IHP Online Monitoring System

A new online monitoring system designed for the IHPs PMU and Grant

IHP conducted several trainings in Indonesia,
Malaysia, and the Philippines to introduce this
system to CBOs. They gave positive feedback to
the system. The CBOs were taught basic M&E
and learned to use indicators to monitor and
evaluate their programs. They were taught as
well how to easily monitor their achievements
using the platform. The participants were also
given user accounts for M&E Online and were
requested to navigate through the system and
share their suggestions of comments for
improvement.
To familiarly use this system, our consultant, Maria
Cristina Ignacio, introduced a 7 Steps to
Monitor way for the users. They are: Add Grant
Recipients, Create User Accounts, Add Grants,
Add Grant Details, Upload Reports, Add Grant
Performance Details, and View Grant
Performance Summary. As of now, there are still
slight technical problems in using this application.
However, they are resolved, and this handy
system really helpful to easily monitor and record

(Phase 2) and with consistent A1 Global Fund
rating during its implementation. This five-year
grant is focused on Community Systems
Strengthening (CSS) and intends to address
critical gaps in supporting and scaling up
activities that reduce HIV/AIDS among men who
have sex with men (MSMs) and Transgender
Persons (TGs).

In beginning April 2015, ISEAN Hivos Program
(IHP) sent an EOI to the Global Fund for
another round of funding of its activities for
another three years under the New Funding
Model. The proposed grant will enable it to
continue its work and scale-up its initiatives
after IHPs anticipated completion in
September, 2016. Building on the gains from
its first five years of implementation (Phase 1
and 2 from October 2011 to present), IHP
under the New Funding Model proposes with
its goals to reduce the risks, vulnerability and
impact of HIV and AIDS on the lives of MSM
and Transgender communities in the Islands
of Southeast Asia (Indonesia, Malaysia,
Philippines and Timor Leste).
There are three main objectives from the
program. The first objective focuses on
enhanced organizational capacity
development and working towards enabling
environments. Activities under this objective
include trainings based on a community-
validated standardized CBO Capacity
Building Curriculum and related learning
materials reaching out to more MSM and TG
groups in various locales. Support for Training
of Trainers for CBOs and enhancing network
capacities will also be included. The trainings
will further help CBOs advocate for the
meaningful inclusion of their community
concerns and demands in national HIV
responses. Other activities include the
conduct of regional, national and local-level
multi-stakeholder meetings for MSM and TG,
and HIV-related topics as well as the
implementation of technical assistance, face-

countries of the ISEAN, there is a need to
increase the number of MSM and TG persons
enrolled at every step of the HIV treatment
cascade, particularly towards improved access
to quality HIV services at a high rate. This reality
emphasizes the need to focus on demand
generation-related activities that run parallel to
the activities of Community Systems
Strengthening. The outcome from the second
objective is the percentage of MSM and TG
CBOs implementing HIV and AIDS projects for
MSM and TGs in partnership with national/local
or regional government agencies.

moving forward the advocacy.
In Milagros, Masbate thirty (30) participants
registered for the activity and were mostly
found to be engaging and pro-active in their
delivery since its their first time to attend this
kind activity. The module used was indeed
well-appreciated and general satisfaction on
the sub-activity was attained.
Out of the thirty (30) persons targeted, thirty-
four (34) participated in Irosin, Sorsogon.
Clearly, the activity was well-appreciated
and provided the major highlight factor for
the day-long event. Statement of continuing

Last March 19, 2015 the Mandaluyong
Social Hygiene Clinic held a mass testing event in
Baranggay NamayanBagong Silang
Mandaluyong City.

The objective of the event is to organize the

LGBT community of Mandaluyong City for the
advocacies on HIV prevention, health seeking
and safer behaviors and equal treatment across
all genders. To empower key affected
population especially MSM and TGs that take
leads to a meaningful engagement that will
increase HIV response in Mandaluyong City.

