1.0 Introduction

Nowadays, technology has been ones people must have and it has been part of

their lives including students, in a big organization like companies, schools and

establishments. Every organization relies on technology for their daily job reports or

business to keep their works easier and runs smoothly.

By integrating a particular Information System on Drug Reformatory Center, their

current system which is Office Automation System (OAS), improves and reduce the

number of office tasks and load work on managing reformist data and helps in encoding

records. This system will provide a complete Reformists records.

Rehabilitation Information System is a set of system and procedures that gather

information from a range of source that compiles on it and provide suitable detailed

reports in an accurate, consistent, and timely manner. Rehabilitation Information System

can collect, organize, update, save and delete a certain information from a record.

With computerized Information System, all records from the Reformists will be

organize, because their records are strictly confidential, it will become helpful and

beneficial to the Drug Reformatory Center to have a faster and reliable transaction. The

system will accomplish their task easily, secured file records, reduce human errors and

can save them a lot of time for accessing the reformist records, it can also provide an

updated report, records, save and retrieve information effortless.

 1.1 Background of the Study

Capas Bahay Pagbabago Drug Reformatory Center, recently inaugurated

last October 7, 2016. They built this Center within 26 days, and it is located at

Brgy. Cristo Rey, Capas, Tarlac near Cristo Rey High School and Barangay Hall.

They already marked this place as the largest Drug Reformatory Center in Central

Luzon. The Drug Reformatory Center that led by our President Rodrigo Duterte

for the drug users who wanted to change their lives, and we all know that our

President Rodrigo Duterte is against drugs. The Municipal Mayor of Capas which

is Reynaldo Catacutan is in favored to the implementation that our President

Rodrigo Duterte wanted, so he decided to build this Drug Reformatory Center, for

all the Barangays in Capas.

700 drug users surrendered and hundreds of them willingly committing

themselves to reformation. Capas needed in leading these individuals to their new

lives.

1.2 Overview of the Current State of Technology

Capas Bahay Pagbabago Drug Reformatory Center is dependent to the

Municipality Hall of Capas. This Drug Reformatory Center is using a Manual

System in managing and organizing the records of the reformists. Capas Bahay

Pagbabago Drug Reformatory Center uses currently an OAS or Office

Automation System like Microsoft Office for inputting the information of

reformists.

 1.2.1 Policies and Procedures

Drug users such as pusher, drug lords, and any related drug issues

are considered as one who required to surrender in this Drug Reformatory

Center. They need to stay and finish the program inside the Drug

Reformatory Center for 60 days or equivalent to 2 months.

1.2.1.1. Rules and Regulations

Accomplished the requirement in accepting the terms on condition

embodied in the voluntary submission.

Attendance on every activity such as spiritual and moral

counseling, bible study, regular physical fitness exercise/s, and

other activity geared on personality development.

Strictly no smoking.
Prohibited items subject for confiscation: deadly weapons which

includes forks, spoons, lighters, matches and other metal

instruments / paraphernalia.
Maintain cleanliness of the Center and no loitering inside the

facility.
Patient/s must strictly adhere on cleanliness, good grooming which

includes regular hair-cut.

Obedience and respect to the personnel of the CAPAS BAHAY

PAGBABAGO Drug Reformatory Center.

Food provisions brought by the family/guardians of the patient/s

will be subject for the inspection by the duty security personnel of

the Center.
Strict adherence on visiting hours set forth by the personnel of the

CAPAS BAHAY PAGBABAGO Drug Reformatory Center.

 No electrical gadget/appliances are allowed.
Patient/s should only stay on their specific place and not allowed to

loiter within the Center without the consent of the duty officer.
Waking up is 4:30 AM and strictly lights off at 10:00 PM.
- If someone regulate one of this rules and regulation, they are

going to warned by the authorities inside the Drug Reformatory

Center and if they regulate it repeatedly, the authorities inside the

Drug Reformatory Center will send this violator in the high

authorities into another Drug Reformatory Center.

1.2.1.2. Prohibition

1. Possession or smoking of cigarettes, lighters, matches,

drugs and alcoholic beverages.

