Introduction
This manual defines the Computer-Aided Design and Drafting (CADD) Standards for the
Roadway Design Division of the Nevada Department of Transportation (NDOT). The
purpose of this manual is to establish uniform policies and procedures for the production
of electronically produced contract plans. This manual is neither a textbook nor a
substitute for engineering or drafting knowledge, experience, or judgment. It includes
techniques and procedures not ordinarily found in textbooks.
This manual is for designers and drafters who use the system in their work (i.e., create
CADD drawings, etc.), and others who use the products in conjunction with the Roadway
Design Division.
Many of the instructions given herein are subject to amendment as conditions and
experience warrants. Special situations may call for variation from requirements, subject
to the CADD Operations Management Group or the Chief Roadway Design Engineers
approval, or other such approval as may be specifically provided for.
Reference may be made herein to file formats, other know-how or methodology which is
proprietary to Intergraph Corporation or Bentley Systems, Inc or other parties and such
data remains proprietary to the respective parties.
Other trade names, computer protocols and file formats mentioned in this manual are the

Abbreviations
When so many features are annotated in a set of plans, space is at a premium. To
generate more available space, operators should use abbreviations as often as possible.
We have established a comprehensive list of abbreviations that are commonly used by the
Roadway Design Division. The abbreviation list can be found below.

2.1 - Directory Structure and Naming
Before developing a design project, a directory structure is needed that is organized and
easy to navigate by all that are involved in the design project both now and in the future.
The naming of the directory and the numerous sub-directories that make up the structure
must also be easy to find and recognize. To ensure that this is always the case, it is
necessary to have a standard project directory template used by all designers.
Once a project has been assigned, the designer needs to obtain a copy of the Standard
Project Directory from the CADD Support Area and place it in the Design Squads main
projects directory. The Standard Project Directory template is located in the CADD
Support Area under the following directory:

Once the template is retrieved from the server, it is necessary to give the directory a
unique name using the proper naming convention described below.

where the first three digits are the route number, the next part is the two letter county
abbreviation, finally the last five digits are the Engineering Authorization number (E.A.).
There will be times when a squad is given a project that involves working on a road that
is not controlled by the state or the federal government. These projects are referred to as
off system projects. The naming convention for these projects is slightly different and
is as follows.

The standard project directory structure is divided into six key categories as shown
below. These categories are divided further and are graphically shown in more detail in
figure 2.1.1:
Category Contents
\Changes - This category contains all of the changes that are made subsequent
of delivering the plans to Administrative Services.
\Design - This category contains all the sub-categories used for storing
information generated during the design process.
\Existing - This category is used for storing all information related to what
exists in the scope of the project i.e.: utilities, right-of-way,
mapping etc. This area also contains the sub-category Survey
which is for information such as Control Data, Profile Shots,
Stakeout Files, etc.
\Inroads - This category contains all of the sub-categories used for storing all
data developed by Inroads during the design process as well as
existing surface files.
\Sheets - This category contains all drafted sheet files produced for the
contract.
For your convenience, many of the sub-directories contain a file named contents.txt. This
file is a standard text file and describes what use the directory serves and also states what
design files should be contained in the sub-directory. Any standard text editor can be
used to view this file.

Once the project directory has been set-up and named, its just a matter of saving all of
the project files to this directory in the proper sub-directories. Just as there is a specific
naming convention for the directory structure, the same holds true for most of the files
that will be saved here. This section will give examples of the types of files that will be
stored in the different directories and their proper naming conventions.
For these files the general naming convention is as follows: [pin][file name][xxx] where

Many subdirectories have been omitted from the table below as they contain files that
either do not need a specific naming convention or files that are supplied to you from a
source outside the division and have already been named. Examples of these types of
files are digital photos, bridge details or calculations generated on the computer. Keep in
mind that even though these files do not have a specific naming convention, they must be
easily recognizable by anyone working on the project now or in the future. For example
a text file that includes mile posting could be named mileposts.txt or a digital photo
could be named B477AbutmentNW.jpg. All of these files should then be placed in their
appropriate directory.

specific naming convention.

A project file (RWK) contains information defining what components belong to the
overall project. When this file is opened, Inroads reads this file and loads these
components. The file can be used to load surfaces, geometry, templates and styles and
eliminates the repetitive task of loading every component each time the project is
accessed. The naming convention will be as follows:

The geometry project file (ALG) contains geometric information defining points,
horizontal and vertical alignments, superelevation lists, and their parameters. The naming
convention will be as follows:

The Typical Section File (TML) is a library containing typical section information on
templates, cut-and-fill-tables, material tables, and decision tables. The file naming
convention will be as follows:

The internal names associated with these functions should be clearly named so as to
identify the contents of the table.