The VCT event was supposed to be held together

with a Ms. Gay event however the pageant has
been postponed and has yet to be announced
when it will be held however the Social Hygiene
Clinic decided to push thru with the mass testing
and it was well attended. It has produced 52
MSM individuals who voluntarily submit
themselves for HIV counseling and testing (HCT). and then submit themselves for HIV

Two separate events were held in Taguig City. The Taguig Social Hygiene
Clinic in partnership with the organizers of the Ms. Gay Taguig 2015 held a
mass-testing event in Ramirez St. Baranggay Tuktukan Taguig City (20th
March 2015) and Cayetano Sports Complex (22nd March 2015).

individuals who voluntarily submit themselves for
HIV counseling and testing (HCT). This gives the
opportunity for the Social Hygiene Clinic and
peer educators to gather the MSMs, their
companions to the VCT area, hear the HIV
information and voluntarily submit themselves for
HCT.
The team gathered at the DIC with Ms. Diwata
Arriola, the DIC Physician heading the troupe.
Materials and kits to be used in the VCT mission
were prepared by the peer educators assisted by
Kim Ge-An Cruz a volunteer from Taguig
Pateros District Hospital (TPDH). The group left the
DIC at 6:00 PM on board a van provided by the
Taguig City Hall. And started setting up the VCT
mission area, while the laboratory Team headed
Rennan C. Ocheda performed HIV
counseling and the rest of the counseling
team all trained HIV counselors. Other peer
educators would distribute condoms and
lubes to the clients after their HCT including
the IEC materials. Results were readily
available 15 to 20 min after testing. Post
counseling was done for those who stayed
for the results. Condoms, lubes together with
pamphlets complimented on HIV information
were given out after the post counseling.
Indeed just like the previous mass testing,
both events has proven to be another
success!

Gender Identity and Expression, Change
Communication, Peer Education and many more
along with the fun filled learning activities. On the
3rd day of training, some participants shared
their thoughts on how the training went, Kenjie
from Founders Federation of the Philippines said

Muar MSM and TG get
UnSexed
A total of 27 MSM and TG learnt more
about themselves and their rights via IHPs
Workshop on Understanding and Expressing
Sexuality (UnSEx) held on January 12-14, 2015 in
Muar, Johor. Participants were given input on
how to express with confidence his/her SOGIE
and define and differentiate between Sexual
Orientation (SO) and Gender Identity (GI). They
were also encouraged to accept his/her and
others SOGIE. This added self-
awareness strengthened their resolve to see
greater unity amongst themselves in order to
ensure they can stand up for their human rights
together.
Participants also learnt more about their basic
human rights and had lively discussions about
the common human rights violations happening
in Malaysia especially among the TG community.

They unanimously agreed that they wanted
to gain even more knowledge on civil and

local wedding industry serving clients from all
walks of life. In the end, everyone agreed that
they would like to have more of such
workshops in order to strengthen the
community further.

fun. More importantly, it also served as a
good opportunity for both stakeholders and
TGs to sensitize each other. Apart form
HIV/AIDS and HTC sessions they included side
events like Grooming, dialogue with
stakeholders and myISEAN Board member. In
the evenings, there were performances done
by some of the participants themselves,
which further enhanced the joyful
atmosphere. As a result of the workshop the
participants decided to get organised as a
TG specific CBO themselves to serve the
community in Kuantan City initially and
eventually Pahang state.

sessions on HTC were done by Health Service
Providers themselves, which helped to clear
many misconceptions as well as dispel fears.

