in his
challenge to Democrat Muriel Bowser and independent candidates David
Catania and Carol Schwartz.
If Moulton and Majors obtain the necessary petition signatures they will likely
be running on the same ballot as Libertarian Party presidential candidate Gary
Johnson and his vice presidential running mate William Weld.
With voter dissatisfaction surfacing toward Democratic presidential contender
Hillary Clinton and GOP presidential candidate Donald Trump, some political
pundits are predicting that the Johnson-Weld ticket could receive signicantly
higher vote totals than third-party candidates normally receive.
Its unclear whether the Johnson-Weld ticket in D.C. would have a coattail
eect of pulling in more votes for Moulton and Majors since the overwhelming
majority of D.C. voters are registered Democrats.

Wrong pronouns for trans employees illegal in D.C.

A publication released last month by the D.C. Oce of Human Rights reminds
employers that deliberately misusing a transgender employees preferred name or
gender-related pronoun violates the citys Human Rights Law.
OHR spokesperson Stephanie Franklin said the publication, Valuing Transgender
Applicants & Employees: A Best Practices Guide for Employers, was produced jointly by
OHR and the National LGBTQ Task Force.
The publication notes that the citys Human Rights Act of 1977 was amended in
2006 to ban discrimination based on gender identity and expression in the areas of
employment, housing, public accommodations and educational institutions. Regulations
were subsequently adopted, the publication says, that prohibit workplace harassment
or a hostile work environment for trans employees.
The following behaviors by supervisors or coworkers may be considered unlawful
harassment or a hostile work environment, the publication says:
Deliberately misusing a persons preferred name or pronoun;
Asking personal questions about an individuals body, gender identity or expression
or transition;
Causing distress to an individual by outing a transgender person against their will;
Posting oensive pictures or sending oensive communications.
Franklin said that under the Human Rights Act, a transgender employee who believes
they are being subjected to discriminatory workplace actions must le a complaint with
OHR, which would investigate the complaint. If probable cause is found, OHR sends the
complaint to the D.C. Commission on Human Rights, which issues a ruling on whether
discrimination occurred.
If found to be at fault, an employer could be required under the law to pay

compensatory damages, civil penalties, attorneys fees, and back pay if an employee
was unable to continue to work due to a hostile work environment.

Grosso introduces LGBT health data bill

D.C. Council member David Grosso (I-At-Large) introduced a bill on June 28 that would
require the citys Department of Health to include questions pertaining to a persons
sexual orientation and gender identity in its annual public health survey.
That survey, called the Behavioral Risk Factor Survey, is a cross-sectional telephone
survey conducted by state health departments in all 50 states and D.C., with technical
and methodological assistance provided by the [U.S.] Centers for Disease Control and
Prevention, Grosso said in a statement.
Grosso said he contacted DOH Director LaQuandra Nesbitt earlier this year after
community activists informed him that LGBT-related questions were included in the
D.C. survey. He said he asked her why.
I was surprised that her answer was that the questions would be too expensive to
add, some $3,000 each, out of a departmental budget that is over $200 million, Grosso
said.
Yet without good data, we cannot know what kinds of programs to design, what
interventions to fund, or if our eorts are eective or not in promoting the health of our
city in all its diversity, he said.
This is a very simple bill, he added. It requires the Department of Health to gather
demographic data on sexual orientation and gender identity as part of its annual public
health survey of adults in D.C.
Eleven of Grossos 12 Council colleagues signed on to the bill either as co-introducers
or co-sponsors, indicating that the bill will pass when it comes before the full Council
for a vote.

Md. man convicted of soliciting sex from teen

A Montgomery County Circuit Court judge on June 29 found a 31-year-old man guilty
of soliciting sex from a 15-year-old ctional boy created by an undercover police ocer
who posted messages on the gay app Grindr under the name Kinky Twinkie.
The guilty verdict handed down for Montgomery County resident Daniel Read
followed a two-day non-jury trial in which information surfaced that the undercover
ocer initially created a Grindr prole for Kinky Twinkie as a 17-year-old male high
school student.
A police charging document led in court says the undercover ocer posing as the
student responded to text messages and private messages on Grindr from Read, who
used the name Dan.
During these messages your aant advised Dan that he (Kinky Twinky) was actually
15 years old, the charging document says. After several additional exchanges of
messages, Dan allegedly asked the student to send him nude photos of himself.
By utilizing open source libraries, your aant was able to obtain images to send to
Dan as he requested, says the charging document, which was prepared by the arresting
ocer, who is identied on the document as N. Jerman.
The document says Read eventually told the ctional student through a text
message that he wanted to have sexual intercourse with him and agreed to meet him
at a location suggested by the ctional student at a Montgomery County McDonalds
restaurant. According to the charging document, police ocers intercepted Read in his
car and arrested him on a charge of sexual solicitation of a minor as he approached
the McDonalds. It says police traced the Grindr exchanges between Read and the
undercover ocer in advance of the arrangement to meet, and learned his full identity,
home address and the make and model of his car.
Yesterdays verdict is clear, said Ramon Koriono, a spokesperson for the Montgomery
County States Attorneys Oce, which prosecuted the case. Do not seek out sex with a
minor. Do not use social media to lure underage boys for a sexual encounter, Koriono
said.
The underage person you may be chatting with might just be an undercover police
ocer, he said. Daniel Read used poor judgment and committed a criminal oense.
He will be held accountable for his crime.
Reads attorney, Andrew Jezic, couldnt immediately be reached for comment.
Under Maryland law, Read faces a sentence of up to 10 years in prison and possible
placement on a sex oender registry. He is scheduled to be sentenced by Judge Sharon
Burrell of the Circuit Court of Maryland on Aug. 15.

Churches challenge Iowa trans law


DES MOINES, Iowa Two Iowa churches allege that a state law banning antitransgender discrimination violates their rights to free speech and religious
liberty.
The Des Moines Register reported the Fort Des Moines Church of Christ alleges
in a federal lawsuit it led against the Iowa Civil Rights Commission on July 5
that the law prohibits church members from making any public comments
including from the pulpit that could be viewed as unwelcome to people who
do not identify with their biological sex. The newspaper said Cornerstone World
Outreach, which is in Sioux City, has also said it would like a declaration that
says churches in the state are free to follow their religious doctrines on the
issue of access to bathrooms and facilities.
Churches have always been protected from government intrusion, and they
still are, said Christiana Holcomb, legal counsel for the Alliance Defending
Freedom, an anti-LGBT legal group that represents the Fort Des Moines Church
of Christ, in a press release. They have a rmly established freedom to teach
their beliefs and set internal policies that reect their biblical teachings about
marriage and human sexuality. One can hardly imagine a more obvious
unconstitutional invasion of the state into the internal aairs of the church.
Iowa law bans discrimination in public accommodations based on sexual
orientation and gender identity.

Puerto Rico dedicates rst LGBT monument


SAN JUAN, Puerto Rico San Juan Mayor Carmen Yuln Cruz on June 26
ocially unveiled the U.S. commonwealths rst LGBT-specic monument.
The monument which is located in Third Millennium Park in the Puerto
Rican capital features seven columns with rainbow-colored mosaics.
We are celebrating life, said Yuln, according to Noticel.com. We must work
together to eradicate discrimination and homophobia. We must raise our voice
for justice and equity for each human being.
Yuln dedicated the monument to the 49 people who died inside the Pulse
nightclub in Orlando, Fla., on June 12.
Nearly half of the massacre victims were LGBT Puerto Ricans.

N.C. lawmakers
adjourn without
undoing HB2
Judge blocks Mississippi
religious freedom law

The
North
Carolina
Legislature
adjourned late last week after making
only a small change to House Bill 2
instead of full repeal, making it likely the
discriminatory aspects of the anti-LGBT
lawwill remain on the books at leastuntil
lawmakers reconvene next year.
Mike Meno, spokesperson for the
American Civil Liberties Union of North
Carolina, slammed lawmakers for
adjourning without undoing the law he
says enables anti-LGBT discrimination.
Its shameful that the General Assembly
will adjourn without repealing the parts
of HB 2 that encourage discrimination
against thousands of LGBT people who
call North Carolina home and particularly
target transgender people who simply
want to use public facilities safely just like
everyone else, Meno said.
Its technically possible lawmakers
could act on repeal before the legislature
resumes after Election Day by convening
a special session, but thats unlikely likely
given lawmakers havent acted on repeal
as of now.
Enacted by the legislature and signed
into law by Gov. Pat McCrory in March
after one day of consideration, House Bill
2 nullied all pro-LGBT city ordinances
in North Carolina, including one recently
approved in Charlotte, and prohibits
transgender people from using restrooms
in schools and government buildings
consistent with their gender identity.
LGBT advocates and the business
community have fervently called for HB 2s
repeal, but instead the legislature before
adjourning made a small change to the
law late Friday that leaves discriminatory
aspects on the books.
Approved
by
the
legislatureunderdirection from McCrory,
the change reinstates the ability taken
away under HB 2to sue in North Carolina
state court in cases of discrimination on
the basis ofrace, religion, national origin
and sex. But the approved change still
allows anti-LGBT discrimination because
neither sexual orientation nor gender
identity were part of the x.
According to the Charlotte Observer,
the House passed the measure on a 8515 vote and the Senate approved it 26-14.

Meanwhile last Friday, in Mississippi, a
federal judge blocked the enforcement
of a recently enacted religious freedom
law that was seen to enable sweeping
anti-LGBT discrimination and set to take
eect on the same day.
U.S. District Judge Carlton Reeves, an
Obama appointee, issued a preliminary
injunction against the law in a 60-page
decision that determines the statute
violates the Establishment Clause, which
prohibits the government from aligning
itself with a particular religion.
Religious freedom was one of the
building blocks of this great nation, and
after the nation was torn apart, the
guarantee of equal protection under law
was used to stitch it back together, Reeves
writes. But HB 1523 does not honor
that tradition of religion freedom, nor
does it respect the equal dignity of all of
Mississippis citizens. It must be enjoined.
Reeves determined HB 1523 violates
the Establishment Clause in at least two
ways: First, by establishing an ocial
preference for certain religious beliefs
over others; and second, because its
broad religious exemption comes at the
expense of other citizens.

Paris Pride highlights trans rights


Paris annual Pride parade, known as Marche des Fierts, took place in the
French capital on Saturday.
Equal parts protest and celebration, the parade attracted thousands of LGBT
denizens that included a plethora of usual characters: Street performers in
PVC cat suits, demented nuns, dancing cowboys and sailors and belly-dancing
transsexuals.
For the rst time ever, Inter-LGBT, the group that organized the annual event,
allotted the most prominent spot in the parade, which is usually reserved for
politicians and celebrities, to emphasize trans rights.
The Gay and Trans Collective Association for Equality, an LGBT group known
by the French acronym ACTHE, marched front and center. Itbrought attention
to the issues facing the transgender community with this years motto: The

The Vatican announced on Monday that Pope Francis has accepted the resignation of
Cardinal Nicols de Jess Lpez Rodrguez of the Archdiocese of Santo Domingo.
The Holy See said in a statement that the ponti has named Monsignor Francisco
Ozoria Acosta of the Diocese of San Pedro de Macors as Lpezs successor.
Lpez has repeatedly used homophobic slurs to describe gay U.S. Ambassador to the
Dominican Republic James Wally Brewster.
Lpez told reporters during a 2015 press conference that Brewster should go back to his
embassy and stick to housework, since he is a mans wife. The cardinal in 2013 referred to
Brewster who is married to Bob Satawake as a faggot after President Obama nominated
him to become the next American ambassador to the predominantly Catholic country.
Neither the Vatican nor the Dominican government has publicly rebuked Lpez over
his comments.
I would hope that the Vatican as we would not do that with their ocials would
understand and condemn those types of words to any ocial with any government,
but especially with one of their strongest allies, which is the United States, and to the
presidents personal representative in the country, Brewster told the Washington Blade
in March during an exclusive interview at the State Department.
The Vatican announced Lpezs resignation a day after Brewster and thousands of
others took part in Santo Domingos annual Pride celebration.
I feel a great peaceof mind, Cristian King of Trans Siempre Amigos, a Dominican
advocacy group, told the Blade on Monday.
Deivis Ventura, a prominent LGBT activist who ran for a seat in the lower house of the
Dominican Congress in May, noted to the Blade that Osoria is a black bishop who has
fought for migrants.
Lpez supported the Dominican governments plan to legalize undocumented
immigrants the majority of whom are Haiti that sparked controversy in the
Caribbean country and around the world.
Monsignor Osoria is a man who is known for his moderation and prudence in the
management of religious and social issues, Ventura told the Blade. I am sure that this
man will show a distinct vision of the church.

White House hosts dialogue on global LGBT rights


Activists from around the world gathered at the White House last week for a dialogue
on global LGBT rights.
Eric Gitari of Kenyas National Gay and Lesbian Human Rights Commission, AsiaPacic Transgender Network Chair Abhina Aher and OutRight Action International
Executive Director Jessica Stern are among those who took part in the gathering. Subhi
Nahas, a gay Syrian refugee who received asylum in the U.S., also attended.
U.S. Ambassador to the U.N. Samantha Power and U.S. Agency for International
Development Administrator Gayle Smith also spoke about the White Houses eorts
to promote LGBT rights abroad in the wake of President Obamas 2011 directive to
agencies that carry out American foreign policy.
This presidential memorandum sets out to end the no-go zones and to expand
enjoyment of rights in a deep, deep way, said Power in her speech. We have been
implementing it, also in a deep way.
Power noted the U.N. Security Council last August held its rst-ever meeting on an
LGBT-specic issue that focused on the so-called Islamic State.
Nahas and Stern both spoke at the meeting that the U.S. and Chile co-sponsored.
Last weeks meeting took place less than a month after a gunman killed 49 people and
injured 53 others inside a gay nightclub in Orlando, Fla.
Members of al-Qaida in the Indian Subcontinent hacked Xulhaz Mannan, a prominent
Bangladeshi activist who founded the countrys rst LGBT magazine, and his friend,
Mahbub Rabbi Tonoy, to death on April 25.
Mannan was working for USAID at the time of his death. He was an employee of
the U.S. Embassy in the Bangladeshi capital of Dhaka for eight years before joining the
agency last September.
[Mannan] was brutally murdered in an act claimed by terrorists, said Smith in her
remarks at the White House. He was killed because he believed that every person no
matter who they loved or prayed to, no matter what they looked like or what class they
were born into deserves to be treated with respect and dignity. And he was willing to
ght for that belief.
Power noted in her speech that consensual same-sex sexual acts remain criminalized
in more than 70 countries around the world.
We should all be able to love openly without hiding in the shadows, she said.
Nobody should ever have to have that voice in their head.

Trans service members elated after end to military ban

Although Dont Ask, Dont Tell repeal
enabled openly gay people to serve in the
U.S. armed forces, transgender people until
last week were still prohibited from serving
in the armed forces as a result of a medical
regulation instituted before 1983.
On Thursday, Carter announced during
a news conference at the Pentagon he
would lift the ban on transgender service
eective immediately following a lengthy
review of the policy he initiated in July 2015.
As a result of this year-long study, Im
announcing today that we are ending
the ban on transgender Americans in the
United States military, Carter said. Eective
immediately, transgender Americans may
serve openly, and they can no longer be
discharged or otherwise separated from the
military just for being transgender.
Transgender people currently serving in
the military can now be open about their
gender identity as a result of Carters actions.
Starting Oct. 1, services will be required to
oer transition-related care to transgender
service members in accordance with their
gender identity and they may change
their gender markers in the Defense
Departments electronic benets system.
On July 1, 2017, openly transgender people
will be able to enter the armed forces
provided they verify they have been stable
in their identied gender for 18 months and
completed their transition.
Carter during the news conference
announcing the change cited a gure from
the RAND Corp. estimating about 2,500

people out of 1.3 million active-duty service


members are transgender and about 1,500
out of 825,000 members of the Reserve.
The Pentagons decision to lift the ban
on transgender military service alters the
immediate trajectory for advocates who
have been highlighting the issue.
On July 13, the San Francisco-based
Palm Center, a think-tank on sexual
minorities in the military, is set to host
in D.C. a symposium on transgender
military service, which will follow up on a
similar event the Palm Center held with
the American Civil Liberties Union in 2014.
The Palm Center announced the
symposium last month well before Carter
announced the ban on transgender
military service would be lifted with the
intent of drawing a spotlight tothe harm
caused by the ban.
Aaron Belkin, director of the Palm
Center, said the focus will remain on
research, demonstrating transgender
inclusion in the armed forces works just
the same as integrating gay people after
Dont Ask, Dont Tell repeal.
Its about research showing that
inclusive policy strengthens the military
and also about research showing that the
resistance to the inclusion of transgender
troops looks a lot like resistance to the
inclusion of gays and lesbians in the old
DADT days, Belkin said.
A feature documentary in the works
called TransMilitary on transgender
people serving in the U.S. military was
also intended to draw attention to the
ban, but now will have a dierent eect.
Fiona Dawson, the D.C.-based director of
TransMilitary, said, we now nally know
the lms ending, but our work to distribute
TransMilitary is more relevant than ever.
The documentary, Dawson said, has
three objectives: making Americans
familiar with who transgender people are;
complimenting the work ghting anti-LGBT

legislation; and ensuring a historic moment


in the LGBTQ movement isnt forgotten.
Although Dawson has yet to obtain a
distribution agreement for the lm, she
aims to release it by the end of this year.
We can update all the policy we want,
but without moving hearts and shifting
minds we cant realize the cultural change
in the military and society we strive
to achieve, Dawson said.

The end to the transgender military


ban was personally signicant to one
Texas military couple Logan Ireland
and Laila Ireland who are transgender.
They married on May 17.
Logan Ireland, a sta sergeant in the
Air Force who works in security forces,
said his reaction upon learning about the
end to the trans ban was that it has been
a long time coming.
Ive been seen as a male within the
DOD since March and Ive been serving
without an issue, Logan Ireland said.
My team is very supportive, my peers
are very supportive, so nally the DOD is
recognizing the rest of us and its humbling
and its an honor to be serving at this time
and to see this sort of change happening.
Laila Ireland, who served in the Army
before being medically retired in December
for a reason unrelated to her gender identity,
said the change means transgender troops
will have more pride in who they are and
the volunteer service to our country.
Trans people have lagged far behind
lesbian, gay and bisexual people in terms of
acceptance, Laila Ireland said. As a newly
separated veteran from the military, the
change in policy allows men and women
like me to be able to breathe a whole lot
easier. Our service, our job performances,
they dont change. They stay the same.

Castellini-Sjtorm dies at 52
Shane Castellini-Sjtorm died April 23
at Capital Hospice in Arlington, Va., from
complications associated with ALS (Lou
Gehrigs disease), according to friends. He
was 52.
Castellini-Sjtorm was born in Belize. After
graduating from St. Johns College High
School in 1981, he served in the United
States Army at Fort Hood, Texas, and
Germany. After his tour of duty, he attended
Northern Virginia Community College,
where he studied ne art, and completed
a masters program in philosophy at
George Mason University. He worked as a
visual merchandiser at Nordstrom and J.C.
SHANE CASTELLINI-SJTORM
Penney and was communications director
at Anton Gallery.
He later started his own design business, Sjtorm+Theory, which he operated
even after he became ill. As an interior decorator and garden designer, he
created many interiors and gardens in Washington and New York.
His shop was a well-known xture in the Clarendon neighborhood of Arlington
for years.
Castellini-Sjtorm, who was gay, often befriended his clients and was remembered
for being warm and generous. He donated much of his time to many charitable
causes. In 2015, he received the Blinded American Veterans Foundation volunteer
award for the many years he devoted to helping the organization.
He is survived by nine siblings, many nephews and nieces and numerous friends.

The same plank also calls for
combatting LGBT youth homelessness,
protecting transgender people from

part of Americas foreign policy.
LGBT inclusion isnt limited to a single
plank. LGBT rights are mentioned
throughout the draft, including in the
introduction where they are invoked to
take a knock at Trumps slogan, Make
America Great Again.
We believe in protecting civil liberties
and guaranteeing civil rights and voting
rights, womens rights and workers
rights, LGBT rights and rights for people
with disabilities, the platform says. We
believe America is still, as Robert Kennedy
said, a great country, an unselsh
country, and a compassionate country.
JoDee Winterhof, the Human Rights
Campaigns senior vice president for policy
and political aairs, called the proposed
platform the most LGBTQ-inclusive
platform of any major U.S. party.
We will continue to work with the
Democratic Party to ensure the most
robust platform for LGBTQ Americans,
Winterhof said. From protecting LGBTQ

young people to ending the epidemic of


violence against transgender people to
passing an explicit and comprehensive
federal non-discrimination law to bring
about an AIDS-free generation, the
platform addresses many of the major
challenges facing our community today.
On military service, the platform
references Dont Ask, Dont Tell repeal
and the end of the transgender military
ban, saying, Our military is strongest
when people of all races, religions, sexual
orientations, and gender identities are
honored for their service to our country. On
civil rights, the platform says, Democrats
will always ght to end discrimination
on the basis of race, ethnicity, national
origin, language, religion, gender, sexual
orientation, gender identity, or disability.
Another section on HIV/AIDS says, an
AIDS-free generation is within our grasp, and
calls for implementing President Obamas
National HIV/AIDS Strategy, increasing
research funding, capping pharmaceutical
expenses for people with HIV/AIDS, reforming
HIV criminalization laws and expanding
access to PrEP for HIV prevention.
But the draft platform doesnt name
the Equality Act introduced by Rep. David
Cicilline (D-R.I.) and Sen. Je Merkley
(D-Ore.) as the comprehensive LGBT
legislation that should be enacted. Last
year, Democratic National Committee
Chair Debbie Wasserman Schultz told the

A panel of lawyers appointed by Mayor Muriel Bowser to prepare a draft


D.C. statehood constitution revised the draft last week to ensure that a voter
referendum could not be used to repeal nondiscrimination protections, including
LGBT rights protections.
An earlier draft of the constitution dened the voter referendum process in a
way that would have removed a provision in existing D.C. law that doesnt allow
the placement of a referendum on the ballot if it authorizes, or would have the
eect of authorizing, discrimination prohibited by the D.C. Human Rights Act.
The Human Rights Act, among other things, bans discrimination based on
sexual orientation and gender identity and expression.
Nick Nartowicz, an attorney and member of the Legal Advisory Committee of
the New Columbia Statehood Commission, which drafted the constitution, said
the committee revised the referendum language along with other provisions in
the draft in response to input from the public and other interested parties.
He said a nal draft of the constitution was expected to be presented to the D.C.
Council for a vote later this month. Under plans approved by the Statehood Commission,
the constitution and a proposal for D.C. to petition Congress for statehood in January
2017 will be put before the citys voters in a ballot measure in November.
Most political observers dont expect Congress to approve statehood for
D.C. anytime soon. But Bowser, members of the D.C. Council, and longtime
statehood advocates have expressed hope that the statehood petition would
receive greater support if Democrats win control of Congress and retain the
White House in the November election.

Russell Roybal, deputy executive
director of the National LGBTQ Task Force
Action Fund, said the important thing is
comprehensive LGBT non-discrimination
legislation is included in the platform.
Regardless of what it might be named,
it is vitally important that the passage
of comprehensive LGBTQ equality
legislation is a priority for all parties and is
explicitly in their platforms, Roybal said.
Speaking generally about the party
platforms, Roybal added, Wed also like to
see the parties include other policies that
address issues such as comprehensive
immigration reform, strengthening voting
rights and gun control.
Moreover, nowhere in the platform are
the words gay, lesbian and bisexual
spelled out, despite eorts from LGBT
advocates to seek inclusion of those
words in years past.
The Democratic National Committee
didnt respond Tuesday to the Blades
request to comment on why those terms
and the Equality Act werent enumerated
in the draft document.
The Democratic Platform Committee
produced the draft document after a series
of summer forums in D.C., Phoenix and St.
Louis. The full committee is set to meet in
Orlando, Fla., this weekend to approve the
nal draft of the platform. At the Democratic
National Convention in Philadelphia during
the nal week of July, Democrats are
expected to ratify the document.
Hayden Mora, founding member of the
Trans United Fund, said the Democrats
oer a strong platform, but it should be
considered a work in progress.
We hope to be in conversation with
the DNC to strengthen the language
further, and hope the DNC will consider
enumerating with greater clarity a
specic commitment to end federal
funding for organizations that continue

