nature of the implementing institution that will make this policy
work/not work/? what models (examples where the policy is
applied in the same setting you placed the debate in) are existing
right now that will prove that the policy is plausible?

specific countries, use terms such as: liberal democracies (US, UK, EU
members), medium-sized republics (Philippines, etc.), nuclear-capable
nations, rouge states (NoKor, Iran), conservatives (Middle East), Third World,
