Inquiry into behaviour intervention and support in schools

The NSW Ombudsmans office is conducting an inquiry into behaviour intervention and
support across government and non-government school sectors.

The focus of the inquiry is behaviour intervention and support in schools for all students who
require that support. Particular consideration will be given to the needs of students with
disability, including any relevant additional factors that need to be addressed for this cohort of
students.

The inquiry has three main objectives:


1. Identification of best practice in NSW and other jurisdictions in relation to
behaviour intervention and support in school settings.

2. Analysis of the adequacy of the policy and practice frameworks across NSW
government and non-government school sectors in relation to the development,
implementation, monitoring and review of evidence-based behaviour intervention
and support.

3. Analysis of the adequacy of current complaint management and appeal


arrangements across NSW government and non-government school settings in
relation to behaviour intervention and support practices.

The scope of the inquiry will include (but not be limited to) specific consideration of:
time-out rooms, restrictive practices and restraint
suspensions and expulsions

The inquiry will result in a public report by June 2017. The report will be submitted to the
Legislative Council GPSC No 3 Inquiry into the provision of education to students with a
disability or special needs in government and non-government schools in NSW.
