The Transfer of Admission of students from one College to another College shall be
governed by the following conditions:
The Students, who are interested in seeking transfer from one College to another
College, shall apply to the University through the Principal along with prescribed fees
and documents atleast 30 days prior to the date of notification of examination for the
respective semester.
Such transfer shall be within the intake capacity permitted for the respective classes
of the respective College, provided the combination of the subjects offered by the
candidate in the earlier College is also available in the College, to which he / she seeks
transfer.
Such student shall comply with the attendance requirement as stipulated by the
University.
The Students, who intend to apply for transfer, must enclose No Objection Certificate
from both the Colleges along with his/her application form.
The genuineness of such transfer shall be duly certified by the Principal of the College,
forwarding the application for transfer.
g) CONDITIONS FOR TRANSFER OF ADMISSIONS OF THE STUDENTS FROM OTHER
UNIVERSITIES (As per U.G.Regulations)
The Transfer of Admission of a Student from any other sister Universities and other
recognized Universities, out of the State, shall be governed by the following conditions:-
Such transfer of admission shall be out of the intake capacity of the respective
class/subject of the respective College.
Such Students shall apply to the University for admission along with migration
certificate, eligibility certificate, prescribed fees and other necessary documents,
through the Principal of the respective College within a period of 30 days from the
date of commencement of the respective semester.
Such Students, after transfer of admission, shall be governed by the regulations as
stipulated by Karnatak University in respect of the respective degree course.
Such transfers are permitted only when there is conformity between the respective
degree programme of Karnatak University and that of other University from which, the
student is seeking transfer.
If the two degree programmes are not in conformity with each other in terms of scheme
of examination, syllabi, number of papers that are minimum for passing etc., such
transfers shall be subject to studying and passing any deficient paper(s), as stipulated
by Karnatak University in each individual case.

In continuation of this office Circular No.KU/Aca/CRT/91-92/ 202 dated:01.07.1991 on the subject cited
above & as per the Syndicate meeting decision mentioned order ref No-2, above the following instructions are issued
regarding the issue of Eligibility Certificates, while taking admissions to various courses;
1. Any student who has passed the qualifying examination from the Boards other than the Boards within
Karnatak State shall be admitted to any undergraduate course in any of the UG Colleges only after
considering his/her Eligibility Certificate to be issued from this University at the time of admission is
mandatory.
2. Any student who has passed the qualifying undergraduate examination from this University shall be admitted
to the Post Graduate/PG Diploma and Certificate/ M.Phil/Ph.D. courses shall be admitted directly (without
Eligibility Cert.). Where as any student who has passed the qualifying UG Courses from any other Universities
other than the Karnatak University shall be admitted to any of these PG Courses only after considering his/her
Eligibility Certificate to be issued from this University at the time of admission.
3. The students who have passed Pre-University Examination conducted by the Pre-University Examination
Board, Bangalore, are not required to produce Eligibility Certificate. However, they may be admitted by the
concerned Principals subject to the admission Provisions as per the syllabus prescribed in the relevant subjects.
4. The last date for issue of Eligibility Certificates will be the same, which will be notified by the University as
the last date for admission to various courses every year.
In case, the admissions are made without the Eligibility Certificate, a penalty of Rs.1,000/- to the concerned
student, and Rs. 10,000/- (each case) to the Concerned Chairpersons/Directors/ Coordinators/ Principals will be
imposed.
The Chairman of the Post-Graduate Departments/Coordinator/Administrators /Director and the Principals of the
Colleges are requested to adhere to the said provisions and bring its contents to the notice of the students and all
other concerned.

