(U) Recognize some of this information describes First Amendment protected activities. The TFC safeguards these rights and only reports on First Amendment protected activities for operational planning in the interest of assuring the safety and security of the public. (U) The Tennessee Fusion Center will continue to monitor the situation and will provide updates as necessary. (U) Key Points/Updates (U/FOUO) As of 1300 CST, 16 July 2016, the TFC is aware of numerous individuals who have made credible threats against law enforcement in the state; however, none of the threats were specific in nature. ANALYST NOTE: This threat information has been disseminated statewide to law enforcement via NCIC and the TFC, and is currently being investigated. (U/FOUO) Numerous protests, vigils, and gatherings have occurred within the state, with approximately 11 more scheduled throughout the weekend. (U/FOUO) These events are legal and have been non-violent to date. There exists the potential for domestic extremists, homegrown violent extremists (HVE), and criminals to incite or carry out attacks/acts of violence using the legitimate, legal protests as cover. + (UIIFOUO) The domestic extremist groups listed below have used demonstrations/protests in the past to influence attendees and events, as well as conduct attacks. ANALYST NOTE: Any agencies possessing information that the following group or its members are planning to target planned events in Tennessee, are asked to relay this information to the TFC immediately. © White Supremacy Extremists o Black Separatist Extremists © Militia Extremists © Anarchist Extremists + (UILES) On 15 July 2016, an anonymous individual reported that approximately five to eight males will be travelling to Memphis, TN in support of Nathan Bedford Park and the Confederacy. The tip indicated two - three males travelling with the group would be openly armed, to include an AR-15 assault rifle. There is no further information regarding dates or times, nor has this information been substantiated.2 (UILES) The TFC has received several reports related to possible targeting of Tennessee law enforcement by gangs. + (UIFOUO) On 15 July 2016, the TFC received information that Memphis-based Vice Lord (VL) leaders ordered security details for all ranking Tennessee VL members, when they go into their communities. Further, the Memphis leaders instructed security to shoot law enforcement if approached or harassed. This mandate was reportedly state-wide. + (ULES) On 12 July 2016, the TFC received information that Gangster Disciples (GDs) and VLs in the West Memphis area of Arkansas have made a temporary truce in order to target law enforcement. Two individuals have been tasked by the gangs to kill law enforcement. ANALYST NOTE: The proximity to Memphis and the potential for coordination with gangs in Tennessee is of concem. + (UILES) From 12 July to 14 July 2016, The TFC received multiple, unconfirmed reports that the GDs and VLs were going to target local law enforcement. The TFC is unaware of any incidents involving these gangs and law enforcement in relation to this threat.s © (ULES) On 15 July 2016, the TFC received information that an identified gang member, associated with multiple protest groups in Memphis, is intentionally circulating information via social media that an opposing gang is seeking to target local law enforcement. The TFC assesses the intention is to slander other gangs and its members.s (UNFOUO) Some Memphis protest leaders are urging supporters to stop posting times and locations of events on social media. They are encouraging the use of private messaging and/or private messaging applications. ANALYST NOTE: This is of particular concem as it limits law enforcement and public safety official's ability to anticipate, allocate, and deploy necessary resources.r (UNFOUO) In addition, while the leaders of the groups have not made any calls via social media to move protests or events outside of the city, several followers have suggested locations in the suburbs (see list of events). (U) The 15 July 2016 events were peaceful and non-violent. The majority of the events had low turnout likely due to inclement weather. + (U) No protesters attended the scheduled Nashville event. + (U) Approximately 25-30 individuals were observed near Poplar Ave. and Highland St. in Memphis. * (U) Less than 10 individuals attended the protest at Health Sciences Park in Memphis. + (UIIFOUO) The organizer of the Wolfchase event posted a retraction after contact with Memphis PD. It is unknown if individuals still attended. + (UIFOUO) The New Direction Christian Church and National Civil Rights Museum did not have events. Instead, a vigil occurred at New Life Holiness Church, 5680 Winchester Rd. Approximately 50-60 people participated in the vigil, and a tree was planted honoring Darrius Stewart. Organizers received prior permission from the church. (U) No impromptu demonstration was observed at Walmart and