16 PRACH configurations are possible.

Each configuration defines slot positions within

n PRB offset a frame (for different bandwidths).
Each random access preamble occupies a
bandwidth corresponding to 6 consecutive RBs.
1 ms RA
nPRBOffset is the starting RB for the PRACH.