The Government of India, MHRD, Dept. of Secondary and Higher Education in its dated: 16-4-2002 had
issued certain guidelines for providing one seat to the wards of Kashmiri Migrants in
Technical/Professional Institutions. There are:
i) In Non-technical/Non-Professional programmes, reservation of supernumerary seats upto a maximum
of 5% of the total intake may be made and;
ii) In Technical/professional Instituions, reservation of one seat shall be made in each Institution and not
one seat per course. Institutions shall call for the applications and admission shall be made on the basis of
merit to the course of the students choice.
2) AICTE had issued a circular No. F.38-5(Legal)/AICTE 2002, dated: 17-4-2002 which clearly spelt out
the guidelines which included (i) waiving domicile requirements (ii) facilitation of migration in second
year (iii) reservation of one seat in merit quota in technical institutions. This AICTE circular was
applicable for the academic session 2001-02. Based on the extension granted by the AICTE for the year
2002-03, all the Universities and the Special Officer, CET Cell were requested to take action as follows
for the yea r 2004-05.

vi) Regarding proof of status, the persons claiming the status of Kashmiri Migrants/wards of Kashmiri
Migrants should produce the identity card issued by the Jurisdictional Deputy Commissioner and
District Magistrate of the Government of Karnataka to this effect.
State Government has extended this benefit reservation to the wards for the academic year 2005-06
subject to the condition that all other conditions and course of action approved for the academic year
2002-03 shall apply to the academic year 2003-04 and 2004-05 without any change. This benefit of
reservation of one seat in each technical/professional institutions has been extended to polytechnics for
the year 2007-08 also.
The AICTE in its circular dated 6-5-2004 has issued guidelines to be followed by the State Government
for creating necessary provisions for granting concessions in admission to the wards of Kashmiri
Migrants during the session 2004-05.
State Government have examined the issue of extending the benefit of reservation of seats in favour of
wards of Kashmiri Migrants based on the directions/guidelines issued by the MHRD and the AICTE from
time to time and has decided to extend this benefit for the academic year 2007-08 also.
In the circumstances, I am directed to request you to provide reservation of one seat in each
technical/professional institutions invluding polytechnics (NOT ONE SEAT PER COURSE) to the wards
of Kashmiri Migrants for the academic year 2007-08. All other conditions and course of action approved
for 2004-05 shall apply to the academic year 2007-08 without any change.

CLAUSE NO: 22, ADDITIONAL CLAUSE TO EXISTING UG REGULATIONS
REGULATIONS:
"Regulations governing the entry of students from Non-Semester to Semester Scheme framed
under Sec. 44(1) (a) & (d).
PREAMBLE:
The Regulations governing the semesterized degree programme at U.G. Level were formed and
implemented w.e.f. 2005-06. Some candidates who have completed their First year or Second year degree
programme are approaching the University with a request for grant of permission for continuing and
completing the degree by seeking lateral entry to II or III year as per the semesterized syllabi. But there
are no detailed provisions in the Regulations governing the semesterized U.G courses completed w.e.f.
2005-06 for such switch-overs. However, the existing regulation 5(iv) permits to frame separate
regulations for governing the entry from non-semester to semester schemes. In view of this, a separate set
of regulations have been formulated and approved at the Deans Meeting held on 2-3-2007.

DEFINITION:
i) Non-semester Scheme Means the Scheme which was in force immediately before the
introduction of Semester Scheme w.e.f. 2005-06.
ii) Semester Scheme Means the Scheme of Examination as approved by the regulations
governing 3-Year semesterized Bachelor Degree Programmes implemented w.e.f. Academic Year
2005-06.

i) Those students who have completed successfully 1st year of any degree (in Arts, Science &
Commerce Faculty) course under Non-Semester Scheme are eligible to seek Lateral Entry to III
Semester of the respective Degree programme.
ii) Those students who have completed 1st and 2nd year under NonSemester
(in
Arts,
Science & Commerce Faculty) are eligible to seek Lateral Entry to V Semester to the respective
Degree Programme under Semester Scheme.

