GSM
The Highway Code
is for you (eg if a bike path, cyclists should be circulated). In case of lanes
in the roundabout, you can take the one best suited to your destination.
Priority right The rule that a driver who loses priority when it submits its mov
ing vehicle after being arrested has been removed: a crossroad priority right, a
ny person from the right, that whether or not she stopped his vehicle retains it
s priority. If so, it must however give way to pedestrians and cyclists who are
crossing a sidewalk or bike path.
A. YOU ARE DRIVER (general)
These new (except that relating to the vest reflective) cover all drivers: motor
ists, motorcyclists, cyclistes1 ...
Of all the distractions, relatively large car, the GSM is undoubtedly the most d
angerous. The accident risk increases by 75% when telephones while driving. No w
onder, therefore, that the Highway Code forbids the use of a mobile phone while
holding it in your hand while driving. Even call when you're stopped at a red li
ght or in traffic, for example, is forbidden!
The driver from the right retains its priority, even after stopping to give way
to pedestrians.
Roundabouts When you enter a roundabout, you should no longer trigger your light
s. However, you must use them to get out. In the ring of a roundabout, you must
not ride as close as possible to the right edge of the roadway, unless a portion
of the highway
1. For the traffic,€cyclists are also drivers in the same way, for example, that
the horsemen.
Only drivers from a sense of movement have not banned the priority right. Of cou
rse, cyclists (and, where appropriate, the moped class A) just a one way street
limited benefit of the priority right as they are not from a sense of movement i
s prohibited.

With respect to vulnerable road users • To protect road users are most vulnerabl
e, a general principle has been introduced: it imposes a duty of care of the str
onger vis-à-vis the lowest. It is particularly the user to adjust the highest sp
eed in the presence of users more vulnerable. Such is the case, for example, the
truck driver in respect of a car or a driver vis-à-vis a pedestrian. • You must
also slow and, if necessary, to stop in the presence of children, elderly or di
sabled people on foot or in wheelchairs.
more than two wheels, has been extended to motor vehicles with two wheels, that
is to say, mopeds and motorcycles. • You must leave a lateral distance of at lea
st 1 m between your vehicle and pedestrians when they are allowed to travel on t
he road. If this minimum distance can not be met, you can only ride walking pace
and, if necessary, you must stop. • In some cases, users of the trams are in da
nger when they go up or down the tram. So when you are riding on the side where
passengers embark or disembark, you have to stop automatically in the absence of
shelter at the stop. You can restart at moderate speed.
Around schools in the presence of this signal, users must always respect the res
triction of 30 km / h, including outside school hours! In some cases, this limit
ation only applies during school hours. It is then indicated by a light signal a
nd applies only when this signal is turned on.
You should slow down when children are present.
• Sometimes the pavement, projecting through the floor. The fact of crossing a s
treet crossing is no longer seen as a maneuver. But you must give way to users a
uthorized to travel on the sidewalk. • reflective vest Similarly, when you cross
a bike path, you are no longer maneuver. But you must give way to users authori
zed to travel on the bike path. • When approaching a pedestrian crossing or a cr
ossing for cyclists and moped, you can not overcome, even at low speeds, to plac
es where there is neither fire nor qualified agent. This prohibition applies onc
e for passing a vehicle
F9
The driver of a disabled vehicle, stowed in a location prescribed along a motorw
ay or dual carriageway (indicated by the signal F9) must wear a reflective safet
y vest when he leaves his vehicle. This obligation applies only to the driver, d
ay and night.
6.
C i rc u l a t i o n i t ro u nd re:

7.
The failure does not necessarily result from a malfunction of the vehicle. It ma
y also be due to an accident. In fact, when the driver is able to go out on his
own vehicle and take the necessary measures to ensure traffic safety, he must ta
ke a safety vest. As for the passengers of the vehicle, they are always recommen
ded to take refuge behind the safety rail, if possible also by taking a reflecti
ve safety vest.
Children who are less than 1.35m must travel in a child restraint device adapted
. Those measuring 1.35 m or more must travel in a child restraint device or seat
belt use.
Exceptions to the general rule are provided in cars and vans: If • can not be in
stalled at the rear, a third child restraint because 2 others are already in use
:
B. YOU ARE AUTOMOBILISTE
- A third child 3 years or more but less than 1.35 m, without restraint for chil
dren, traveling in the back. He must wear seat belts. - A third child under 3 ye
ars may travel in the rear without restraint for children. He must wear seat bel
ts. But this possibility will be removed from the May 9, 2008.ۥ In occasional c
ases and a short distance, for child passengers who are not those of the driver:
The seatbelt exemption from compulsory wearing of seat belts is waived for shipp
ers (only agents of the Post with a derogation) and drivers whose size is less t
han 1.50 m. They must also wear seat belts.
Child car Every child must have a full place in the car, which can tie all the y
oung passengers. The old rule "two thirds" for children under 12 years, which al
lowed to install more children in the back there are places in the car, was remo
ved. If no child restraint device in the vehicle or not enough for all child pas
sengers, children 3 years or more, less than 1.35 m, can travel back without dev
ice child restraint. They must wear seat belts.

