Article 32
1. Each member of the Court shall receive an annual
salary.
2. The President shall receive a special annual allowance.
3. The Vice-President shall receive a special allowance for
every day on which he acts as President.
4. The judges chosen under Article 31, other than members
of the Court, shall receive compensation for each day on
which they exercise their functions.
5. These salaries, allowances, and compensation shall be
fixed by the General Assembly. They may not be decreased
during the term of office.
6. The salary of the Registrar shall be fixed by the General
Assembly on the proposal of the Court.
7. Regulations made by the General Assembly shall fix the
conditions under which retirement pensions may be given
to members of the Court and to the Registrar, and the
conditions under which members of the Court and the
Registrar shall have their travelling expenses refunded.
8. The above salaries, allowances, and compensation shall
be free of all taxation.

Article 53. TREATIES CONFLICTING WITH A States of America concerning Military Bases, foreign
PEREMPTORY NORM OF GENERAL INTERNATIONAL LAW
("JUS COGENS") A treaty is void if, at the time of its
international law. For the purposes of the present
Convention, a peremptory norm of general international law
is a norm accepted and recognized by the international
community of States as a whole as a norm from which no
deroga tion is permitted and which can be modified only by
a subsequent norm of general international law having the
same character.
1987 CONSTITUTION, ART. VII SECS 20, 21
SECTION 20. The President may contract or guarantee
foreign loans on behalf of the Republic of the Philippines
with the prior concurrence of the Monetary Board, and
subject to such limitations as may be provided by law. The
Monetary Board shall, within thirty days from the end of
every quarter of the calendar year, submit to the Congress a
complete report of its decisions on applications for loans to
be contracted or guaranteed by the Government or
government-owned and controlled corporations which
would have the effect of increasing the foreign debt, and
containing other matters as may be provided by law.
SECTION 21. No treaty or international agreement shall be
valid and effective unless concurred in by at least two-
thirds of all the Members of the Senate.
ART. XVIII SEC 25
SECTION 25. After the expiration in 1991 of the Agreement
between the Republic of the Philippines and the United
military bases, troops, or facilities shall not be allowed in
the Philippines except under a treaty duly concurred in by
the Senate and, when the Congress so requires, ratified by
a majority of the votes cast by the people in a national
referendum held for that purpose, and recognized as a
treaty by the other contracting State.
ART. II SEC 2
SECTION 2. The Philippines renounces war as an
instrument of national policy, adopts the generally accepted
principles of international law as part of the law of the land
and adheres to the policy of peace, equality, justice,
freedom, cooperation, and amity with all nations.