SOGIE manual
Development Workshop
PKSP, another
CBO recipient of The
Challenge Fund grant,
organised a SOGIE
Manual Development
Workshop on
February 20th to 23rd, 2015. Even a
newly budding CBO, PKSP dared to conduct said
workshop which consulted community leaders
and produced a draft community-friendly SOGIE
manual in the local Malay language. The
workshop was held in the seaside town of Port
Dickson, an hours drive out of KL and attended
by 11 TGs and 6 MSM.
Facilitators Nisha and Sulastri started with a
brainstorming session about what the
participants envisioned content should be
included in the proposed manual. After much
discussion, it was agreed that the initial content
of the manual should focus on SOGIE specifically
and then later on only be expanded to include
other related contents such as psychology of
self-awareness, human rights, related legal/social
aspects etc. Once everyone was clearly on the
same page, the actual sessions to be included in
the manual were demonstrated by the
facilitators with the participants by making them
do undergo the sessions as if they were the
intended audience.

appreciation of Nisha and Sulastri as it gave
them new insights on the way they can
approach the sessions in a more lively way. The
input from each breakout group was
documented for further discussion at the plenary

PTF conducts 2nd Training
of Trainers on BCC
The second out of the 3 Training of Trainers
(TOT) in "Behaviour Change Communication"
(BCC) to be done in Phase 2 was held for 5
days from March 18th to 22nd at Cititel Hotel in
Kuala Lumpur. 7 TGs and 4 MSM participants
as well as 1 cisgender female NGO worker
experienced the sessions first hand and
received tips from the trainers on how to
conduct the sessions themselves. The
participants also received training on
facilitation skills which they got to put into
practice on Days 3 and 4 of the workshop by
conducting some of the sessions themselves
as a practice with the other participants and
invited observers acting as students.
This time around the focus was on building the
skills of the participants in terms of facilitation;
thus, they also had to come up with their own
ways of conducting GTKY, LOE, House Rules
and even Energisers. This hands-on approach
proved to be
most effective in
ensuring that the
participants were
fully engaged
throughout the
workshop.
At the end of
the 5-day workshop, time was allocated
for the participants to plan their next steps in
terms of how they would bring the skills that
they had learnt to their CBOs or community.
IHP took the opportunity to point out that
these echo training efforts can be the basis
for proposals for the final round of The
Challenge Fund and CBO Support Grant of

motivated and pledged that they would
bring their newfound skills and knowledge to

manner and not be over ambitious. In line with this, an interim committee was elected and the workshop
ended with the discussion of their immediate next steps in the process of formalising and registering

With objectives to improve the understanding and
knowledge of peer education on STI and HIV that can be
redistributed to peers, an activity was held at Garuda Plaza
Hotel Medan, January 28-30, 2015.

educators from 13 hotspots evidenced by evaluation of pre
post test. Increase the awareness and commitment of 20 peer
educators with the evaluation follow-up plan that is doing the

COOKING PLATOON

Fundasaun CODIVA through its

Transgender Program Officer who is directly
managing the activities being implemented
under the Stop AIDS Now Fund did Cooking
Training on March 26-27, 2015. This time CODIVA
named the training Cooking Platoon. The 2
days training was conducted in CODIVAs office
in Dili, Timor Leste.
Participants were consisted of 12 transgender
community member. On this training, the
facilitator trained participants not only in cooking
but also in table manner and how to serve in a
restaurant setting. Followings are the objectives
of Cooking Platoon training:

and understanding in cooking
To encouraged the transgenders
community to participate more actively in
CODIVAs activities
To ensured the transgender understanding
the good manner in preparing food,
especially on an official occasions.
Participants understood the right way of
cooking and able to share recipe as well
as practice it at home.
While on the second day, training
focused on cooking. They divided themselves
into 3 groups, prepared ingredients and start
cooking. During the cooking session, the
participants are expected to practice the
knowledge they have received, especially on
the hygiene side. They are expected to serve
foods that are delicious, clean, and
appealing to the eyes. Most of the time,
people dont eat only for their stomach but
also for their eyes. It is important to prepare
foods that are easy on the eyes.
For this training, CODIVA only provided
participants for their morning snacks, since at
lunch time all participants together with
facilitators are going to enjoy the foods that
was cooked and prepared by participants. In
this way, not only participants acquired
knowledge and skills but also gained new
friend and building network.
