1.1.4 Design, manufacturing, testing at manufacturer facility, painting, packing, supply, erection
at site, testing and guarantee of Electrical and Instrumentation items as specified in this
specification, referred specification and elsewhere in the tender document. For vendor's
scope of work electrical part please refer Annexure 4 attached with this specification.
a. Central Chilled Water Type Air-conditioning System with Chilled Water AHUs.
(Each system consisting of but not limited to the following)

5. Foundation nuts and bolts, virgin neoprene vibration isolation pads for AHUs,
fans, etc.
7. Structural steel works as required for equipment support, base frame of equipment
and pipe supports etc.
8. Controls, Instruments and safety devices required for smooth and unattended
operation of equipment/plants.
10. Self standing/ wall mounted audio-visual annunciation panel for all the
faults/conditions specified in this Specification.

50 mm WC. Booster fan shall be cabinet type inline fans. Booster fan unit shall be
connected to the ducting with fire resistant flexible connection.

and testing shall confirm to latest editions of following guiding standards. Nothing in this
specification shall be construed to relieve the contractor of this responsibility.
3.1 Buildings of Nuclear Power Plant are broadly divided into following two categories:
3.2 The exhaust air from the restricted-access area shall be discharged in a controlled way, i.e.,
only via paths planned for this process. Principle of separate ventilation for controlled and
uncontrolled-access area rooms is envisaged.
3.3 100% redundancy for AHUs, Package Units and ventilation fans shall be considered.
However, depending on system requirement, tentative equipment selection is provided with
Basic Ventilation & Air-conditioning Schemes. There shall be no redundancy in air-
distribution such as AC/ventilation ducting, air terminals etc.
3.4.1 Fresh air system:- Fresh air system caters to the fresh air requirement of a specific
building/area. Fresh air system supplies filtered, cooled (if applicable) and de-humidified
(if applicable) air to the room/area/building. Fresh air system may/may not have supply air
fans. Suction effect created by the exhaust air fans (of the exhaust air system) or AHU
supply fan induces the flow in the room/area/building. Fresh air quantity shall be selected
based on criteria specified in Cl.- 4.1.2.3.2 and table provided in Cl 1.1.2 of this report.
However, minimum capacity as specified in Ventilation and Air-conditioning system
summary shall be considered. Fresh air intake system equipment and exhaust equipment
location shall be arranged separately.
3.4.2 Exhaust air system:-Exhaust air system draws air from the room/area/building. Exhaust air
system has exhaust air fans and filtration (only in specific application/area).
Cooled and de-humidified air from the respective AHU/self-contained AC unit shall be
ducted and supplied to the areas by distribution system comprising of ducting, dampers,
grills and diffusers. Normally false ceiling is provided to run and conceal the ducting above
it (as per Architectural drawing).
Completely separate AC/ventilation system is envisaged for free access areas and separate
AC/ventilation system for control access areas. For controlled access areas (rooms with
radioactive contamination) no return air is to be envisaged and the entire air is to be
exhausted in the controlled manner.
3.4.4 Air-distribution system:-Air-distribution system shall comprise of different type of damper/
valve such as inlet valve/outlet valve, check valve, motorised electrical operated fire valve,
flow regulation valve etc. Selection of suitable material for air distribution ducting for
different area/application shall be considered. To prevent fire propagation over the air ducts
of ventilation system, fire dampers shall be installed on them. Independent ventilation
systems are envisaged for fire hazardous rooms. Transit air ducts shall be insulated with
appropriate fire resistance rate. Fire hazard categorisation of all the rooms shall be
performed based on the fire hazard analysis. Ventilation fire dampers shall be used to
contain the fire spread in case of fire in higher fire hazard category rooms. Smoke removal
system shall be designed in case of fire if required to rehabilitate the areas and bring to
normal condition/ventilation. For localization of mechanical and aerodynamic noise within
a source of its formation soft pads shall be provided at ventilators; vibration bases, rubber
pads, noise suppressors shall be installed in ducts; ventilation systems shall be placed in
separate compartments.
4.0 REQUIREMENTS
4.1.1.1 Input Data:- Approved architectural layout drawings, equipment heat dissipation loads of
various equipments in various buildings/structures shall be referred as input data for
designing of ventilation and air-conditioning system of various buildings/SSCs.
4.1.1.2 Assumption: Failure of ventilation and air-conditioning system of NPCIL design scope of
plant building will not result in NPP safety.
4.1.2.1 Air-conditioning and ventilation system selection design basis shall be as follows:
Air-cooled/water-cooled type central chilled water type system with chillers and
AHUs/Air-coolers if load is above 45 TR.
Wherever chilled water from central chillers is available for HVAC (0 USV, 0 UYB, 0
UKU and 0 UQR) chilled water coil air-coolers/AHUs shall be envisaged. Chilled water
supply and return temperatures shall be considered as 6 deg C and 12 Deg C respectively
for these buildings.
Generally, for area requiring only ventilation, mechanical ventilation with supply/
exhaust fans shall be considered. Mechanical roof extractors may also be considered.
Buildings, where building architecture permits to utilize Stack effect, shall be provided
with natural ventilation system.
4.1.2.2 Fresh air requirement for re-circulated type air-conditioning system shall be decided
based on the following two criteria:
Fresh air requirement shall be calculated based on the above two criteria and higher of
the two shall be considered for final selection.
4.1.2.3 Following design climatic data shall be considered for ventilation and air-conditioning
systems design:-
Design climatic data to be accepted in the ventilation and air-conditioning system of KK-
3&4 are as follows:

* Minimum 10% design margin on air quantity/ TR shall be considered while selecting
AC equipment over and above the calculated heat load of building/facility. This is
required to account for monsoon weather conditions. Like KK-1&2, no monsoon reheat
control has been envisaged in KK-3 &4.
Chilled water supply and return temperatures shall be 6 deg C and 12 Deg C respectively
for the buildings (0 USV, 0 UYB, 0 UKU and 0 UQR)) where chilled water is available.
Temperature (T) and relative humidity (RH) for various areas to be maintained is given
below:
vii. In all other rooms as specified below, air parameters shall be according to the
technological requirements and sanitary norms.
4.1.2.4 In general, all the equipments shall be designed based on 30 years life period.
4.1.2.5 Toilets, pantry shall have separate forced exhaust systems with separate ducting (as
applicable as per Basic Ventilation and Air-conditioning System Scheme).
4.1.2.6 Fresh air intake system equipment and exhaust equipment location shall be arranged
separately with optimum ducting routing. All the wall mounted axial flow supply air fans
shall be provided with external hood to avoid splashing of rain water inside building.
4.1.2.7 Local exhaust systems shall be installed near machine tools, to meet internal air quality
requirement (as per Basic Ventilation & Air-conditioning System Scheme).
4.1.2.8 For control access area buildings, AHUs shall be placed in free access area only.
4.1.2.9 Controlled-access area rooms i.e. 0UYB and 0 UKU, in which the possibility of radiation
impact on personnel exists, ventilation systems shall have filter at exhaust to remove air
borne contamination using HEPA filters. Also for contaminated exhaust ventilation
system, HEPA filters shall be used to limit the activity below the admissible limits to the
environment. Refer Technical Specification of Air Filters (HVAC) (Doc No -
I301.KK34.0.0.OW.TS.WD007) for HEPA filter specification.
4.2.1 The equipment supplied shall be suitable for safe and proper operation under all
conditions described or implied in this specification without undue strain, vibrations,
corrosion or other operating difficulties. All parts subjected to substantial temperature
changes shall be designed and supported so as to permit free expansion or contraction
without resulting in leakage, distortion and excessive strains in the equipment. The parts
subjected to wear, corrosion or other deterioration or requiring adjustment, inspection on
repairs, shall be accessible and have reasonable convenience for removal, replacement
and repair. All such parts shall be of suitable material or suitably lined for keeping
maintenance to a minimum.
4.2.2 Sound pressure level for the complete unit shall not exceed 85 dBA at 1 mtr distance. If
sound level exceeds 85 dBA then, necessary acoustic treatment for the AHU/Package
Units/Fans shall be provided to limit sound level within the specified limit.
4.2.4.1 Controlled-access area rooms i.e. 0UYB and 0 UKU, in which the possibility of radiation
impact on personnel exists, ventilation systems shall have filter at exhaust to remove air
borne contamination using HEPA filters. Also for contaminated exhaust ventilation
system HEPA filters shall be used to limit the activity below the admissible limits to the
environment.
4.2.4.2 For detailed Technical Specification of HEPA Filter, refer Technical Specification of Air
Filters (HVAC) (Doc No - I301.KK34.0.0.OW.TS.WD007)
Single phase air-cooled Split Air-condition Units shall consist of hermetically sealed
Scroll/reciprocating/rotary compressor, motor, air cooled condenser, integral refrigerant
piping and wiring, stabilizer, complete with all accessories and fittings, all mounted on a
steel frame. Indoor unit to be installed for Split Unit within building, shall be housed in
insulated cabinet consisting of cooling coil, blower with motor, filter & insulated drain
pan.
4.2.6.1 Air Cooled Packaged Unit shall consist of hermetically sealed Scroll/reciprocating
compressor, motor, integral refrigerant piping and control panel duly wired to compressor
and air cooled condenser all mounted on a steel frame. The Air cooled condenser with
fan duly mounted on a common frame shall be installed on the wall openings or outside
floor with suitable angle iron / channel frame. The suitable starters, switches, power
control cabling between Air Cooled Packaged Unit and Air Cooled Condenser shall be
included by the contractor.
4.2.6.2 Compressor shall be hermetic reciprocating / Scroll / rotary, serviceable type and shall
have dual pressure stat, and an operating oil charge. The motor shall be suction gas
cooled and shall be sealed against dirt and moisture. The motor shall be suitable for
41510% / volts or 23010 % volts, 50 Hz, A.C. supply.
4.2.6.3 Interconnecting refrigerant piping and fittings shall be all copper and valves shall be
brass / gunmetal construction.
4.2.6.4 Casing:-Indoor & outdoor units shall be sectionalised / cabinet construction. Indoor units
shall be consisting of fan section, coil section, filter section, and drain pan. The
compressor shall be mounted within the indoor units. Each section shall be constructed of
thick sheet steel all welded / bolted construction, adequately reinforced with structural
members and provided with sufficient access panels for proper lubrication and
maintenance. Base panel shall be constructed of fabricated steel structure provided with
an under frame suitably braced. Each unit shall include one piece drain pan constructed
of 20 gauge galvanised sheet steel plate. Drain pan shall extend under coil and fan
sections with drain connections. Removable panels in fan and coil sections shall provide
access to all internal parts. Panels shall be internally lined with minimum 25 mm thick
fibreglass thermal insulation and acoustic lining.
4.2.6.5 Fan:- Fan wheels and housing shall be fabricated from heavy gauge steel. Fan wheels
shall be of double-width, double inlet forward-curve, multi-blade type enclosed in a
housing and mounted on a common shaft. Fan housing shall be made of die-formed steel
sheets with stream-lined inlets to ensure smooth air flow into the fans, fan shaft bearing
shall be oil/grease lubricated. All rotating parts shall be dynamically balanced
individually, and the complete assembly shall be statically and hydraulically balanced.
4.2.6.6 Cooling Coil:- Cooling coils shall be of fin and tube type having aluminium fins firmly
bonded to copper tubes assembled in zinc coated steel frame. The coil shall be pitched in
the unit casing for proper drainage. Each coil shall be factory-tested at 21 Kg. per sq.cm
air pressure under water. Tube shall be mechanically / hydraulically expanded for
minimum thermal contract resistance with fins. The number of fins per cm. shall be 4 to
5.
4.2.6.7 The indoor and outdoor units shall be provided with ribbed rubber pad vibration isolators.

