Information Technology

Information technology is critical to ensure a regular uninterrupted equitable supply of quality


medicines and medical supplies to health facilities as the main objective for central medical. When
information technology initiatives align with the strategic objective of Central Medical Stores, the
impact can be transformative it can empower supply chain management for all health
commodities, improving business operations to deliver quality services and securing all
pharmaceuticals data.

It is my pleasure to present this Information Technology Strategic Plan for 2017 to the Medical
Stores Team. The Technology Plan provides a draft for accomplishing the vision to reliable emerging
technologies supporting the mission of Medical Stores. The plan will also address some of the CMSs
administrative challenges and opportunities.

The Technology Plan identifies five goals, their respective objectives, and key strategies. The Plan
focuses on strategies to create a competitive advantage for Medical Stores through the effective
use of existing and emerging technologies.

The Technology Plan provides strategic and tactical ideas that are based on the current
implementation of the supply chain management system and other technological needs. The
effectiveness of any strategic plan also requires careful and timely execution; an operational plan
will outline how the Technology Plan goals and objectives will be accomplished.
Executive Summary

The purpose of the Information Technology Strategic Plan is to make information technology advance
the mission Medical Stores has, to ensure a regular uninterrupted equitable supply of quality
medicines and medical supplies to the health facilities and to shape the future direction for
information technology (IT) initiatives to create a competitive advantage for the Medical Stores. The
Technology Plan is the process that involved strategic thinking, research on IT and Medical Storage
trends, and discussions about technological needs with the Medical Stores management and staff.
The Plan will provide direction and set IT priorities for the next year.

The structure for developing the Technology Plan included the following steps to ensure alignment
with the Medical Stores Strategic Plan, IT and Medical Storage trends, and the strategic analysis of the
IT unit. The process begins with an environmental scan of IT services and discussions with various
stakeholders (Ministry of Health, CMS management, CMS Staff, departments, and the Ministry of
Health Procurement. surveys are used to identify areas for improvement.

The Technology Plan consists of five overarching goals, their respective objectives, and key strategies for
achieving the objectives.

Goals, Objectives, and Key Strategies

Goal 1: Advance work flow system through innovative and effective technologies such as a Warehouse
System. Implementation of Microsoft Nav 2016.

Objective (a): Be responsible for all implementation documents, minutes, procedures and implementation
plan.

Key Strategies:

IT must have all Documents to implement the Warehouse Management System;

The Project Charter with update amendments,

The implementation plan that establishes priorities, accountabilities, success indicators,


timeline and resources for the project.

IT must have written minutes in all implementation meetings for a proper direction of the
project and its phases.

Provide written document from the supplier about the system and all its modules and
procedures for the implementation.

Objective (b): Support the new Implementation of the new Warehouse Management System interfacing with
other current systems.

Key Strategies:

Must find possible ways to link the current systems that are being used by Government
Department which may include all Financial software or treasurer system to;

I. reflect whenever an order is fully paid

II. Synchronize the Supplier list.

III. Synchronize the Facility list etc

IV. Otherwise, the current system RxSolutions data will be migrated into the new Microsoft
Nav 2016.

Objective (c): Provide all required IT software and hardware for the implementations.

Key Strategies:

With specification from Microsoft Dynamics Nav 2016 procure the required technologies
needed;

Software

I. Microsoft Dynamic Nav 2016 (License to be provided).

II. Microsoft Office for some PCs.

III. Antivirus ESET Endpoint security.

IV. Some open-source Software.

Objective (d): Extend CMSs Network to support wireless devices for the warehouse Management system.

Key Strategies:

As a requirement to implement Microsoft Dynamics 2016 All Client Computers must be


on a managed network for speed and security purposes all network switches must be managed
using a Cisco network manager.

All storage areas must have access to Wireless network for portable devices.

CMS Main and CMA ART warehouses must be on the same network VLAN a fiber cable
must be used to connect two places backed-up by a leased line and to connect a mirror Server.
Objective (f): Support in training and orientation of the New system to all staff members.

Key Strategies:

It is a responsibility of the IT as a Super unit to have an understanding of Microsoft SQL


and Microsoft Dynamic Nav 2016 including all Modules and local settings.

IT helped my vendor must prepare training manuals for each Module.

IT and the Vendor must facilitate all Training Sessions for all users.

IT is responsible for all new user training.

Objective (g): Work hand-in-hand with the warehouse management system Vendors as a focal unit to organize
every information or document and system designs needed.
Goal 2: Advance business processes and operational efficiencies through effective implementation of
information technology and maximize staff potential to foster innovation and excellence.

Objective (a): Support, upgrade and enhance current business processes, tools, and administrative systems.

Key Strategies:

Provide ongoing support for existing administrative processes and business systems.

Provide a controlled environment through Active Directorys Domain Controlled network.

Streamline work-flow and automate business processes to improve business efficiency


and reduce the use of paper.

Introduce a secured shared printing scanning technology.

Enhance interfaces between administrative systems to optimize efficiency and ensure the
integrity of secured shared data.

Objective (b): Maintain and enhance the IT infrastructure to support the operations of CMS.

1. Key Strategies:

1. Provide a robust, resilient, and reliable wired and wireless data network infrastructure.

2. Identify, maintain and implement improvements in power consumption and


uninterrupted power supply within the IT environment.