to discriminate against LGTBQ people,


to specify stronger support for trans
veterans and to enumerate a more
specic commitment in areas of acute
crisis for trans people - and trans women
of color and non-binary identied trans
people - including HIV/AIDS and violence
prevention, Mora said.
In the aftermath of a mass shooting at a
gay nightclub in Orlando, leaving 49 dead
and 53 wounded, the draft proposed
platform also asserts the Democratic
Partys support for gun safety legislation.
Although the platform says Democrats
can respect the rights of responsible gun
owners, it seeks to expand background
checks, hold irresponsible gun dealers
and manufacturers accountable and
keep weapons of war such as assault
weapons o our streets.
Jason Lindsay, executive director of
the newly formed Pride Fund to End Gun
Violence, said the proposed platform
oers realistic and commonsense
solutions on gun safety.
It proposes to expand LGBTQ equality
and make America a safer place through
smart gun policy decisions such as
expanding background checks, renewing
the assault weapons ban and closing
loopholes in existing laws, Lindsay said. We
agree with Democrats that we can respect
the rights of responsible gun owners while
keeping our communities safe.
Lindsay added the Democratic Party should
support expanding mental health funding,
federal funding for gun violence research and
restrictions on high capacity magazines.
The Republican National Committee
didnt respond to the Washington Blades
request forcomment on when any version
of the GOP platform would be made
public. Pro-LGBT Republicans are seeking
to remove the anti-LGBT language and
opposition to same-sex marriage seen in
the document in years past.

Six months ago, Baltimore-based FreeState Legal and nancially strapped


Equality Maryland announced a merger to form a comprehensive, statewide
direct legal services and policy advocacy organization that addresses the needs
of LGBTQ Marylanders.
Following a series of listening stops across the state as well as online surveys
to learn what community members believe the newly formed organization
should be doing, the organization unveiled its new name, FreeState Justice, at a
fundraiser at the Baltimore Museum of Industry on June 30.
FreeState Justice is the perfect name as we transition toward an organization
that provides legal services and policy advocacy across the state on behalf
of Marylands LGBTQ community, said Jessica P. Weber, board president of
FreeState Justice in a statement. The name FreeState Justice is both an homage
to Equality Maryland, once named Free State Justice, and an appreciation of
FreeState Legals impact. The justice we envision in our name is a Maryland
where people across the spectrum of LGBTQ identities are free to live
authentically, with safety and dignity, in all communities throughout our state.
Patrick A. Paschall, the organizations executive director, notes the progress
made in Maryland regarding LGBTQ rights but recognizes much work remains.
We have seen unbelievable progress in our state and country in recent years,
with successes like the passage of a transgender-inclusive nondiscrimination law
and achieving marriage equality, Paschall said. Yet, we continue to receive calls
on a daily basis from LGBTQ Marylanders who still experience discrimination in
housing, health care, employment, and public accommodations, who risk of losing
custody of their children, and who face bullying and harassment in schools.
State Sen. Rich Madaleno has been in the forefront of LGBT equality throughout
his public career. Im excited to have a strong statewide organization moving
forward thats ready to defend our rights individually and as a community,
Madaleno told the Blade.

Brian Dolbow is on a mission. He is the event coordinator for a non-prot


organization, Fundacin Arce, which specializes in nourishing the homeless and
less fortunate of Baltimore City. They host a large Feeding the Homeless event
on the third Saturday of each month in which approximately 300 people are fed.
Dolbow, a Baltimore resident who started this work in 2013 covering 30
events, stated that there will be a special Pride Edition on July 16 that will take
place from 3-6 p.m. outside the Baltimore Rescue Mission at 4 N. Central Ave.
We will be feeding approximately 300 homeless in East Baltimore, Dolbow,
tells the Blade. This month we are doing a cookout. We will be serving hot dogs,
burgers, chicken, side dishes, desserts and soft drinks. We will also be giving out
mens and womens personal hygiene items, shoes and some clothes.
Dolbow is proud of the past support he has received from The Drinkery, Grand
Central, Hotel Brexton and Hotel Indigo, which have donated food and supplies
for each event. Recently, S.H.E. Productions has joined in, and Flavor is hosting a
benet for the July 16 event.
To raise money for Fundacin Arce, a pre-Pride dance and drag show is
scheduled on July 15 at the Attic at Flavor, 15 E. Centre St. at 9 p.m. There will be
a $5 cover or a nonperishable food item will be appreciated. DJ Rosie will provide
the music for the party that will include drag performances.
I started feeding the homeless in 2010, Janet Arce, the founder Fundacin
Arce, tells the Blade. I have always had a passion for helping others. Over the
years, I have seen churches and organizations close their doors to the homeless.

Equality Calif. supports smoking tax


SACRAMENTO, Calif. LGBT health ocials in California are working to curb
smoking rates there, the Sacramento Bee reports.
In June Equality California became the rst minority rights group to endorse
the Healthcare, Research and Prevention Tobacco Tax Act of 2016, which would
raise Californias cigarette tax by $2. This Free Life, an anti-smoking campaign
from the U.S. Food and Drug Administration was launched in May and targets
LGBT people ages 18-24.
The 2012 National Adult Tobacco Survey, which was the most recent report
from the U.S. Centers for Disease Control and Prevention to consider gender
identity and sexual orientation in smoking habits, found that 33 percent of
lesbian, gay, bisexual and transgender respondents smoked, vs. 20 percent of
the general population, the Sacramento Bee reports.
The situation was similar in California, where the LGBT smoking rate is 27
percent, compared with a heterosexual smoking rate of 13 percent, according to
a 2013 report from the California Department of Public Health.

STI rates up 10 percent for UK gays


LONDON Public Health England released sexually transmitted infection
(STI) rates this week that show syphilis and gonorrhea rates rising for gay men
there, the Guardian and other outlets report.
Overall rates for syphilis were up 76 percent between 2012-2015 while
gonorrhea rates rose 53 percent. The rates were up 20 percent for syphilis and
11 percent for gonorrhea between 2014-2015.
Latest gures published this week from Public Health England show there
were 434,456 sexually transmitted infections reported in England in 2015;
54,275 of which were among gay, bisexual or other men who have sex with men,
a 10 percent increase since 2014. Chlamydia was the most commonly diagnosed
STI, accounting for 46 percent of diagnoses (200,288 cases), followed by genital
warts (68,310 cases).
The 2015 statistics represent a small decrease (3 percent) when compared
to 2014. This is primarily due to falls in diagnoses for chlamydia (4 percent) and
genital warts (7 percent), Public Health England reports.
However, in the same period there were large increases in diagnoses of
gonorrhea (11 percent) and syphilis (20 percent), continuing the rising trends in
these infections of the past ve years. These rises have occurred mostly in gay,
bisexual or other men who have sex with men.
The impact of STIs remains greatest in young people under the age of 25
years, and gay, bisexual and other men who have sex with men.

Trans blood donation policy draws ire in Canada


TORONTO Canadian Blood Services will introduce a new donation policyfor
transgenderpeople this summerthat has drawn criticism in some circles, CBC
News reports.
For now, transgender people are allowed to give on a case-by-case basis
but after Aug. 15, a new countywide policy will consider whether the individual
wishing to donate has had gender reassignment surgery or not, the article said.
Dr. Mindy Goldman, medical director of Canadian Blood Services, told CBC
News that at least 30 to 50 of the countrys 409,000 registered blood donors
currently identify as transgender.
She says the policy is a way to recognize that (transpeople are)a group of
Canadians interested in participating in blood donation.
Goldmansays the criteria willcreate acountrywide, streamlined mandatefor
all trans blood donors. Trans women who undergo gender reassignment
surgery will have to wait one yearbefore they can donate blood. After thewait
period, Canadian Blood services will also identify them by their reconrmed
gender.
Ifa trans woman has not had(surgery), that person would be considered as

Pepco/Exelon merger
will burden customers
PSC should stop corporate
giveaways, protect consumers

No matter how you couch it, the Pepco/Exelon merger will cost the consumer
money. They did a great job of getting
people to support the merger but have
yet to prove how it will bring any real additional benets to their customers. It did
benet Pepco shareholders and executives. Within hours of the D.C. Public Service Commission (PSC) vote on March 23,
Exelon dissolved Pepco by suspending
the trading of Pepco stock. This move resulted in a $1.6 billion windfall for shareholders a nice chunk of which went to
Pepco executives. Pepcos CEO Joe Rigby,
cashed out nearly $25 million in Pepco
stock before retiring and turning the Pepco (a company of Exelon) reigns over to
David Velazquez (who made $5 million on
the sale).
Now, according to the Washington
Post, Pepco is asking the D.C. Public Service Commission for a 5.25 percent across-the-board rate increase for
most of its 282,000 District customers.
The request comes three months after
the company completed its $6.8 billion
merger with Exelon. In April, Pepco led
a request with the state of Maryland to
increase rates 10percent for Montgomery and Prince Georges counties, which
would generate $127 million annually.
That request is under review. Under the
proposal, led Thursday, the typical Pepco residential customer in the District
would see their power bill increase by
$4.36 a month.
Now if you got an individual bill from
Pepco in D.C., your April bill would have
shown a $50 credit, which was part of the
agreement Pepco made to get the merger passed. Now they want it back and will
get it in one year if the rate increase is
passed as requested.

