They more found in Eastern European, Asian and Third World countries because they have strong
technical universities which is basically because in the 1990s universities left teaching
communist ideology and turned to teaching technology, low income because they changed from
communism to a free market system, also unstable legal system struggling with enforcing new
cyber laws, finally tense political relations because they dont have strong ties with other foreign
countries.

The insiders are employees, contractors and business partners. When the theft is involved the
offenders are usually salepeople, engineers, computer programmers, or scientist. They leak data

march across the battlefield. An example of the government agencies is when the malware
known as flame targeted against computers in Middle Eastern countries by creating a fake
Microsoft electronic document so that it would appear to be an update from Microsoft and easily
be distributed to any windows computer.
