Terms of Reference (ToR)

Terms of Reference (ToR) for a Consultant/Consultancy Firm to conduct basic Training of Trainers (ToT)
to enhance training quality and facilitation skills for the trainers of selected Community Paramedic
Training Institutes

Background
Swisscontact was established in 1959 as an independent organisation by prominent individuals from the
worlds of commerce and science in Switzerland. It is exclusively involved in international cooperation and
since 1961 has carried out its own and mandated projects. Since it was founded, Swisscontact has
maintained close ties with the private sector. In 2015, Swisscontact was active in 32 countries with a
workforce of over 900 people. The organisation is based in Zurich. Swisscontact concentrates on four core
areas of private sector development:

The Swisscontact South Asia Regional Office (SARO) is based in Dhaka, Bangladesh. As per the mission of
Swisscontact, SARO has the mandate to develop and maintain the foundations portfolio of development
projects in South Asia. This Terms of Reference (ToR) relates to one such project within SARO portfolio
that focuses on improving healthcare access of rural communities through creation of trained Community
Paramedics.

The project is set on the premise that, large number of the population living in rural areas of Bangladesh
is deprived of quality health care services. Several studies state that around 70% of the rural health care
services are met by the unskilled and untrained providers. To address this major gap in the national
healthcare system, a new cadre of mid-level healthcare service provider named Community Paramedics
were introduced by the government from January 2011. Community Paramedic course is a two-year full-
time course, designed by the Ministry of Health and Family Welfare (MoH&FW) through National Institute
of Population Research and Training (NIPORT), where students acquire and develop skills on Maternal and
Child Health, Reproductive Health, Family Planning and Basic Primary Healthcare services. The CP course
guide-line was initially designed in November 2009 in light of the 18-month long Family Welfare Visitors
(FWVs) course curriculum and topped up with another 6 months of midwifery training. However, the
curriculum still needs to be comprehensively covered with other areas of basic primary healthcare
services. In October 2012, Ministry of Health and Family Welfare finally approved the CP course to be
administered through Bangladesh Nursing Council (BNC) instead of NIPORT. Training institutes affiliated
with the Bangladesh Nursing Council are conducting this course to produce trained Community
Paramedics who are to provide healthcare service to the rural communities of Bangladesh. The pre-

requisite qualification for the course is Secondary School Certificate (SSC), according to the latest guide-
line of March 2013 of the Ministry of Health and Family Welfare.

TARSAN project (Towards sustainable quality healthcare delivery at grassroots level through active
participation of civil society organisations) from March 2011 - February 2015 implemented by
Swisscontact in Bangladesh and funded by European Union- aimed at developing these Community
Paramedics to serve in rural Bangladesh and contribute towards sustainable quality healthcare service at
grassroots level.

Building on the success of the TARSAN project, the current project ASTHA (Achieving Sustainability
Towards Healthcare Access) has been initiated with funding jointly from Novartis Global and Swisscontact.
The project aims to contribute to sustainable and accessible quality healthcare services for the people
living in rural Bangladesh, particularly in Nilphamari, Patuakhali, and Sunamganj districts. The project is
concentrating on three major strategic areas:

Intervention Area 1: Build capacity of Community Paramedic Training Institutes (CPTIs)

Intervention Area 2: Improve the quality of the Community Paramedic-based healthcare services
by strengthening the Community Paramedic training program

Intervention Area 3: Create awareness among the community people:

- to change their service seeking behaviour

- to promote Community Paramedic based healthcare services

As CPTIs are relatively new entrants in the field of training provision and as a part of continuous capacity
building effort for the CPTIs, ASTHA has planned to improve the knowledge and enhance the skills of the
faculties of the CPITs through a Basic ToT on training facilitation so that they can offer quality training. In
regard this; the project is going to hire an individual consultant/firm to conduct a ToT for the faculties of
the selected CPTIs.

Objective
The objective of the assignment is to conduct a Basic ToT for the faculties of the CPITs on effective training
facilitation and moderation so that they can provide quality training to the students of CP course.

Expected output of the Training
After completion of the Basic Training, the participants will be able to:

Explain the concept of learning, education and training

Describe and apply various participatory training methods and techniques

Develop and use effectively various teaching aids

Prepare and Present lessons in the training programme

Describe the steps of organising training program

Facilitating and moderating effective training

Relate training methods and techniques with the existing Community Paramedic course

Explain the existing national curriculum on Community Paramedic Training (CPT)

Conduct practicum training on CPT content

Organise effective Trainings in their real life situations

Explain different levels of training evaluation techniques

Assess the impact of the training

Methodology and Activities


I. Role of the Consultant/firm

The consultant/firm will responsible for developing all required contents and conducting the Basic ToT in
2 batches.

II. Tasks of the Consultant

The suggested, but not limited to, specific tasks of the consultant/firm are:

Suggest the methodologies and schedule

Develop contents and other materials for the training

Facilitate the training in 2 batches (Dhaka based)

Writing the Report (batch wise and compiled report)

III. Role of ASTHA-Swisscontact

ASTHA-Swisscontact will perform the following:

Invite the participants

Arrange venue, accommodation, food and other training logistics.

Bear all costs (as per approved budget)

Provide necessary guideline and technical direction

make CP course outline available for the consultant during the development of training content

Submission Details
a. It is mandatory for bidding individual Consultants/Consultancy firms to submit the technical proposal
(not more than 6 pages) including methodology, schedule and budget. However, the other documents
that are needed to submit with the technical proposal are:

Detail CV of the consultant/s

Tax identification number (TIN)

VAT registration number (if applicable)

Trade License (if applicable)

Proof of a segregated account (providing the name and address of such account)

b. The Consultant/Consultancy Firm has to bear all Advance Income Tax (AIT)

c. Percentage of VAT and total amount of VAT should be mentioned in the financial offer

d. Interested Consultants/Consultancy Firms should submit the proposal along with the required
documents by 24 November 2015 before 4 p.m. to the address below:
