TheBaselCommitteeonBankingSupervision(BCBS)[1]is
acommitteeofbankingsupervisoryauthoritiesthatwas
establishedbythecentralbankgovernorsoftheGroupofTen
countriesin1975.[2]Itprovidesaforumforregular
cooperationonbankingsupervisorymatters.Itsobjectiveisto
enhanceunderstandingofkeysupervisoryissuesandimprove
thequalityofbankingsupervisionworldwide.TheCommittee
framesguidelinesandstandardsindifferentareassomeofthe
betterknownamongthemaretheinternationalstandardson
capitaladequacy,theCorePrinciplesforEffectiveBanking
SupervisionandtheConcordatoncrossborderbanking
supervision.[3]TheCommittee'sSecretariatislocatedatthe
BankforInternationalSettlements(BIS)inBasel,Switzerland.
However,theBISandtheBaselCommitteeremaintwo

Goals
ThepurposeofBCBSistoencourageconvergencetowardcommonapproachesandstandards.TheCommitteeis
notaclassicalmultilateralorganization,inpartbecauseithasnofoundingtreaty.BCBSdoesnotissuebinding
regulationrather,itfunctionsasaninformalforuminwhichpolicysolutionsandstandardsaredeveloped.[5]

TheBaselCommitteeformulatesbroadsupervisorystandardsandguidelinesandrecommendsstatementsofbest
practiceinbankingsupervision(seebankregulationor"BaselIIIAccord",forexample)intheexpectationthat
memberauthoritiesandothernations'authoritieswilltakestepstoimplementthemthroughtheirownnational
systems.

Organization
TheBaselcommitteealongwithitssisterorganizations,theInternationalOrganizationofSecuritiesCommissions
andInternationalAssociationofInsuranceSupervisorstogethermakeuptheJointForumofinternationalfinancial
regulators.

publishedtheirsintheirfirstmeetingin2000.TheFATFaddressedthedefinitionofaPEPintheir2003
recommendations.
