2 CBS Introduction

Cell broadcast service (CBS) enables the network operator to broadcast public messages to all
user equipment (UE) in a specific area. The messages to be broadcast are CBS messages. The
UE supporting the CBS feature monitors broadcast messages continually and displays the
messages to the user.
The CBS feature is an extension of the point-to-multipoint service to 3G networks.
The CBS feature enables text messages to be broadcast on forward access channels (FACHs)
in service areas (SAs).
The CBS feature has the following benefits:
Compared with the point-to-point mode, the broadcast mode enables multiple UEs to
receive the same message, thus saving system resources.
CBS SAs have a one-to-one correspondence with cells. Therefore, messages can be
broadcast in specific areas.
Based on customer demand, Huawei provides two ways of implementing the CBS feature,
namely, external cell broadcast center (CBC) and built-in CBC.

3 CBS Principles (External CBC)

CBS enables the network operator to broadcast public messages to all the UEs in a specific
area. According to customer demand, an external CBC can be used to implement the CBS
feature.
This chapter describes the following aspects of the CBS feature:
System architecture
CBS message scheduling and sending
Network topology on the Iu-BC interface

3.1 System Architecture


When an external CBC is used, the CBC, as part of the core network (CN), is connected to
multiple RNCs through the Iu-BC interface. The CBC manages the CBS messages. The
UTRAN performs transparent transmission of broadcast messages from the CN.
To ensure normal running of the CBS service, configure a CTCH for each cell supporting the
CBS feature and ensure that the CTCH is carried by an FACH.
Figure 3-1 shows the CBS system architecture with an external CBC.

When an external CBC is used, the CBS procedure is as follows:


1. The CBC sends a CBS message to the RNC over the Iu-BC interface. The message
contains service requirements such as the cell broadcast repetition period, number of
broadcasts requested, and broadcast address.
2. The RNC receives the message and saves it to the buffer.
3. The RNC schedules and forwards the message, based on the CTCH bandwidth on the Uu
interface and the service requirements for the message.
4. The RNC deletes the CBS message from the buffer.
When a UE is in a cell supporting the CBS feature, the UE receives the CBS messages of the
user-defined types. Either in idle mode or in CELL_PCH or URA_PCH state of connected
mode, a UE can receive CBS messages.

3.2 Network Topology on the Iu-BC Interface


Huawei CBC provides only the IP-based Iu-BC interface. Therefore, transfer from TCP/IP to
IP over ATM (IPoA) must be fulfilled in the networking if the ATM mode is used on Iu-BC
interface.
Based on the transfer mode, there are two networking solutions.

3.2.1 Connection Between the CBC and the RNC Through the IP
Network
Figure 3-2 shows the connection between the CBC and the RNC through the IP network.

The benefits and constraints of this solution are as follows:

3.2.2 Connection Between the CBC and the RNC Through the
ATM Switch
Figure 3-3 shows the connection between the CBC and the RNC through the ATM switch.
The ATM switch implements the switching from the TCP/IP to the IPoA protocol stack.

The benefits and constraints of this solution are as follows:

4 CBS Configuration (External CBC)

When an external CBC is used to implement CBS, the CBS configuration procedure consists
of the following tasks:
Activating the CBS license
Configuring Iu-BC interface interconnection
Configuring CBS for a cell
Verifying CBS activation

4.1 Activating the CBS License


When an external CBC is used to implement CBS, you must first activate the CBS license by
performing the following steps:
1. Obtain a new license file.
2. Download the license file to the BAM installation directory\FTP\license directory on
the BAM by using the FTP.
3. Run the ACT LICENSE command on the M2000 or RNC LMT to activate the license
file.

4.2 Configuring Iu-BC Interface Interconnection


To implement Iu-BC interface interconnection, you must configure related data according to
the actual network topology.

The IP address of the Iu-BC interface can be shared. The device IP address of the Iu-BC interface board,
however, must be configured separately. That is, the device IP address of the Iu-BC interface board
cannot be shared.

