RATIONALE :

Bongabon, one of the most municipalities that situated at the North Eastern part of the
province of Nueva Ecija, lying in the foot part of the famous Sierra Madre Mountain range, is
basically an agricultural community, source of peoples income comes mostly from farming and
other agricultural-related activities. With this, the new PADILLA Administration being at the
helm in the Local Government Unit of Bongabon, is scompelled to improve the quality of life of
every BONGABONIAN (people of Bongabon) thru the sincere integration of Agricultural Thrust
programs as primary agendum of the Administration. If the Agricultural sector is improved,
eventually the economic activities of the municipality shall be boomed as well. Thus, the
PADILLA Administration shall be exerting all efforts and using all possible resources to bring up
the people the needed concrete and institutionalized programs on Agri-economic development of
the municipality with the sole objective of improving the quality of life of every
BONGABONIAN.

programs towards the improvement of services due to the people and to the environment we live

P eace and Order Component Program towards security and prosperity of the people.

A gricultural Thrust Programs to develop an environment friendly agricultural practices to

improve productivity and food security.

D - elivery of Basic Social Services, Health Programs and Educational Assistance Programs to
upgrade the living condition of the people.

I nfrastracture Development Programs to improve the physical component of the municipality

to ease the delivery of basic services to the people.

L ivelihood Provision and Improvement Programs using local resources products, and produce
to gain additional income for the people.

L eading the people to secure, safeguard, protect, improve and develop the existing natural
resources of the municipality.

A lleviation of poverty thru the implementation and development of Socio-economic programs,

Business and Enterprises opportunities, Tourism-related endevours and provision of Technical
skills and Training programs for the people.

 FIRST 100 DAYS OF READY NA, PROGRESIBONG BONGABON

1. Reorganize the whole LGU by temporarily deploying trusted personnel in charge in every
departmental offices.

2. Sought a Fiscal and Physical Audit and Inventory Report from the outgoing
administration as basis to start with and post it to all barangays for public information.

3. Conduct consultation meeting with all the Punong Barangays and present them the
PADILLA 7 Point Agenda and Plans and Programs.

4. Request for a Legislative Executive Consultative Meeting to raise up some important

Major Agenda of the new administration.

5. Meet all concerned groups and sectors like Education Sectors, Transportation Sector,
Senior Citizens, Youth, Women, Business Sectors, Farmers Group and other GO and
NGOs of the community for consultation and discussion of some important agenda of
the administration.

6. Improve the physical look of the LGU offices ( Municipal Hall, Legislative Building,
Hospitals, etc. ) by redesigning, re-painting, re-landscaping and beautifying them.

7. Improve the atmosphere of the market and other Business Districts and areas. Manage the
Garbage Collection System, cleanliness of the surroundings, allys and roads and canals.

8. Put up streetlights and CCTVs in all busy areas and roads for the protection of the
people.

9. Order Police personnel to be visible in all areas especially in the market schools,
churches and other thickly populated areas. Implement existing ordinances regarding
peace and order, traffic, cleanliness, etc.

10. Improve the physical aspect of the whole town by strictly implementation the cleanliness
and sanitation programs and beautification activities.

Specific Plans and Programs

I. On Peace and Order

 Police visibility through establishment of Police-Outposts in every thickly
populated areas
Putting up CCTVs in areas prone to dangers and criminalities like public
markets, business districts and busy roads and pathways.
Improve street lighting programs in all thye barangays and in major roads and
highways.
Implement curfews if possible through legal measures.
Regular checking the legal operations of all Recreational Centers, Bars and
Restaurants to avoid untoward incidents.
Combat the proliferation of Illegal Drugs operations and other illegal activities
through strict implementations of Laws and local ordinances.
Re-enforce the number and power of Barangay Police in every barangay as local
wathchdogs of crimes and other illegal activities. Give minimal monthly
allowance for all Barangay Police in the municipality.

II. On Agricultural Thrust Programs

Improve the farming of traditional crops like rice and corn by strictly
implementing the organic-farming programs to regain the fertility of the soil.
( Initiate the enactment of local ordinance for such ) .
Sought the expertise of Agricultural Technologist, Engineers and Techincians to
fully develop the High Value Crops ( HVCs) farming of the people, give
assistance to every farmers f inancially and technologically. Put up DEMO Farms
for every agricultural barangays.
Give special technological assistance on Onion-farming to improve quality and
production.
Provide mechanical equipments or machineries for farming that could be freely
used by small time farmers like tractors, harvesters and the likes.
Put up mechanical and solar drying for palay, corn, onions and other crops in
every barangay.
Improve Irrigation System and other Small Water Impounding Properly ( SWIP )
to ease the water needs of farmers in the whole town.
Improve the livestock programs of the municipality by putting up demo farms and
breeding waters.
Provide subsidy seeds and fertilizers to qualified farmers.

III. On Social Services, Health Programs and Education

Institutionalize scholarship assistance program for poor but deserving students by
establishing mechanics for such. Make a move to implement free tuition and
 miscellaneous fee for public elementary and secondary pupils and students. Help
build school buildings and provide facilities.
Identify technically families and individuals illegible for social programs like
4Ps, Philhealth and other program, and increase the number of benefeciaries of
possible in all barangays.
Design programs for Senior Citizens like mandatory monthly persons for the less
priviledged members and provide them free medical check-ups, medications,
medicines and even occasional and rational foods for all members. Give them free
Recreational and Self-pampering activities.
Free check-ups and Free Basic Medicine for all and even hospitalization if
possible to all Bongabonian from any Government own Hospitals and Health
Centers.
Establish Rural Health Units/Centers and Day Care Centers in every barangay and
increase the number of Health/Nutrition Workers and Day care Workers if
possible and provide necessary monthly compensation or allowance. Provide
facilities for such centers.
Conduct regular Medical/Dental/Optical Missions in all barangays and join GOs,
NGOs and other private sectors to participate in such activities.
Ensure the availability of clean and safe potable drinking water in all barangays
by providing water systems, pumps, and other facilities for such.

IV. On Infrastructure and Communication Program

Improve existing construct new form to market roads, barangay roads, alternate
roads and bridges that would ease the transportation mechanism of the people
with their farm produce and products. Improve existing irrigation canal roads as
alternate farm to market.
Put up multi-purpose pavements in every barangay to be used as solar dryers for
recreational activities and other purposes.
Put up new or improve existing Community Cultural Centers, Sports and
Recreational Buildings and facilities like athletic grounds, Basketball Courts,
multi-purpose courts and other recreational buildings and provide necessary
equipment and facilities for such.
Improve communication and transportation services by inviting more
communication networks to invest in the area, improve transportation franchising
and avenge all transportation terminals for an orderly operation for such. This
would attract business and economic entrepreneurs to invest in the municipality.

V. On Livelihood and Economic Enterprises Program

Discover and develop local produce and products for production, manufacturing
and marketing. Coordinate with the DTI, DOST, TESDA and other concerned
 agencies to gain technical assistance for such. Provide financial assistance for this
purpose.
Conduct regular meeting with the Barangay Folks and encourage them to venture
in a side-line economic activity aside from traditional farming. Conduct seminars
and trainings thru assistance of concerned agencies.
Make a feasibility study for the establishment of minor manufacturing centers and
minor factories in the area for the local produce and products.
Re-establish Cooperatives in the Barangays by encouraging them to put up their
own Cooperatives to be supported by the LGU.
Conduct regular Market Inspection for fair and legal marketing activities such as
checking up weighing scales, price monitoring and identifying illegal stores and
marketing activities.

VI. On Environmental Protection

Institutionalized Reforestations Program thru regular tree planting activities by
encouraging all barangays to enact measures and ordinance that enjoin all citizens
of the municipality to participate in a tree-planting and safeguarding activity.
Penalize religiously violators of any anti-environment protection program.
Develop and improve existing sanctuary areas in the municipality and make it as a
regulated and protected agro-tourism area.
Conduct river dikes and other river banks protection projects to avoid siltation and
soil erosion from the agricultural lands that could be generated by floods during
rainy season.
Protect the environment by strictly implementing the Waste Segragation and
Management Program in every barangay. Improve Garbage collection and provide
Garbage trucks if possible and improve the status of the existing Dump sites or
areas.
Provide technical trainings on Re-use, Reduce and Recycle Waste materials for
economic and income-generating purposes.
Discourage abusive quarrying activities in all the rivers under the jurisdiction of
the municipality. Implement regulation for such.
Discourage illegal logging and implement responsible logging and implement
responsible logging activity if necessary, and detail Forest Watch Dogs in the
forest areas under jurisdiction of the municipality.
Implement Regular Cleanliness and Beautification drive in all barangays and
award incentives for such outstanding Barangay implementors.

VII. On Socio- Cultural Economic and Tourism Program
Improve Socio-cultural activities by improving the conduct of festivals, fiestas
and other social gatherings. This would help the town to promote its economic
and tourism potential.
 Identify and develop potential areas for tourism and make them as tourist
destination and recreational for visitors and tourist. Enjoin the participation of
private sectors and investors.
Improve the atmosphere and facilities of the public market and other business
areas to attract investors and visitors.
Put up an exclusive office to manage the Socio Cultural and Tourism activity of
the municipality. It will be the in charge for the advertisement, marketing and
coordination of the different programs and activities of the LGU-Bongabon with
the outside world.
