United States of America has 94 juridical districts that are organized into 12 geographic

circuits. Each circuit has a United States court of appeals. A court of appeals hears appeals from the

district courts located within its circuit, as well as appeals from decisions of federal administrative

agencies. In addition, a thirteenth federal circuit court has nationwide jurisdiction to hear appeals in

cases such as international trade, etc.

The State of Nevada belongs to The United States Court of Appeals for the Ninth Circuit.

The court was established in 1891 and currently has a total of twenty-nine seats. Currently the court

has two vacancies out of the twenty-nine total seats. However there is one pending nomination

awaiting action by the Senate. The court is located at Federal Courthouse in San Francisco, CA. The

Ninth Circuit heard cases that can include civil and criminal matters, and it has appellate

jurisdiction. Appellate jurisdiction is the power of a higher court to hear appeals from a lower

court

Article X1 of the Nevada Constitution addresses the subject of Education. This article has

ten sections, and gives to the legislature the responsibility of encouraging by all suitable means the

promotion of intellectual, literary, scientific, mining, mechanical, agricultural, and moral

improvements. (Article X1, Section1)

Financial support for education is mandated by Article X1, Section 6. (Support of

University and common schools by direct legislative appropriation; priority of appropriations) The

article requires the legislature to appropriate money from the state general fund for the support of

Education.

According to Nevada Constitution Article X1 Section 7, the membership of the Board of

Regents shall be determined by law. The Board of regents is a corporate body, legally responsible

for the University of Nevada. Its function is to control and manage the Nevada System Higher

Education.

Sectarian instruction in all public schools including college is explicitly outlawed by the

Nevada Constitutions (Article X1, Section 9). Moreover, any public school that allows or engages

in sectarian instruction may lose its funding from the state (Article X1, Section 2). These two

sections are related to Section 10 under the Article X1, which states that No public money to be

used for sectarian purposes