4.2.12 Insulation :
Casing and inlet cone - Welded construction, fabricated from heavy gauge
carbon steel.
SS welded construction for control room, battery
room chemical storage rooms and acid room
ventilation.
Equipments such as HEPA filter housing, centrifugal supply & exhaust fans of controlled
access area shall be of SS welded construction of about 3-5 mm thick.
b. Controlled-access area rooms i.e. 0UYB and 0 UKU, in which the possibility of
radiation impact on personnel exists, ventilation systems shall have filter at exhaust
to remove air borne contamination using HEPA filters. Also for contaminated
exhaust ventilation system HEPA filters shall be used to limit the activity below the
admissible limits to the environment.
Control & instrumentation shall be designed for safe & efficient operation of Ventilation
and Air-conditioning system of NPCIL design scope of plant building. Purpose of control
system for Ventilation & Air conditioning system of NPCIL design scope of plant
building complex will be equipped in required volume with technical means of
monitoring and control with use of control software, responding to application conditions
at KK-NPP.
The main constituents of the HVAC control system shall be control & monitoring system
and HVAC instrumentation of the system. Following type instrument & control system of
ventilation & air conditioning is to be considered:
Control & monitoring system shall provide centralised control structure with semi
automatic controls. Control of individual Package AC system shall be provided with a
dedicated microprocessor based control cabinets to control the HVAC unit as equipment.
With the above defined concept the package AC system shall ensure for the fulfilment of
following minimum functional requirements:
Supply air fan of air handling unit and fresh air fan shall be started from the HVAC
control Panel. In case standby (reserve) unit is provided; standby unit shall be change
over automatically by the failure signal of the running fan.
5.2.2.1 All electric motor driven equipment shall be provided with local Start/Stop Push button
stations for operational requirements. Local /Remote selector switch shall be provided
for motors having remote startup & it shall be a master switch.
Following type of instrument shall be used with applicable codes & standards as
minimum:
Pressure Transmitter: PT/DPT shall be of capacitance type. Electronic transmitters
shall generally be smart (two wire) type. These shall have transmission/output signal
of 4-20 mA DC.
Pressure Gauges: Pressure gauge sensing element shall be an elastic element like
bourdon tube of SS316 and movement of Stainless steel, as a minimum.
Thermowell : Welded type thermowells with seal welding shall be used. Thermo
wells shall be minimum of 316 SS or better material to suit the service conditions.
Temperature Element : For remote temperature indication/recording/control/ etc., K
type thermocouples or RTD shall be used as per specification. Elements shall be
spring loaded, mineral insulated and shall have SS 316 sheath as minimum.
Temperature Gauges : Temperature gauges shall be bimetallic type. Case material
shall be SS304. Filled type temperatures gauges are envisaged only for underground
locations
Temperature Transmitter: All temperature transmitters shall be universal type i.e.
capable of accepting inputs from any type of Thermocouple like K and any type of
RTD like Pt-100 etc. and grounded/ ungrounded type.
Flow Switch : Paddle type flow switch shall be used.
Control Valves : Control valves shall normally be Globe type single seated and
guiding shall be top /cage type. Electric actuators shall be used with positioner
providing 4 to 20 ma output. Open & close limit switches as per P&ID and torques
switches shall be provided for electric actuators.
Special instrumentation: During detailed design, any special instrumentation, if
required, shall be suitably selected to fulfil the purpose.
Instrumentation and control circuit has been provided from manual and automatic
operation of each package AC system from the local control panel in each building.
Control system shall be controlled by dedicated microprocessor based control system for
package type AC system. The local / remote selector switch shall be provided at local
control panel. The Remote mode means that equipment shall be controlled by chilled
water control system PLC control panels. The Local mode shall be used only for
standalone operation & control & testing purpose.
Control, monitoring, sequence, interlock and trip logics for system will be provided by
microprocessor based control system located in respective building.
Control & monitoring operational modes viz. configuration, run mode etc. shall be
clearly identifiable and function of the control system shall be known
5.2.4.1.1 The process instrumentation selected based on the process requirements shall be
tagged as per P&ID, covering the process requirements.
5.2.4.1.2 Refer Annexure5 Instrument Index format for monitoring parameters with
information on sensor type, ranges, engineering unit, nominal value of operation,
alarm/interlock/annunciation set-points, output signal level, operating condition, tap-
off point/sampling point, sensor location, signalling/alarming display information,
logic and interlock identifier. Table annexed is a typical format & further detailing
shall be done by EPC contractor.
5.2.4.1.3 Process related interlocks shall be provided as per P&ID to meet the functional
requirement of the system. Minimum set of logics to be implemented in the system are
listed below.
a) After fire suppression, fire dampers shall be opened manually through reset
button.
c) Potential free contact shall be provided by HVAC vendor for closing of fire
dampers and simultaneously tripping the AHU blower motor on receiving the fire
alarm signal from relevant Fire control Panel.
e) Annunciators shall be provided for all faults covering atleast the following:-
In the event of a fault, the particular window shall glow and the window will remain
lighted till the fault is rectified.
The system design shall ensure for the performance characteristics namely, sensitivity,
accuracy, drift, response time, fault tolerance, signal processing & detection of the
signal failure, input & output signal levels, isolation level, for each operating condition
of concern. The performance requirements specified above shall be selected so as to
ensure the stable control and protection operation of the process and equipment.
Whenever the ranges of control is maintained by overlapping instrument channels,
appropriate interlocks shall be provided in the increasing and decreasing directions for
automatic selection of the required ranges or provide clear alarm for operator action.
Factors like instrument saturation, overload etc. should not cause loss of accuracy over
the entire range.
The effects of transient and normal variations in power supply characteristics (i.e.
voltage, frequency) and grounding and signal transmission losses shall be accessed in
the design of the I&C systems to ensure satisfactorily performance of safety related
functions. Galvanic or optical isolation shall be provided for all field signals.
All sub system of control system shall also be able to operate satisfactorily in case of
air conditioning failure with ambient temperature of 50 Deg C and 90% non condensing
humidity. The minimum period of continuous operation shall be 48 hours at least once
in a month without any damage or degradation of system performance.
All I&C equipments shall comply with detailed environmental requirements specified
in document Technical Requirements to Thermal Monitoring hardware for Strength,
Resistance and Stability against External Effects-R01.KK.0.0.AP.TT.WD001 and
General requirements and methods of qualification for resistance to seismic effects
aircraft and blast wave impacts-R01.KK.0.0.AP.PZ.WD001. Method of qualification
shall be as per applicable IS/IEC standards. Material selected for C&I items shall suit to
the process fluid and environment condition.
5.2.4.4 Reliability
principles (viz, segregation, single failure, fail safe state etc.) to the extent necessary
for the systems reliable and appropriate operation.
Apart from system modules, power supply units shall be replaceable on line without
disrupting the process and without affecting the system redundancies. This will ensure
the reduced down time of the system and thus improve the system availability with
maintenance based on self diagnostic feature of the control system.
The control system components shall be comply with the APCS quality policy
document for I&C APCS Categories of quality. Classification and application -
R01.KK.0.0.AP.KL.WD001.
The equipment shall undergo the type tests (seismic, environmental, EMI/RFI etc.) and
the routines tests (functional test, IR tests etc.) specified as per the reference applicable
standards.
Inspection shall be carried out as per approved QAP & test procedure. The QAP shall
be prepared to ensure that all the tests on components/equipment of the system and
final assembled system are included for quality assurance. A detailed test procedure
shall be prepared by the supplier and submitted to the purchaser for review & approval.
After satisfactory completion of system integration test, validation of the system shall
be carried out as per approved procedure.
The package AC control system shall be designed with self diagnostics features so as to
identify and alarm the failure in the systems components from sensor to functional
module level to operator. It shall facilitate the maintenance personnel with better and
accurate level of troubleshooting capabilities for ease of operation, ease of maintenance
and be 'fit for purpose'.
In general, all instruments and instrument control systems, like Controller for Interlock,
protection function and control, Field instruments, etc. offered by contractor shall have
a well proven performance record of operating satisfactorily in the Nuclear power plant
etc. for a minimum of 8000 running hours.
5.2.4.7.1 Control wiring, Instrument electronic signal & alarm cables, single pair as well as
multipair shall be 0.7 - 1.5 mm solid bare/tinned annealed copper conductor EPR
insulated over all Low Halogen Low Smoke (LHLS) PVC sheathed instrumentation &
control cables shall be used. The selection of the cable core diameters shall match the
terminal block of the control system. Individual & overall shielded cables shall be used.
Instrument cables and cable trays should be physically separated from power cables and
power cable trays. Standard for cabling, Cabling practice and interface shall be
complied. Separate cables shall be used for Analog/Contact signal & binary (0V & 24
V) signals. The analog signal of two loop shall not be shared in the same pair of wires.
5.2.4.7.2 Suitable cable as per system requirements shall be used for inputs and outputs wiring.
The field signal cable shall be terminable on terminal blocks. All the instruments &
control equipment shall be provided with proper metallic tag as per numbering
procedure.
5.2.4.7.3 Shields catering to various signals shall be grounded. The control system ground shall
be connected to electronic earthpit.
5.2.4.7.4 Painting requirements of the equipments shall be as per the detailed painting
specification submitted as part of main plant job specification.
5.2.4.7.5 Impulse tubing (Stainless Steel or suiting the process condition, 10mm./12mm) shall be
suitably used ensuring the transportation lag of the process variable to the primary
sensing elements. S.S. tubes shall be terminated by using approved make of leak tight
fitting at the instrument end and welded at the sampling end and in between..Impulse
tubing shall be laid in galvanized light channel trays with SS/chrome clamps at regular
distance.
All the instruments shall be mounted on instrument support stand (No instrument shall
be mounted on process pipes and supports). The redundant structure shall be mounted
on independent structures in the field having adequate physical separation.
Package AC system shall be monitored & controlled locally from Local Control Panel.
Control power supplies (CPS) shall be of 24 VDC, 220 VDC and 240 VAC levels.
Power supplies for the sensors and contact interrogation voltage for the discrete sensors
shall be designed to be fed from the control system unless otherwise specified. The
interrogation supply voltage shall be 24 VDC and power supply voltage shall be 240
VAC for control equipments and displays.
Inload power supply for control panel & instruments are to be generated from 415VAC
Power supplies to meet the voltage level requirements.
6.1 General
6.1.1 This specification covers major aspects of design, manufacture, supply, installation,
testing and commissioning of Ventilation & Air conditioning system for buildings
included as part of Mechanical specification.
6.1.2 6.1.2 The equipment shall conform to this specification, enclosed data sheets and
technical specifications.
6.1.3 In case of conflict between requirements specified in various documents, the most
stringent requirements shall apply.
6.1.4 The Electrical scope of work for Ventilation & Air conditioning has been described in the
scope of work. However, all the electrical items / equipments, even if not defined here,
but required for completion & commissioning of the Ventilation & Air conditioning
system shall be included in the vendors scope.
6.1.5 For Air conditioning system and ventilation system, separate Power Distribution Board
(PDB) shall be provided by vendor in each AC Plant Room/AC Package Room, &
Ventilation Room for the buildings included as part of the Tender.
The equipments offered in the package shall be suitable for continuous operation under
the following site conditions as specified in the mechanical Specifications.

System frequency : 50Hz

Frequency variation : 5%
Combined voltage and frequency variation : 10%
6.5.1 For air-conditioning and ventilation, EPC Contractor shall provide 2 feeders at 415V,
TPN power supply for each building i.e. at incomer of PDB..
6.5.2 In case of building having both air-conditioning and ventilation system, separate PDBs
shall be provided for air conditioning and Ventilation system
6.5.3 All PDBs shall be rated at 415V, 25kA/50kA (depending on up stream switchboard fault
level), TPN, 50Hz and shall be single front, fixed and Flush mounting type (with no rear
access requirement). The number of feeders in the PDB shall be as per the Electrical
loads where PDB is located.
6.5.4 All PDBs shall be suitable for Top Cable entry. Minimum clear space of 1000mm shall
be maintained in front of PDBs.
6.5.5 PDBs with two incomers shall have provision of manual transfer between incomer with
mechanical interlocking.
6.5.6 For Air-conditioning, all blowers shall trip and all Fire Dampers shall automatically
close on receipt of Fail-safe FIRE signal i.e normally closed but open on Fire condition
contact. This contact shall be provided by Contractor at Vendors PDB in each building.
Further distribution of fire signal to each vendors PDB (for air-conditioning system)
shall be in vendors scope.
6.5.7 LED for Space heater ON indication shall be provided for all feeders.
6.6 Motors

6.7.2 Power cables used for LV motors shall be with 3 cores. The conductor size shall be
minimum 4 mm2. The conductor material for L.V. power cables shall be as below:

6.7.4 Outer sheath of all power and control cables shall be FRLS type.
6.8 Earthing

6.9 Spares
6.9.1 Mandatory spares for electrical equipment for Air conditioning and ventilation systems
shall be provided as per the list included in the EPC Tender
6.9.2 Vendor shall furnish a list with unit prices for spares for Five years of normal operation
for all electrical equipment provided as part of air conditioning and ventilation systems.
8.1 All the equipment covered by this specification shall be guaranteed for a period as
specified in the tender. The contractor shall guarantee that upon completion and
satisfactory commissioning and acceptance of the plant by purchaser all portions thereof
will be in accordance with requirement of this contract and will be perfect as to design,
material, workmanship etc. The contractor shall further guarantee that during the
guarantee period, he will repair all defective equipment and work and replace all defective
material furnished or installed under this contract free of cost to the purchaser.
a. Vendor shall give three seasonal tests for (i) summer, (ii) monsoon & (iii) winter to
determine the equipment capacity and performance of the system in accordance with
applicable Standards. Period of each test shall be at least 24 hours and time for each
test will be fixed up mutually with the purchaser.
b. The vendor shall operate, test and adjust all equipment and balance the system.

be formally taken over by purchaser after witnessing the seasonal performance tests
successfully.

8.4 Guarantees
The vendor guarantees that all equipment and accessories shall meet the design and
operating conditions throughout the year, as specified in this specification and Job
Specification/Data Sheet.
Vendor shall submit list of spare parts with recommended quantities and itemised prices
for first five (5) years of operation of the equipment. Proper coding and referencing of
spare parts shall be done so that later identification with appropriate equipment is
facilitated.
Recommended spares and their quantities should take into account related factors of
equipment reliability, effect of equipment downtime upon production or safety, cost of
parts and availability of vendor's service facilities around the proposed location of
equipment.
Vendor shall also submit a list of commissioning spares with quantities. The
commissioning spares shall be sufficient for trouble free commissioning of the system at
site. Any commissioning spare required during commissioning, over and above, the
commissioning spares supplied, shall be made available by the vendor without any cost
and time implication to purchaser. If for any reason during commissioning vendor needs to
utilise spares from five (5) years operation spares, the same shall be replenished by
vendor within a reasonable time without any cost implication to purchaser. Any unused
commissioning spares shall be handed over to owner.
Mandatory Spares:- Vendor shall supply the following mandatory spares for each system:
Special tools and tackles:- Vendor shall provide one set of following special tools &
tackles as a minimum for operation & maintenance of Air-conditioning plant. One entire
set shall be considered for each building.
10.1 All the equipments shall be neatly finished. All exposed metal surfaces shall be smooth
and free from burrs. Finished surface shall be protected against corrosion and mechanical
damage. Surface preparation and painting shall be done as per Job specification for Shop
and Field Painting (Doc. No.-A209-0642-PT-A12).
10.2 All carbon steel external surfaces including structural supports shall be thoroughly cleaned
to remove scales rust etc by using brushing or shot / sand blasting as required.
10.3 Interior surfaces of all vessels shall be cleaned of all scales rusts and foreign matter by
sand blasting. There after immediately suitable protective coating shall be applied on it.
10.4 Before the equipment are closed, they shall be carefully checked to ensure that all
extraneous matters such as rags, tools, rubbish, foreign matter, loose scale and dirty weld
rod stubs, bolts etc. have been removed. After the interior is cleared and dried by blowing
hot air all opening shall be closed with blank flanges, caps etc. to prevent entry of water,
dirt or any other foreign material.
All equipment / material shall be protected for inland transport to Site and outdoor storage
during transit and at the Site, strictly according to the instructions give in this
Specification. The Vendor shall pack the Equipment and spares at his own cost
sufficiently and properly to ensure that they are free from loss or damage while in transit
to the ultimate destination. The Vendor shall be responsible for any damage to the item
during transit and storage in all climatic conditions due to improper and inadequate
packing.
Only packages constructed out of sound material and of dimensions, proportional to the
size and weight of contents shall be used. Each package shall be limited to the size and
weight that are permissible under existing sea/rail/road transport limitations as the case
may be.
Bundled materials shall be strapped rigidly with steel band over the protective covering.
Loose material, e.g. bolts, nuts, etc shall be packed in gunny bags sealed in polythene bags
with proper tagging.
All flanges and similar surfaces which are prone to scratching shall be provided with
either metal or wooden caps (to suit material of equipment) bolted in place. Metal caps
should have a minimum thickness of 3mm and wooden caps should be made from two
layers of wood, each of 10mm thickness, nailed together with the grain of each layer
located at right angles to the other. All openings in the Equipment shall be tightly covered,
plugged or capped to prevent foreign material from entering.
In the case of large and bulky equipment, the Vendor shall be responsible for ascertaining
transport limitations and supply the Equipment in the minimum number of components or
sub-assemblies, within the frame work of transport limitations. Wherever necessary,
proper arrangement for attaching slings for lifting shall be provided on the packages.
The contents of the packages (Packing slip) shall be sealed in thick polythene sheets and
all the inside walls of the packages shall be lined with water proof paper to protect the
Equipment from damage due to dust and moisture.
All Equipment shall be protected for the entire period of dispatch, storage and erection,
against corrosion, incidental damage due to vermin, sunlight, rain, high temperature,
humid atmosphere, rough handling in transit, and storage in the open including possible
delays in transit. All machined and plated parts shall be protected with anti-rust grease.
Precautions shall be taken to protect shafts and journals where they rest on wooden or
other supports likely to contain moisture, at such points, wrappings impregnated with anti-
rust composition or vapor phase inhibitors shall be used. These shall have sufficient
strength to resist cutting and indentation due to the protective wrappings and impregnation
shall last for a minimum period of three months.
Instrument connections shall be plugged with suitable caps to avoid ingress of dust and
moisture during shipment and storage. Silica gel or approved equivalent moisture
absorbing material in small cotton bags shall be placed and tied at various points on the
Equipment, in package wherever necessary.
Adequate provision of skids or pallets shall be made to keep the packages above the
collecting drainage. Crates and other large containers should have drain holes in the
bottom to prevent collection of water within the packing. This is especially important
where the cargo itself is subject to condensation (cargo sweat).
All cases, where applicable, shall be provided with suitable cut outs, closed by blotted
wooden planks to facilitate inspection by customs authorities. Water proof transparent
papers shall be provided at the cutout locations to prevent water ingress into the casing
through the cutout.
Each crate or package shall contain a packing list in a water proof envelope. Copies of the
packing list, in triplicate, shall be forwarded to NPCIL prior to dispatch. All items of
materials shall be clearly marked for easy identification.
All spare, if any, shall be packed and treated for long storage conditions at Site. NPCIL
may require inspecting and approving the packing before the items are dispatched.
However, the Vendor shall be entirely responsible for ensuring that the packing is suitable
for the mode of shipment and such inspection will not exonerate the Vendor from any loss
or damage due to faulty packing.
Any material found short inside the intact packing cases shall be supplied by the Vendor at
no extra cost to NPCIL. All packing cover and packing material shall become the property
of NPCIL.
The supplier shall impart the training covering O&M requirement and other safety aspects
of the ventilation and air-conditioning system to NPCIL O&M personnel through
experienced and technically competent engineers.
Supplier shall have the ventilation and air-conditioning system /equipment servicing
centre in India to take care of servicing / overhauling requirements, if any.

1. Bidder to crosscheck the estimated plant capacity in his own interest before accepting the quantities given in the
table below. However, minimum capacity of the plant shall be as indicated in this table. Bidder shall guarantee the
inside conditions throughout the year irrespective of variation in outside weather condition and/or inside heat
loads.
2. The air-conditioning loads and air quantities provided in the table are tentative and liable to change during detailed
engineering. Detailed AC load and air quantity calculations are to be done by contractor during detailed engineering
to maintain the indoor conditions provided in the table. However value provided in the table are minimum to be
considered by the contractor for Ventilation and Air-conditioning equipment selection and further downstream
engineering (ducting, piping etc. design).
3. Minimum air changes to be considered for air quantity are provided in the table below. However, where temperature
conditions are to be maintained as per the table provided below, fresh air/outdoor air quantities shall be calculated
based on both of these conditions (ACPH basis and temp. basis) and higher of the two shall be used for used for
equipment selection.

Notes :
1. Bidder to crosscheck the estimated plant capacity in his own interest before accepting the quantities given in the
table below. However, minimum capacity of the plant shall be as indicated in this table. Bidder shall guarantee the
inside conditions throughout the year irrespective of variation in outside weather condition and/or inside heat
loads.
2. The air-conditioning loads and air quantities provided in the table are tentative and liable to change during detailed
engineering. Detailed AC load and air quantity calculations are to be done by contractor during detailed engineering
to maintain the indoor conditions provided in the table. However value provided in the table are minimum to be
considered by the contractor for Ventilation and Air-conditioning equipment selection and further downstream
engineering (ducting, piping etc. design).
3. Minimum air changes to be considered for air quantity are provided in the table below. However, where temperature
conditions are to be maintained as per the table provided below, fresh air/outdoor air quantities shall be calculated
based on both of these conditions (ACPH basis and temp. basis) and higher of the two shall be used for used for
equipment selection.

Notes :
1. Bidder to crosscheck the estimated plant capacity in his own interest before accepting the quantities given in the
table below. However, minimum capacity of the plant shall be as indicated in this table. Bidder shall guarantee the
inside conditions throughout the year irrespective of variation in outside weather condition and/or inside heat
loads.
2. The air-conditioning loads and air quantities provided in the table are tentative and liable to change during detailed
engineering. Detailed AC load and air quantity calculations are to be done by contractor during detailed engineering
to maintain the indoor conditions provided in the table. However value provided in the table are minimum to be
considered by the contractor for Ventilation and Air-conditioning equipment selection and further downstream
engineering (ducting, piping etc. design).
3. Minimum air changes to be considered for air quantity are provided in the table below. However, where temperature
conditions are to be maintained as per the table provided below, fresh air/outdoor air quantities shall be calculated
based on both of these conditions (ACPH basis and temp. basis) and higher of the two shall be used for used for
equipment selection.