Pepco and Exelon proposed a total


package of $78 million, including credits
to consumers and donations to non-profit groups to get support for the merger.
They will get this back in spades if the rate
increase is approved.
I recently heard Pepco CEO David
Velazquez speak at a program sponsored
by Leadership Greater Washington (LGW)
whose signature program I went through
in 2002. Velazquez came across as both
sincere and impressive in his presentation and responses to questions. He

hemently denied any specic promises to


groups were made.
On the Pepco website the company
proudly boasts of their corporate donations and civic work and posts its
2014 corporate responsibility report. It
lists about $2,210,729 in contributions
to roughly 350 entities for 2014. They
break down the contributions into six
categories including: civic engagement;
environment and energy; social services:
health, safety and emergency services;
youth and education; business initiatives

During the Q&A part of the program,
I asked a question that elicited strong
responses from two people I have great
respect for: Doug Duncan, CEO of LGW,
and Debbi Jarvis, PHI vice president, Corporate Citizenship & Social Responsibility.
My question was whether the promise of
continued and even additional donations
to non-prots proposed as part of the
merger package was what got numerous
non-prot CEOs including Duncan to sign
onto a Pepco ad asking the Public Service
Commission to approve the merger and
whether that promise could be considered a bribe. Both Duncan and Jarvis ve-

Interesting the smallest percent of
donations, five percent, was given to
the groups in the Energy and Environmental area when you would think this
would be the area of most concern to a
company like Pepco. It claims over the
last five years to have donated $10.5
million to more than 2,100 groups. The
report includes awards given to Pepco for being good corporate citizens.
While applauding this, customers of
Pepco should remember these donations come from the money we pay for
energy consumption. Pepco is donating your money.
These quick rate increase requests
make it clearer why Mayor Bowser and
Attorney General Karl Racine opposed
the merger in its nal form. It will be crucial the PSC take a long and in-depth look
at these requests and stop giveaways to
Exelon/Pepco and do their job protecting
consumers.

Cunningham documented beauty of New York City


Famed NYT photographer
remembered for love of fashion

KATHI WOLFE, a writer and poet, is a regular


contributor to the Blade.

Im no fashion maven. But, recently, when I


bought a hat with a green ower and ribbon
around its brim to add color to my summer,
I couldnt help but think of the iconic fashion photographer Bill Cunningham. For decades, like so many of his fans, Ive devoured
Cunninghams On the Street and Evening
Hours columns in the New York Times Style
section. Now, his acionados are in mourning.
Cunningham died on June 25 at age 87 after
suering a stroke.
There are renowned fashion photogra-

phers, designers and writers. But there hasnt


been anyone like Cunningham, who was such
a unique part of New York City that in 2009 the
New York Conservancy designated him a living
landmark.
Throughout his life, Cunningham loved
clothes. As a boy, I could never concentrate
on Sunday church services, he wrote in the
Times, because Id be concentrating on womens hats.
Yet, Cunningham was like a monk totally
devoted to his work, graphic designer Ted
Dawson told me over the phone, as an artist,
he wanted to be a clean slate.
Cunningham, who grew up in an Irish Catholic family in Boston, sped around New York
from downtown to mid-Manhattan to Harlem
on a bicycle. For decades (before he and the
other renters were evicted), Cunningham lived
in a one-room apartment above Carnegie Hall.
He habitually wore a blue French workingmans jacket.
For more than 40 years, Cunningham used
his camera to document not only the fashion
but the life of New York. I let the street speak
to me, Cunningham said in the documentary
Bill Cunningham: New York, directed by Rich-

ard Press, ...youve got to stay out there and


see what it is.
Though fashion is sometimes seen as frivolous in the face of enormous social problems,
Cunningham said, this wasnt true for him.
Fashion ... its the armor to survive the reality
of everyday life, he added, I dont think you
could do away with it. It would be like doing
away with civilization.
Cunningham showed that photojournalism
could be quietly used to help LGBT and other
marginalized people. Decades before the New
York Times began using the word gay in
1987, Cunningham was an incognito activist,
wrote Dan Shaw, who worked with him more
than 20 years ago at the Times, in New York
Magazine.
Without being partisan or political, he
raised awareness of the vital role of gays in
New York culture, Shaw added.
At a time when the Times provided scant
coverage of AIDS, its queer reporters had to be
closeted and homophobia was widespread in
the country, Cunningham used his columns to
photograph gay Pride parades, men wearing
skirts and AIDS fundraisers.
Cunningham seems to have been a private

man. He never had a romantic relationship


he said in the documentary. Do you want to
know if Im gay? Isnt that a riot? There was no
time. I was working night and day.
He was religious, without making a big deal
about it. Maybe its part of your upbringing.
You do whatever you do, Cunningham, who
went to Mass every Sunday, told Press.
Cunningham took some photographs for
his Evening Hours column at several fundraisers for Bailey House, a group that helps
homeless people in New York City. Cunninghams coverage was immensely helpful to
the organization, Dawson, a member of the
groups board of directors told me.
Later, Dawson said, he went to a celebration of the Cunningham documentary at the
Bergdorf-Goodman department store in Manhattan. After I thanked him on behalf of the
people helped by Bailey House, Bill started to
cry, he added, he was so moved that people
from such a place would want to thank him!
In 2008, when he accepted the Legion of
Honor from the French government, Cunningham said, He who seeks beauty shall nd it.
Thank you, Bill, for the beauty you sought

Why Brexit vote matters to LGBT people


We must resist scapegoating
of minorities

The United Kingdom consistently ranks
as one the most inclusive member states of
the European Union when it comes to LGBTI
rights (with a whopping 81 point score on the
ILGA-Europe index). Despite the local discrepancies (Northern Ireland still lags signicantly
behind), the UK undeniably remains a force
for progress on these issues inside the European spectrum.
Living in Paris, where I co-chair Centre LGBT
Paris Ile-de-France, I know for instance we
yearn to have the same degree of respect
from public institutions and policymakers as
LGBTI groups receive in the UK.
But I am also a British citizen, and fairly involved in the British community in France.
As such, Ive seen the referendum campaign
unfurl, and the subsequent debacle. And I am
worried.
The in-or-out debate does not appear, at
rst glance, to have much to do with LGBTI

rights: The EU does not directly intervene in


family matters, for instance. And there have
been LGBTI groups on both sides of the debate, be it through organizations such as LGBT
Labour or Out and Proud, or through the interventions of various LGBT MPs in the media.
But the referendum on membership of
the EU ceased to be about rights and progress some time ago, devolving instead into
a heated argument about immigration and
the reinforcement of national borders: Grassroots Out, one of the pro-Brexit campaigns,
even came up with a poster showing huddled
masses of refugees lining at the border within
days of the vote (and not lining properly like
only the British can).
The general context in Europe explains to
a certain extent why the anti-immigration,
law-and-order agenda became so prominent:
refugees and dead bodies have been washing on the shores of Fortress Europe in an
unprecedented way since early 2015. News
reports are full of heartbreaking images of
children and families trying to make their way
to our shores, and of the accompanying talks
and summits at European level to try to nd a
solution. At the same time, terrorist attacks in
France and Belgium have triggered apocalyptic visions of the future.
Fear of the future, worry over the UKs economy and place on the world stage, are key elements to explain the Leave vote. And this vote

