1.1 Scope
This document describes the GSM and UMTS Dynamic Power Sharing feature, including
implementation principles, parameter adjustments, feature dependencies, network impact, and
engineering guidelines.
The GSM and UMTS Dynamic Power feature involves the following two features:
l Feature change
Changes in features of a specific product version
l Editorial change
Changes in wording or addition of information that was not described in the earlier version
Draft A (2014-01-20)
Compared with Issue 01 (2013-04-28) of SRAN8.0, Draft A (2014-01-20) of SRAN9.0 includes
the following changes.
2 Technical Description
2.1 Overview
When GSM carriers and UMTS carriers use the same power amplifier (PA) in a GU dual-mode
base station, UMTS High Speed Downlink Packet Access (HSDPA) cells can share the idle
carrier power provided by the GSM cells. In the case of GSM traffic bursts, the GSM cells can
retrieve the carrier power shared with the UMTS HSPDA cells. The power sharing and retrieval
help improve the power usage efficiency and the UMTS network quality when busy hours of
the GSM and UMTS networks fall in different periods of a day or the network traffic is not
evenly distributed.
After the GU dynamic power sharing switch is turned on, you can run the following command
to set a time segment for power sharing within a day:
l (For a GBTS) SET BTSGUPWRSHRFP: A maximum of four time segments can be set
and related parameters are as follows:
Time segment 1: The GUPWRSHARESTM1 and GUPWRSHAREETM1 parameters
specify the start time and end time, respectively.
Time segment 2: The GUPWRSHARESTM2 and GUPWRSHAREETM2 parameters
specify the start time and end time, respectively.
Time segment 3: The GUPWRSHARESTM3 and GUPWRSHAREETM3 parameters
specify the start time and end time, respectively.
Time segment 4: The GUPWRSHARESTM4 and GUPWRSHAREETM4 parameters
specify the start time and end time, respectively.
l (For an eGBTS) ADD GBTSPWRSHRGRP: You can set one or more time segments for
power sharing.
NOTE
The GBTS and eGBTS support GSM and UMTS Dynamic Power Sharing. The GBTS, which is managed
by the base station controller (BSC), uses the GSM transmission and timing and management unit (GTMU)
as the main control board. The eGBTS, which is directly managed by the element management system
(EMS) and independent of the BSC, uses the universal main processing and transmission unit (UMPT) as
the main control board. The GBTS and eGBTS use different MML commands to enable the same function,
and therefore the corresponding parameter names and IDs may be different.
If POWERshare is greater than zero, GSM cells share idle carrier power with UMTS HSDPA
cells. For details, see Figure 2-1 in section 2.3 Power Sharing Procedure.
If POWERshare is less than zero, GSM cells retrieve all or partial shared power from UMTS
HSDPA cells. For details, see Figure 2-2 in section 2.4 Power Retrieval Procedure
In Formula 1:
l POWERshare is the difference in power for sharing between the previous and current
periods.
l POWERuse is the available power in the previous period. The value of POWERuse is
updated at the end of each power sharing or retrieval procedure.
l MAXPOWERrequest is the maximum required power in the previous period.
l POWERreserved is the reserved power in the current period. GSM cells use different
reserved power in different scenarios.
The
GUPWRSHAREGSMI-
DLEHS (GBTS) or
PWRSHAREGSMI-
DLEHS (eGBTS)
parameter specifies the idle
channel hysteresis.
NOTE
Table 2-1 provides the calculations used to determine whether the GSM cell should share or
reclaim power.
If Then
POWERshare 0 (W) The GSM cell shares idle power with the
UMTS HSDPA cell. For details, see section
2.3 Power Sharing Procedure.
POWERshare < 0 (W) The GSM cell reclaims all or partial shared
power from the UMTS HSDPA cell. For
details, see section 2.4 Power Retrieval
Procedure.
1. The GSM cells determine whether the requirements for power sharing are met. If yes, the
procedure proceeds. If no, the procedure ends. The requirements for power sharing are as
follows:
l The load of GSM cells is lower than the GSM single-PA power load threshold, which
is specified by the GUPWRSHAREPWRLOAD parameter (GBTS) or the
PWRSHAREPWRLOAD parameter (eGBTS).
l The number of GSM non-BCCH carriers is greater than or equal to the minimum number
of GSM non-BCCH carriers, which is specified by the GUPWRSHARETRXNUM
parameter (GBTS) or the PWRSHARETRXNUM parameter (eGBTS). The power of
GSM BCCH carriers cannot be shared with the UMTS HSDPA cells.
2. The GSM cells determine whether to share power with the UMTS HSDPA cells based on
descriptions in section 2.2 Determining Principles for Power Sharing/Retrieval. If the
GSM cells decide to share power, the procedure proceeds. Otherwise, the procedure ends.
3. The GSM cells notify the UMTS HSDPA cells of the power that will be shared in the current
period, which can be calculated as follows:
If Then
Min. (POWERshare + Power shared in the The power to be shared is the sum of power
previous period, Maximum power for shared in the previous period and the