• Parking Disc parking has changed and now contains a single window. To recall,
in the parking areas of limited duration (blue areas), you must usage2 this disc
by positioning the arrow on the line following the time of your arrival. Unless
special arrangements are shown on signs, disk usage is mandatory 9-18 pm on wee
kdays and for a maximum of two hours.
C. YOU ARE PEDESTRIAN
Walking Group If you walk in groups on the floor and you are at least five peopl
e, accompanied by a guide, you no longer have to walk right. You can also use th
e left side of the road provided to walk in single file. Between dusk and dawn (
or days when visibility is poor and it is impossible to see clearly at 200 m), t
he group that follows the roadway must be reported as follows: - if he runs righ
t: a white or yellow on the left front and a red light at the rear left - if he
runs to the left: a red light at the front right, a white or yellow on the right
rear.
The new disc parking
• You can not leave your vehicle stopped or parked on the road within 5 m of the
beginning and end of a cycle track, in order to preserve the visibility of two-
wheelers. • As residents, you can also benefit from reserved parking spaces and
be exempt from parking and / or mandatory use of the disc if you hold a map of p
arking for cars shared or communal card Parking for certain target groups like d
octors, for example.
Sidewalk crossing driver who crosses a sidewalk must yield to road users who are
authorized to travel on the sidewalk. As a pedestrian, but you can not impede t
raffic unnecessarily.
Driving Licence If you hold for at least two years of a car license (B), you can
again drive a motorcycle with a cylinder capacity exceeding 125 cc and a maximu
m power of 11 kW without being the holder a motorcycle license (A).
Sidewalk crossing
2. Unless you park in front of your own garage located in the blue zone.

11.
Priority trams Trams are very difficult to stop vehicles. As they are "prisoners
" of their rails, they have priority vis-à-vis other users, including pedestrian
s. So, you need to give way and lead you away from the track as quickly as possi
ble. In addition, you can not hire you on a walkway that crosses the rail or tra
m lanes when approach lights unless you authorize it.
Lighting New rules also came into force in order to ease the Highway Code regard
ing lighting cyclists. Thus, Canadian customers can now use flashing lights and
choose where to set these fires: on the bike itself or on the body. Of course, t
he lights must be visible and the light must be white or yellow front and red re
ar.
D. YOU ARE CYCLING
E. YOU ARE moped
One Way To promote the limited use of bicycles in everyday life, one way streets
have been opened to cyclists (and possibly for cyclists A) traveling in the opp
osite direction of general traffic, provided that a specific signaling has been
installed (see photo) . Course€Cyclists (and cyclists A) permitted to run in the
opposite benefit of the priority right as they do not come from a sense of move
ment which is prohibited.
Helmet In more than a moped accident in two, head and neck are affected parties.
What's more logical, therefore, that the helmet is compulsory for all, includin
g the driver or passenger of a Cyclo Class A.
Square B riders on public roads • In areas where the speed limit is 50 km / h or
less, you can travel on a bike trail on the floor. If you use the bike path, yo
u can not endanger other road users there. • In areas where the speed limit exce
eds 50 km / h, you must use the bike path, if there is one and it is practicable
. In some cases, an additional signal may deviate from these rules banning (B fo
rbids ") or mandatory (" B "basis) using the bike path.
This signaling allows cyclists to travel in the opposite direction in a way.
Bicycle path driver who crosses a bicycle must yield to road users who are autho
rized to travel on the bike path.

You are in group F. YOU'RE BIKING modalities of movement have, moreover, been in
troduced for motorcyclists traveling in groups. So if you are driving on a highw
ay divided into lanes, you must not move in single file. You can drive in two pa
rallel rows staggered on the same band (in "staggered") in respect of you a safe
distance. This way, you will not fall like dominoes in a fall of rider in front
of you.
Are you traveling alone • On a roadway that is not divided into lanes, you can t
ake the whole width of it in one way streets and half the width on the right sid
e when is open to both directions of traffic. • On a roadway divided into lanes,
you can also take over the entire width of the tape that you hold.
Source: MAG Source: MAG
This allows you to have a better view of traffic and be better noticed by motori
sts in their rearview mirror.
When the roadway is not divided into lanes, you can not exceed the middle of it.
If passing is impossible, you must call in queue. For groups of 15 riders or mo
re, masters or road may be provided by selected modalités3.
3. See art. 43ter of the Code of the Road.

