MUNICIPAL ORDINANCE NO. 001-05

AN ORDINANCE CREATING THE LOCAL REGISTRATION COORDINATING

COMMITTEE (LRC2) FOR THE ESTABLISHMENT, MAINTENANCE AND
UPDATING OF RECORDS OF ALL INHABITANTS IN CARMONA, CAVITE

WHEREAS, Section 394 (d) (6) of R.A. 7160, otherwise known as the Local
Government Code of 1991, mandates that the barangay secretary shall keep an updated
record of all inhabitants of the barangay containing the following items of information: name,
address, place and date of birth, sex, civil status, citizenship, occupation, and such other
items of information as may be prescribed by law or ordinances;

WHEREAS, the maintenance and updating of the list is necessitated by the call of the
times and the need to formulate a highly efficient system of keeping the records of
inhabitants in 14 barangays of this locality;

WHEREAS, the maintenance and updating of records of all barangay inhabitants

shall be done for the following purposes:
* for easy identification of inhabitants;
* as a tool for planning;
* as reference in updating the Local Civil Registry Record; and
* could serve as basis for the establishment of a National ID Numbering
System;

NOW, THEREFORE, BE IT ORDAINED BY THE SANGGUNIANG BAYAN

OF CARMONA, CAVITE, THAT:

SECTION 1. There is hereby created a Local Registration Coordinating Committee

(LRC2) for the establishment, maintenance and updating of records of inhabitants in all
barangays of this municipality to be composed of the following:
Municipal Mayor .. Chairman
Municipal Civil Registrar .. Member
Municipal Planning & Development Coordinator ... Member
ABC President .. Member
DILG Officer .. Member

SECTION 2. The LRC2 is hereby authorized and tasked to:

a. Formulate a local registration system consistent with the objectives of this
Ordinance, Memorandum Circular of the Department of the Interior and Local
Government, and the provisions of R.A. 7160 and the 1987 Philippine Constitution.;
b. Oversee the implementation of this Ordinance for the establishment,
maintenance and updating of records of all inhabitants in Carmona, Cavite;
c. Call upon all barangay chairmen for the creation of a task force who shall
assist their barangay secretaries to facilitate the mandate and purposes of this
Ordinance; and
d. Update regularly every six (6) months the Records of Barangay Inhabitants
(RBI) through the concerned Barangay Secretary;

SECTION 3. The LRC2 shall submit to this Council a periodic report of its
activities.

SECTION 4. All local government and private offices and agencies are hereby
directed to extend to the LRC2 whatever assistance is essential to carry out the above
instructions.

SECTION 5. Repealing Clause. All municipal ordinances, implementing rules and

regulations, and executive orders, or parts thereof, which are inconsistent with the provisions
of this Ordinance are hereby repealed and/or modified accordingly.

SECTION 6. Separability Clause. If, for any reason or reasons, any part or
provision of this Ordinance shall be held to be unconstitutional or invalid, other parts or
provisions hereof which are not affected thereby shall continue to be in full force and effect.

SECTION 7. Effectivity Clause. This Ordinance shall take effect immediately upon
its approval and upon posting of the whole text of this Ordinance in the Bulletin Board of the
Municipal Hall and at conspicuous places in all barangay halls of Carmona, Cavite.