AWARD OF CLASSES:
1. The classes in respect of the candidate covered under 3(i) & (ii) above, shall be declared on the
basis of aggregate of the scores at 1st year (Non-Semester Scheme), 2nd year (NonSemester/Semester) and 3rd year (Semester) Scheme in accordance with the Regulation No. 18
of the Regulations governing 3-year Semester Degree Programmes implemented from the
academic year 2005-06.
2. Such candidates, who are switching over from Non-semester to Semester Scheme, are not
eligible to apply for improvement at Part-1 or Part-2 as per the old scheme.
3. These candidates shall be governed by all the relevant regulations applicable to the Bachelor
Degree Programme under the Semester Scheme implemented w.e.f. 2005-06, unless otherwise
stated".

PUBLIC NOTICE
It has come to the notice of the University Grants Commission that Institutions
and Universities including institutions deemed to be universities are admitting students
to various Programmes of studies long before the actual starting of academic session;
colleting full fee from the admitted students; and, retaining their schools/institutions
leaving certificate in original. The Institutions and Universities are also reportedly
confiscating the fee paid if a student fails to join by such dates.
The Commission is of the view that the Institutions/Universities, by way of
retaining the certificate in original, force retention of admitted students, which limits the
opportunities for the candidates from exercising other options of joining other institutions
of their choice. However, it would not be permissible for Institutions and Universities to
retain the School / Institution Leaving Certificate, mark sheet, caste certificate and other
documents in original.
The Ministry of Human Resource Development and University Grants
Commission have considered the issue and decided that the Institutions and
Universities, in the public interest, shall maintain a waiting list of students / candidates.
In the event of a student / candidate withdrawing before the starting of the course, the
waitlisted candidates should be given admission against the vacant seat. The entire fee
collected from the student, after a deduction of the processing fee of not more than Rs.
1000/- (one thousand only) shall be refunded and returned by the Institution / University
to the student / candidate withdrawing from the programme. Should a student leave
after joining the course and if the seat consequently failing vacant has been filled by
another candidate by the last date of admission, the institution must return the fee
collected with proportionate deductions of monthly fee and proportionate hostel rent,
where applicable.
The Universities / Institutions are requested to abide by the instructions issued by
the UGC. The UGC, shall on its own or on receipt of specific complaints from those
affected, take all such steps as may be necessary to enforce these directions.
Institutions / Universities are also required to convey these instructions to the
colleges affiliated to them.

Sub: Amended Ordinance govering the admission of students who have been involved in Malpractive
to the next higher courses under C.O.B.
The Principals of the Constitutent and Affiliated Colleges and Heads of the P.G.
Departments, Karnatak University, Dharwad are hereby notified that the amended ordinance
governing the admission to the students who have involved in malpractice to the next Higher
Courses under C.O.B.
ORDINANCE:
a) A candidate charged with any Malpractice relating to an Examination in respect of which full
Carry Over Benefit is permitted may seek Provisional Admission to the next Higher Class, if
any, pending decision of the case by Syndicate on the recommendation of the Mal practice
cases consideration committee. In the event of such candidate being found guilty, his admission
to such class and also appearance for any examination shall stand automatically cancelled in
terms of the punishment awarded by the Syndicate.
b) In respect of other Examinations where there is no fully Carry Over Benefit cases shall be
expeditiously decided.
c) Where the Candidate is found not guilty or given the benefit of doubt in respect of alleged
Malpractice the Committee is authorized to recommend admission of such a candidate to the
next higher Clsss even after the last date for admission is over provided the candidate satisfies
the other admission requirements.
The Principals and Heads of the P.G. Departments are requested to notify the contents of this
notification to the student and teachers.