4.2.1 Connection Between the CBC and the RNC Through the IP
Network
RNC Configuration
Add the IP address of the Ethernet port.
Run the ADD ETHIP command to add the IP address of the Ethernet port.

The IP address of the Ethernet port connected to the CBC and the IP address of the
CBC must be on the same network segment.
Add the device IP address of the board.
Run the ADD DEVIP command to add the device IP address of the board.
The device IP address is the CBS IP address of the RNC.
Add the CBS configuration.
Run the ADD CBSADDR command to add the TCP IP address used for the
SOCKET communication between the CBC and the RNC.
If the RNC IP address and the CBC IP address are on different network segments,
first configure the related routes to ensure that the IP link works properly.

Router Configuration
For details, see the associated router configuration document. The data must be negotiated
with the RNC.

CBC Configuration
Configure the IP address of the CBC and the route from the CBC to the RNC.

4.2.2 Connection Between the CBC and the RNC Through an


ATM Switch
RNC Configuration
Add the device IP address of the board.
Run the ADD DEVIP command to add the device IP address of the interface board. This
device IP address and the IP address of the ATM switch are on the same network
segment. The IP address of the RNC interface board must be consistent with the CBS IP
address.
Add an IPoA PVC link to the ATM switch.
Run the ADD IPOAPVC command to add an IPoA PVC link between the local IPoA
client and the peer IPoA client.
This IP address (IPADDR) is the local IP address of the Ethernet port.
The peer IP address (PEERIPADDR) is the IP address of the ATM switch.
The local IP address and the peer IP address must be on the same subnet.
The VPI and VCI must be consistent with the settings of the ATM switch.
Add an IP route.
Run the ADD IPRT command to add a route from the interface board to the CBC. The
route passes along an IP address of the ATM switch.
DSTIP: IP address of the CBC. You can query this IP address by running the
IPCONFIG command on the CBC local computer.
NEXTHOP: IP address of the ATM switch. By using this IP address, the ATM switch
can connect the interface board to the Ethernet port that is connected to the CBC.
Add the CBS configuration.
Run the ADD CBSADDR command to add the CBS IP address of the RNC, namely, the
TCP IP address used for the SOCKET communication between the CBC and the RNC.

ATM Switch Configuration


Set the IP address of the Ethernet port of the ATM switch and configure the IPoA client, IPoA
PVC, and IPoA route from the ATM switch to the RNC. The data must be negotiated with the
RNC. The VCI and VPI must be consistent with the settings of the RNC.

CBC Configuration
Configure the IP address of the CBC and the route from the CBC to the RNC.

4.3 Configuring CBS for a Cell (at the Radio Network


Layer)
The CBS setup process consists of the following tasks:
Setting up the CTCH
Configuring the CTCH-RLC
Configuring the BMC
Updating the system information on the Iub interface
Sending the RESTART IND message on the Iu-BC interface
When configuring CBS for a cell, ensure that the configurations of cell-level parameters in IP
networking and ATM networking are consistent. Figure 4-1 shows the procedure for
configuring CBS for a cell (at the radio network layer).

The procedure for configuring CBS for a cell is as follows:


Step 1 Run the ADD CTCH command to add the CTCH in the cell supporting CBS.

FACH ID is the unique identifier of an FACH in a cell. You need to determine the channel configuration
scheme with NodeB engineers according to the channel specifications supported by the NodeB.

Step 2 Run the ADD CELLCBSDRX command to set the CBS DRX scheduling parameters for the
cell supporting CBS.
Step 3 Run the ADD CELLCBSSAC command to set the SAC that identifies the broadcast area for
the cell supporting CBS.

You can add a specific CBS cell to the CBS SA by setting the cell ID (CELLID).
CBS SAC identifies a CBS cell. The SAC is determined in network planning.
CBS SAs are different from CS/PS SAs. CBS SAs have a one-to-one correspondence with cells.

Step 4 Run the ACT CELLCBS command to enable CBS in a cell. You can enable CBS only after
other radio network layer configurations are complete. After CBS is enabled, you can monitor
the RESTART message on the Iu-BC interface and the CBS scheduling message on the Uu
interface.

4.4 Verifying CBS Activation


After the previous tasks are complete, verify that the CBS feature is activated by performing
the following steps:

Step 2 Start Iu interface tracing and ensure that you can observe messages sent by the CBC.
Step 3 Start Uu interface tracing on the LMT and ensure that you can observe messages delivered by
the CBC.
Step 4 Use a CBS-capable UE to make a test and ensure that the UE can receive CBS messages.

4.5 Deactivating CBS


Run the DEA CELLCBS to deactivate the CBS feature.
To completely delete the configurations related to the CBS feature, perform the following
operations:
Delete the configurations of the CBS radio network layer channels and parameters by
running the following commands:
RMV CTCH
RMV CELLCBSDRX
RMV CELLCBSSAC
Delete the IPoA client, IPoA PVC, and IPoA route on the RNC side by running the
following commands:
RMV IPRT
RMV IPOAPVC
Delete the IPoA client and IPoA PVC from the ATM switch.
Delete the IP address of the Ethernet port that connects the ATM switch to the CBC.
Delete the IP address and route of the CBC.

5 Built-in CBC in the RNC

According to customer demand, a built-in CBC can be constructed through RNC software
development. The cell name and information can be periodically sent to UEs. In this way, the
simple CBS feature can be implemented.

5.1 System Architecture


Through RNC software development, a message can be configured for each cell and the cell
name and information can be periodically sent to UEs. The sending period and repeat times
can be set. When using a built-in CBC, the RNC constructs messages and delivers them to
UEs to implement simple CBS. Figure 5-1 shows the system architecture of simple CBS.

5.2 Message Construction in the RNC


For simple CBS, the original license of CBS can be used.

To implement simple CBS, the RNC needs to construct the CBC. That is, the RNC needs to
construct related messages to simulate the CBS server. The following messages need to be
constructed:
Write Replace message: This message is used to carry information. It is constructed
and sent by the RNC.
KILL message: When CBS is disabled or deactivated, the RNC needs to send a KILL
message to the cell that sends the Write Replace message so that the cell stops
broadcasting CBS messages.
The RNC does not need to send the Write - Replace RSP message and the KILL RSP message
to the CN because it is a simulated CBS server. When receiving a layer 2 failure message, the
RNC needs to send the corresponding error message to the UE.

5.3 Configuration and Maintenance


5.3.1 Activating the Built-in CBC in the RNC
When the RNC uses the built-in CBC, the CBS license is required. That is, you must apply for
and activate the CBS license before using the CBS feature.

5.3.2 Configuring the Built-in CBC in the RNC


Adding the Built-in CBC in the RNC
Step 1 Configure the IP address and associated parameters of the built-in CBC in the RNC.
Run the ADD RNCCBCPUID command to configure the built-in CBC functional
subsystem.
Run the SET RNCCBPARA command to enable the CBC function and configure the
associated parameters.
Step 2 Configure CBS radio network layer channels and parameters.
Run the ADD CTCH command to add the CTCH.
Run the ADD CELLCBSDRX command to set the CBS DRX scheduling parameters.
Run the ADD CELLCBSSAC command to add the CBS SA and cell broadcast
information.
Step 3 Activate CBS.
Run the ACT CELLCBS command to activate CBS.

Deleting the Built-in CBC from the RNC


To completely delete the configurations related to the CBS function, perform the following
operations:
Delete the configurations of the CBS radio network layer channels and parameters by
running the following commands:

5.3.3 Adjusting the Built-in CBC in the RNC


Table 5-1 lists the MML commands used for adjusting the built-in CBC in the RNC. For

To deactivate the broadcasting function of a single cell, run the DEA CELLCBS command.
To deactivate the broadcasting function of the entire RNC, run the SET RNCCBPARA
command to disable the cell broadcasting function.
