Preamble:MadhyaPradeshisthethirdlargeststateofIndia.Ithasgottotalirrigableareaof
67.20lachectareandsofar31.89lachectareirrigationpotential(about47.45%%)hasbeen
created until the year 201314 while potential utilized is 23.80 lac hectares, which is about
74.63%ofthepotentialcreated.
ImplementationofMPPIMAct.1999.
A reform measure to vest the beneficiary water users with responsibility and authority for
operation and maintenance of canal system in the State, the Govt. of M.P. decided to hand
overthemanagementofStateirrigationcanalnetworktoitsbeneficiariesandintroduceda
Bill which was passed by M.P. Legislature on 14th July, 1999 as M.P. Participatory Irrigation
ManagementAct1999andbroughtinforceintheentirestatew.e.f.September1999.Itisa
historic attempt towards the farmer's participation in irrigation management. The
underlined principle of this concept is giving water users a greater autonomy and
responsibilityinthemanagementofirrigationsystem.
Farmers Organization includes Water Users Associations (WUA) at the primary level, the
Distributary Committee (DCs) at the distributary level and the Project Committee (PCs) at
the Project level. All minor irrigation schemes in the state have only one tier of FOs (WUA),
whilethemediumirrigationschemeshaveatwotierstructure(WUAandPC)andthemajor
irrigationprojectshavea3tierstructure(WUA,DCandPC).

MPistheonlystatewherethewomenaregivenequalrightstomen.InMPPIMAct,
1999theWivesofthevalidLandholdersarethemembersofWaterUserAssociation
irrespectiveof land holding or not. This empowers women of the command areas to
not only cast the vote but also contest in the elections of WUA and become the
decisionmakersintheformofPresidentsandTCmembers.
In M.P. in order to involve the farmers of the command areas in the process of PIM,
provision for constitution of Sub Committee is amended to constitute at least 6 Sub
committee (Water Distribution Management, Construction, Canal Disputes and
Resolution, Resources and FinancialSocial Audit, Water Tax Recovery, Women's
Participation Sub Committee). These subcommittee are to be chaired by one of the
TC members and the 06 members are from the General Body, 2 each from Head,
Middle and Tail Reach. This is ensuring the involvement of the farmers in the PIM
process.
SpecificprovisionhavebeenmadeintheActandtherulesmadethereundertogive
effect to transparency, such as participatory walk through for taking up the repair
works, transparency in the course of execution of repair works, biannually social
audit, (after Rabi and Kharif Irrigation seasons of the year) and annual financial
audits.ThereisprovisionofholdingmeetingofthegeneralbodyofWater
UsersAssociationsandtokeeprecordsoftheminutesofsuchmeeting.
AnarrangementhasbeenmadeintheActtomakeWRDpersonalanswerabletothe
farmer'sorganisationbyappointingthemascompetentauthoritytotheFOs.
2. ConstitutionofWaterUser'sAssociation
The elections for 1474 WUA's covering an area of 15.05 lakh ha were conducted in
April, 2000 while irrigation management was transferred to elected bodies since
June, 2000 for five years. Second term elections for 1687 WUA's covering an area of
16.92 lakh ha were conducted during February 2006, while third term election for
2062 WUA's covering an area of 20.00 lakh ha. were conducted during Sept. Nov'
2011.
3. Operation&MaintenanceGrantforWUA's
The O&M grant @ Rs 100/ ha. Has been provided so that they may take up annual
maintenance. Similarly, daily wage staff @ 1 person per 200 ha. has also been
provided to WUAs to assist them for minor maintenanceand canal regulation, along
withgrantofRs5000peryearperWUAformeetingoutadministrativeexpenses.
4. Monitoring&Evaluation:
The infrastructure has been built up for efficient monitoring and evolution process.
At the HOD level there is a separate Directorate for monitoring PIM activities in the
state.IneachbasinaprojectAdministratoroftherankS.E.hasbeenpostedasnodal
officerstomonitorimplementationofPIMprogram.