was predominantly cast by those who feel left


aside by recent social and economic evolutions: white, middle-aged, English voters with
secondary-level formal education or lower,
unemployed or retired, and with little to no
interest in politics.
EU member states are currently plagued by
the explosive consequences of the unequal
social and political progress of the past 30
years. Overlooked areas where public services
and equipments have become swamped or
obsolete, and whose jobs have left with local shops and services, are prime breeding
grounds for resentment. All it takes for the mix
to become explosive is for a number of political entrepreneurs to designate scapegoats.
In the space of a few weeks, Sadiq Khan
got elected mayor of London, and the United
Kingdom chose to leave the EU, in spite of
overwhelming expert consensus that this
would be a catastrophe, and just a few days
after the brutal murder of Jo Cox.
As of June 27, more than 100 incidents of
racial abuse and hate crime have been reported since the June 23 vote in the UK. Not only
should this level of xenophobia be worrying
to us all as LGBTI persons (since we frequently
face the same hatred), but there is reason to
think LGBTI rights, like the EU that has consistently promoted them for many years
even when Clause 28 was still in place in the
UK could very well end up next on the list

of scapegoats. Not only have Nigel Farage and


Boris Johnson held anti-equality positions, but
Leave voters have almost equal contempt for
social liberalism as they do for multiculturalism. And the hate speech may have already
begun.
The beauty of scapegoating is that the
game never ends. Targeting one population
as a cure-all for social ills is never good; and we
should bear that in mind when European populists, in France, in Netherlands, in the UK, try
to push forward the argument that we LGBTI
persons would be better o without migrants
(seen as rabid fanatics). Many similar arguments were put forth during this nightmare of
a campaign, not least when the Defence minister came to an Out and Proud rally to explain
how controlling immigration would defend
our way of life.
Europe today is a complex political entity, with many misgivings, but one that has
defended and promoted our rights and for
human rights overall. More generally, the
populist drive across Europe to do away with
political complexity and to target populations
as scapegoats, has become an imminent danger that we must counter.

The second collaboration between Broadway playwright Lanie


Robertson (Lady Day at the Emerson Bar & Grill, Broadway & HBO) and
Director Natalie Villamonte Zito, The Trial of Mrs. Surratt is a historical
exploration of the lives of those infamously dubbed as the Lincoln
conspirators. From dinner table conversations to federal trials and
journal entries, this piece explores 1865 post-Civil War America in a
way most have never imagined. In Wanderings revised world of those
tried and hanged for the assassination of President Lincoln, this new
play with music will challenge audiences to ask deeper questions about
our American history.

In The Trial of Mrs. Surratt, The Wandering Theatre Company examines


American history from the perspective of its most misunderstood
historical figures. In conjunction with Lanie Robertsons use of the
subconscious, The Surratt Family, John Wilkes Booth, Louis Wiechmann
and other 19th century political figures come to life as their bodies
interpret story lines from the past that have already long been written
in our memories.
Using Anne Bogarts Viewpoints Technique, The Wandering Theatre
Company allows us to reexamine characters through fluctuations in time

and space. Striking period costumes juxtaposed with modernized Civil War
battle hymns allow us to travel through this surrealistic drama, in a world
created by Lanie Robertson and The Wandering Theatre Company.
Following a successful run at The Otter Creek Festival of the Arts in
Rutland, Vermont, The Trial of Mrs. Surratt will be showing at Sprenger Atlas Performing Arts Center as a part of the 11th Annual Capital Fringe
Festival this July. In 2014, The Wandering Theatre Company was named
an Audience Award Winner in Dance & Physical Theatre. Show times

Summer sizzles at Fringe


ANNUAL THEATER-AND-MORE FESTIVAL BRIMMING WITH GAY THEMES

Growing up in the suburbs of


Pittsburgh, Bryce Sulecki admired the
likes of Britney Spears, Lady Gaga and
Madonna. While their support of the gay
community comforted him, he couldnt
help but feel that there was an absence.
There was this voice missing, says Sulecki,
who graduated from American Universitys
prestigious musical theater program in 2015.
From a gay male pop star.
Sulecki longed to hear a performer
directly singing about gay relationships,
struggles and even everyday life with the
same type of choreography, costumes and
theatrics that had inspired him as a child.
Sulecki decided to take matters into his
own hands and create the gay pop star
hed been searching for, but he needed
an outlet, which he found in the D.C.
Capital Fringe Festival.
The Capital Fringe Festival (capitalfringe.
org), which just opened and runs through
July 31, is a nonprot organization
founded in 2005 by Julianne Brienza and
Damien Sinclair. Capital Fringe focuses on
bolstering opportunities for audiences to
view independent, o-the-beaten-path
theater, music, dance and other forms of
performance and visual art.
Fringe festivals began in 1947 as an
alternative to the Edinburgh International
Festival in Edinburgh, Scotland. The
festival has since expanded its presence
all over the world to countries such as
Australia, Canada, the United Kingdom
and the United States.
Capital Fringe has become the second
largest Fringe Festival in the United
States. As of 2015, it had generated $1.7
million for artists, featured more than 600

new productions and generated 886 paid


jobs. Roughly 130 shows are featured in
the Capital Fringe festival each year.
A spot in Fringe is determined on a rstcome, rst-served basis by submitting
proposals for shows online. Capital
Fringe provides the venue for accepted
plays and handles the main marketing
to promote the shows. The playwright
is in charge of all other fees, including
costumes, payment to cast, crew and the
director and any other costs.
The festival prides itself on its focus
of the performing arts community as a
whole, rather than just promoting the
work of an individual.
With this mission, its no wonder
that in its 11th year Capital Fringe
2016 will feature a diverse range of
LGBT productions, including Suleckis
interactive-pop-concertextravaganza,
Bryce: Hydrogen Blonde, in which he is
the producer, co-writer and star.
I think that [the] most meaningful part
of the experience is seeing my own work
in front of an audience, Sulecki says. I
keep getting chills just thinking about it.
Themes this year touch on a variety of
LGBT issues.
Kevin West, an out playwright and
director of The DOMA Diaries, wants to
reveal the struggles and obstacles that the

of LGBT couples. While the play is a work of
ction, it is based on real-life experiences.
The play also includes a ctional
adaptation of Wests own struggle
being part of a bi-national couple. West
constantly feared that his then-partner
(now husband) would be forced to return
to his country of origin, as West could
not sponsor him for a green card under
DOMAs restrictions.
Theres a funny scene in which a gay
couple goes to a Mailboxes Etcetera
to have their domestic partnership
documents notarized, and they treat
the event like a mini-wedding, West
says. Since gay marriage isnt yet legal,
and may never be, they realize that this
mundane event is the closest they will
ever come to a wedding ceremony.
One of the stars of the play, Nell QuinnGibney, a 20-year-old senior at the University
of Maryland, Baltimore County, who was
raised by a lesbian couple and was present
outside the Supreme Court when the DOMA
decision was announced, says she never
fully understood the impact of the act until
she began working on the show.

was thinking about what my relationship

up with our parents was like and how
grateful I was to them, says QuinnGibney, a Bethesda, Md., native. It wasnt
until I got older that I realized that there
was anything dierent, abnormal or
unusual about our family.
Other shows to look out for at Capital
Fringe include seasoned performer

Johnsons
multimedia-dragproduction, A Romp Around Uranus with
Special Agent Galactica.
Johnson, who was the artistic director of
the now-defunct, LGBT theater company
Ganymede Arts in Washington, is the
creator, writer, director and lead performer
in the play. Galactica, a lip sync character,
was born out of his work with Ganymede.
She became a success and generated
a large local following. Johnson has
performed as Galactica at almost every
gay bar in town.
A Romp also features three original songs
written by Johnson. Galacticas spaceship
is played by award-winning musician and
B-52s frontman, Fred Schneider.
This is taking drag performance to
a totally dierent place, Johnson says.
Its taking on drag done live, it has clever
humor, but, you know, low-brow comedy
as well.
Johnson
emphasizes
that
his
production is not a drag show, but a
theater piece that uses the elements of
drag to enhance the show.

a lip-sync character to a live music

In a church basement in a small Texan


town, Hand To God follows the teens of
a Christian Puppetry Ministry gathering to bring the Word to the Flock. But
one puppet takes on a foul-mouthed,
demonic life of its ownunleashing
lust and rage the community is barely
repressing. The particulars of Hand to
God are ripe for punchlines, but the
play reveals a visceral heart, examining how society creates and treats
outsiders. For all its glorious filth and
hilarity, Hand to God unleashes an age
old conflict of humanity: the struggle to
navigate the wild contradictions of our
own divided souls.

