CALL TO ORDER: Board Chair Evelyn S. Wilson welcomed everyone in attendance. The
meeting was called to order. The Board led in the Pledge of Allegiance to the flag.

RECOGNITION: Community & Communications Coordinator Susan Hoke recognized Mr.

Dennis Lyons, Tarboro High School Custodian, as the employee of the month.

Community & Communications Coordinator Susan Hoke recognized the following Pinetops
Baptist Church members for their community support of ECPS students and staff affected by
Hurricane Matthew: Bobbie Hawkins, Lesley Hawkins and Brian Webb.

Ms. Kelly Pink, Consultant with Saffelle Inc., recognized Princeville Elementary School for
receiving the Saffelle Award by being selected the cleanest school for the 1st Quarter of the
2016-2017 school year. Ms. Pink presented Mr. Donald Parker, Head Custodian, Mr. Quantae
Pettaway, and Mr. Clarence Pope, Custodial staff, with certificates and gift cards.

Community & Communications Coordinator Susan Hoke recognized West Edgecombe Middle
School Principal, Claude Archer, as the Wells Fargo North Carolina Principal of the Year. Mr.
Archer has over 10 years experience in education and has worked as an administrator for ECPS
for the past year and made dramatic gains in student achievement under his leadership.

APPROVAL OF AGENDA: Superintendent John Farrelly requested that the following

amendments be made to the agenda: item (6.3) add SEMS F.I.R.E. Fundraiser; item (6.4) Boys
and Girls Club be moved to item for action (8.6.B); (8.3.B) Approval of MOU and Agreement
between NC Dental Health Fund and Edgecombe County Public Schools, be tabled; add item
(8.4.B) Approval of 2016-2017 ECPS Traditional Schools, Early College High School and
Open Session Minutes of the Edgecombe County Board of Education

Princeville Elementary School Calendar Addendums; add item (8.5.B) Approval of Contract
between Ainsley Construction, Inc. and Edgecombe County Public Schools as a Result of
Hurricane Matthew; add item (9.3.1) K.B. and L.B v. Edgecombe County Board of Education,
et. al., Case No. 4:16-CV-00271-D (EDNC); and add item (12.1) Work Session. A motion was
made by Vice Chair Ann Kent to approve the amended agenda, as presented. The motion was
seconded by Member Marva Scott and, with a unanimous vote, approved by the Board.

APPROVAL OF MINUTES: A motion was made by Member Raymond Privott to approve the
open session minutes of October 17, 2016, as presented. The motion was seconded by Vice
Chair Ann Kent and, with a unanimous vote, approved by the Board.

ITEMS FOR INFORMATION: Coker-Wimberly Elementary School Principal Katelin Row and
Vice Principal Benita Knight informed the Board their school goal is to increase student literacy
achievement in reading. Students shared their learning experiences in the classroom using box
and speaking, reading to travel all over the world, and how they are being prepared for careers
and college.

Superintendent John Farrelly informed the Board of field trips he approved that were submitted
after the October 17, 2016 board meeting, but occurring prior to the November 14, 2016 board
meeting.

A motion was made by Vice Chair Ann Kent to approve the consent items, as presented. The
motion was seconded by Member Evelyn Johnson and, with a unanimous vote, approved by the
Board.

ITEMS FOR ACTION: A motion was made by Vice Chair Ann Kent to approve the Resolution
between State of North Carolina Division of Emergency Management Agency and Edgecombe
County Public Schools, as presented. The motion was seconded by Member Marva G. Scott, and
with a unanimous vote, approved by the Board.

A motion was made by Member Evelyn Johnson to approve the ECPS North Carolina Merit
Based Bonus Pay Plan, as presented. The motion was seconded by Member Marva G. Scott, and
with a unanimous vote, approved by the Board.

A motion was made by Member Marva G. Scott to approve the 2016-2017 ECPS Traditional
Schools, Early College High School and Princeville Elementary School Calendar Addendums, as
presented. The motion was seconded by Vice Chair Ann Kent, and with a unanimous vote,
approved by the Board.

A motion was made by Vice Chair Ann Kent to approve the Contract between Ainsley
Construction, Inc. and Edgecombe County Public Schools as a Result of Hurricane Matthew, as
presented. The motion was seconded by Member Evelyn Johnson and with a unanimous vote,
approved by the Board.

A motion was made by Vice Chair Ann Kent to approve the Lease Agreement/MOU between
Boys and Girls Club and Edgecombe County Public Schools, as presented. The motion was
seconded by Member Raymond Privott and with a unanimous vote, approved by the Board.

A motion was made by Vice Chair Ann Kent under the North Carolina Open Meetings Law,
Section 143-318.11 (a) (1), (a) (3), and (a) (6), to go into Closed Session to consider personnel
matters, to consult with the attorney to preserve attorney-client privileged information, including
pending litigation to discuss K. B. and L. B. v. Edgecombe County Board of Education, et al.,
Case No. 4:16-CV-00271-D (EDNC) and to prevent the disclosure of student records rendered

confidential under the Family Educational Rights and Privacy Act, 20 U.S.C. 1232g, and the
disclosure of personnel records rendered confidential under G.S. 115C-319 through 321. The
motion was seconded by Member Marva G. Scott and, with a unanimous vote, approved by the
Board.

OPEN SESSION: A motion was made by Vice Chair Ann Kent to approve the personnel
management list, as discussed in closed session. The motion was seconded by Member
Raymond Privott and, with a unanimous vote, approved by the Board.

A motion was made by Vice Chair Ann Kent to approve the closed session minutes of October
17, 2016, as presented in closed session. The motion was seconded by Member Raymond
Privott and, with a unanimous vote, approved by the Board.

BOARD CORRESPONDENCE: None

ITEMS BROUGHT BY BOARD MEMBERS/SUPERINTENDENT FOR CONSIDERATION/

DISCUSSION: Superintendent John Farrelly requested that the Board agree to a Work Session
meeting on November 28, 2016, to discuss the focus for the school district. The consensus of the
Board was to schedule a Work Session meeting on November 28, 2016 at 6:00 p.m.

There being no further business, a motion was made by Vice Chair Ann Kent to adjourn. The
motion was seconded by Member William Ellis and, with a unanimous vote, approved by
the Board.

The meeting adjourned at approximately 7:45 p.m.