previous period, Maximum power for between the following two values:

period
l Maximum power for sharing
UMTS HSDPA cells may increase the call drop rate of UEs at cell edges. UEs served by the
UMTS HSDPA cells can be handed over to the inter-frequency UMTS cells or neighboring GSM
cells, which increases the number of inter-frequency or inter-system handovers. To ensure that
there is sufficient time for inter-frequency or inter-system handovers, you can set the per-period
increment of the UMTS maximum transmit power to a proper value by specifying the
GUPWRSHAREURCVPWRPD parameter (GBTS) or the PWRSHARERCVPWRPD
parameter (eGBTS). In this way, the signal quality of the CPICH decreases gradually instead of
sharply.
1. The GSM cells determine whether the requirements for the periodic, spontaneous, or ahead-
of-schedule power retrieval are met. If yes, the procedure proceeds. If no, the procedure
ends. The requirements for power retrieval are as follows:
l Periodic power retrieval: The decision-making for the periodic power retrieval is
performed in each period. If the POWERshare is less than zero, the power retrieval is
triggered. For details about how to obtain the POWERshare, see Formula 1 in section
2.2 Determining Principles for Power Sharing/Retrieval.
l Spontaneous power retrieval: The decision-making for the spontaneous power retrieval
is performed before signals are transmitted. If the POWERuse is less than or equal to
the MAXPOWERrequest, the power retrieval is triggered. For details about the
POWERuse and MAXPOWERrequest, see section 2.2 Determining Principles for
Power Sharing/Retrieval.
l Ahead-of-schedule power retrieval: The decision-making for ahead-of-schedule power
retrieval is performed before signals are transmitted. If P timeslots meet the
requirements for power retrieval among N timeslots, the GSM cells retrieve the shared
power. P is the number of timeslots that meet the requirements for power retrieval and
N is the number of timeslots (including the current timeslot) that involve in the decision-
making.
For a GBTS, P and N are specified by the GUPWRSHAREP and GUPWRSHAREN
parameters, respectively.
For an eGBTS, P and N are fixed values, which are 6 and 8, respectively.
The requirement for ahead-of-schedule power retrieval is either of the following:
There is no idle channel on the current timeslot.
The carrier power of GSM cells on the current timeslot meets the formula requirement:
POWERuse POWERrequest < POWERreserved x POWERreservedcoffi.
In the preceding formula, POWERreservedcoffi is the coefficient of reserved power,
which is specified by the GUPWRSHARERSVFACTOR parameter (GBTS) or the
PWRSHARERSVFACTOR parameter (eGBTS). Definitions of the POWERuse,
POWERrequest, and POWERreserved are same as those described in the formula for
calculating POWERshare (Formula 1) in section 2.3 Power Sharing Procedure.
2. The GSM cells notify the UMTS HSDPA cells of the shared power that will be retrieved,
which can be calculated as follows:
If Then
3. After receiving the notification from GSM cells, the UMTS HSDPA cells update the
maximum transmit power and notify the GSM cells of the power retrieval success.
4. The GSM cells update the total available carrier power after receiving feedback from the
UMTS HSDPA cells. This terminates the power retrieval procedure in the current period.
At the same time, the power retrieval procedure starts for the next period.
3 Related Features
This chapter describes how GSM and UMTS Dynamic Power Sharing affects other features and
functions.
automatically lower the transmit power. In such a case, ALM-26529 RF Unit VSWR
Threshold Crossed may be triggered again if the UMTS HSDPA cells attempt to increase
the transmit power. To avoid such a problem, the UMTS HSDPA cells will not use the
power provided by the GSM cells.
l Remote radio unit (RRU) high temperature alarm
When ALM-26525 RF Unit Temperature Unacceptable is reported on an MRRU or MRFU,
the UMTS HSDPA cells will not use the power provided by the GSM cells to avoid rises
in RRU temperature caused by increased power.
l RF intelligent shutdown
After entering the RF intelligent shutdown mode, the UMTS HSDPA cells do not use the
power provided by the GSM cells because they can only benefit slightly from GSM and
UMTS Dynamic Power Sharing when the UMTS HSDPA cells are in low load.
4 Network Impact
l Increases the average throughput of a UMTS cell and the throughput of UEs on the cell
edge because more power can be used by UMTS data services.
l Slightly affects GMS services in the cases of GSM traffic bursts because GSM power
clippings occur due to possible power retrieval failures (within one second).
l Increases the call drop rate because enabling this feature shrinks the UMTS cell coverage
and the UMTS cells may have coverage holes.
NOTE
To avoid increasing the call drop rate, UEs at UMTS HSDPA cell edges can be handed over to the inter-
frequency UMTS cells or neighboring GSM cells.
5 Engineering Guidelines
NOTE
GSM and UMTS Dynamic Power Sharing is recommended for the rural areas.