Something old, something new


ABFAB, LOOKING AND REVIVALS GALORE ON SUMMER SCREENS

The movies are a great way to enjoy
summer in the city. Depending on the weather
(and your mood), you can head to your local
neighborhood movie theater, enjoy some
outdoor cinema or stay home and savor some
new DVD/Blu-ray releases.
Its been a slow summer for the mainstream
box oce, but there are two new lms of
note this weekend. For adults, especially
here in Washington, theres Zero Days,
the new documentary by Alex Gibney. After
tackling Enron, Steve Jobs, the Church of
Scientology, WikiLeaks and Frank Sinatra, the
Academy Award-winning director turns his
lens on the controversial Stuxnet program,
a cyber security attack launched by Israeli
and American operatives against nuclear
centrifuges in Iran.
On the lighter side, theres The Secret Life
of Pets, an animated comedy for the entire
family about a mismatched pair of dogs who
are forced to work together and protect their
owner from a sinister attack.
The July 22nd weekend is shaping up to be
huge for gay movies. Catch up with Patsy and
Edina in Absolutely Fabulous: the Movie,
which will be in theaters. Then on Saturday,
July 23 Looking: the Movie, a featurelength treatment of the popular but shortlived TV series, premiers at 10 p.m. on HBO.
In it, Patrick (Jonathan Gro) returns to San
Francisco for the rst time in nearly a year to
catch up with old friends.
At AFI Silver (a.com/silver) in downtown
Silver Spring, the mood this weekend is retro.
As part of its tribute to Academy Awardwinning Production Designer Ken Adam,
theyre showing two James Bond classics.

1980s, the South Korean government set up

teens as they explore life and love, and maybe

TREAT YOURSELF TO A WEEK OF DINING OUT

Lets face it: nobody really wants a
staycation. However, sometimes getting
away to a seaside cottage or plush Parisian
pied--terre is just not in the cards. But if
youre going to stay home, then its worth
making the most of it.
One way to make a staycation feel special is
to give food a central focus, just as you would
on a normal vacation. While D.C. is certainly in
the midst of a culinary awakening, try heading
o the beaten path to hotel restaurants
where you can also pretend youre a guest
or unexpected hideaways, where you
probably wont run into your neighbors. Heres
a seven-day plan that will allow you to taste the
good life without ever leaving the city limits.
Sunday: Brunch at Via Umbria (1525
Wisconsin Ave., N.W., viaumbria.com). Theres
a serious surprise behind the doors of
Georgetown newcomer Via Umbria, an Italian
market that boasts a wide array of specialty
cheese, charcuterie and curated wines. Head
upstairs for brunch in the sun-lled kitchen;
for just $35, youll sit around the center island
with other guests and sip on bottomless
mimosas and Bloody Marys, while watching
the resident chef whip up Italian specialties like

to head that way on a weekday is to grab
exceptional sandwiches from Cornercopia
(1000 3rd St., S.E.) a favorite of locals that is
mostly only open on weekdays. Try the Green
Line, made with homemade pesto, avocado,
smoked gouda, tomato, onio, and dried
cranberries, or the Capitol, a ciabatta roll lled
with black forest ham, brie and sliced pears.
Stop at the bottle shop at Bluejacket (300
Tingey St., S.E., bluejacketdc.com) for bottles of
beer to go, and snag a seat on the comfortable
wooden lounge chairs under the trees at the
end of 4th Street.
Friday: Poolside drinks at the Liaison (415
New Jersey Ave., N.W.) Whats a vacation
without spending a day by the pool and
maybe a cabana boy bearing frosty drinks?
The Liaison Hotel on Capitol Hill has a rooftop
pool that oers day passes for just $35, so
you can oat all day while sipping on plenty
of rum cocktails and noshing on pressed
cheese toasties on fresh focaccia, hummus
and veggies, and giant cookies stued with
chocolate chips and pecans. Swimming ends
at 5 p.m., but thats when happy hour starts,
so its a reasonable trade-o. If you really want
to get the full vacation experience, considering
renting an actual cabana for the day.

For good cabaret this summer you dont
need to hop the Acela to Manhattan. Out
actor/singer Will Gartshore and Alyssa
Wilmoth Keegan are joining forces with Fear
No More: A Courageous Cabaret (July 14)
part of Signature Theatres Sizzlin Summer
Nights series. Cabaret is a bit of a departure
for Wilmoth Keegan whos known mainly
known for her formidable acting prowess,
Gartshore says. But she wanted to do this for
a while so theyre making it happen.
The cabarets theme is courage and
things that scare you. Its kind of inspired
by Alyssas wanting to throw caution to
the wind and so something shed never
really done, Gartshore says. And like all
of his cabarets, this one will also be an
eclectic evening of humor and cheekiness
along with an earnest deep dive into
some thematic variations. The evenings
eclectic pop/rock/show tune roster
includes Sondheim, Gershwin, Kander &
Ebb, Guettel, the Beatles, Sia, Kate Bush,
Death Cab for Cutie, Gilbert & Sullivan,

Christian ministry in Texas that spreads

audiences too. Adventure Theatre MTC,

Md., is presenting the world premiere


play Jumanji (through Aug. 28) based
on the book by Chris Van Allsburg. Its

close and involved with lions, monkeys
and volcanoes. Staged by out director
and parent Serge Seiden, the production
is intended for ages 4 and up.
Because of the beloved 1996 movie,
parents and kids will enjoy this classic
story together, says Adventures Artistic
Director Michael J. Bobbitt, also a parent.

Breaking a summer sweat


HAINS POINT, BANNEKER AND EVEN THE EXORCIST STEPS ARE GREAT SPOTS FOR OUTDOOR WORKOUTS

Summer is here and along with it is the
opportunity to get outside, get some sun, get
some fresh air and get in some workouts.
D.C. is brimming with countless outdoor
workout spots. Here are just a few to get
your beak wet and your sweat dripping.
Rock Creek Park The oldest and
largest urban park in the National Park
System, Rock Creek Park has a bit of
everything. With more than 1,700 acres
to choose from, the trail running cant be
beat. Want technical terrain for a hike?
Youve got it. Want to hit a at, smooth
run in the woods? Check out the horse
trails, where you can turn your mind o
and just go on autopilot. Or, even take
a horse out on it. Want to hit a bike ride
up? Beach drive is closed to car trac on
weekends so you can pull that bike out of
storage and grab some amazing rides in
the shade. Youll also nd the occasional
water fountain and bathroom along the
way, making it even more convenient.
Great parking located around Peirce Mill
in the northern portion of the park.
The Exorcist steps One of the most
iconic places to train in D.C. can also be one
of the more frightening, not just because it
was featured in one of the scariest movies
of all time, but also because of the level of
diculty. Meet, the Exorcist steps: 75 steps
climbing ve stories in height that can take
the wind and legs from even the ttest of
athletes at a hard run. On any given day,
youll see a steady ow of runners trekking
up and down, as well as the occasional nut
carrying heavy objects like rocks or tires.
Give it a go. If nothing else, its an experience!
The National Zoo The Zoo is a local

workout favorite. Whats better than getting


some running in while catching a glimpse
of the pandas or the lions? There are plenty
of water fountains and bathrooms on this
route too. Our advice: start at the bottom
of the hill and work your way to the top. Its
a nice climb to throw into your run. Please
note it gets crowded during the day, so
before 9 a.m. is ideal for this location.
Rock Creek Park Exercise Trail
(Parcourse) Located beneath Woodley
Park by Calvert Street, the exercise course
is a series of bodyweight exercise stations
including pull-up bars, dip bars, rings,

balance beams and more. It also happens


to be located dead center in the middle of
a pretty large hill, allowing you to create
some challenging workouts. Make try loops
on the 1.5 mile course or throw it into a long
run to add a bit of balance to your workout.
Hains Point Located on the
southern tip of East Potomac Park, Hains
Point provides not just a quality view,
but an incredible place to train. On any
given day, youll see the area ooded
with runners, walkers and cyclists. This
location is best for those who really want
to get out and hammer on the bike, as

