This event is completely unethical.

No individual is allowed to take cash from petty

cash book for personal use other than any official purpose. Here manager request to
take cash from petty cash and post it in an account which is not occurred yet and
the cashier also agreed with this. the break the rules and regulation and also break
their employee contract. Here both employees agreed this unethical event and
that's why both should accused for theft.