Objective (c): Provide a secure computing environment that ensures data privacy and integrity and mitigates
security threats.

Key Strategies:

Create a comprehensive IT security position to help address the challenges with information
security, network security, disaster recovery, and compliance issues.

Educate CMS about information security issues through various training modalities and
opportunities.

Enhance, operationalize, and periodically test the IT disaster recovery plan.

Install an up to date trusted threats and viruses protecting software.

Create Domain security policies to users and groups.


Goal 3: Provide technologies to enhance communications within staff member, suppliers, clients (Health
facilities), partners, government agencies and the world.

Objective (a): Support, upgrade and enhance CMSs internal and external telephone systems to newer
technologies such as IP Phones.

Key Strategies:

Procure newer technology in internal telephone system PBX which can be connected to an
existing network and provide a computer telephony integration benefits of this includes call control
conference calls, easy transfers advanced call reporting and voice reporting etc.

Connect every warehouse with IP Phones

Provide a Separate on Network VLAN for IP PBX that will connect into two LANs.
Objective (b): Connect the two Warehouse Facilities Central Medical Stores Main and Central Medical Stores
ART for file sharing.

Key Strategies:

Provide and maintain one file sharing source an (Enterprise Server) between major
locations of CMS using fiber connections or a leased line between two main Locations.

Only Domain PCs are would be able to access secured share drives

Objective (c): Introduce CMSs own email domain to be monitored or hosted locally.

Key Strategies:

Register an email domain just for CMS to be managed or hosted locally.

Office 365, Exchange or pop3 can be implemented depending on costs.

Email must also be configured for webmail which means it can be accessible online
worldwide.

A standard username for email must be decided and 150 200 maximum users.

For security reasons, CMSs emails are to be threat protected and junk free.

Educate, document and introduce the email system to staff.

Objective (d): Introduce CMSs own LAN PC instant messaging system to decrease the number of time people
spend talking to outsiders on non-work related issues using public messenger systems due to the peer-to-peer
nature of the LAN Messenger product, the system is reliable since there is no single point of failure. decrease
cost on phone bills and internet bills and instantly send files while communicating.

Key Strategies:

Identify a good and secured open-source (free) Instant messaging software to send files
and also chats in peer to peer without a server.

Install IM software in every PC joined to a domain.


Document a standard procedure for using IM chats.

Objective (e): Provide an Intranet service to enhance communications for staff. Corporate information such as
memos, staff news and announcements can be stored centrally and accessed at any time. This can also be a
virtual workspace and community that can be created to facilitate information storing, sharing and
collaborative working. An intranet can also act as a training platform when providing online training content to
staff.

Key Strategies:

Identify a PC and technology to use as a host pc such as Apache, MS share-


point.

Make available all CMS Form Including leave Application forms.

Document a standard procedure for using The Intranet.

Make an Instranet awareness to work hand in hand with the web WMS
platform.

Updoad all Warehouse management training documents in to the intranet.

Objective (f): for the benefit the internet in business a faster internet is very important tool to
communications and emails.

Key Strategies:

Introduce a technology that will filter the Internet for unwanted sites an
torrents sites.

Allow Domain PCs to use the internet.

Increase the Internet speed our ISP provides to cater for the number of PCs
on the Network.

Block internet attacks by implementing ADSL security strategies.


Goal 4: Advance the current security technologies.

Objective (a): Support, upgrade and enhance CMSs current security CCTV systems to provide footage to CMS
network and backup system.

Key Strategies:

Join All DVR device to network and provide a separate VLAN port to be
monitored by senior person in their offices.

Monitor and provide backup system for all incident videos.

Provide Uninterrupted Power Supply for All DVRs.

Secure access to all DVRs

Objective (b): Network all Biometric control devices and monitor its database for evidence.

Key Strategies:

Network all Biometric devices for access control evidence backup.

Provide one staff database for all Biometric Divice.

Use some of the Biometric Device as a time attendance monitor.


Goal 5: Improve Information Technology administrative Management.

Objective (a): Implement a new system to monitor All IT inventories.

Key Strategies:

provide a small system to monitor all IT hardware database inventory.

Bar-code and tag every IT device their condition and retirement.

Must Provide a unique network name for All PCs.

Provide IT device inventory reports.

Objective (b): Implement IT policies to all departments.

Key Strategies:

Document all IT user, hardware and security policies.

Objective (c): For IT maintenance and security issues all IT daily procedures must be introduced.

Key Strategies:

Identify All daily IT tacks;

i. daily backups and test restores.

ii. Uninterrupted Power Supply check.

iii. Daily server health tasks.

iv. Interfaces.

v. Anti-virus updates.

vi. Internet, security and network device error warning lights.

vii. Server critical Updates.

Document and file all daily IT tacks checklist.

Objective (d): Implement an IT service desk requests and IT incident management reports.
Key Strategies:

Identify a free open source software for IT help-desk, Incident and IT task
software.

Install the Service desk softwares in every PC for Client assistance.

Retrieve monthly IT task reports

Objective (e): Document and files all approved IT procedures.

Objective (f): Safeguard all softwares and theirs licenses.