Seed Files
3.1 - Seed Files
This section discusses working units and active origin settings and other standards for
NDOTs seed files. Seed files are MicroStation design files that contain standard
parameters such as working units, active origin, coordinate readout formats, etc. New
project design files are created from these seed files, which minimizes repetitive
parameter set-up.
The Nevada DOT has divided the State of Nevada into six geographic zones. Each zone
has a unique active origin and identifier as shown in Figure 3.1.1. The Microstation seed
files used for each zone are denoted with that identifier, i.e. e1seed.dgn, c2seed.dgn,
w1seed.dgn, etc. The seed files used for these zones are located in the CADD Support
Area under the following directory.

An additional seed file named genericseed.dgn has been created for design files that have
assumed coordinates and are not geo-referenced.
If a project overlaps two geographical zones, please contact the Location Division
and inquire as to what zone has been used to map that project.
If a seed file is used for a certain geographical area and appears to have the wrong
coordinates, please contact the Location Division and inquire as to what active origin
was used to map the project. The active origin can also be verified by reading
Cartographys PROJ.DOC file.

Symbology
4.1 Cell Libraries
The Roadway Design Division has over two hundred typical symbols that are used for
defining various features often found in a set of construction plans. These standard
symbols include such items as traffic control signs, striping arrows, manholes, etc.
In a typical set of design drawings, it is not uncommon to re-use these standard
symbols any number of times. Microstation calls these symbols cells and has the
ability to create a library of these standard symbols called a cell library.
Several standard Roadway Design cell libraries have been created for Roadway Design.
The files are located in the CADD Support Area under the following directory.

All cells have been created for a 1m=1000m scale plot. All standard cells are shown in
Appendix A.
Note: Most cells can be accessed using Settings Manager Groups. For a description of
this function please see Section 4.5.
Some cells have Data Entry Fields included in them. Data fields are indicated by
underbars (_ _ _ _ _ _). The procedure for using these fields is as follows:
To change the underbars of the Data Entry Fields so they do not display go to the View
Attributes window (See Figure 4.6.2) by hitting Ctrl+B or Settings>View Attributes.
Then uncheck the Data Fields box and then hit Apply or All.

If you should need to attach it to any legacy files, the file is also located in the CADD
Support Area under the following directory.

All line styles have been created for 1m=1000m scale plot. All line styles are located in
the CADD Support Area under the following directory.
\\datsrv1\CADDStandard\resource\
Note: Each computer in Roadway Design has been configured to read these line style
resources directly from the server and it should not be necessary for the user to access
these files.

4.4 Text
4.4.1 Text Type
The Roadway Design Division has added one new font to Microstations delivered fonts,
Font 10 - NDOT_FONT. This font is a compilation of all alphabetical characters from
Font 1 USTN_WORKING, all special characters from Font 3 -
USTN_ENGINEERING along with some specially mapped characters.
Several special characters have been mapped to the keyboard. They are as follows.
Use lowercase lettering for existing information (Initial letter capitalized); use uppercase
letters for proposed information.
Text sizes used on construction plans will based upon the Standard Construction Plan
Symbols, Design Layout and Drafting Methods Manual until further notice. Table
4.4.2.has been included to show the various Metric Text Sizes for Typical Plotting
Scales.

For most text to be placed, the justification required will be obvious. For example, with
dimensions the preferred location is the middle of the line, however due to other graphics
in the design file, this may not always be possible. The goal is to achieve a clean, orderly
looking drawing that easily conveys the information the drawing is presenting.
Usually, both single-line text and multi-line text will be placed with a left-bottom
justification.
For text to be readable, it is necessary to place that text a certain distance from any other
text located near it. In many cases, text will be placed as a multi-line text string. For this
text to be readable, a line spacing attribute must also be set.
As a standard, the minimum and preferred line spacing will be one-half of the text height.
The line spacing can be set in the text settings box or via the key-in: ls=xxx where the
xxx is half of the text height.

The basic concept behind the development of the Settings Manager Groups was to
alleviate the problems associated with placing elements at the wrong size, level, color,
style, etc. Each of the groups pertains to a particular design function such as Traffic
Control, Typical Sections, Utilities, etc.

view attributes dialog box as shown in figure 4.6.2.