2. Possession of pointed and deadly object, knife, guns, ice

pick metal pork and spoon.

3. Possession of steel and metal utensils as well as metal

hangers, breakable plates and bottles.

4. Possession of electric equipment gadgets like cellphones,

IPOD, Tablet, Walkman/disk man, MP3camera, video camera,

laptop and magazines.

5. Possession of perfumes, cosmetics, lotion, oil, astringent

and manicure and pedicure sets.

 6. Possession of foil sealed, plastic wrap junk foods, sweet

and mentholated candies, canned goods, and bottled drinks like

soft drinks, milk and mineral water.

7. All petitioners/guardians are not allowed to ask,

entertainment when patients with regards to their patients to avoid

false or wrong information, letters, pictures and other reading

materials are not allowed except with the permission of psycho

social.

1.2.1.2. Dress Code of Petitioner-Male/Female Visitors

All male visitors are not allowed to wear jacket, earrings

and other body piercing, sweatshirt, hats, bull caps and bonnets,

sunglass, shorts above the knee, sando and thick clothes.

All female visitors are not allowed to wear sunglasses, bull

cap, hats, bonnets, sleeveless, sando and jackets, short and above

the knee, mini skirt over sexy dress, see through clothes, and over

lapping dress. Cigarettes, lighters, matches, Drugs are confiscated

inside the center/reformatory.

Problem:

Records and files of the surrendered drug users are important and

confidential, since the files are located at the Generals office and it is

often visited.

Solution:

The general Secretary/ officers make sure that the files are secured and

prevent unwanted tempering of records.

The general problem of the study is how the proponents will develop a

Center that will help in managing the records of the surrendered people

inside.

1.3.2 Specific Problem

1. How will the proponents develop a module that will store surrendered

people records?

The proposed System will create a module that can easily add a drug user

records.

 2. How will the proponents develop a module that will make easier the

recording of reformists records?

The proposed System should be creating a module that will facilitate the

drug user records. This module will help the officers to get a record easier

and faster with a small amount of time.

3. How will the proponents develop a module that will easily update the

information or records of the reformists?

The proposed system will create a module, which will update specific

records of the drug users.

4. How will the proponents develop a module that is fully secured for all

users?

The proposed system will create a module that will restrict the users in

accessing private and confidential records by providing users log in with

username and password. This will keep all records safe and cannot be

accessed by an unauthorized person.

5. How will the proponents develop a module that can manage the

requirements needed by the reformists?

In this module, officers can identify a specific drug users if what

requirements do he/she need before proceeding the inside the rehab.

6. How will the proponents develop a module that will generate timely

reports?

 The proposed system will provide a module that will reproduce all the

reports needed in accurate time.

1.4 Objectives of the Study

1.4.1 General Objectives

The general objectives of the study are for the proponents to develop a

Management Information System for Capas Bahay Pagbabago that will

manage all the incoming reformists and provide daily updated reports.

1.4.2 Specific Objectives

1. To provide a module that will keep/store reformists

securely.

2. To provide a module that will facilitate to get datas / information of

reformists.

3. To provide a module that will easily update datas / information

gathered from reformists.

4. To provide a module that will keep all the datas / information of all

reformists even the reformists who came in before.

5. To provide a module that collect given requirement for the reformists.

6. To provide a module that will reproduce timely reports.

 1.5 Significance of the Study

The study aims to provide the client an organized and a computerized

Information System that will securely and easily manage the records of the

reformist. The study also focuses to easily searching, storing, updating and

retrieving the records which will be very helpful to the officer who is in charge,

this will make their work faster, easier and accurate. The proponents believe that

this will become helpful to the Capas Bahay Pagbabago in managing the

reformists records accurate and organized.

The processed system will make faster, easier, and accurate for

keeping, searching, updating etc. , surrendered drug users unlike the

manual system that the client presently using.

B. The Record Custodian
By the proposed system, the record custodian will save a lot of

time in keeping surrendered drug users record. Keeping records will be

faster, easier, accurate and safer, unlike clients presently using.

be safe and free from unwanted tampering. The record then is free from

lost. Retrieving surrendered drug users records are more easier and faster

as if they wanted to get or retrieve.