you can often encounter challenging


head winds that will test your tness and
truly make you stronger. That breeze
blowing o the water can also keep you
cool on some of our hotter summer days.
The National Mall Want to get a bit
patriotic? Head down to the National Mall
for some sightseeing while you run. You
can take a 4-mile loop from the Lincoln
Memorial down asphalt paths by the
reecting pool, through the memorials,
past the White House, onto dirt lanes that
take you through the Smithsonian and
then up the actual Capitol Hill itself. When
you return, try a couple laps up and down
the steps at the Lincoln Memorial.
Banneker Track and Pool Looking
for a public pool? Bannekers got that. All
you need is a valid D.C. drivers license or
you can drop in for $7. Its not really the
place to swim laps though, but rather a
place to enjoy some lounging, wading and
relaxation. Want to play some baseball or
hit the track? Bannekers eld is open 24-7.
And the square-shaped track is one of the
most unusual tracks youll ever experience.
The Towpath For a consistent dirt trail,
check out the C&O Canal Towpath. The dirt
trail extends from Georgetown all the way to
Pittsburgh with minimal change in elevation.
Its the very same path used by beasts of
burden to pull boats up and down the canal
for generations. Unlock literally limitless
running, hiking and even biking when you
make it to the path. And for a twist, you can
branch o and meet the Capitol Crescent
Trail as you hug the Potomac River.

Now, Im taking her from being just
a live cabaret or music show to actually
being a theater piece, Johnson says.
Its always fun to challenge myself and
rethink the presentation of this character
and take her into new areas that she
hasnt gone before.
Another pioneering piece comes from
writer, director and professional home and
oce organizer, Brett Steven Abelman.
Abelmans play, which he created
and directs, is Play Cupid, his fourth
production at Capital Fringe. The play
features ve characters that the audience
can send on a date. There are two men,
two women and one character that
identies as gender-queer.
Anyone can be paired up with anyone,
says Abelman, a Washington-area native.
He likes the component of audience choice
in theater, which he says is not common.
Abelman hopes his show can open
little corners within his audiences mind
by having them go through the process of
meeting the characters, getting to know
them and pairing them up.
The audience, director and actors will
not know, on any given night, who will
get sent on a date and who will not. So,
as Abelman says, exibility for everyone
involved in Play Cupid is important.
I am thrilled that I found these ve
collaborators, plus my assistant director
and producer, Abelman says. The No.
1 thing is getting along with each other
and we share stories about dating and
romance and all that kind of stu to help
build the show.
Niusha Nawab, one of the male actors
in Play Cupid, who graduated from
American University in 2015 with a degree
in theater arts and audio production,
describes the play as modern in terms
of its LGBT content.
On the one hand, its somewhat of an
idealistic alternative reality where the
sexuality of all the characters is mostly
irrelevant to their lives within the play and
isnt a dening factor of who they are,
Nawab says. On the other hand, when
it does recognize and deal with their
sexuality, it does so in specic and useful
ways, like the fact that one character is
pansexual, not bi, or that the only black
character (in the show) has to deal with
the intersectionality of being both black
and queer in his love life.
Nawab also emphasizes how genderqueerness plays a role in Play Cupid. He says
it unfurls in diering but challenging ways.
Our play is a high-scorer on the not-

straight-white-cis-dude scale, Nawab says.


Another LGBT-themed Fringe show
is HUNT: a Political Drama, written
and produced by Jean P. Bordewich
and directed by Kristin Shoner. The
play is based on the true story of Sen.
Lester Hunt, a Wyoming Democrat, who
was blackmailed by Sen. Joe McCarthys
allies in the Senate over homosexual
allegations against his son.
Bordewich, who has spent her life in
politics on Capitol Hill as a Senate and
House sta member and in Red Hook,
N.Y., as a town council member, and as
a candidate for Congress and Senate
district staer, says she wanted to explore
the dangers of political extremism,
demagoguery and homophobia through
the lens of the 1950s Cold War era.
I had no idea when I wrote HUNT, she
says, that the rise of a demagogue as a
presidential candidate and the massacre at
the Pulse nightclub in Orlando would make
this history so tragically relevant today.

How long have you been out and who
was the hardest person to tell?
I have been out as transgender for
a little over a year. Ive been out as a
lesbian for about a minute less, basically
the amount of time it took for people
to do the math. The hardest person
to come out to was my mother. Coming
out to her at 41 years old was not an
easy thing to do, but she has given me
nothing but love and support.

Sarah Jane Maher admits her theatrical experience is slim, but says she
was approached by playwright and director Je Reiser to be in his show Free
Range because of her experience in improv comedy, which she started about
four years ago.
Maher is a member of the improv troupe Remote Possibilities. Free Range,
presented by Avoidance Theater Group, explores whether educated, uppermiddle class couples are legally obligated to be both hyper-vigilant and overly
permissive in their parenting eorts. One character thinks she has a better way
and attempts to recruit others to her movement. Whimsy and hilarity ensue.
The show will be performed on Friday, July 8 at 8:15 p.m.; Sunday, July
10 at 1 p.m.; Sunday, July 17 at 4:30 p.m.; Wednesday, July 20 at 6 p.m.; and

N.J., native came to Washington 23 years ago as a musician stationed at the
Marine Barracks. Shes married and lives in Laurel, Md. She enjoys improv

I would prefer not to. I feel that if we
change events from the past we can
unintentionally aect the future in
negative ways. I would hate to cause
the end of the world as we know it. Or
maybe Ive just seen Back to the Future
too many times.

person to nd love and success.

Why Washington?
I love the friends I have made over the
last 20-plus years of my life in the D.C.
area. Although my initial move to the
area was technically not my choice,
staying here long after my initial military
obligation has been one of the best
decisions Ive ever made.

Authors Debbie Cenziper and Jim Obergefell will read from their book Love
Wins: the Lovers and Lawyers Who Fought the Landmark Case for Marriage
Equality on Monday, July 11 at 4 p.m. at Politics & Prose Bookstore (5015
Connecticut Ave., N.W.).
Obergefell married his terminally ill partner in Maryland in 2013 but his home
state of Ohio would not recognize the marriage. He recounts in the book how the
death of his usband led to the ght for same-sex marriage rights in all 50 states.
The book traces Obergefells long relationships with John Arthur and also
follows the work of attorney Al Gerhardstein, who helped him with the case.

D.C. offers path to homeownership for Millennials

Its not news that Millennials have plenty of financial challenges. Between hefty
student loans and escalating rental costs,
it can be difficult to live and work in expensive metro areas.
Yet, according to new research by the
National Association of Realtors, there
are parts of the country that are favorable markets for Millennials to become
homeowners.
NAR has ranked D.C. (including Maryland and Virginia) among the top 10 metro
area markets for Millennial buyers. Other
cities include: Austin, Texas, Charleston,
S.C., Denver, Minneapolis, Ogden, Utah,
Portland, Ore., Raleigh, N.C., Salt Lake City
and Seattle.
What do all these areas have in common? Steady job growth and lower qualifying incomes needed to buy.
According to NAR, during the early

stages of the economic recovery some of


the larger metro areas, like New York and
parts of California, were understandably
attractive to Millennials for their strong
job markets, but high costs of living made
home buying difficult for some, even
impossible. Now that many more affordable, middle-tier cities have mostly recovered from the recession and experienced
robust job growth, were seeing this generation begin to move where it makes
sense for their wallets. Millennials that
moved to these cities have subsequently
realized theyre earning enough to purchase their first homes.
A little over a year ago, I dubbed the
District as the Millennial Mecca and its
encouraging to see that the statement
still rings true. With a healthy business
environment and thriving cultural scene,
its no wonder that Millennials have continued to gravitate to the area.
Data doesnt lie
Data on the Greater Washington metro
real estate market shows a strong spring
season. The District proved to be the top
performer in the metro area showing a

15.4 percent increase in dollar volume of


sales over May 2015.
Per NARs research, Washington was
among the top three metro areas with
the highest share of Millennial movers
(28 percent), which could be attributed
to home prices remaining relatively stagnant. Also helpful for the District were
higher salaries, as D.C. was ranked sixth
for highest median household income of
Millennial movers in 2014.
The Districts popularity among Millennials proves to be an exciting time for
homebuyers, sellers and also for real es-

tate professionals such as myself. As we


look forward, especially in this election
year, its important to continue to help
the next generation invest and prosper.
