Principles of MPA Training for LKKPN Pekanbaru, Bali, 19-22 June 2014
CTC conducted a training of Principles of Marine Protected
Area (MPA) for 17 staff of Loka KKPN Pekanbaru. LKKPN, Attended by 17 trainees
or Loka Kawasan Konservasi Perairan Nasional is the Participants origin are
technical implementing unit of the national level MPAs from Aceh, West Sumatera,
under the DG of Marine, Coasts, and Small Islands of Bangka, Belitung, South
MMAF. This training is a translation of specific standard Kalimantan Loka KKPN
Pekanbaru
competency in MPA management that was officiated last

Marine Tourism Curriculum and Modules Development, Jakarta, 16-18 July 2014
Among 14 core competencies of MPA managers and staff Currently the curriculum consists
in Indonesia, there is a need to develop a competency on of five modules:

Scientific Diving Curriculum & Module Development, August 2014

Started in August 2014, CTC has developed
Scientific Diving Curriculum and modules to fit
the need of competent biophysics monitoring
team in MPA, Coastal and Small Islands areas.
Considering some dive schools have developed
methods in scientific diving, a proper review
to the modules should be done involving the
team of KKJI, POSSI, ADS, Gahawisri, Terangi
Foundation, IPB and P2O-LIPI. This
curriculum is expected to finalize in
November 2014 which will involve trial
training in one selected MPA. Reviewer
team was established in March 2014
and officiated through Head of PUSLAT/
MMAF Decree.

Marine Spatial Planning Training for Community in Kei Islands, Maluku, 18-27 August 2014

With the request and fund from WWF Indonesia,

CTC conducted three trainings in Kei Islands,
Maluku Provinces. The topic was marine spatial
planning that targeted three villages or ohoi of
Ohoira, Wab, and Dertawun. The 3 trainings
were attended by 27, 36, and 25 participants
respectively who are representatives of local
government, community, and Adat group from
Kei Kecil Barat. As agreed with WWF team the
trainings focused on resource mapping, design
concept, spatial planning, zoning design.

MPA Design Using Geographic Information Systems (GIS) Training for Timor Leste Ministry
of Agriculture and Fisheries (MAF), Dili, 4-7 August 2014
CTC
CTC conducted MPA Design as a follow-up to
Principles of MPA training executed in May 2014.
Since 2013, three trainings have been delivered in
Dili to equip MAF staff who are involved in facilitating
MPA establishment and management in Timor
Leste.
The training was attended by 17 representatives
of MAF, Ministry of Environment, and Haburas
Foundation. One of important requirements for this
training is prior attendance of Principles of MPA or
similar training on MPA101.
There were an increase point percentage of 19.5
from pre-test. Participants perceived that the
training should be held for minimum 5 days and
in sequence to allow for contemplative period that
leads to skill improvement.

Regional Curriculum Development: MPA Fundamentals, Bali, July 2014 - ongoing
With current partnership between USAID-
RDMA, USDOI, NOAA, and CTC, there are three
regional curricula and trial trainings in three
different countries to be conducted. As a start,
NOAA and CTC joined effort to create the basic
principles of MPA management that may be called
MPA Fundamentals to target MPA managers
and practitioners in the Coral Triangle. Both
organizations have been conducted the training
mainly in Indonesia and found that to cater CT
region a standardized yet unique site-specific will
fit capacity development not only in Indonesia but
also in the Solomon Islands, Papua New Guinea,

from Timor Leste Government. The
first part of this training focused
on conservation target and marine
ecosystems to let participants
understand the basic ecological
processes before learning more
complex exercise using GIS and
Marxan.

More than 120 MPA managers and marine
conservation practitioners from Indonesia, Papua
New Guinea, and Timor Leste, participated in the
International Training Workshop International

Marine and Fisheries, Ministry of Marine Affairs
and Fisheries, Republic of Indonesia, and co-hosted
by the International Union for the Conservation of
Nature IUCN Blue Solutions Program, and the
Coral Triangle Center, supported by GIZ, GRID-
Arendal, UNEP, IUCN, and UNDP.
The event started with a celebration in the Bali port
of Benoa, where the Indonesian training ship, MV.
Madidihang 03 docked, and its marine and fisheries
cadets, performed their marching band skills and
communities gathered to celebrate the international
training event.
Experts and trainers, as well as veteran MPA
managers from United States, Vietnam, Solomon
Islands, Cambodia, and the Netherlands shared their
lessons learned and best practices. The training is
facilitated by trainers from Indonesia with support
from facilitators of different countries including,
Switzerland, Great Britain, Colombia, and Germany
affiliated with global and regional institutions such
as IUCN, GIZ, USAID, NOAA, and CTC. MPA managers
and practitioners from almost all MPA throughout
Indonesia will participate as well as participants from
the Democratic Republic of Timor Leste who are
involved in designing a nation wide MPA network.
The international training workshop has 3 main
objectives:
To enhance knowledge, skills, networking and
solution-focused learning for MPA managers
and associated partners, empowering them to
address the challenges in managing MPAs
To explore progress on MPA establishment and
assess and learn from structures, processes and
traditions that lead to good MPA governance
To identify existing gaps in capacity building
needs for equitable MPA governance and effective
implementation, and develop associated
recommendations for addressing these
gaps moving forward.
The three training sessions include:

MPAs in the Blue Economy
Good governance skills and
competencies for effective MPA
Management
The Indonesian government is currently
expediting her efforts in increasing
the capacity for marine protected area
governance and collaborative resource
management throughout the country
and the Coral Triangle, pursuant to
accomplishing 20 million hectares of MPAs
by 2020. Currently standing with 16 million
hectares of MPAs, Indonesia is at 80% of
the way towards accomplishing its goal. To
achieve this, Indonesia needs at least 2.400
MPA managers confident in the Ministrys
standard professional competencies.
As a translation of the commitment to
the Convention on Biodiversity (CBD) and
to meet Aichi targets, the Government of
Indonesia aims to secure 20 million hectare
of marine protected area (MPA) by 2020. To
date (2014), 89 areas have been initiated
under the Ministry of Marine Affairs and
Fisheries (MMAF) and Local Governments
(District and Provincial Government. MPAs
managed by Local Governments to date
cover an area of 5.5 million hectares and
the number of MPAs under this governance
type is still growing. In total approximately
15 million hectares have been designated
as MPAS overall.
The event messages, recommendations
and communique will be conveyed to, and
presented during, the IUCN World Parks
Congress(WPC) in Sydney, Australia, in
November 2014. They will inform input into
the MPA management capacity building
scheme in country and beyond.

 In the opening ceremony of the event, Indonesias Minister
of Marine Affairs and Fisheries, Sharif C. Sutardjo,
stressed out the importance to maintain capacity building
as one of the highest priority in the coming years, where
the best result is usually achieved through partnership
with governments and organizations.

Managing resources is basically governing people.

So if we are going to continue pursuing the effective
management of our MPA Network there is no other way
than keep strengthening our efforts and partnership in
the human resources development in that particular
areas. This partnership effort is really a great milestone
in itself particularly in bringing new perspective on how
managing MPA through good governance practices

livelihoods of adjacent communities and beyond..

Advanced Skills Training for Trainers and Mentors of CTC and MMAF Staff,
Bali, 22-26 September 2014

As part of capacity development program for partners, NOAA conduct a 5-day training focusing
on advanced skills required for trainers mentors in Sanur Bali. This gathering of 30 individuals
is aimed at providing an advanced skill set for trainers and a collaborative learning experience
for everyone in attendance. Trainers and mentors came together to share skills and experience
to apply in trainings for the overall goal of improving effective management of MPAs within the
Coral Triangle region.

Biophysical Social Economic Workshop in Tambolaka [ECOSOC EC],
Sumba Island, 25 June 5 July 2014
As part of a project with TNC-BMU, the Learning Site
team and consultant conducted biophysics and social
economic survey in the south coastal area of Sumba
Island, East Nusa Tenggara. The total survey area is
90 km along coastline from West Sumba, Central and
East Sumba. The biophysics team focused on coral,
fish, mangrove, turtle beach, and marine mega fauna
data, whilst the socio economic team focused on
fisheries, marine tourism, traditional knowledge and
conflict mapping in the coastal area. CTC teamed up
with local agency of marine affair and fisheries: the CTC

West Sumba District Government and Nihiwatu Resort. Survey results show many interesting
coastal ecosystem and habitats as well as fisheries practices and traditional knowledge. The
survey report was presented in a workshop with Sumba stakeholders and well received with
minor inputs.

Sea marine conservation team through Reef Health Monitoring and Resource Use Monitoring
(RUM) trainings and a workshop on Banda Island MPA Network Joint Patrol Development.
CTC co-facilitated the trainings with Hatta, Ay and Rhun community conservation team where
participants learned about coral and fish identification, underwater data collection, point
intercept transect methodology, data entry, analysis and interpretation. In RUM participants
learned how to interview, use GPS and marking all boats, mooring bouy and mariculture within
Banda MPA. Further, CTC team facilitated a workshop to develop a standard operating procedure
for joint patrol.

Marine Protected Area Governance [MPAG] Study Tour to New Zeland, 6-13 August 2014
supported by USAID-MPAG.

The participants came from leaders of

MPA that supported by MPAG as well as
MPAG consortium members included
CTC CTC Banda MPA Coordinator. The
study tour focus on marine tourism
management related with MPA included
entrance fee system. The Participants
were hosted and guided by New Zealand
Tourism Research Institute Auckland
University of Technology (NZTRI-AUT).
There are three main places/conservation
areas that we visit during this trip namely
Tiri-tiri Matangi Island, Goat Island
marine reserve and Long Bay Regional

The Dissemination of Coral Governance Curriculum:
The Coral Governance Curriculum (CGC) was jointly developed by Indonesian marine scientists and
practitioners in 2013 and has been published both in Indonesian and English. Its publication is coordinated
by CTI-CFF NCC Indonesia and supported by various agencies and partners. The book is aimed to be
adopted as one of the main references for the graduate students majoring in marine conservation,
particularly in Indonesia. A series of dissemination sessions at universities throughout the country had
been carried out by NCC Team, particularly those having marine and fisheries program.

Coral Governance Curriculum at the Nusa Cendana University, Kupang, 15 August 2014

Universitas Nusa Cendana in Kupang, East Nusa
Tenggara (NTT) is the fifth university hosting the
session. In cooperation with the Faculty of Marine
and Fisheries, CGC session was conducted at Bio
Science Building. The event, Training for Trainers
on Coral Governance, was attended by about 50
students, faculty members, representatives of the
region marine conservation agencies, and the
related provincial agencies. The NCC Team was
consisting of Dr. Victor Nikijuluw, Iswari Subekti,
Johannes Subijanto, Imran Amin, Muhamad Faisal
Reza and Tomi Ganda Pratama.

The session was officially opened by the Vice Rector
IV, Ir. Wayan Mudita, M.Sc., Ph.D and led by the Dean
of Marine and Fisheries Faculty, Prof Dr. Ricky Gimin.
In its opening keynote Dr. Mudita welcomed the
initiative, which should be enriching the faculty and
related agencies at NTT Province.
Johannes Subijanto and Iswari Subekti jointly
presented the scope of CGC. Johannes Subijanto

Coral Governance Curriculum at the Diponegoro University, Semarang, 1 September 2014

Universitas Diponegoro in Semarang is
the sixth university hosting the session. In
cooperation with the Faculty of Marine and
Fisheries, the CGC dissemination session was
conducted at Aula LPPM. The event was called
Training of Trainers: Coral Governance
and attended by about 50 graduate students
and faculty members. The NCC Team was
consisting of Dr. Victor Nikijuluw, Prof.
Dr. Jamaludin Jompa, Iswari Subekti and
Johannes Subijanto.
Johannes Subijanto presented the Governance
Resilience of Indonesias coral Reef Areas through
Collaborative Management. The audience
expressed their enthusiasm in aligning their
studies with the book materials. Requests to
reprint and to ensure the book copies available at
the university and adjacent bookstores were also
raised.

The session was officially opened by Prof.

Dr. Oky Radjasa, the Director of LPPM. In its
opening
CTC remarks Prof. Radjasa welcomed the CTC
initiative and was committed to further explore
the mutual cooperation. Prof. Jamaludin
Jompa presented the highlights of Coral
Triangle Initiative and its strategic position
within the region and globally.
Further, Dr. Victor Nikijuluw highlighted the
book scope, outline, objective, the cooperation CTC
arrangement and availability of copies.

The 2nd Indonesia CTI-CFF Local
Government Forum Preparatory Meeting,
Jakarta, 18 July 2014
The meeting was called to discuss on the
terms of reference (TOR) for the upcoming
meeting of Indonesia Local Government
Network for CTI-CFF (Indonesia LGN
Forum) to be hosted by the Buleleng
District, subject to the endorsement of the
Head District of Buleleng. The meeting
was attended by representatives of CTI-
CFF IRS, Indonesia NCC, Ministry of
Interior (Depdagri), CTC, WWF Indonesia
and BAPPENAS. Key outcomes are
scheduling CTI-CFF Indonesia Mayors
Meeting on 4-6 October 2014 in Buleleng;
the draft event TOR to be finalized by end
of July; and CTC and WWFs supports for
the event preparation and execution.

revise event TOR; and streamline the list of
invited mayors (those considered as potential
to attend and contribute to the event). Several
mayors will be approached to make the event

CTC and YIPD) will approach the mayors within
their portfolio sites.

Visit to CTC Office: Brawijaya University,
Malang, East Java, 11 August 21014
CTC
Eleven students of the Faculty of Fisheries
and Marine Science visited CTC to learn about
CTC programs, conservation issues, and
inspirational career path. The half-day program
at CTC allowed students to interactively learn
about how fisheries and MPA management are
based on the basic science of marine ecology.
CTC team also shared the need for students
internship and volunteerism for the upcoming
Regional Hub development. The visit was
closed with networking session on possibility
for being actively involved in coastal resources
management by pursuing internship or career
opportunity with CTC.

NOAA Education Specialists Laura Francis and Lisa Uttal, 21 July 2014

During the 3rd Workshop on the Planning and

Design of the CTC Regional, Laura and Lisa
had an opportunity to visit CTC learning site.
Apart from discussion with local community
and dive operators regarding their involvement
in MPA establishment processes they went on
mangrove tour run by community and visited
seaweed farming area. The visit was important
for our NOAA visitors to see first-handedly CTC
on-the-ground work and how it is connected
with the planning and design process of CTC
CTC Regional Hub.

RARE Senior Team Visits Nusa Penida MPA

a detailed agenda wad discussed for the
4th Regional Business Forum focused on
Tourism entitled Coral Triangle: The Global

issues of sustainable tourism in relation to
MPAs in Coral Triangle.

An Online Training Website in Bahasa Indonesia for BPSDMKP Students and General Public

The Coral Triangle Center further expands its online training reach, in partnership with the
Agency for Human Resourced Development of MMAF, by providing a functioning online training
modules in Bahasa Indonesia. The online training provides an interactive and two way delivery
of 3 modules provided by CTC from its inventory of training curricula; Introduction to Marine
Biodiversity in the Coral Triangle; Global Threat to Marine Biodiversity; and Local Threat to
Marine Biodiversity.

CTC developed the customized Bahasa version of the online training in support of the effort by
the BPSDMKP-MMAF to increase the capacity of MPA managers and practitioners throughout
20 Indonesia in ways that are practical, cost effective, but still provides a direct and interactive two-
way learning environment. The online training can be accessed via:

External Studies and Exchange for the
Regional Hub, July-September 2014

CTC conducted a series of external studies

and exchanges with the objectives to develop
CTC organization, validate the Regional Hubs
investment and business plan and continuously

Independence Day Outreach at Taman Baghawan,
Nusa Dua Bali, 17 August 2014
CTC team staged an outreach event at the Jazz
Market to the Ocean in Tanjung Benoa sponsored
by Taman Baghawan. The day started off with CTC
team joined an underwater flag-raising ceremony
and coral polip transplantation with 20 plus
divers. In the afternoon, CTC team facilitated a fun
learning class introducing key coastal ecosystems
and its benefits to people and games of fish length
estimation and drawing competition for children.

 THE CORAL TRIANGLE CENTER
The Coral Triangle Center (CTC) is a foundation based
in Indonesia that trains marine resource managers and
educates all groups that interact with coastlines and reefs
within the Coral Triangle. The CTC provides training and
learning programs; supports marine-protected areas;
coordinates a learning network for MPA practitioners;
connects the public and private sector on coastal issues; and
is developing a center of excellence in marine conservation
in Bali focused on the Coral Triangle.

CTC has a Board of Trustees consisting of 12 members

and a Board of Advisers with representatives from each
CT6 country and experts form Australia, USA and UK.
CTC envisions healthy seas that enrich nature and people
with mission is to inspire and train generations to care for
coastal and marine ecosystems. There are five programs
within CTC, they are Training and Learning, Learning
Sites, Learning Network, Public-Private Partnership, and
Regional Hub. CTC is developing a portfolio of MPA learning
sites throughout the Coral Triangle with Nusa Penida MPA
and the Banda Islands as its learnings sites in Indonesia.

Established in 2000, CTC was developed as the regional

training arm of The Nature Conservancy. Given the huge
Robert Delfs growth in demand and need to build capacity at much larger
national and regional scales, TNC recognized that regional
training and learning services could be best provided over
the long term by an autonomous, locally based organization.
CTC transitioned from TNC into a fully independent
organization in 2011.

To date, CTC has trained more than 1000 professionals
and practitioners. The Coral Triangle Center (CTC) and
the Indonesian Ministry of Marine Affairs and Fisheries
(MMAF) signed a Memorandum of Understanding (MOU) in
2012 to build local leadership and capacity in the field of
marine conservation and sustainable fisheries resources
conservation. Recently, at SOM9, CTC has been unanimously
endorsed by the CT delegates to become a development
partner to CTI-CFF. CTC works with communities, national
and local governments, international and local universities,
NGOs, networks and corporate partners to implement its
programs funded by public and private donors.
