Extracts Related to ASEAN Customs Transit System (ACTS)

Preparation for the implementation of ASEAN Customs Transit System (ACTS)


Pilot
Para 39: On the preparation for the implementation of ASEAN Customs Transit
System (ACTS) Pilot, the Meeting noted that the timeframe for ACTS Pilot Testing
would be shifted to November 2016 April 2017 from July December 2016,
with the parallel run phase scheduled in January February 2017 and the live
run for the trucks scheduled in early March 2017 with the ACTS Launch in April
2017. The Meeting also noted that ACTS Pilot Countries are in the process to
identify transport operators and further requested competent authorities of the
respective ACTS Pilot Countries to provide the list of the selected transport
operators to ASEAN Secretariat by 30 November 2016 for the input to the ACTS
software and to issue the ASEAN Goods Vehicle Cross Border Permit to
transport operators for ACTS Pilot Testing before the parallel run phase starts.

Memorandum of Understanding (MOU) on the Operationalisation of the Pilot


Project for the Implementation of ACTS

Para 45: The Meeting noted slow progress in finalising the MOU on the
Operationalisation of the Pilot Project for the Implementation of ACTS. On the
issue of the inclusion of point of destination/departure in Thailand in the ACTS
Pilot, the Meeting requested both Malaysia and Thailand to continuously discuss
to resolve this issue and provide updates on the outcomes of heir bilateral
discussion to ASEAN Secretariat by early 2017. Noting the importance of ACTS
Pilot implementation, the Meeting urged Malaysia, Singapore and Thailand to
reach common understanding and solution on the pending issues for timely
signing of the MOU on the Operationalisation of the Pilot Project for the
Implementation of ACTS before the live run phase.

The establishment of Central Management Team (CMT) of ACTS


Para 46: On the establishment of Central Management Team (CMT) of ACTS,
the Meeting noted that the approval from the Committee of Permanent
Representatives to ASEAN (CPR) to include the CMT in the ASEAN Secretariats
Annual Operational Budget (AOB) 2017 has been received. The Meeting looked
forward to the operationalisation of ACTS and the CMT.