Clause No. 23): Additional Clause for VI Semester Students of U.G. Courses (Option)
Regulations Governing the In-plant Training as a part of Academia Industry
Partnership Initiative (AIPI) in lieu of Sixth Semester of B.A, B.Com, B.Sc
Courses of Karnatak University, Dharwad.
PREAMBLE:
The Higher Learning Institutions are expected to be Environment sensitive in view of Open
Economy, which has ushered in. Market driven Courses are to be designed and implemented so as to
enhance employability of educated young graduates. With this objective, the University has held
meetings with the HRD Managers of the Infosys and planned to introduce the in-plant Training
Programme, for a period of 6 months in lieu of sixth semester, to be undergone by only those B.A.,
B.Com. and B.Sc. graduates, who would be selected by the Company at the end of 5th semester of
the respective degree programme. The present regulations governing the semesterized B.A., B.Com.
and B.Sc. Courses run by the University are not inclusive of the provision relating to the in-plant
Training. Hence, it is felt necessary to frame additional regulations governing such training
programme. These regulations will supplement rather than supplant the existing regulations governing
the semesterized B.A., B.Com. and B.Sc. Courses.
TITLE:
These regulations shall be called Regulations governing the in-plant Training Programme
as a part of Academia Industry Partnership Initiative (AIPI) in lieu of 6th Semester of the B.A.,
B.Com. and B.Sc. courses of Karnatak University, Dharwad.
COMMENCEMENT:
These regulations shall come into force from the date of assent to the same by H.E., the
Governor of Karnataka.
APPLICABILITY:
These Regulations shall be applicable only to those students, who are desirous of undergoing
in-plant Training, after completion of 5th semester of their respective degree programme, in lieu of 6th
semester.
REGULATIONS:
1. The students, who have successfully completed all the five semesters and who have been selected
by the concerned Company or Industrial Organisation, are eligible to undergo in-plant Training.
2. There shall be a MOU between University and the concerned Company/Industrial Organisation,
which outlines the conditions and Modus Operandi of the in-plant Training Programme.
3. The in-plant Training, to be completed by the candidate, shall carry such total marks as assigned to
the 6th semester of the respective U.G. Degree.
4. The performance of in-plant Training candidate shall be assessed in terms of:
a. Internal Assessment carrying 20% weightage;
b. Project Report carrying 50% weightage; and
c. Project Viva-voce carrying 30% weightage.
5. The attendance of the in-plant Trainee Student shall be duly certified by the respective Company as
per the MOU.
6. The in-plant Trainee shall submit the project report to the University. The report shall be duly
completed under the supervision and certified by an Officer as designated by the Company for the
purpose to the University, soon after the completion of the Training Programme.
7. The medium of language for writing a project report shall be English.

8. The in-plant Trainee shall also apply for registration to the semester end examination along with
regular students by paying fees relating thereto.
9. I.A. Component of the Trainee shall be done by the respective company or organization and the
award list shall be submitted to the University soon after the completion of Internal Assessment.
10. Project Report shall be evaluated by an expert in the concerned subject appointed by the University.
11. The Project Viva-voce shall be conducted by the Board consisting of Dean of the concerned faculty
and the subject expert, who has valued the project report.
12. There shall be no minimum for passing Internal Assessment Component.
13. No candidate shall be declared to have passed in-plant Training Programme, unless he/she obtains
not less than 40% of the total marks assigned to the entire Training Programme.
14. The students are not eligible for applying for improvement in respect of any Component of the inplant Training.
15. The results of the successful candidates at the end of training programme shall be declared and
classified on the basis of aggregate marks obtained in the five semesters and marks obtained in
respect of in-plant Training Programme.
16. If any in-plaint Trainee fails to complete the Training for an approved period due to unforeseen
events, like, prolonged ill-health, accident etc; he/shall be permitted to the 6th semester of his/her
degree programme along with regular students of the next batch of the succeeding academic year.
17. If the in-plant Trainees are not selected for the job by the respective company even after successful
completion of in-plant Training Programme, they are eligible to apply for admission to the concerned
P.G. Courses as and when it is notified by the University.
18. In the case of the issues emerging from the introduction of the in-plant Training Programme,
for which no regulations are present or the present regulations do not provide satisfactory
explanation, the matter shall be referred to the University and the decision of the ViceChancellor in consultation with the Syndicate / Academic Council shall be final.