Using the CME to Perform Batch Configuration for Newly Deployed Base Stations
The GBTS does not support batch configuration using a summary data file that contains data
for activating this feature and other data for the base stations to be deployed.
The eGBTS and NodeB support batch configuration using a summary data file that contains data
for activating this feature and other data for the base stations to be deployed. Enter the values
of the parameters listed in Table 5-7 and Table 5-8 in a summary data file, which also contains
other data for the eGBTSs or NodeBs to be deployed. Then, import the summary data file into
the CME.
The summary data file may be a scenario-specific file provided by the CME or a customized
file, depending on the following conditions:
l The managed objects (MOs) in Table 5-7 and Table 5-8 are contained in a scenario-specific
summary data file. In this situation, set the parameters in the MOs, and then verify and save
the file.
l Some MOs in Table 5-7 and Table 5-8 are not contained in a scenario-specific summary
data file. In this situation, customize a summary data file to include the MOs before you
can set the parameters.

For operations about the batch configuration of a specific base station, see the following sections
in 3900 Series Base Station Initial Configuration Guide:
Using the CME to Perform Batch Configuration for Existing Base Stations
Batch reconfiguration using the CME is the recommended method to activate a feature on
existing base stations. This method reconfigures all data, except neighbor relationships, for
multiple base stations in a single procedure. The procedure is as follows:
Step 1 Choose CME > Advanced > Customize Summary Data File from the main menu of an U2000
client, or choose Advanced > Customize Summary Data File from the main menu of a CME
client, to customize a summary data file for batch reconfiguration.
NOTE
Step 2 Export the NE data stored on the CME into the customized summary data file.
l For co-MPT multimode base stations: Choose CME > SRAN Application > MBTS
Application > Export Data > Export Base Station Bulk Configuration Data from the
main menu of the U2000 client, or choose SRAN Application > MBTS Application >
Export Data > Export Base Station Bulk Configuration Data from the main menu of the
CME client.
l For separate-MPT GSM-involved multimode base stations or GO base stations: Choose
CME > GSM Application > Export Data > eGBTS Bulk Configuration Data from the
main menu of the U2000 client, or choose GSM Application > Export Data > Export
eGBTS Bulk Configuration Data from the main menu of the CME client.
l For separate-MPT UMTS-involved multimode base stations or UO base stations: Choose
CME > UMTS Application > Export Data > Export Base Station Bulk Configuration
Data from the main menu of the U2000 client, or choose UMTS Application > Export Data
> Export Base Station Bulk Configuration Data from the main menu of the CME client.
l For separate-MPT LTE-involved multimode base stations or LO base stations: Choose CME
> LTE Application > Export Data > Export Base Station Bulk Configuration Data from
the main menu of the U2000 client, or choose LTE Application > Export Data > Export
Base Station Bulk Configuration Data from the main menu of the CME client.
Step 3 In the summary data file, set the parameters in the MOs listed in Table 5-7 and Table 5-8, and
close the file.

5.4.8 Deactivation
Batch reconfiguration using the CME is the recommended method to deactivate a feature on
base stations. This method reconfigures all data, except neighbor relationships, for multiple base
stations in a single procedure. The procedure for feature deactivation is similar to that for feature
activation described in "Using the CME to Perform Batch Configuration for Existing Base
Stations" of section 5.4.5 Activation. In the procedure, modify parameters according to Table
5-11 and Table 5-12.

NOTE
More GSM Cell Power Clippings, Higher Call Drop Rate, and Decreased Handover
Success Rate
Based on the values of performance counters listed in Table 5-13, determine whether there are
more GSM cell power clippings, the call drop rate increases, or the handover success rate
decreases. If yes, modify the related parameters in sequence as follows:
