Interiors
Preamble

This document for the Scope of Works set out to assist the
Tenderer in identifying the extent of the work to be priced in the
Bill of Quantities for this work package by amplifying the details
shown on the drawings and directing to the attention of the
Tenderer other items that are not necessarily described or
indicated yet are required for the full performance and
completion of the Works. All items essential for the
completeness of the Works even if not specifically shown on the
drawings or noted in the specifications provided that the same
shall be reasonably inferred from there shall be furnished and
installed by the Contractor and included in this Tender. This is
not intended to exclude any other items that may be required by
the PROJECT MANAGERS, CONSULTANTS or that may be required
by the Statutory Authorities or for good construction practice.

SCOPE OF WORK

The general character and the scope of work to be carried out under
this contract is illustrated in Drawings, Specifications and Schedule of
Quantities. The Contractor shall carry out and complete the said work
under this contract in every respect in conformity with the Contract
Documents and with the direction of and to the satisfaction of the
Owners site representative. The contractor shall furnish all labour,
materials and tools / equipment (except those to be supplied by the
owner) as listed under Schedule of Quantities and specified otherwise,
transportation and incidental necessary for supply, installation and
inspection as described in the Specifications and as shown in the
drawings. This also includes any material, equipment, appliances and
incidental work not specifically mentioned herein or noted on the
Drawings/Documents as being furnished or installed, but which are
necessary and customary to be performed under this contract. The
Civil finishes works comprise of following:

a. Reception
b. Lift lobbies
c. Restrooms
d. Partitions(All types)
e. False ceiling
f. False flooring
g. Built-in furniture

h. Doors
i. Finishing of all faces/edges/corners after door/ windows fixing.
j. Provision of Dust Sucker shall be a mandatory requirement for
housekeeping agencies
k. Training of Owners Staff on the maintenance.
l. Handover of all completed works and obtaining clearance
certificate

Access:
The Contractor is required to verify and satisfy itself regarding
the Site details including but not be limited to the following:
Access
Place of dumping stores and materials
Place for erection of Site Office, Material testing laboratory
etc.

The Contractor is deemed to have catered for all contingencies


connected with the Site and access

ACTION WHERE NO SPECIFICATION IS ISSUED

In case of any class of Work for which there is no such Specification as


is mentioned in the Contract Documents, such Work shall be carried
out with approval of the Owner/PMC.

LEADERSHIP IN ENERGY AND ENVIROMENTAL DESIGN (LEED):

Owner is aspired to get LEED certification for the new construction


Gold rating .The Contractor will strictly follow the guidelines and
instructions issued by Owner PMC/ LEED consultant from time to time
during execution period related to their scope of works.

Samples
Material

1. The Contractor shall furnish to the PROJECT MANAGERS for its


approval with reasonable promptness and with reasonable
time for consideration, adequate number of samples of all the
materials to be used in the Works, irrespective of whether
material / product is from approved list or not as given in the
Contract Documents.

2. The Contractor shall permit and account for all cost incurred in
its Rate towards testing, examination at the Site or at an
approved testing laboratory by the PROJECT MANAGERS.
3. The choice of approval of materials rests with the PROJECT
MANAGERS/CONSULTANTS/owner,
4. Criteria to approve the materials
a. As per technical specifications
b. Technical submittals by contractor and duly approved by
consultant
5. All samples shall be delivered to the Project Office at the
Contractors cost. Each sample shall be in duplicate and
properly labelled as under:
- Name of Project
- Name of Contractor
- Name of Product
- Name of Manufacturer and its full address
- Item reference of Bill of Quantities
Date of submission

6. Samples shall be accompanied with technical specifications /


catalogues / leaflets / test results of manufacturer etc

Mock-up

1. In order to establish standards of acceptability for material


and finishes, the Contractor shall finish mock-ups in all
respects at locations chosen by the PROJECT MANAGERS. The
materials used here shall be as approved with special
attention being paid to establish workmanship and finishing
standards for the Works as stipulated in the Contract
Documents.

2. The Contractor shall give notice in writing in this respect and


shall obtain a written approval through the PROJECT
MANAGERS. Approval shall be taken well in advance of the
actual execution of Works

Engagement of Labours/Technicians
1. The contractor has to depute only skilled labour and
technicians as mentioned below
a. Mason
b. Carpenter
c. Fabricator
d. Welder
e. Door installer

2. If the Contractor fails to engage the requisite number of
Labours Technicians, it shall be treated as a breach of
Contract and the PROJECT MANAGERS may at its discretion
be able to cancel the Contract.

3. Electricians , plumbers and welders to be ITI certified

Shop Drawings:

The Contractor shall prepare and furnish all Shop Drawings in


quadruplicate at no extra cost for approval by the PROJECT
MANAGERS/CONSULTANTS before commencing fabrication of the
equipment. Such shop drawings shall be based on the Good for
Construction drawings and requirements laid down in the
specifications and as per site conditions. The procurement of
material shall be commenced only after the shop drawings are
approved in writing by the PROJECT MANAGERS and
CONSULTANTS. Such drawings shall be co-ordinated with all
disciplines of work. These drawings shall include but not limited
to the following:

(a) Fabrication of Contractor furnished equipment or works,


(b) Installing Contractor designed-furnished equipment or works, or
(c) Planning and performance of the Work under the Contract;

The Proprietary Items like Demountable Partitions, Fire Rated Glass


Partitions, and Fire rated Door, Glass Partitions & Doors, Carpet,
System Furniture, Metal Ceiling, Feature Ceilings, False Floor, Frost Film
etc., vendor to provide the shop drawings as per site measurements
and approval from Designer to be taken procurement. And also provide
the Shop drawings of Marble flooring indicating joints & SS Glass
Railings.
Installation of such items shall be carried out by authorised agents only

As-Built Drawings

i. The Contractor shall during the course of execution prepare


and keep updating a complete set of As-built drawings
which shall be corrected daily, if necessary, to show each
and every change from the Contract drawings, as approved
working/shop drawings, with the exact as-built locations,
sizes and types of Works etc. This set of drawings shall be
used for record purposes.
ii. The scheme revision shall be incorporated, by the
Contractor, with a record set of drawings that must be

available for the PROJECT MANAGERSs review 4 (four)
weeks prior to the Final Completion.
iii. On completion of the Works and before issuance of the
Certificate of Final Completion, the Contractor shall submit
to the PROJECT MANAGERS Layout drawings drawn at
approved scale indicating the complete system As-Built.
iv. As Built drawings shall also indicate access panel
locations for valves, piping clear outs, capped lines etc.
v. The Contractor shall submit complete sets of As-built
drawings on polyester film negatives for building works as
directed by the PROJECT MANAGERS within 30 days of the
completing of entire works.

Method Statement

i. The Contractor shall within 14 (fourteen) days of receipt of


the execution of the Contract Documents to commence
work, under respective Clause of General Conditions of
Contract, submit for the approval of the PROJECT
MANAGERS a detailed programme and Method Statement
with drawings and sketches showing how it proposes to
carry out the Works based on the Contract Documents.
The statement shall describe methods to be employed in
carrying out the Works in soft and hard copy formats. The
programme shall give estimated dates on which the
various sections of the works will commence together with
the estimated rate of progress of Construction and
estimated output so that the whole of the works may be
completed within the stipulated Contract Period including
various Milestones indicated therein.
ii. The Contractor shall progress the works thoroughly and
take such action as is necessary in order to ensure that the
approved programme is strictly adhered to in all its stages.
The Contractor shall submit detailed programmes of the
various sections of the works as and when required by the
PROJECT MANAGERS. The Contractor shall take all
precautions and cover all contingencies to ensure that
adequate spare equipment and materials are available at
all time to ensure completion of the works in accordance
with the agreed programme.

Contractor responsible for sufficiency of resources

The Contractor shall take upon itself the full and complete
responsibility for the sufficiency of plant and equipment, cantering

and shuttering, scaffolding, timbering, machinery tools and tackles
and generally for all other resources for the fulfilment of the Contract
Conditions. In the event of any of aforementioned resources proving
insufficient or inadequate Contractor is still fully and entirely
responsible for the sufficiency of these resources notwithstanding any
previous approval or recommendations that may have been given by
the PROJECT MANAGERS

Temporary Works
i. The Contractor is entirely responsible for the construction,
maintenance and removal of all temporary works employed
by it and making good in carrying out the Works to the
satisfaction of the PROJECT MANAGERS. At least twenty
days before it intends to commence the construction of any
temporary works, the contractor shall submit full
particulars including drawings for the approval of the
OWNER.
ii. Obtaining the necessary approvals from the Governmental
agencies / local bodies for erecting the same shall be the
responsibility of the Contractor.
iii. The PROJECT MANAGERSs approval will in no way relieve
the Contractor of its responsibility for the safety of the
Works, operatives, adjoining property, regulations, codes of
practice etc.
iv. The Contractor shall ensure that it shall make safe and
reinstate all areas affected by such Temporary Works.
v. The Contractor shall ensure that it shall make safe and
reinstate all carrying out the works at various heights.
vi. Temporary works to include storage, protection and access
equipment
vii. Contractor to supply, install, maintain and remove all
working and safety scaffold as may be required. Proposals
for scaffolding required must be submitted to the PROJECT
MANAGERS three weeks prior to erection for co-ordination
purposes.

Use of Site
The Contractor shall not use any portion of the Site for any
purpose not connected with the Works. It shall maintain a
permanent Site access free of spillage and shall not interfere with
the flow of traffic thereof. Also the same shall apply to terraces,
basements and other developed areas of the Works.

Protection
i. Adequate protection against any form of damage or
deterioration shall be provided for storage of Glass

materials and it should be packed properly to avoid
breakages. The Contractor shall be responsible for the safe
custody and shall insure all materials against theft and
damage
ii. Adequate protection against any form of damage or
deterioration shall be provided for all sections of the Works
by the Contractor at its own cost. This shall include but not
limiting to the protective tapes, casings, guard rails and the
like. Particular care shall be taken to self-finished surfaces
during construction.
iii. The Contractor shall install pans and drain pipes over all
electrical equipment that has plumbing directly above or
within 5 feet.
iv. The Contractor shall include protection of all drains which
are encased in concrete.
v. In pursuance of this Clause, the contractor shall carry out
all the works as directed and instructed by the PROJECT
MANAGERS to its satisfaction.

Pre - Delivery Inspection:


The inspection of the Materials shall be carried out by the
PMC / Design Consultant for confirmation of the standards and
specifications. The Contractor shall organise for carrying out the
inspection with 10 days prior notice to the PMC / Design
Consultant. The Materials shall not be dispatched till the PMC
gives dispatch instructions in writing

Warranty:

i. The Contractor undertakes to be fully liable and responsible


for the manufacturers warranty in respect of proper
design, quality and workmanship of all equipment,
accessories, etc, for a period of 12 (Twelve ) months from
the date of acceptance of the complete systems.
ii. The warranty maintenance shall be comprehensive as per
Warranty Proforma. The Contractor shall attend to all the
problems reported them within 12 hours of intimation and
rectify within 24 (Twenty four) The Contractor shall supply
and replace all the materials found defective during the
warranty period at the earliest. During the warranty period
if any defects were unattended for more than 72 (Seventy
Two) hours continuously after intimation, the OWNER has
the right to encash the Performance Bank Guarantee.

Progress Reporting:

The Contractor shall provide the PROJECT MANAGERS with
written reports every two weeks after the award of the Contract.
Such reports shall include, but not necessarily be limited to,
progress in relation to the programme and any anticipated
problems that may cause delays or disruption. A format for
these reports shall be approved by the PROJECT MANAGERS prior
to issuance of the first report

Documents:
The Contractor shall submit to the PROJECT MANAGERS, the
following documents on completion of the work and before
issuance of Certificate of Final Completion.
Warranty for Materials and executed works
Product Catalogues
Operation and Maintenance manuals
Manufacturers certifications
Reconciliation statement
All approvals and sanctions
As Built Drawings
Attic Stock
Contact Details & Escalation Matrix

Interference / Co-ordination with Other Services:

Prior to installation of its own Package works, Contractor shall be


responsible to check if there is any interference with the
following list of services:

a) Electrical Works

b) HVAC WORKS

c) Plumbing & Sanitary Works

d) Fire protection works

e) Site Development works

f) Core finishes

Material Testing:

The PMC shall have full discretion to get any material of work to
be tested by an independent agency at the Contractors expense

in order to prove the soundness and adequacy. In case of any
non-compliance found the contractor is responsible to replace all
such materials and works at his own cost.
In the event of material tests not conforming to required
standards, the costs of the testing will be charged to the
CONTRACTOR

Site Inspection:

Prior to proceeding with the Works, the Contractor shall carefully


inspect the installed works of other Contractor and verify that all such
works is complete to the point where his work can commence.

Inspection and Testing:

For examination and testing of materials and works at the site,


the Contractor shall provide all testing and gauging equipment
necessary but not limited to the following:
1. Measurement tapes
2. Plumb bobs, spirit levels, hammers
3. Weighing machines if required
4. Ladders

Material & Equipment Supplied by OWNER:

If any material / equipment are supplied by the OWNER to the


Contractor free of cost, the Contractor shall receive these
materials and equipment at site, handle with care and store
them as directed by the PROJECT MANAGERS. The Contractor
shall be responsible for the safe custody and shall insure all
materials against theft and damage by the fire and earthquake.
The Contractor shall maintain records of consumption on daily
basis

TEST CERTICATES:
Vendor need to provide the test Certificates, LEED Related
Certificates, Acoustical test reports, Warrantee Certificates for
Fire rated doors, Fire rated partitions, Glass Partitions etc.,.
Expensive bought out items like hardware, sanitary and other
fittings etc should have proof of despatch from original works/
authorised dealers

f. Fire/ General doors and Windows
g. Water Proofing & coordinated Civil Works
h. PCC / RCC foundation as instructed by the Client / PMC
appropriate for MEP equipment with angle iron frame work at
the edges to protect from damage.
i. Appropriate Structural fabrication supports for MEP equipment
as directed by client / PMC representatives.

j. Block work pedestals / foundation supports for MEP equipment
as directed by client / PMC representatives.
k. Finishing of all faces/edges/corners after door/shaft doors /
windows fixing.
l. Providing Opening / Closing / Packing of all MEP coordinated
areas to approved standards
m. Training of Owners Staff on the maintenance.
n. Handover of all completed works and obtaining clearance
certificate

Access:
The Contractor is required to verify and satisfy itself regarding
the Site details including but not be limited to the following:

Interference / Co-ordination with Other Services:

Prior to installation of its own Package works, Contractor shall be


responsible to check if there is any interference with the
following list of services:

a) Electrical Works

c) Plumbing & Sanitary Works

d) Fire protection works

e) Site Development works

f) Core finishes

Material Testing:

The PMC shall have full discretion to get any material of work to
be tested by an independent agency at the Contractors expense
in order to prove the soundness and adequacy. In case of any
non-compliance found the contractor is responsible to replace all
such materials and works at his own cost.

Site Inspection:

Prior to proceeding with the Works, the Contractor shall carefully


inspect the installed works of other Contractor and verify that all such
works is complete to the point where his work can commence.

Inspection and Testing:

For examination and testing of materials and works at the site,


the Contractor shall provide all testing and gauging equipment
necessary but not limited to the following:
1. Measurement tapes
2. Plumb bobs, spirit levels, hammers
3. Weighing machines if required
4. Ladders

Material & Equipment Supplied by OWNER:

If any material / equipment are supplied by the OWNER to the


Contractor free of cost, the Contractor shall receive these
materials and equipment at site, handle with care and store
them as directed by the PROJECT MANAGERS. The Contractor
shall be responsible for the safe custody and shall insure all
materials against theft and damage by the fire and earthquake.

ELECTRICAL
Preamble

This document for the Scope of Works set out to assist the
Tenderer in identifying the extent of the work to be priced in the
Bill of Quantities for this work package by amplifying the details
shown on the drawings and directing to the attention of the
Tenderer other items that are not necessarily described or
indicated yet are required for the full performance and
completion of the Works. All items essential for the

completeness of the Works even if not specifically shown on the
drawings or noted in the specifications provided that the same
shall be reasonably inferred from there shall be furnished and
installed by the Contractor and included in this Tender. This is
not intended to exclude any other items that may be required by
the PROJECT MANAGERS, CONSULTANTS or that may be required
by the Statutory Authorities or for good construction practice.

