Troubleshooting tips:
1. Affected by sites down, SDCCH/TCH congestion, implicit detach function and
periodic registration timers.
2. Identify the BSCs off the MSC. Check alarm list for sites/cells down (mgbsp
and allip).
3. Try to identify worst sites for the MSC. Look at paging per LAI reports on
FACTS. If possible, look at paging success per site/cell. Look also for
SDCCH/TCH congestion in the affected sites.
4. Check implicit detach function is on (mgidp). Reducing timers for periodic
registration will decrease paging load but increase location update load.
5. Drive testing of poor sites for coverage problems etc.
6. Look at exchange parameters and AXE parameters.

Exchange Properties (MGEPP):

Different paging strategies are possible, e.g. not to send any second paging or to send the
second paging as global paging. An operator can control the paging procedure with
parameter settings in the MSC.

The paging attempts, including both the first and the repeated attempts, is either local or
global depending on whether or not the Location Area Identity is stored in the VLR. Local
pagings are performed only within one location area whereas global pagings are performed
within a whole MSC service area. A second paging may be initiated if no response from the
MS is received before a first timer expires. The timer is called PAGTIMEFRST1LA for local
pagings and PAGTIMEFRSTGLOB for global pagings.

If the first paging was a local paging the PAGREP1LA parameter defines whether or not a
second paging shall be initiated and, in that case, if it shall be local or global. After the
second paging has been sent, the MSC waits for the PAGTIMEREP1LA timer, indicating a
local second paging, or PAGTIMEREPGLOB, indicating a global second paging, to expire
before it concludes that the paging attempt was unsuccessful.

If the first paging was a global paging and no response was received before the first timer
expired, the PAGREPGLOB parameter will define whether a second global paging will be
initiated. If the second global paging is sent, the MSC will wait for the PAGTIMEREPGLOB
timer to expire before it considers the MS unreachable.

AXE Parameters: (DBTSP:TAB=AXEPARS, SETNAME=GSMMMSC)

Paramet Value Defaul Description

er Range t Value
PAGREPGL 0 - 1 0 The AXE parameter defines repeating conditions for paging
OB after unsuccessful global paging.
Value 0 indicates that global paging is not repeated. Value
1 indicates that global paging is repeated once with IMSI.
PAGREP1 0 - 3 2
LA The AXE parameter defines repeating conditions for paging
after unsuccessful paging in one particular location area.

This parameter is only valid in case of mobile terminating

calls when the AXE parameter PAGLATA = 0 and in case of
mobile terminating short messages.

Value 0 indicates that paging in one particular location area

is not repeated. Value 1 indicates that paging in one
particular location area is repeated once with either TMSI
or IMSI. Value 2 indicates that paging in one particular
location area is repeated once with IMSI. Value 3 indicates
that paging is repeated once as global paging with IMSI.
TMSIPAR 0-2 0 The AXE parameter determines whether TMSI is allocated
on all the connections, not at all, or only for encrypted
connections (for Gs-interface it is assumed that a
connection is encrypted if ciphering is activated in the
MSC/VLR server).
Value 0 indicates that TMSI is not allocated. Value 1
indicates that TMSI is allocated only for encrypted
connections. Value 2 indicates that TMSI is allocated on all
the connections.
TMSILAIM 0 - 1 0
SC The AXE parameter determines whether a TMSI is allocated
for a mobile subscriber, every time the mobile subscriber
moves to a new location area within the MSC/VLR, or only
once when the mobile subscriber is registered in this
MSC/VLR.

The parameter is only valid if the AXE parameter TMSIPAR

= 1 and the mobile telephony exchange property CIPHER =
1 or if the AXE parameter TMSIPAR = 2. For details, see
Application Information "Mobile Telephony Data,
Changeable Exchange Adaptation".
Value 0 indicates that TMSI is allocated only once. Value 1
indicates that TMSI is allocated every time the mobile
subscriber moves to a new location area within the
MSC/VLR, that is, at every change of Location Area Identity
(LAI).

OFF BTDM must be as long as the longest periodic updating time
(T3212) in the interworking BSCs.
The supervision time is the sum of BTDM and GTDM.
GTDM The guard time is used to prevent unnecessary marking of MS as
implicit detached.
