exercise of police power instead of an invalid exercise of the
power of eminent domain (because it fails to provide just
compensation to petitioners)
WON the assailed laws violate the due process clause
WON the definition of disabilities under the assailed laws
are vague, ambiguous, and unconstitutional
WON the PWD discount violates the equal protection clause
Ratio:
We deny the petition.
Held:
WHEREFORE, the petition is DENIED. The Decision of the
Court of Appeals dated July 26, 2010, and the Resolution
dated November 19, 2010, in CA-GR. SP No. 109903 are
AFFIRMED. All concur.