Section 5
Levels
This section describes the level standards for all standard design files. The Settings
Manager groups and Level Name files can help you determine appropriate levels within
the active design file for element placement and viewing. The basic concept behind the
level schemes is that different types of data are mostly grouped in either sets of 5 or 10
levels. For example, in an existing utility design file all water utility items are placed on
levels 40-44. So, when you want to turn off these levels in a reference file, you can turn
off levels 40-44 individually or turn off the entire water group.
5.1 Levels
Each element in the design is located on one of 63 drawing levels. Levels are analogous
to transparent overlays: In different combinations they make it easier to see parts of a
design; together, they show the entire design. The Active Level is the level on which
elements are placed.
The Roadway Design Division has assigned standard levels and names for most project
design files.
For a complete listing of the standard level structure for design files, see Appendix C.
Several standard level name files have been compiled for Roadway Design. The files are
located in the CADD Support Area under the following directory.

Note: Each computer in Roadway Design has been configured to access these files
directly from the server.

You now have a level name file attached to the design file. Save your file settings at this
point to keep the level names attached.
Below are three ways to take advantage of level names. One is to access the level names
and groups through Level Manager as shown in Figure 5.2.1. Another is to access level
names through the View Levels window and change the display to names or groups. See
Figures 5.2.2, 5.2.3 and 5.2.4

Another way to take advantage of level names is to set the Active Level by clicking in
the level field area in the right side of the status bar as shown in Figures 5.2.5 and 5.2.6.

When working with reference files it is also helpful to know level numbers, names and
groups. When using the Level Manager, all reference files that have a level name
attached can be manipulated and used. See Figure 5.2.7.

InRoads
7.1.1 Definition
Preference files within InRoads assist in maintaining graphics and design standards.
There are two types of preference files.
A general preference file controls the general project preferences such as whether
the units are metric or imperial and whether the slopes should be displayed in
decimals or percentages. In addition, the general preference file contains the
graphical display attributes of all displays except horizontal and vertical
geometry. And, finally, the general preference file contains default dialog
preferences, meaning the default information that is shown in a dialog box when
opened by InRoads. The standard general preference file is NDOTCIVIL.ini.
A style or WYSIWYG (What You See Is What You Get) preference file is used
by InRoads to govern the graphical attributes of horizontal and vertical alignment
display. This file contains four categories of preferences relating to the four types
of elements in an alignment: points, lines (tangents), circles (circular curves) and
spirals. In addition to these four categories, The standard WYSIWYG preference
file is NDOTWYSIWYG.ini
Both standard preference files are located in the CADD Support Area under the
following directory:

Note: Each computer in Roadway Design has been configured to read these preferences
directly from the server (See Figure 7.1.1.1). Modifications will be made to these
preferences periodically to reflect design changes, policies, etc. so it is not recommended
to copy them locally to your computer for use.

Preference files assist in developing and maintaining graphic CAD standards. For
example, by using a standardized preference file, toes of slopes will always be plotted on
the same level, at the same weight and using the same color. Since the preference files
allow multiple preferences per command, using a different standard involves only
changing the preference. For example, with the multiple toes of slopes mentioned above,
it might be necessary to display several surfaces on different levels and colors. With
InRoads, you can load a preference to set specific graphical attributes as shown in Figure
7.1.2.1.

Design standards are stored in preferences within the NDOTCIVIL.ini file. Various
commands contain design standard information in their dialogs, such as template
transition control names and superelevation parameters.
All Roadway Design standard preferences have NDOT appended to the preference name.

Each can be loaded by pressing the preference button and loading the appropriate NDOT
preference.
7.2 Templates

Copy the default template library from the above directory at the beginning of a project to
the Template Directory on the Project Directory Tree. When copying, change its external
name as shown below.
For example:
Transition control names apply to each point on a template. The default transition control
names are shown in Table 7.2.1.1. The transition control names are assigned to the end
point (farthest from the centerline) of the active segment.
For independent control, the TC Name is the link between the template and assignment of
the independent control options. However, the variable segment does not have to be
adjacent to the TC name used for independent control. It does have to be in the same
template zone, i.e. right backbone, left backbone, etc.
Transition control names are already assigned to the template points in the typical
sections. Use these names unless there is a special requirement dictating that they be
changed. Criteria for naming and describing the TC names when creating a new template
is defined below.