Scope of Work
The general character and the scope of work to be carried out under
this contract is illustrated in Drawings, Specifications and Schedule of
Quantities. The Contractor shall carry out and complete the said work
under this contract in every respect in conformity with the contract
documents and with the direction of and to the satisfaction of the
OWNERs site representative. The contractor shall furnish all labour,
materials and equipment (except those to be supplied by the OWNER)
as listed under Schedule of Quantities and specified otherwise,
transportation and incidental necessary for supply, installation, testing
and commissioning of the complete electrical system as described in
the Specifications and as shown on the drawings. This also includes
any material, equipment, appliances and incidental work not
specifically mentioned herein or noted on the Drawings/Documents as
being furnished or installed, but which are necessary and customary to
be performed under this contract. The Electrical system shall comprise
of following:

a. Floor LT panel supply installation testing and commissioning.


b. Installation of cables and cable trays, earthing flats.
c. Earth pit works and testing.
d. Cabling for all other services work as per consultants
approved drawing.
e. Copper/Aluminium cable supply and installation.
f. Isolator panels supply & installation.
g. Building Lighting system.
h. Base frame, stand & supports.
i. Fire rated sealant for the tray duct, cable openings in
wall/shaft.
j. Conduiting and cabling.
k. Opening of wall /non concrete structure and packing for the
electrical oriented works.
l. Factory test report for all LT cables
m. Testing and commissioning of the entire electrical system.
n. Test reports, list of recommended spares, as-installed
drawings, operation and maintenance manual for the entire
electrical system.
o. Lift electrical works

p. Training of OWNERs Staff.

Associated Civil/Services Works

Following civil works associated with electrical installations are


excluded from the scope of this contract. These shall be executed by
other agencies in accordance with approved shop drawings of and
under direct supervision of the Electrical contractor.

Civil
i. LT room readiness and to ensure all cut-out opening in the
retaining wall is packed.
ii. Bus duct shaft readiness with painting.
iii. Cable routing provision from transformer yard to the building
retaining wall

ELECTRICAL
i. Transformer yard readiness with required outgoing breaker
rating

Building Automation System

i. Stop/Manual/ Auto switches along with potential free contacts


for monitoring the manual operation status, to be provided for
those equipment whose start / stop is controlled by Building
Automation System.
ii. Potential free NO contacts for monitoring Run status of
equipment wherever required.

Access:
The Contractor is required to verify and satisfy itself regarding
the Site details including but not be limited to the following:
Access
Place of dumping stores and materials
Place for erection of Site Office, Fabrication yards, Material
testing laboratory etc.

The Contractor is deemed to have catered for all contingencies


connected with the Site and access

Samples
Material

1. The Contractor shall furnish to the PROJECT MANAGERS for its


approval with reasonable promptness and with reasonable

time for consideration, adequate number of samples of all the
materials to be used in the Works, irrespective of whether
material / product is from approved list or not as given in the
Contract Documents.
2. The Contractor shall permit and account for all cost incurred in
its Rate towards testing, examination at the Site or at an
approved testing laboratory by the PROJECT MANAGERS.
3. The choice of approval of materials rests with the PROJECT
MANAGERS/CONSULTANTS/OWNER,
4. Criteria to approve the materials
e. As per technical specifications
f. Technical submittals by contractor and duly approved by
consultant
5. All samples shall be delivered to the Project Office at the
Contractors cost. Each sample shall be in duplicate and
properly labelled as under:
- Name of Project
- Name of Contractor
- Name of Product
- Name of Manufacturer and its full address
- Item reference of Bill of Quantities
Date of submission

6. Samples shall be accompanied with technical specifications /


catalogues / leaflets / test results of manufacturer etc

Mock-up

1. In order to establish standards of acceptability for material


and finishes, the Contractor shall finish mock-ups in all
respects at locations chosen by the PROJECT MANAGERS. The
materials used here shall be as approved with special
attention being paid to establish workmanship and finishing
standards for the Works as stipulated in the Contract
Documents.

2. The Contractor shall give notice in writing in this respect and


shall obtain a written approval through the PROJECT
MANAGERS. Approval shall be taken well in advance of the
actual execution of Works
Engagement of Technicians
1. The contractor has to depute only ITI/JOC certified skilled
following technicians:
- Electrician
- Fitter
- Welder

2. If the Contractor fails to engage the requisite number of
Technicians, it shall be treated as a breach of Contract and
the PROJECT MANAGERS may at its discretion be able to
cancel the Contract.

Shop Drawings:

The Contractor shall prepare and furnish all Shop Drawings in


quadruplicate at no extra cost for approval by the PROJECT
MANAGERS/CONSULTANTS before commencing fabrication /
manufacture of the equipment. Such shop drawings shall be
based on the Good for Construction drawings issued by the
CONSULTANT/PMC and requirements laid down in the
specifications and as per site conditions. The procurement of
material shall be commenced only after the shop drawings are
approved in writing by the PROJECT MANAGERS and Design
Consultant. Such drawings shall be co-ordinated with all
disciplines of work. Shop drawings shall be approved by
CONSULTANTS. These drawings shall include but not limited to
the following:
i. Any change in layout from tender drawings.
ii. All electrical panels GA drawing.
iii. Lighting layout for all floors and basement.
iv. Floor LT room cabling and schedule.
v. LT panel room layout.
vi. Earth pit layout and connection details.
vii. General support details
viii. AHU power cabling.
ix. Electrical SLD.
x. Terrace panel location and cabling details.
xi. Cable schedule.
xii. CEIG drawing
As-Built Drawings

i. The Contractor shall during the course of execution prepare


and keep updating a complete set of As-built drawings
which shall be corrected daily, if necessary, to show each
and every change from the Contract drawings, as approved
working/shop drawings, with the exact as-built locations,
sizes and types of Works etc. This set of drawings shall be
used for record purposes.
ii. The scheme revision shall be incorporated, by the
Contractor, with a record set of drawings that must be
available for the PROJECT MANAGERSs review 4 (four)
weeks prior to the Final Completion.

iii. On completion of the Works and before issuance of the
Certificate of Final Completion, the Contractor shall submit
to the PROJECT MANAGERS Layout drawings drawn at
approved scale indicating the complete system As-Built.
These drawings shall include but not limited to the
following:

a. Cable tray layout.


b. LT panel room drawing.
c. Lighting layout for all floor.
d. Earth pit.
e. Terrace panel location and cable schedule.
f. Panel, Cable/tray detail drawing
g. Typical floor Conduiting.
h. Electrical SLD.
i. Earthing schematic,

iv. As Built drawings shall also indicate access panel


locations for valves, piping clear outs, capped lines etc.
v. The Contractor shall submit complete sets of As-built
drawings on polyester film negatives for building works as
directed by the PROJECT MANAGERS within 30 days of the
completing of entire works.
Method Statement

i. The Contractor shall within 14 (fourteen) days of receipt


execution of the Contract Documents , under respective
Clause of General Conditions of Contract, submit for the
approval of the PROJECT MANAGERS a detailed programme
and Method Statement with drawings and sketches
showing how it proposes to carry out the Works based on
the Contract Documents. The statement shall describe
methods to be employed in carrying out the Works. The
programme shall give estimated dates on which the
various sections of the works will commence together with
the estimated rate of progress of Construction and
estimated output so that the whole of the works may be
completed within the stipulated Contract Period including
various Milestones indicated therein.
ii. The Contractor shall progress the works thoroughly and
take such action as is necessary in order to ensure that the
approved programme is strictly adhered to in all its stages.
The Contractor shall submit detailed programmes of the
various 3 sections of the works as and when required by
the PROJECT MANAGERS. The Contractor shall take all
precautions and cover all contingencies to ensure that

adequate spare equipment and materials are available at
all time to ensure completion of the works in accordance
with the agreed programme.

Contractor responsible for sufficiency of resources

The Contractor shall take upon itself the full and complete
responsibility for the sufficiency of plant and equipment, cantering
and shuttering, scaffolding, timbering, machinery tools and tackles
and generally for all other resources for the fulfilment of the Contract
Conditions. In the event of any of aforementioned resources proving
insufficient or inadequate Contractor is still fully and entirely
responsible for the sufficiency of these resources notwithstanding any
previous approval or recommendations that may have been given by
the PROJECT MANAGERS

Temporary Works
i. The Contractor is entirely responsible for the construction,
maintenance and removal of all temporary works employed
by it and making good in carrying out the Works to the
satisfaction of the PROJECT MANAGERS. At least twenty
days before it intends to commence the construction of any
temporary works, the contractor shall submit full
particulars including drawings for the approval of the
OWNER.
ii. Obtaining the necessary approvals from the Governmental
agencies / local bodies for erecting the same shall be the
responsibility of the Contractor.
iii. The PROJECT MANAGERSs approval will in no way relieve
the Contractor of its responsibility for the safety of the
Works, operatives, adjoining property, regulations, codes of
practice etc.
iv. The Contractor shall ensure that it shall make safe and
reinstate all areas affected by such Temporary Works.
v. The Contractor shall ensure that it shall make safe and
reinstate all carrying out the works at various heights.
vi. Temporary works to include storage, protection and access
equipment
vii. Contractor to supply, install, maintain and remove all
working and safety scaffold as may be required. Proposals
for scaffolding required must be submitted to the PROJECT
MANAGERS three weeks prior to erection for co-ordination
purposes.

Use of Site

The Contractor shall not use any portion of the Site for any
purpose not connected with the Works. It shall maintain a
permanent Site access free of spillage and shall not interfere with
the flow of traffic thereof. Also the same shall apply to terraces,
basements and other developed areas of the Works.

Protection
i. Adequate protection against any form of damage or
deterioration shall be provided for all sections of the Works
by the Contractor at its own cost. This shall include but not
limiting to the protective tapes, casings, guard rails and the
like. Particular care shall be taken to self-finished surfaces
during construction.
ii. The Contractor shall include protection of all drains which
are encased in concrete.
iii. In pursuance of this Clause, the contractor shall carry out
all the works as directed and instructed by the PROJECT
MANAGERS to its satisfaction.
Pre - Installation Requirements:
The Contractor will provide the equipment layout plan / drawings,
shop drawings in computer readable format for the work and the
site readiness requirements within 21 (twenty one) days on
execution of the Contract Documents . The implementation
schedule should specify the date of which the site would be
ready for installation.

Pre - Delivery Inspection:


The inspection of the equipment shall be carried out by the
PROJECT MANAGERS / CONSULTANT for confirmation of the
technical specifications. The Contractor shall prepare the
detailed procedure to be adopted for carrying out the inspection
tests at their factory premises This will be submitted to the
PROJECT MANAGERS / Consultant for approval 21 (twenty one)
days on execution of the Contract Documents . The equipment
shall not be dispatched till the PROJECT MANAGERS gives
dispatch instructions in writing. During the pre-delivery
inspection, all test certificates for the relevant equipment shall
be furnished by the Contractor. The Contractor shall give written
intimation to the PROJECT MANAGERS / CONSULTANT at least 10
(ten) days in advance for the inspection for the below mentioned
materials:
1. Panel

Acceptance Testing Procedure:

i. Contractor will provide the standard acceptance testing
procedure for all the equipment within 21 (twenty one)
days on execution of the Contract Documents . The
acceptance test procedures shall be mutually agreed upon
between the PROJECT MANAGERS / CONSULTANT and the
Contractor. The acceptance test will be carried out
continuously for a period of 10 (ten) days consecutive
days. The Contractor will have to provide an uptime of
99.5% on all individual equipment for the acceptance of
the equipment by the PROJECT MANAGERS / CONSULTANT
as well as conformity to requirements. If acceptance tests
are not successfully completed within 10 (ten) days of
commissioning, the PROJECT MANAGERS reserves the right
to cancel this agreement.
ii. Contractor shall include diesel pipe pressure testing and DP
test for welded joints, if a failure occurs the Contractor shall
carry out the necessary excavation works, concrete works
and replacement works at his own cost until it is successful.

Certificates:

The Contractor shall furnish, at its own cost, test certificates for
the various materials and equipment as called for. Such test
certificates shall be from the manufacturer for the particular
consignment/lot/piece and shall be duly authenticated by
respective consultants. The details in respect of the test
certificates shall be as decided by the Project Manager (in
consultation with consultants) for the relevant items.

Warranty:
i. The Contractor undertakes to be fully liable and responsible
for the manufacturers warranty in respect of proper
design, quality and workmanship of all equipment,
accessories, etc, for a period of 18 (Eighteen ) months from
the date of acceptance of the complete systems.
ii. The warranty maintenance shall be comprehensive as per
Warranty Proforma. The Contractor shall attend to all the
problems reported them within 2 (Two) working hours of
intimation and rectify within 4 (four) hours for 7 days a
week (excluding Sundays the Contractor shall supply and
replace all the parts found defective during the warranty
period at the earliest. The Contractor will assure a
minimum UPTIME of 99.5% for every individual piece of
equipment. During the warranty period if any equipment
remains down for more than 8 (eight) hours continuously,
the OWNER has the right to encash the Performance Bank

Guarantee. All warranty maintenance work has to be
carried out by the principle manufacturer and NOT through
any dealer and / or authorised representative.
Training:
i. The Contractor shall train the PROJECT MANAGERSs
Personnel to become proficient in operating the equipment
installed. Training shall be done before the expiry of the
defects liability period
ii. The period of training shall be adequate and mutually
agreed upon by the OWNER and Contractor
iii. The OWNERs personnel shall also be trained for routing
maintenance work and lubrication, overhauling,
adjustments, testing, minor repairs and replacement.
iv. Nothing extra shall be paid to the Contractor for training
the OWNERs personnel

Progress Reporting:
The Contractor shall provide the PROJECT MANAGERS with
written reports every two weeks after the award of the Contract.
Such reports shall include, but not necessarily be limited to,
progress in relation to the programme and any anticipated
problems that may cause delays or disruption. A format for
these reports shall be approved by the PROJECT MANAGERS prior
to issuance of the first report

Documents:
The Contractor shall submit to the PROJECT MANAGERS, the
following documents on completion of the work and before
issuance of Certificate of Final Completion.
i) Warranty for equipment

ii) Test certificates for equipment.

iii) History sheets of the equipment

iv) Catalogues

v) Operation and Maintenance manuals

vi) Log book

vii) List of tools and tackles

viii) List of recommended spares and consumables.

x) Reconciliation statement

Operation and Maintenance Manuals:

i. All manuals shall be written in English language.


ii. The Contractor will provide preventive maintenance
schedule for all the equipment with 21 (twenty one) days
of execution of the Contract Documents . The detailed
checklist and test procedure to be carried out during
preventive maintenance should be provided along with the
schedule
iii. The Contractor shall submit to the PROJECT MANAGERS
draft copies of comprehensive operating and maintenance
manuals, maintenance schedule and log sheets for all
systems and equipment included in this contract six weeks
before handover. These shall be supported with the
manufacturers operating and maintenance manuals.
iv. The manuals shall contain basis of design, detailed
technical data and drawings for each equipment as
installed, the erection, testing, operation and maintenance
procedures, spare parts manual and recommended spares
for 3 year period of maintenance of each equipment.
v. The Contractor shall submit four sets of installed drawings,
operation and maintenance manual for all equipment /
operations etc. (incorporating comments, if any, of
PROJECT MANAGERS/CONSULTANTS) complete in all
respects

Scope of Work

includes any material, equipment, appliances and incidental work not
specifically mentioned herein or noted on the Drawings/Documents as
being furnished or installed, but which are necessary and customary to
be performed under this contract. The central Heating, Ventilation and
Air-Conditioning (HVAC) system shall comprise of following:

a. Fan coil units (FCUs).


b. Variable Air Volume(VAV)
c. Motor control centres.
d. Motorised valves & thermostats for FCUs.
e. Chilled water, condensing water and condensate drain
piping inclusive of all valves and fittings.
f. Sheet metal ducts inclusive of external insulation, internal
acoustic lining, canvas connections, silencers, volume
control dampers and smoke dampers as required.
g. Supply and installation of supply and return air Registers.
h. Insulation of pipes, pumps and tanks.
i. Vibration isolators for all HVAC equipment.

j. Automatic controls and instruments.
k. Wiring and earthing from MCC panels to various
refrigeration, air conditioning and mechanical ventilation
equipment, control wiring and interlocking.
l. Separate current transformers shall be provided by HVAC
contractor for monitoring current / KWH (wherever
required) through BAS.
m. Installation of all motorized control valves with provision of
counter flanges, nut-bolts and gaskets shall be
provided by the HVAC contractor.
n. Interface power cards (0-10 V or 4-20 mA as required by
respective component manufacturer) for VAVs if required
shall be the scope of HVAC contractor for
operation of valves & all the mixing valve shall be
calibrated by HVAC contractor
o. Balancing, testing and commissioning of the entire HVAC
installation.

Associated Civil/Services Works

Following works associated with HVAC installation are excluded from


the scope of this contract. These shall be executed by other agencies
in accordance with approved shop drawings of and under direct
supervision of the air conditioning contractor.

CIVIL
i. All foundation related works pertaining HVAC equipment
ii. Water proofing of floors of AHU rooms, air washer rooms and
fan rooms.
iii. Supply and fixing of G.I./wooden frame for mounting of grilles
in masonry walls.
iv. Making of trenches and back filling the same after laying /
pressure testing etc. of pipes.

Electrical

i. Providing power supply and earthing at the incoming MCCB


in each air handling unit control panel.

ii. All mechanical equipments power cable end termination at
the panel and equipment side with necessary earthing to
meet the standards and methodology.
iii. All mechanical technical data sheets to be provided to
CONSULTANTS to capture the required electrical works in
the scope of electrical vendor.

Plumbing
i. Providing soft makeup water at cooling tower, air washers
and at chilled water expansion tank with necessary valves.
ii. Providing sump pumps and necessary piping for drainage
of HVAC equipment rooms located below ground level.
iii. Providing floor drains in AHU rooms and wherever required.
iv. Disposal of condensate drain from fan coil units beyond the
condensate drain riser.

Building Automation System

i. Stop/Manual/ Auto switches along with potential free


contacts for monitoring the manual operation status, to be
provided for those equipment whose start / stop is
controlled by Building Automation System.
ii. Potential frees NO contacts for monitoring Run status of
equipment wherever required.
iii. Power Sockets with shut-off valve for mounting
sensors/transmitters on pipe lines.
iv. The installation of current transformer & Transducer along
with wiring between Current Transformer & Transducer up to
the terminal block shall be provided by the HVAC contractor.
All transducers shall be supplied by BAS contractor.
v. The low voltage BAS Cables shall be brought up to the electric
panel by contractor and all terminations into the electrical
panels shall be made by HVAC contractor after satisfying
himself of the wiring system along with the electrical
contractor.
vi. Power supply with MCB/sockets/switches shall be provided on
all AHU panels and MCB on HVAC plant room panel for power
supply based on the requirement provide HVAC contractor.

Mock-up

1. In order to establish standards of acceptability for material


and finishes, the Contractor shall finish mock-ups in all

respects at locations chosen by the PROJECT MANAGERS. The
materials used here shall be as approved with special
attention being paid to establish workmanship and finishing
standards for the Works as stipulated in the Contract
Documents.

2. The Contractor shall give notice in writing in this respect and


shall obtain a written approval through the PROJECT
MANAGERS. Approval shall be taken well in advance of the
actual execution of Works

Engagement of Technicians
1. The contractor has to depute only ITI/JOC certified skilled
following technicians:
- Fitter
- Welder
- Sheet metal fabricator
- Electrician
2. If the Contractor fails to engage the requisite number of
Technicians, it shall be treated as a breach of Contract and
the PROJECT MANAGERS, may at its discretion be able to
cancel the Contract.

Shop Drawings:

The Contractor shall prepare and furnish all Shop Drawings in


quadruplicate at no extra cost for approval by the PROJECT
MANAGERS/CONSULTANTS before commencing fabrication /
manufacture of the equipment. Such shop drawings shall be
based on the Good for Construction drawings and requirements
laid down in the specifications and as per site conditions. The
procurement of material shall be commenced only after the shop
drawings are approved in writing by the PROJECT MANAGERS and
CONSULTANTS. Such drawings shall be co-ordinated with all
disciplines of work. Shop drawings shall be approved by
CONSULTANTS. These drawings shall include but not limited to
the following:

i. Any change in layout from tender drawings.


ii. Equipment layout in HVAC plant room showing details of
equipment with their sizes, weights and other relevant
data.
iii. System schematic drawing
iv. Piping detail drawing of chilled water with piping schedule
v. Ducting layout

vi. General support details
vii. Insulation specifications drawing
viii. GA drawings of equipment.

Submission of shop drawings would be deemed as the contractor has seen


the site and is fully aware of the site conditions and the work is executable
as per the drawings. No variation claim beyond this point will be entertained.

Contractor shall submit the Variation statement clearly indicating project


value variation item wise upon approval of shop drawings.

As-Built Drawings

i. The Contractor shall during the course of execution prepare


and keep updating a complete set of As-built drawings
which shall be corrected daily, if necessary, to show each
and every change from the Contract drawings, as approved
working/shop drawings, with the exact as-built locations,
sizes and types of Works etc. This set of drawings shall be
used for record purposes.
ii. The scheme revision shall be incorporated, by the
Contractor, with a record set of drawings that must be
available for the PROJECT MANAGERSs review 4 (four)
weeks prior to the Final Completion.
iii. On completion of the Works and before issuance of the
Certificate of Final Completion, the Contractor shall submit
to the PROJECT MANAGERS Layout drawings drawn at
approved scale indicating the complete system As-Built.
These drawings shall include but not limited to the
following:

a. Floor level HVAC drawing

b. Typical floor AHU room drawings

c. Typical floor fire damper drawing

d. Mux room drawing

iv. As Built drawings shall also indicate access panel


locations for valves, piping clear outs, capped lines etc.

v. The Contractor shall submit complete sets of As-built
drawings on polyester film negatives for building works as
directed by the PROJECT MANAGERS within 30 days of the
completing of entire works.

Method Statement

i. The Contractor shall within 14 (fourteen) days of receipt of


the execution of the Contract Documents ., under
respective Clause of General Conditions of Contract, submit
for the approval of the PROJECT MANAGERS a detailed
programme and Method Statement with drawings and
sketches showing how it proposes to carry out the Works
based on the Contract Documents. The statement shall
describe methods to be employed in carrying out the
Works. The programme shall give estimated dates on
which the various sections of the works will commence
together with the estimated rate of progress of
Construction and estimated output so that the whole of the
works may be completed within the stipulated Contract
Period including various Milestones indicated therein.
ii. The Contractor shall progress the works thoroughly and
take such action as is necessary in order to ensure that the
approved programme is strictly adhered to in all its stages.
The Contractor shall submit detailed programmes of the
various sections of the works as and when required by the
PROJECT MANAGERS. The Contractor shall take all
precautions and cover all contingencies to ensure that
adequate spare equipment and materials are available at
all time to ensure completion of the works in accordance
with the agreed programme.

Contractor responsible for sufficiency of resources

The Contractor shall take upon itself the full and complete
responsibility for the sufficiency of plant and equipment, cantering
and shuttering, scaffolding, timbering, machinery tools and tackles
and generally for all other resources for the fulfilment of the Contract
Conditions. In the event of any of aforementioned resources proving
insufficient or inadequate Contractor is still fully and entirely
responsible for the sufficiency of these resources notwithstanding any
previous approval or recommendations that may have been given by
the PROJECT MANAGERS

Temporary Works

i. The Contractor is entirely responsible for the construction,
maintenance and removal of all temporary works employed
by it and making good in carrying out the Works to the
satisfaction of the PROJECT MANAGERS. At least twenty
days before it intends to commence the construction of any
temporary works, the contractor shall submit full
particulars including drawings for the approval of the
OWNER.
ii. Obtaining the necessary approvals from the Governmental
agencies / local bodies for erecting the same shall be the
responsibility of the Contractor.
iii. The PROJECT MANAGERSs approval will in no way relieve
the Contractor of its responsibility for the safety of the
Works, operatives, adjoining property, regulations, codes of
practice etc.
iv. The Contractor shall ensure that it shall make safe and
reinstate all areas affected by such Temporary Works.
v. The Contractor shall ensure that it shall make safe and
reinstate all carrying out the works at various heights.
vi. Temporary works to include storage, protection and access
equipment
vii. Contractor to supply, install, maintain and remove all
working and safety scaffold as may be required. Proposals
for scaffolding required must be submitted to the PROJECT
MANAGERS three weeks prior to erection for co-ordination
purposes.
Use of Site
The Contractor shall not use any portion of the Site for any
purpose not connected with the Works. It shall maintain a
permanent Site access free of spillage and shall not interfere with
the flow of traffic thereof. Also the same shall apply to terraces,
basements and other developed areas of the Works.

Protection
i. Adequate protection against any form of damage or
deterioration shall be provided for all sections of the Works
by the Contractor at its own cost. This shall include but not
limiting to the protective tapes, casings, guard rails and the
like. Particular care shall be taken to self-finished surfaces
during construction.
ii. The Contractor shall install pans and drain pipes over all
electrical equipment that has plumbing directly above or
within 5 feet.

iii. The Contractor shall include protection of all drains which
are encased in concrete.
iv. In pursuance of this Clause, the contractor shall carry out
all the works as directed and instructed by the PROJECT
MANAGERS to its satisfaction.

Pre - Installation Requirements:


The Contractor will provide the equipment layout plan / drawings,
shop drawings in computer readable format for the work and the
site readiness requirements within 21 (twenty one) days on
execution of the Contract Documents . The implementation
schedule should specify the date of which the site would be
ready for installation.

