,Sub: Amendment No. 2 to speed certificate for operation of consist 3WDM3D class
of locomotives on track maintained to other than C & M-1,Vol-I standard.

Ref: i) This office speed certificate No. WDM3D.11 dated 26-09-2008 and followed
with amendment dated 13.10.2008.
ii) SWR's letter no. SWR/M/T/12/Loco dated 01.02.201 1.

SWR vide their letters referred (ii) above, have requested to indicate the speed on 90
R rail track with M+4 sleeper density in the final speed certificate of WDM3D locomotive
issued on 26-09-2008 followed by amendment dated 13.10.2008. The proposal has been
examined in detail and it has been decided to amend the para 2.1.1 of the said speed
certificate and accordingly, the para '2.1 .1' has been amended & renumbered and shall be
read as under:

2.1.1 (a) The track shall be to a minimum standard of 52 kg rail laid on sleepers to M+7
density and depth of ballast cushion below sleepers of 250mrn, which may
consist of at least 100mm clean and the rest in caked up condition, on
compacted and stable formation.

The track shall be to a minimum standard of 90R rail (FP) on sleepers with M+4
density and minimum depth of ballast cushion below sleeper of 200 mm, which
may consist of at least 75 mm clean and the rest in caked up condition on compact
and stable formation.
2.1.1 (b) For track to a minimum standard of 90R rail (SWP) on sleepers with M+4 density
and minimum depth of ballast cushion below sleeper of 200 mm, which may
consist of at least 75 mm clean and the rest in caked up condition on compact and
stable formation, the speed shall be restricted to 75Km/h.