Similarly in the office of Executive Engineer one AE has been nominated as nodal
officer PIM who collects information regarding various activities of Water User's
Associationsatfiledlevelandcompiletheprogressreport.
5. Trainingandcapacitybuilding
For capacity building of Farmer's Organisation a vigorous training program is being
conducted for all Water User Association Presidents and Competent Authority from
timetotimeatWALMI,Bhopal.AlsoincollaborationwithWALMI,fieldexposervisits
are being conducted from time to time for groups of WUA Presidents & Competent
Authorities.
For operation and maintenance of irrigation canal system a financial aid is given to
the Water User's Associations. The last five year's financial aid given to WaterUser's
Associationisshownbelow.

In the year 201415, twelve new project have also been included under CADWAM
program.
AlsowiththeinterventionoftheWorldBankWaterSectorRestructuringProjectand
continuous monitoringat Govt. level to reduce thegap betweenpotential created&
actual irrigation, efforts have been made from both the sides. MPWRD provided all
thefinancialandtechnicalsupporttotheWUAsandWUAsalsorespondedpositively
inturn.
6. PositiveResults&ImplementationofPIMinM.P.
In year 200910 irrigation potential created was 26.72 lakh ha out of which actual
irrigation was 8.87 lakhs ha. only, but in successive years due to active participation
of Water User's Association and constant monitoring by departmental officers, the
actual irrigation as compared to potential created enhanced in multiples. The figure

EffortsneededforImprovement:
Although the results of Farmers participation has been encouraging still PIM
activities needs some more improvement such as change in attitude and behaviour
of officers and farmer organization. For this purpose continuous capacity building
programinfieldandclassroomtrainingisnecessary.
7. AmendmentinM.P.PIMAct,1999
In accordance with the clause 4 (5) of the principal Act "Madhya Pradesh Sinchai
Prabandhan me Krishkon ki Bhagidari Adhiniyam, 1999", the President and the
members of the Managing Committee of WUA shall, if not recalled earlier, be in the
officeforatermofyearsfromthedateofappointmentoftheCompetentAuthority.
After the expiry of 05 years term, fresh elections are being conducted and new
Presidents/Members of Managing Committee are elected. Subsequently the
trainings are to be imparted to the office bearer of WUA's to build up the capacity.
ThereisnocontinuityinthetenureofWUA's.
To bridge the gap between Irrigation potential created and actual Irrigation,
Command Area Development & Water Management Programme is being
implemented by Government of India, Ministry of Water Resources (CADWMP) in a
continuous manner. As per the guide lines of MoWR, GoI, WUA's are essentially be

the implementing agency for Command Area Development and Water Management
Programme implementation. Accordingly continuity in the tenure of WUA's is felt
necessary.
InviewofmaintainingthecontinuityinfunctioningofWUA's,thetenureofWUA'sis
now proposed for 06 years and after every two years, one third members of
territorial constituencies are proposed to be elected in rotation. This needs
amendments in Clause 3 to 8 of the principal Act "Madhya Pradesh Sinchai
PrabandhanmeKrishkonkiBhagidariAdhiniyam,1999".
Also under " Madhya Pradesh Sinchai Prabandhanme Krishkon ki Bhagidari
Adhiniyam, 1999", annual maintenance works of canal are carried out by the
Farmer's organizations under their jurisdiction by the grant received from the
Government. Construction work of water courses, field channels and maintenance
work of canals are also carried out under National Rural Employment Guarantee
Scheme.ThereisnoprovisionfortakinganyactionagainstofficebearersofFarmer's
Organization in case of any irregularly found against them. Therefore, for check and
balance on Farmer's Organizations a new chapter of "Control" is proposed to be
insertedintheprincipalAct.
These amendment has been enacted vide Madhya Pradesh Act. No 23 of 2013 and
called Madhya Pradesh Sinchai Prabandhanme Krishkon ki Bhagidari (Sanshodhan)
Adhiniyam,2013".
