1. Introduction
This progress note has been prepared for Ku-ring-gai Council to provide an indication of progress
of this study to date under this commission.

It also provides an indication of the relative traffic generation and road network operation as a
result of the master plan option developed by Ku-ring-gai Council on the Ray Street site.

1.1 Project Objectives


The primary objectives of the study are as follows:

To development a suitable transport modelling tool that can adequately assess the transport
impacts of future LEP land uses together with the master planning option proposed by
Council for the site bounded by Ray Street, William Street, Forbes Lane and the Railway line.
To develop a transport solution which supports the master plan proposals and the future
redevelopment potential of the wider Turramurra Local Centre.

1.2 Project Program


The original program was estimated to be 12 weeks from the 08th October 2015 inception meeting
with an estimated completion date of 01st February 2016. This has since been revised given other
priorities which arose in the lead up to Xmas with the revised program provided in Figure 1.1

At this stage it is estimated that a draft report would be provided by the end of April 2016 or at the
latest early May 2016.

1.3 Progress Reporting


The reporting of tasks undertaken against each of the key headings in Figure 1.1 is outlined in Section 2
of this progress note.

2. Progress Summary
2.1 Understanding Turramurra Land Use & Transport (100%)
The following key tasks were completed under this scope item:

Undertook a background review of key Council and other Turramurra related documents,
including Census 2011.
Visited the site on numerous occasions to observe and understand the transport and land
use environment. (Refer Appendix A for existing land uses)
Obtained SCATS IDM and other key traffic signal data from RMS in support of the traffic
model development.
Undertook Transport Surveys & Analysis (Traffic Counts, Travel Times and Pedestrian
Movement Surveys) Refer Appendix B for summary traffic counts.
Conducted a transport Stakeholder Issues Workshop and followed up stakeholders who
did not attend the workshop to obtain their feedback/input. (refer Appendix C for
stakeholder minutes)
Agreed with Ku-ring-gai Council a realistic future land use yield for the broader Turramurra
Local Centre (refer Appendix D for agreed land use plan).

2.2 Develop Existing AIMSUN Transport Model (100%)


The following key tasks were completed under this scope item:

Road Network Coded.


Public Transport (Buses) Timetables Entered PM/SAT.
PM/SAT Vehicle Trip Matrices Developed.
PM/SAT Vehicle Trip Matrices Assigned to the Network.
PM/SAT Calibrated and Validated.
Base Model Development Report Prepared and submitted to RMS. (Refer separate report
dated 08th February 2016 already issued to Council and RMS)
PM/SAT Existing Road Network operation assessed and reported. (Refer Appendix E for
operational data)
AIMSUN Base Models presented to Transport Stakeholders. (Separate videos provided
to RMS)

2.3 Assessing Council Future Land Uses (100%)


The following key tasks have been completed under this scope item:

Future LEP Development and Proposed Master Plan Option Analysed (Refer Appendix F for
Masterplan Details)
Traffic Generation/Demand calculated for the PM/SAT peak hour for the wider Turramurra
Local Centre utilising current industry trip generation rates (Summarised in Table 2.1) and
referred to as the future baseline. (Refer Appendix G)
Traffic Generation/Demand calculated for the PM/SAT peak hour for the Master Plan Land
Use Option utilising current industry trip generation rates (Summarised in Table 2.1). (Refer
Appendix G)

Table 2.1 indicates that the total net traffic generation on a Saturday is significantly higher than on a
weekday.

2.5 Overall Study Report & Recommendations (70%)


The overall draft study report is currently being compiled with almost all analysis completed.

The following initial recommendations have been established:

The proposed strategic traffic plan (Refer Appendix H) both with and without the new
rail bridge was determined to provide improved operational performance for Turramurra.
These options were able to support Councils Master Plan proposals including the wider
LEP development and are likely to be supported by RMS.
The proposed strategic traffic plan without the rail bridge however does result in some
isolated local issues related to queuing on the Turramurra Avenue approach extending
beyond Gilroy Lane and on the Ray Street approach extending beyond Forbes Lane.
There is improved performance on the Pacific Highway.

The proposed strategic traffic plan including the rail bridge (Refer Appendix H) provides
a better outcome from a traffic operational perspective with no queues developing on
Turramurra Avenue but similar issues still occurring on the Ray Street approach.
In relation to the three infrastructure proposals previously rescinded by Ku-ring-gai
Council, without the inclusion of a new rail bridge, then all of these are essential to
maintain the efficient traffic and transport operation of Turramurra.
However, should the new rail bridge be part of the road infrastructure proposals then the
new road link of Gilroy Road could potentially be excluded.
Further detailed refinement of the strategic traffic plan is required in order to address the
localised issues identified to date.

A Draft Turramurra study report will be prepared and submitted to Ku-ring-Gai Council by the
end of April 2016 or early in May 2016.

AS asked stakeholders for their knowledge of any known issues and

modes. Responses received were as follows:

Buses (Comments from GH) PeopleTrans/Metis Note

No significant issues;
Bus patronage is low;
Bus services are very local;
There has been very little growth over the past years in
bus usage in Turramurra;
The existing bus interchange is old and could do with

The new traffic plan could increase bus running times
due to increased Kms and potentially require some new
buses.
Buses are impacted by congestion in Rohini Street
(southbound);
New bridge over railway between Ray St and Rohini
Street may improve access for the 571/572/573 routes.

Taxis (Comments from AN) PeopleTrans/Metis Note

There are no pedestrian crossings in close proximity to the


existing taxi rank on Rohini Street;
Wayfinding indicating location of taxi ranks is important.
7.2 The existing taxi rank has capacity for 2 taxis;
The existing taxi rank is used primarily to take people to
the SAN hospital;
Future needs should include an additional taxi rank on
the masterplan site side of Turramurra including
wheelchair accessible spaces, shelter and lighting.

Bicycles (Comments from JP) PeopleTrans/Metis Note

Route T1 along Kissing Point Road is a steep and windy


route as it approaches Pacific Highway. There was a
recent fatal cyclist accident on this route which involved
a group of cyclists. This route feeds directly to Macquarie

Where the bicycle routes cross the Pacific Highway it is
intended for them to be shared paths using the traffic
signal crossings. Any future proposals should include
shared pedestrian/cyclist aspects.
There is an intention to use Route T2 via a future road
reservation to avoid the difficult section of Kissing Point Road.

Need to review the Council PAMP to ensure that any
improvements proposed are incorporated within the
study.

RMS Network Operations (Comments from SK)

Maintain existing number of signalised intersections i.e.


do not introduce more;
Support new signalised intersection at Turramurra Ave
and Pacific Highway and removing existing signals at
Rohini Rd and Pacific Highway.
Need to ensure sight lines are ok at the Turramurra
7.5 Avenue intersection and that there are no filter turns. The
right turn bay on the bend may need to be extended.
Where new traffic signals are proposed unless there are
valid reasons all legs of the intersection should include
pedestrian crossings.
No further update on Pinch Points program;
Not aware of any proposals to widen Pacific Highway
bridge over North Shore railway line.

The demonstration of the AIMSUN microsimulation models were delayed Metis to provide PM & 29/02/16
until the end of the meeting but due to IT issues could not be run. It was Saturday peak hour

agreed that peak hour AIMSUN videos would be created and provided to models to TMC.
TMC. (Actioned 01/03/16)

AS explained that the next steps were to assess the impacts of the PeopleTrans/Metis Note
proposed masterplan on the transport network and prepare a draft
9. report which was proposed to be completed at the end of April 2016.

This report would be provided to stakeholders for further comment prior


to finalising.