approximately ten individuals were observed outside the Crystal Palace barbequing on 16 July 2016. (U) Background (U) On 5 July 2016, Baton Rouge Police Department officers responded to a call for service that resulted in the shooting death of Alton Sterlingusrer. (U) On 6 July 2016, Falcon Heights (MN) Police Department officers were involved in a traffic stop that resulted in the shooting death of Philando Castileusrer. (U) On the evening of 7 July 2016, shots were fired during a BLM protest in downtown Dallas, TX resulting in the deaths of five law enforcement officers and the wounding of several others, including two civilians. (U/FOUO) On 7 July 2016, officers responded to a report of shots fired at drivers near O'Reilly Auto Parts, 516 Volunteer Parkway, Bristol, Tennessee. The suspect, identified as Lakeem Keon Scottusrer, reportedly opened fire on the responding officers. Officers shot and wounded the suspect in an exchange of gunfire. Initial investigation indicated Scott's actions were based on his perception that law enforcement unjustly targeted African Americans.9 (U) Outlook and Implications Timeline of Events (U) As of 1500 CST, 16 July 2016, the below events are scheduled for Tennessee. (U) Recognize some of this information describes First Amendment protected activities. The TFC safeguards these rights and only reports on First Amendment protected activities for operational planning in the interest of assuring the safety and security of the public. (U) The Tennessee Fusion Center will continue to monitor the situation and will provide updates as necessary. (U) Key Points/Updates {UNFOUO) As of 1500 CST, 14 July 2016, the TFC is aware of numerous individuals who have made credible threats against law enforcement in the state; however, none of the threats were specific in nature. ANALYST NOTE: This threat information has been disseminated statewide to law enforcement via NCIC and the TFC, and is currently being investigated. (U/FOUO) Numerous protests, vigils, and gatherings have occurred within the state, with approximately 20 scheduled throughout the upcoming weekend. (U/FOUO) These events are legal and have been non-violent to date. There exists the potential for domestic extremists, homegrown violent extremists (HVE), and criminals to incite or carry out attacks/acts of violence using the legitimate, legal protests as cover. (UIFOUO) Some Memphis protest leaders are urging supporters to stop posting times and locations of events on social media, They are encouraging the use of Private messaging and/or private messaging applications. ANALYST NOTE: This is of particular concem as it limits law enforcement and public safety official's ability to anticipate, allocate, and deploy necessary resources. (UIFOQUO) In addition, while the leaders of the groups have not made any calls via social media to move protests or events outside of the city, several followers have suggested locations in the suburbs (see list of events).2 (UNIFOUO) The hacktivist group Anonymous call for a “collective day of rage" is potentially a hoax. The same information (locations and times) was circulated in 2014 after the events in Ferguson, Missouri. In addition, there is no mention of these events via Anonymous official accounts, which typically occurs for official operations However, the event has been circulated widely by Black Lives Matter (BLM) supporters, and the TFC assesses that itis likely individuals will still attend. (UIFOUO) in Memphis, several locations have been identified to boycott. However, there have been instances that these boycotts, advertised on social media, could Potentially turn into impromptu demonstrations. They are included in the list of events on the next page.s {U) On 13 July 2016, no individuals attended the protest scheduled at Poplar Avenue and Byhalia Road in Collierville. (U) Background (U) On 5 July 2016, Baton Rouge Police Department officers responded to a call for service that resulted in the shooting death of Alton Sterlingusrer. (U) On 6 July 2016, Falcon Heights (MN) Police Department officers were involved in a traffic stop that resulted in the shooting death of Philando Castileusrer. (U) On the evening of 7 July 2016, shots were fired during a BLM protest in downtown Dallas, TX resulting in the deaths of five law enforcement officers and the wounding of several others, including two civilians. (UIFOUO) On 7 July 2016, officers responded to a report of shots fired at drivers near O'Reilly Auto Parts, 516 Volunteer Parkway, Bristol, Tennessee. The suspect, identified as Lakeem Keon Scottusrer, reportedly opened fire on the responding officers. Officers shot and wounded the suspect in an exchange of gunfire. Initial investigation indicated Scott's actions were based on his perception that law enforcement unjustly targeted African Americans.s (U) Outlook and Implications Timeline of Events (U) As of 1500 CST, 14 July 2016, the below events are scheduled for Tennessee.
