Purpose 3 project titles which are importants for Indonesia problem solutions, related with geospatial
data applications
Select one title according to you is the most appropriate for certain watershed-coastal dat producer
in Indonesia. Then describe the term of reference (TOR) of this title (title background, objective and
activity coverage).

In this case, I will purpose 3 project titles based on my capabilities as urban and regional planners
on watershed and coastal region. These project are:

Spatial planning of Wayapo Watershed based on flood Resilient


Mapping of flood hazard areas in Wayapo Watershed
Mapping of mangrove cover condition in Kayeli Bay

In This time discussion, I will only discuss the term of reference of Spatial planning of Wayapo
Watershed based on flood Resilient. Because this project is a priority issue in the Buru Regency.
TERM OF REFERENCE (TOR)
SPATIAL PLANNING OF WAYAPO WATERSHED BASED ON FLOOD RESILIENT
Background

Disaster resilient region is a region that is designed, built, and managed to meet the needs of the
citizens of the environmental, social, economic, without threatening the sustainability of the natural
environment system, the built environment, and social environment. Some experts translate into a
sustainable neighborhood five pillars, namely: (1) a safe, comfortable and livable; (2) green climate
resilience and disaster; (3) intelligent and competitiveness based on technology and ICT; (4) establish the
identity of urban and rural Indonesia based on physical characteristics, the economic advantages and the
local culture; and (5) Establishing linkages and benefits of intercity and rural-urban regionally based. From
the perspective of the environment and climate change, a region has a role both as a cause and as affected
by climate change and the threat of disaster. As the concentration of population centers, residential areas
become vulnerable spot affected by climate change or other hazards.

Climate change means a change of climate which is attributed directly or indirectly resulting from
human activities are causing changes in the composition of the global atmosphere and also to natural
climate variability observed over comparable time periods (Article 1 UNFCCC 1992). Climate change could
lead to rising temperatures and rising rainfall. Accumulation of these events will affect the infrastructure,
buildings, and human activities in the present and future. Global warming will increase temperatures,
shorten the rainy season, increasing the intensity of rainfall and flooding. This condition can alter water
conditions and soil moisture will eventually affect the agriculture and food supply.

Wayapo Watershed is the largest rice producers in the Province of Maluku. The area is often
affected by flooding, including in 2010-2011 destructive Way Leman dam and Way Tina riverbanks; in
2012 there was a flood two times with a depth of 1 meter, and caused crop failure in 10 villages; 2015
floods occurred and cut off access from agricultural areas to the center of trade in Namlea. And the last
in 2016, precisely in February, Way Bini dam collapsed affected by flash floods and damaged 396 hectares
of rice fields.

Therefore, Wayapo Watershed management based on flood disaster resilience is needed to


maintain the stability of food and economic activity in Buru Regency. In realizing the management pattern,
required a comprehensive study, and will result the generating stages of future plans, called spatial plan.

Purpose

Spatial planning of Wayapo Watershed based on flood resilient. Purpose to establish strategies,
stages, and steps need to be taken in determining the policies of local governments to create Wayapo
Watershed the flood resilient.

Objective

Availability of documents of Wayapo Watershed spatial planning

Goals

1) Identified climatic conditions and Risk of flood (vulnerability, Public Capacity and Hazard),
2) The availability of review of core policies that directly or indirectly affected by the floods. Then identify
what kind of adjustments to be made to programs designed with the policies of the considerable
direction of climate change and changes in socio-economic conditions to get the policies and
programs that are more resistant to climate change,
3) The availability of spatial plans of Wayapo Watershed based on flood resilient, with a planning period
of 20 years, which is internalized into the regional development plan.

Scope of Work

A. Stages of Preparation.

1. Deepening and understanding the scope of work and scope of the tasks according to the Terms of
Reference (TOR);
2. Conduct a study of matter and the scope of related material;
3. Develop a framework countermeasures overall task and phasing reporting;
4. To review the literature, and legislation related.

B. Stages of survey

1. Surveys Designing, preparation of data requirements, determination of the source of the data, tool
measurement / data collection, and data analysis methods;
2. Implementation of the survey and data collection on the planning area has been established, data
collection can be obtained from various sources which are expected to enrich the academic input and
comparison of data;
3. Identification of problems, inventory of primary and secondary data, identification and tabulation
potentials and constraints related.

C. Stages of preparation of the document Analysis and Plan

1. Perform data analysis phases of the survey results;


2. The identification and analysis of climatic conditions;
3. The identification and analysis of flood hazards;
4. Conduct a review of the core policies that directly or indirectly affected by climate change. Then
identify what kind of adjustments to be made to programs designed with the policies of the
considerable direction of climate change and floods and changes in socio-economic conditions to get
the policies and programs that are more resistant to flooding and climate change;
5. Draft the zoning in areas prone to flooding and climate change with the 20-year planning period is
internalized into the regional development plan

Equipment, Materials, Personnel, and Facilities of Officials of Commitment Makers

1. Database of basic data;


2. Technical Team who will provide assistance and supervision of the execution of the work by the
service provider;
3. Facilities including: a place and time for the purposes of coordination, discussion and exposure to the
work.
Equipment and Material from Service Provider Consultant

Equipment and material provided by the service provider at least including: office; computer PC /
notebook; printer; operational vehicles, both motorcycles and cars for survey; GPS handhelds; and cost
of catering food in discussion sessions

Duration of Work

120 (one hundred and twenty) calendar days, started from the issued Letter to Proceed (SPMK)

Personnel

Consulting Service Provider is obliged to establish the Drafting Team functionally can be directly
related to the assignor in the context of the completion of the study product. The drafting team consisting
of:

1. An Expert in Urban and Regional Planning, concurrently team leader with an educational background
in Master of Regional and City Planning with work experience of at least 2 years (24 month minimum
work experiences) or bachelor with a minimum experience of 6 years (72 month minimum work
experiences), do not overlap between the experience of working with each other, as evidenced by a
reference work;
2. An Expert in Civil, with an educational background in Master of Civil Engineering with work experience
of at least 1 year (12 month minimum work experiences) or bachelor with minimum experience of 5
years (60 month minimum work experiences)), no overlap between the experience of working with
one another, which evidenced by a reference work;
3. An Expert in Geodesy, with educational background in Master of Geodesy with work experience of at
least 1 year (12 month minimum work experiences) or bachelor with minimum experience of 5 years
(60 month minimum work experiences)), no overlap between the experience of working with one
another, as evidenced by a reference work;
4. An Expert in Environmental Engineering, with an educational background in Master of Environmental
Engineering with work experience of at least 1 year (12 month minimum work experiences) or
bachelor with minimum experience of 5 years (60 month minimum work experiences)), no overlap
between the experience of working with one another, as evidenced by a reference work;
5. An Expert in Public Health, with an educational background in Master of Public Health with work
experience of at least 1 year (12 month minimum work experiences) or bachelor with minimum
experience of 5 years (60 month minimum work experiences), no overlap between the experience of
working with one another, which evidenced by a reference work;
6. An Expert in Urban Sociology, with an educational background in Master of Sociology / Social work
experience of at least 1 year (12 month minimum work experiences) or bachelor with minimum
experience of 5 years (60 month minimum work experiences), no overlap between the experience of
working with one another, as evidenced by a reference work;
7. Supporting personnel: GIS Operator, Surveyors, and Administration Staff.

Preliminary report, the analysis report and the final report: As for the specifications of the
Inception Report are as follows:
