Sub: Amendment No. 2 to speed certificate for operation of 3WDM3A class of
locomotive on track maintained to other than C&M-l, Vol.-I standard.
Ref: i) This office speed certificate of even no. dated 15-07-2008 followed with
amendment dated 06 -01-2010 .
ii) SWR’s letter no, SWR/M/T/12/Loco dated 01.02.2011.
SWR vide their letter referred (ii) above, has requested to indicate the speed on 90 R
rail track with M+4 sleeper density in the final speed certificate of 3WDM3A locomotives
issued on 15-07-2008 followed by amendment dated 06 -01-2010. The proposal has been
examined in detail and it has been decided to amend the para 2.1.1 of the said speed
certificate and accordingly, the para ‘2.1.1’ has been amended & renumbered and shall be
read as under:
21.1(@) The track shall be to a minimum standard of 52 kg rail laid on sleepers to M+7
density and depth of ballast cushion below sleepers of 250mm, which may
consist of at least 100mm clean and the rest in caked up condition, on
compacted and stable formation.

The track shall be to a minimum standard of 90R rail (Fish Plated) on sleepers with
M+4 density and minimum depth of ballast cushion below sleeper of 200 mm,
which may consist of at least 75 mm clean and the rest in caked up condition on
compact and stable formation.
2.1.1 (b) For track to a minimum standard of 90R rail (Short Welded Panels) on sleepers
with M+4 density and minimum depth of ballast cushion below sleeper of 200 mm,
which may consist of at least 75 mm clean and the rest in caked up condition on
compact and stable formation, the speed shall be restricted to 75Knv/h.
