Controlling the Service Handover Based on ARD Subscription Information

The Service Handover is controlled based on the ARD subscription information.


If the subscription information indicates that a subscriber can reside only in the UMTS
network, the value of the Service Handover IE in the assignment message is Shall
not be handed over to GSM.
If the subscription information indicates that a subscriber can reside only in the GSM
network, the value of the Service Handover IE in the assignment message is
Handover to UTRAN or cdma2000 shall not be performed.
If the subscription information indicates that a subscriber can reside both in the UMTS
network and the GSM network, the value of the Service Handover IE in the
assignment message is determined by other conditions, for example, card type and
subscriber type.
Figure 3 shows the implementation of the service handover based on ARD subscription
information.

The flow of implementing the service handover based on ARD subscription information is as
follows:
1. If the ARD subscription information indicates that a subscriber can reside only in
the GSM network, the MSOFTX3000 records that the subscriber is only allowed to
reside in the GSM network. If the BSC is allowed to carry the Service Handover IE
by querying the BSC table, the value of the Service Handover IE in the subsequent

assignment messages is Handover to UTRAN or cdma2000 shall not be


performed.
2. If the ARD subscription information indicates that a subscriber can reside only in
the GSM network, the MSOFTX3000 records that the subscriber is only allowed to
reside in the GSM network. If the BSC is not allowed to carry the Service Handover
IE by querying the BSC table, subsequent assignment messages do not carry the
Service Handover IE and the subsequent service handover requests are rejected
directly.
3. If the ARD subscription information indicates that a subscriber is allowed to reside
both in the UMTS network and the GSM network, the MSOFTX3000 records the
subscriber is allowed to reside both in the UMTS network and the GSM network,
and the value of the Service Handover IE in subsequent assignment messages is
determined by other conditions, for example, card type and subscriber type.
4. If the ARD subscription information cannot be obtained, it can be considered that
the service handover is not controlled through the ARD subscription information.