Pre - Delivery Inspection:


The inspection of the equipment shall be carried out by the
PROJECT MANAGERS / Consultant for confirmation of the
technical specifications. The Contractor shall prepare the
detailed procedure to be adopted for carrying out the inspection
tests at their factory premises This will be submitted to the
PROJECT MANAGERS / Consultant for approval 21 (twenty one)
days on execution of the Contract Documents . The equipment
shall not be dispatched till the PROJECT MANAGERS gives
dispatch instructions in writing. During the pre-delivery
inspection, all test certificates for the relevant equipment shall
be furnished by the Contractor. The Contractor shall give written
intimation to the PROJECT MANAGERS / Consultant at least 10
(ten) days in advance for the inspection for the materials:

Acceptance Testing Procedure:

i. Contractor will provide the standard acceptance testing


procedure for all the equipment within 21 (twenty one)
days on execution of the Contract Documents . The
acceptance test procedures shall be mutually agreed upon
between the PROJECT MANAGERS / CONSULTANT and the
Contractor. The acceptance test will be carried out
continuously for a period of 10 (ten) days consecutive
days. The Contractor will have to provide an uptime of
99.5% on all individual equipment for the acceptance of
the equipment by the PROJECT MANAGERS / CONSULTANT
as well as conformity to requirements. If acceptance tests
are not successfully completed within 10 (ten) days of
commissioning, the PROJECT MANAGERS reserves the right
to cancel this agreement.

ii. Contractor shall include for all underground utilities
pressure testing, if a failure occurs the Contractor shall
carry out the necessary excavation works, concrete works
and replacement works at his own cost until it is successful.

BALANCING, TESTING AND COMMISSIONING:


i. Balancing of all air and water systems and all tests as
called for the Specifications shall be carried out by the
contractor through a specialist group, in accordance with
the Specifications and ASHRAE Guidelines and Standards.
Performance test shall consist of three days of 10 hour
each operation of system for each season.
ii. The results for summer, monsoon and winter air
conditioning in quadruplicate shall be submitted for
scrutiny. Four copies of the certified manufacturers
performance curves for each piece of equipment,
highlighting operational parameters for the project, shall be
submitted along with the test certificates. Contractor shall
also provide four copies of record of all safety and
automatic control settings for the entire installation.
iii. The installation shall be tested again after removal of
defects and shall be commissioned only after approval by
the OWNERs site representative. All tests shall be carried
out in the presence of the representatives of the
OWNER/PROJECT MANAGERS/Consultant.

Warranty:
i. The Contractor undertakes to be fully liable and responsible
for the manufacturers warranty in respect of proper
design, quality and workmanship of all equipment,
accessories, etc, for a period of 18 (Eighteen ) months from
the date of acceptance of the complete systems.
ii. The warranty maintenance shall be comprehensive as per
Warranty Performa. The Contractor shall attend to all the
problems reported them within 2 (Two) working hours of
intimation and rectify within 4 (four) hours for 7 days a
week (excluding Sundays the Contractor shall supply and
replace all the parts found defective during the warranty
period at the earliest. The Contractor will assure a
minimum UPTIME of 99.5% for every individual piece of
equipment. During the warranty period if any equipment
remains down for more than 8 (eight) hours continuously,
the OWNER has the right to encash the Performance Bank
Guarantee. All warranty maintenance work has to be
carried out by the principle manufacturer and NOT through
any dealer and / or authorised representative.

Training:
i. The Contractor shall train the PROJECT MANAGERSs
Personnel to become proficient in operating the equipment
installed. Training shall be done before the expiry of the
defects liability period
ii. The period of training shall be adequate and mutually
agreed upon by the OWNER and Contractor
iii. The OWNERs personnel shall also be trained for routing
maintenance work and lubrication, overhauling,
adjustments, testing, minor repairs and replacement.
iv. Nothing extra shall be paid to the Contractor for training
the OWNERs personnel

Progress Reporting:
The Contractor shall provide the PROJECT MANAGERS with
written reports every two weeks after the award of the Contract.
Such reports shall include, but not necessarily be limited to,
progress in relation to the programme and any anticipated
problems that may cause delays or disruption. A format for
these reports shall be approved by the PROJECT MANAGERS prior
to issuance of the first report

Documents:
The Contractor shall submit to the PROJECT MANAGERS, the
following documents on completion of the work and before
issuance of Certificate of Final Completion.
i) Warranty for equipment

ii) Test certificates for equipment.

iii) History sheets of the equipment

iv) Catalogues

v) Operation and Maintenance manuals

vi) Log book

vii) List of tools and tackles

viii) List of recommended spares and consumables.

ix) Manufacturers certification for proper installation as per


manufacturer installation manual.

Operation and Maintenance Manuals:

i. All manuals shall be written in English language.


ii. The Contractor will provide preventive maintenance
schedule for all the equipment with 21 (twenty one) days
of execution of the Contract Documents . The detailed
checklist and test procedure to be carried out during
preventive maintenance should be provided along with the
schedule
iii. The Contractor shall submit to the PROJECT MANAGERS
draft copies of comprehensive operating and maintenance
manuals, maintenance schedule and log sheets for all
systems and equipment included in this contract six weeks
before handover. These shall be supported with the
manufacturers operating and maintenance manuals.
iv. The manuals shall contain basis of design, detailed
technical data and drawings for each equipment as
installed, the erection, testing, operation and maintenance
procedures, spare parts manual and recommended spares
for 3 year period of maintenance of each equipment.
v. The Contractor shall submit four sets of installed drawings,
operation and maintenance manual for all equipment /
operations etc (incorporating comments, if any, of PROJECT
MANAGERS/CONSULTANTS) complete in all respects

Interference / Co-ordination with Other Services:


Prior to installation of its own Package works, Contractor shall be
responsible to check if there is any interference with the
following list of services:
a) Electrical Works

b) Plumbing & Sanitary Works

c) Site Development

Material Testing:

The PROJECT MANAGERS shall have discretion to get any


material of work to be tested by an independent agency at the
Contractors expense in order to prove the soundness and
adequacy

Site Inspection:

Prior to proceeding with the Works, the Contractor shall carefully


inspect the installed works of other Contractor and verify that all such
works is complete to the point where this work can commence.

Inspection and Testing:


For examination and testing of materials and works at the site,
the Contractor shall provide all testing and gauging equipment
necessary but not limited to the following:
1. Hydraulic Pressure test pump
2. Anemometer.
3. Flow measuring hood.
4. Duct Pressure testing equipment (Pitot Probe).
5. Water Balancing Meter.
6. Sheet Metal Gauge checking instrument.
7. DB meter.
8. Vibration level tester

All instruments must have a valid calibration certificate

Material & Equipment Supplied by OWNER:


If any material / equipment are supplied by the OWNER to the
Contractor free of cost, the Contractor shall receive these
materials and equipment at site, handle with care and store
them as directed by the PROJECT MANAGERS. The Contractor
shall be responsible for the safe custody and shall insure all
materials against theft and damage by the fire and earthquake.
The Contractor shall maintain records of consumption on daily
basis

PUBLIC HEALTH AND ENGINEERING
Preamble

This document for the Scope of Works set out to assist the
Tenderer in identifying the extent of the work to be priced in the
Bill of Quantities for this work package by amplifying the details
shown on the drawings and directing to the attention of the
Tenderer other items that are not necessarily described or
indicated yet are required for the full performance and
completion of the Works. All items essential for the
completeness of the Works even if not specifically shown on the
drawings or noted in the specifications provided that the same
shall be reasonably inferred from there shall be furnished and
installed by the Contractor and included in this Tender. This is
not intended to exclude any other items that may be required by
the PROJECT MANAGERS, CONSULTANTS or that may be required
by the Statutory Authorities or for good construction practice.

Scope of Work

The general character and the scope of work to be carried out under
this contract is illustrated in Drawings, Specifications and Schedule of
Quantities. The Contractor shall carry out and complete the said work
under this contract in every respect in conformity with the contract
documents and with the direction of and to the satisfaction of the
OWNERs site representative. The contractor shall furnish all labour,
materials and equipment (except those to be supplied by the OWNER)
as listed under Schedule of Quantities and specified otherwise,
transportation and incidental necessary for supply, installation, testing
and commissioning of the complete PHE system as described in the
Specifications and as shown on the drawings. This also includes any
material, equipment, appliances and incidental work not specifically
mentioned herein or noted on the Drawings/Documents as being
furnished or installed, but which are necessary and customary to be
performed under this contract. The PHE system shall comprise of
following:

a. Pantry works
a. Kitchen piping
b. Toilet CP and sanitary wares

ASSOCIATED CIVIL/SRVICES WORKS

Following works associated with PHE installation are excluded from the
scope of this contract. These shall be executed by other agencies in

accordance with approved shop drawings of and under direct
supervision of the air conditioning contractor.

CIVIL

1. All foundation related works pertaining PHE equipment

ELECTRICAL

Providing power supply and earthing at the incoming MCCB in all pump as
per approved drawing
Necessary power requirements for field devices
All pump/hydro pneumatic panel technical data sheets to be
provided to consultants to capture the required electrical works
in the scope of electrical vendor.

BUILDING AUTOMATION SYSTEM

1. Stop/Manual/ Auto switches along with potential free contacts


for monitoring the manual operation status, to be provided for
those equipment whose start / stop is controlled by Building
Automation System.
2. Potential frees NO contacts for monitoring Run status of
equipment wherever required.

Access:
The Contractor is required to verify and satisfy itself regarding
the Site details including but not be limited to the following:
Access
Place of dumping stores and materials
Place for erection of Site Office, Fabrication yards, Material
testing laboratory etc.

The Contractor is deemed to have catered for all contingencies


connected with the Site and access

1. The Contractor shall furnish to the PROJECT MANAGERS for its


approval with reasonable promptness and with reasonable
time for consideration, adequate number of samples of all the
materials to be used in the Works, irrespective of whether
material / product is from approved list or not as given in the
Contract Documents.
2. The Contractor shall permit and account for all cost incurred in
its Rate towards testing, examination at the Site or at an
approved testing laboratory by the PROJECT MANAGERS.
3. The choice of approval of materials rests with the PROJECT
MANAGERS/CONSULTANTS/OWNER,

test procedures shall be mutually agreed upon between the
PROJECT MANAGERS / CONSULTANT and the Contractor. The
acceptance test will be carried out continuously for a period of
10 (ten) days consecutive days. The Contractor will have to
provide an uptime of 99.5% on all individual equipment for the
acceptance of the equipment by the PROJECT MANAGERS /
CONSULTANT as well as conformity to requirements. If
acceptance tests are not successfully completed within 10
(ten) days of commissioning, the PROJECT MANAGERS
reserves the right to cancel this agreement.

2. Contractor shall include for all underground utilities pressure
testing, if a failure occurs the Contractor shall carry out the
necessary excavation works, concrete works and replacement
works at his own cost until it is successful.

Warranty:
1. The Contractor undertakes to be fully liable and responsible
for the manufacturers warranty in respect of proper design,
quality and workmanship of all equipment, accessories, etc,
for a period of 18 (Eighteen ) months from the date of
acceptance of the complete systems.
2. The warranty maintenance shall be comprehensive as per
Warranty Proforma. The Contractor shall attend to all the
problems reported them within 2 (Two) working hours of
intimation and rectify within 4 (four) hours for 7 days a week
(excluding Sundays the Contractor shall supply and replace all
the parts found defective during the warranty period at the
earliest. The Contractor will assure a minimum UPTIME of
99.5% for every individual piece of equipment. During the
warranty period if any equipment remains down for more than
8 (eight) hours continuously, the OWNER has the right to
encash the Performance Bank Guarantee. All warranty
maintenance work has to be carried out by the principle
manufacturer and NOT through any dealer and / or authorised
representative.

Training:
1. The Contractor shall train the PROJECT MANAGERSs Personnel
to become proficient in operating the equipment installed.
Training shall be done before the expiry of the defects liability
period
2. The period of training shall be adequate and mutually agreed
upon by the OWNER and Contractor
3. The OWNERs personnel shall also be trained for routing
maintenance work and lubrication, overhauling, adjustments,
testing, minor repairs and replacement.
4. Nothing extra shall be paid to the Contractor for training the
OWNERs personnel

Progress Reporting:
The Contractor shall provide the PROJECT MANAGERS with
written reports every two weeks after the award of the Contract.
Such reports shall include, but not necessarily be limited to,
progress in relation to the programme and any anticipated
problems that may cause delays or disruption. A format for

these reports shall be approved by the PROJECT MANAGERS prior
to issuance of the first report

Documents:

The Contractor shall submit to the PROJECT MANAGERS, the


following documents on completion of the work and before
issuance of Certificate of Final Completion.
i. Warranty for equipment

ii) Test certificates for equipment.

iii) History sheets of the equipment

iv) Catalogues

v) Operation and Maintenance manuals

vi) Log book

vii) List of tools and tackles

viii) List of recommended spares and consumables.

ix) Manufacturers certification for proper installation as per


manufacturer installation manual.

x) Reconciliation statement

xi) As Built Drawings

xiii) Testing and Commissioning report

xiv) . Provide tools and keys

xv) Perform all tagging, labelling and signage as specified

Operation and Maintenance Manuals:

1. All manuals shall be written in English language.


2. The Contractor will provide preventive maintenance schedule
for all the equipment with 21 (twenty one) days of execution
of the Contract Documents . The detailed checklist and test
procedure to be carried out during preventive maintenance
should be provided along with the schedule

3. The Contractor shall submit to the PROJECT MANAGERS draft
copies of comprehensive operating and maintenance
manuals, maintenance schedule and log sheets for all
systems and equipment included in this contract six weeks
before handover. These shall be supported with the
manufacturers operating and maintenance manuals.
4. The manuals shall contain basis of design, detailed technical
data and drawings for each equipment as installed, the
erection, testing, operation and maintenance procedures,
spare parts manual and recommended spares for 3 year
period of maintenance of each equipment.
5. The Contractor shall submit four sets of installed drawings,
operation and maintenance manual for all equipment /
operations etc. (incorporating comments, if any, of PROJECT
MANAGERS/CONSULTANTS) complete in all respects

Interference / Co-ordination with Other Services:

Prior to installation of its own Package works, Contractor shall be


responsible to check if there is any interference with the
following list of services:

a. HVAC Works

b. Electrical works

c. Site Development

d. Core finishes

Material Testing:

The PROJECT MANAGERS shall have discretion to get any


material of work to be tested by an independent agency at the
Contractors expense in order to prove the soundness and
adequacy

Site Inspection:

Prior to proceeding with the Works, the Contractor shall carefully


inspect the installed works of other Contractor and verify that all such
works is complete to the point where this work can commence.

Inspection and Testing:

For examination and testing of materials and works at the site,


the Contractor shall provide all testing and gauging equipment
necessary but not limited to the following:

1. Hydraulic Pressure test pump.


2. Spirit level.
3. DP test for the welded Joints.
4. Pressure Gauge

Material & Equipment Supplied by OWNER:

If any material / equipment are supplied by the OWNER to the


Contractor free of cost, the Contractor shall receive these
materials and equipment at site, handle with care and store
them as directed by the PROJECT MANAGERS. The Contractor
shall be responsible for the safe custody and shall insure all
materials against theft and damage by the fire and earthquake.
The Contractor shall maintain records of consumption on daily
basis.

FIRE PROTECTION SYSTEM
Preamble

This document for the Scope of Works set out to assist the
Tenderer in identifying the extent of the work to be priced in the
Bill of Quantities for this work package by amplifying the details
shown on the drawings and directing to the attention of the
Tenderer other items that are not necessarily described or
indicated yet are required for the full performance and
completion of the Works. All items essential for the
completeness of the Works even if not specifically shown on the
drawings or noted in the specifications provided that the same
shall be reasonably inferred from there shall be furnished and
installed by the Contractor and included in this Tender. This is
not intended to exclude any other items that may be required by
the PROJECT MANAGERS, CONSULTANTS or that may be required
by the Statutory Authorities or for good construction practice.

Scope of Work
The general character and the scope of work to be carried out under
this contract is illustrated in Drawings, Specifications and Schedule of
Quantities. The Contractor shall carry out and complete the said work
under this contract in every respect in conformity with the contract
documents and with the direction of and to the satisfaction of the
Owners site representative. The contractor shall furnish all labour,
materials and equipment (except those to be supplied by the owner) as
listed under Schedule of Quantities and specified otherwise,
transportation and incidental necessary for supply, installation, testing
and commissioning of the complete fire protection system as described
in the Specifications and as shown on the drawings. This also includes
any material, equipment, appliances and incidental work not
specifically mentioned herein or noted on the Drawings/Documents as
being furnished or installed, but which are necessary and customary to
be performed under this contract. The FPS/FAPA system shall comprise
of following:

a. Sprinkler System
b. Providing of fire extinguisher buckets with necessary stand.
c. Necessary potential free contact to be provided for other
services works
d. Cutting holes, chases & like through all types of walls /floors
and finishing for all services crossings, including sealing,
frame works, fire proofing, providing sleeve, cover plates,
making good structure and finishes to an approved standard.
e. Testing & commissioning of the entire fire protection system.

Associated Civil/Services Works

Following civil works associated with electrical installations are


excluded from the scope of this contract. These shall be executed by
other agencies in accordance with approved shop drawings of and
under direct supervision of the fire protection contractor.

Civil

All foundation related works pertaining to firefighting pumps.

Electrical

I. Providing power supply and earthing at the incoming MCCB


for all firefighting pumps and FAPA panels with equipment side
power termination with necessary lugs and glands
II. All pump technical data sheets to be provided to consultants
to capture the required electrical works in the scope of
electrical vendor.
Plumbing
I. Water inlet sources to the main fire tank
II. Overhead fire tank water inlet piping and over flow
III. Puddle flanges invert level with respect to approved
firefighting drawing
IV. Pump room collection sump and submersible pump
installation with necessary cabling

Building Automation System

I. Stop/Manual/ Auto switches along with potential free contacts


for monitoring the manual operation status, to be provided for
those equipment whose start / stop is controlled by Building
Automation System.
II. Potential frees NO contacts for monitoring Run status of
equipment wherever required.

Access:
The Contractor is required to verify and satisfy itself regarding
the Site details including but not be limited to the following:
Access
Place of dumping stores and materials
Place for erection of Site Office, Fabrication yards, Material
testing laboratory etc.

The Contractor is deemed to have catered for all contingencies
connected with the Site and access

Samples
Material

1. The Contractor shall furnish to the PROJECT MANAGERS for its


approval with reasonable promptness and with reasonable
time for consideration, adequate number of samples of all the
materials to be used in the Works, irrespective of whether
material / product is from approved list or not as given in the
Contract Documents.
2. The Contractor shall permit and account for all cost incurred in
its Rate towards testing, examination at the Site or at an
approved testing laboratory by the PROJECT MANAGERS.
3. The choice of approval of materials rests with the PROJECT
MANAGERS/CONSULTANTS/owner,
4. Criteria to approve the materials
a. As per technical specifications
b. Technical submittals by contractor and duly approved
by consultant
5. All samples shall be delivered to the Project Office at the
Contractors cost. Each sample shall be in duplicate and
properly labelled as under:
- Name of Project
- Name of Contractor
- Name of Product
- Name of Manufacturer and its full address
- Item reference of Bill of Quantities
Date of submission
6. Samples shall be accompanied with technical specifications /
catalogues / leaflets / test results of manufacturer etc
7. Samples mounted on a sample board with proper labelling
shall be
Provided to be kept in the Project office.

Mock-up

1. In order to establish standards of acceptability for material


and finishes, the Contractor shall finish mock-ups in all
respects at locations chosen by the PROJECT MANAGERS. The

materials used here shall be as approved with special
attention being paid to establish workmanship and finishing
standards for the Works as stipulated in the Contract
Documents.

2. The Contractor shall give notice in writing in this respect and


shall obtain a written approval through the PROJECT
MANAGERS. Approval shall be taken well in advance of the
actual execution of Works

Engagement of Technicians
I. The contractor has to depute only ITI/JOC certified skilled
following technicians:
- Fitter
- Welder
- Electrician

II. If the Contractor fails to engage the requisite number of


Technicians, it shall be treated as a breach of Contract and the
PROJECT MANAGERS at its discretion be able to cancel the
Contract.

Shop Drawings:

The Contractor shall prepare and furnish all Shop Drawings in


quadruplicate at no extra cost for approval by the PROJECT
MANAGERS/CONSULTANTS before commencing fabrication /
manufacture of the equipment. Such shop drawings shall be
based on the Good for Construction drawings issued by the
CONSULTANT/PMC and requirements laid down in the
specifications and as per site conditions. The procurement of
material shall be commenced only after the shop drawings are
approved in writing by the PROJECT MANAGERS and Design
Consultant. Such drawings shall be co-ordinated with all
disciplines of work. Shop drawings shall be approved by
CONSULTANTS. These drawings shall include but not limited to
the following:
i. Sprinkler layout for all floors
ii. Fire extinguisher layout
iii. Details of Supports & Hangers
As-Built Drawings

1. The Contractor shall during the course of execution prepare and


keep updating a complete set of As-built drawings which shall be
corrected daily, if necessary, to show each and every change from
the Contract drawings, as approved working/shop drawings, with

the exact as-built locations, sizes and types of Works etc. This set
of drawings shall be used for record purposes.
2. The scheme revision shall be incorporated, by the Contractor, with
a record set of drawings that must be available for the PROJECT
MANAGERSs review 4 (four) weeks prior to the Final Completion.
On completion of the Works and before issuance of the
Certificate of Final Completion, the Contractor shall submit
to the PROJECT MANAGERS Layout drawings drawn at
approved scale indicating the complete system As-Built.
These drawings shall include but not limited to the
following:

i. Sprinkler layout for all floors


ii. Fire extinguisher layout
iii. Details of Supports & Hangers
iv. Fire Escape Layout

3. As Built drawings shall also indicate access panel locations for


valves, piping clear outs, capped lines etc.
4. The Contractor shall submit complete sets of As-built drawings on
polyester film negatives for building works as directed by the
PROJECT MANAGERS within 30 days of the completing of entire
works along with the List of Personnel with their contact details.

Method Statement
1. The Contractor shall within 14 (fourteen) days of receipt of the
execution of the Contract Documents to commence work, under
respective Clause of General Conditions of Contract, submit for the
approval of the PROJECT MANAGERS a detailed programme and
Method Statement with drawings and sketches showing how it
proposes to carry out the Works based on the Contract Documents.
The statement shall describe methods to be employed in carrying
out the Works. The programme shall give estimated dates on
which the various sections of the works will commence together
with the estimated rate of progress of Construction and estimated
output so that the whole of the works may be completed within the
stipulated Contract Period including various Milestones indicated
therein.
2. The Contractor shall progress the works thoroughly and take such
action as is necessary in order to ensure that the approved
programme is strictly adhered to in all its stages. The Contractor
shall submit detailed programmes of the various section of the
works as and when required by the PROJECT MANAGERS. The
Contractor shall take all precautions and cover all contingencies to

ensure that adequate spare equipment and materials are available
at all time to ensure completion of the works in accordance with
the agreed programme.

Contractor responsible for sufficiency of resources

The Contractor shall take upon itself the full and complete
responsibility for the sufficiency of plant and equipment, cantering
and shuttering, scaffolding, timbering, machinery tools and tackles
and generally for all other resources for the fulfilment of the Contract
Conditions. In the event of any of aforementioned resources proving
insufficient or inadequate Contractor is still fully and entirely
responsible for the sufficiency of these resources notwithstanding any
previous approval or recommendations that may have been given by
the PROJECT MANAGERS

Temporary Works
1. The Contractor is entirely responsible for the construction,
maintenance and removal of all temporary works employed by
it and making good in carrying out the Works to the
satisfaction of the PROJECT MANAGERS. At least twenty days
before it intends to commence the construction of any
temporary works, the contractor shall submit full particulars
including drawings for the approval of the OWNER.
2. Obtaining the necessary approvals from the Governmental
agencies / local bodies for erecting the same shall be the
responsibility of the Contractor.
3. The PROJECT MANAGERSs approval will in no way relieve the
Contractor of its responsibility for the safety of the Works,
operatives, adjoining property, regulations, codes of practice
etc.
4. The Contractor shall ensure that it shall make safe and
reinstate all areas affected by such Temporary Works.
5. The Contractor shall ensure that it shall make safe and
reinstate all carrying out the works at various heights.
6. Temporary works to include storage, protection and access
equipment
7. Contractor to supply, install, maintain and remove all working
and safety scaffold as may be required. Proposals for
scaffolding required must be submitted to the PROJECT
MANAGERS three weeks prior to erection for co-ordination
purposes.
8. Marking of routing & Checking of interference with other
trades for approval before execution.

9. Disinfection & Commissioning: Complete piping system has to
be disinfected before handing over

Use of Site
The Contractor shall not use any portion of the Site for any
purpose not connected with the Works. It shall maintain a
permanent Site access free of spillage and shall not interfere with
the flow of traffic thereof. Also the same shall apply to terraces,
basements and other developed areas of the Works.

Protection
1. Adequate protection against any form of damage or
deterioration shall be provided for all sections of the Works by
the Contractor at its own cost. This shall include but not
limiting to the protective tapes, casings, guard rails and the
like. Particular care shall be taken to self-finished surfaces
during construction.
2. The Contractor shall include protection of all drains which are
encased in concrete.
3. In pursuance of this Clause, the contractor shall carry out all
the works as directed and instructed by the PROJECT
MANAGERS to its satisfaction.

Acceptance Testing Procedure:

1. Contractor will provide the standard acceptance testing


procedure for all the equipment within 21 (twenty one) days
on execution of the Contract Documents . The acceptance
test procedures shall be mutually agreed upon between the
PROJECT MANAGERS / CONSULTANT and the Contractor. The
acceptance test will be carried out continuously for a period of
10 (ten) days consecutive days. The Contractor will have to