Parking • You no longer need to park your bike along the side of the road, you c
an park it perpendicular to the side of the road, provided it does not exceed th
e marking of parking when indicated. • You can also store your bike off the road
and parking areas, provided it does not bother or do not render dangerous the m
ovement of other users. • Some motorcycles can park at the same time on a site b
ounded Paid parking for one car. You only need to pay once for this location. •
The panel, which provided parking for cars (E9B) is extended to motorcycles.
Speed limits on motorways and roads with 2 x 2 strips at least, separated by a m
edian strip or a safety rail, your speed limit is 90 km / h.
H. YOU DRIVE A VEHICLE FOR MORE THAN 7.5 TONS
No overtaking If precipitation (rain, snow, hail, etc..) You can not overtake at
the motorways, roads for cars and roads to four lanes minimum. Attention contro
ls have been strengthened to enforce this ban.
I. YOUR USE OF A VEHICLE MOVEMENT
E9B G. YOU DRIVE A VEHICLE FOR MORE THAN 3.5 TONS
The term "engine displacement" includes a series of slow vehicles that we see gr
ow for some time on our roads. These devices can be: • "non-motorized, that is t
o say, any vehicle other than the bike is propelled by muscular power and has no
engine (eg scooters, rollerblades, skate ...).-boards
Place on the highway, you can not take the band at the far left on the roadway o
f a highway with three or more bands,€unless you comply with the signals directi

ed of 18 km / h ( ex.: electric scooters, electric wheelchairs ...). The gear sh
ift is not related to motor vehicle engine, you must not hold or carry a driver'
s license.
J. NEW ROAD SIGNS
In recent years, a number of new road signs have emerged. Here is a preview not
exhaustive:
Traffic Rules Depending's speed, the user of a gear shift, motorized or not, sha
ll be considered a pedestrian or a cyclist: • If you do not exceed a walking pac
e, you must follow the rules for pedestrians. • If you exceed a walking pace, yo
u must follow the rules applicable to cyclists. The rules as other users must re
spect towards pedestrians and cyclists are also applicable in respect of users o
f travel gear.
C24a Access denied to drivers of vehicles carrying dangerous goods.
C24b Access denied to drivers of vehicles carrying dangerous goods are flammable
or explosive.
Lighting the night and whenever visibility is less than 200 m, if you travel on
portions of public roads other than those reserved for pedestrian traffic, you s
hould use: - front, a white or yellow - at the rear, a red light. These fires ca
n be emitted by a single device placed or worn on the left. If you are driving o
n left side of the road (as pedestrians), the order and position of lights are r
eversed.

F3a F3b and End of an agglomeration.
The theory test for categories A (motorcycles), B (cars), C (trucks) and D (bus)
has 50 questions. There is no distinction between serious crimes and other offe
nses. All faults are recorded in the same way. The pass mark was set at 41 out o
f 50. After two failures in the test, you no longer have to follow a course in a
driving school. You have an unlimited number of tests.
F8 tunnel with a length of more than 500 m.
New subjects were added to those that are the subject of questions during the te
st: the environment, first aid, the concepts of mechanics and economical driving
.
F99c path reserved for farm vehicles, pedestrians, cyclists and riders. The sign
al can be adjusted according to the class or classes of users allowed to travel
on this road.
B. PRACTICAL TRAINING
New measures came into force in order to make access to driving faster, easier a
nd more affordable.

Three options are available: • You have at least 17 years and have passed the th
eory test. You opt for a temporary permit with guide (s) and you exercise at lea
st three months with the (s) companion (s) of your choice. • You have at least 1
7 years. You have followed a basic course of six hours in a driving school and h
ave passed a knowledge test. You can continue your training with your (your) gui
de (s) for 3 months minimum. • You have at least 18 years. You've trained for 20
hours in a driving school and you have passed the theory test. You then get a p
rovisional license without a guide. You must also exercise for 3 months minimum.
The provisional license with guide (s) is valid for 3 years, the provisional li
cense without a guide is valid for one year and a half.
Be careful, you can not run 22 am to 6 am the following morning on Fridays, Satu
rdays, Sundays, public holidays and eves of public holidays. You can carry an ex
tra passenger in addition to the attendant. You can choose your companion,€witho
ut the report beforehand. You can also have multiple companions. They must have
their driver's license for at least 8 years and may not have been disqualified f
rom driving during the previous three years. The keyword is experience. If you c
an drive without a guide and you carry a passenger, it must be at least 24 years
old and hold a driving license B.
C. PRACTICAL TEST You can pass your road test from 18 years. Some changes have b
een made. The move "into a garage forward" has been replaced by the operation "d
ue diligence" to encourage candidates to have a basic knowledge of vehicle and p
roper driving position, and precautions to take before leave the vehicle. The "d
ue diligence" are divided into three parts: • settings (seat, headrest, seatbelt
, mirror, sitting position) • precautions (take the vehicle to stop, get out, ma
ke sure the doors are closed, back in the vehicle) • random checks (tires, brake
s, steering, fluids, lights, ventilation, turn signals, horn).
Rights and obligations during the training When you train with a provisional lic
ense, you must place an "L" on the rear window of the car.

The offenses were classified into four grades according to the hazard they repre
sent. Specific sanctions are provided for each category. • Violations of the 4th
degree are those which directly endanger the safety of people and are likely to
lead, almost inevitably, to injuries in the accident.
If you fail two consecutive times at the test, you are obliged to attend six hou
rs of training in a driving school. Furthermore, since 1 December 2006, the mane
uvers are on the road. The review on the highway so hard quarter of an hour long
er (about 40 minutes instead of 25).
Some examples: - encourage excessive speed - more than the left when approaching
the crest of a hill or a curve - do not obey the signs at a crossing
Once the permit obtained ... Many accidents occur during the first two years aft
er obtaining the license. Therefore, when you got it, two years ago of "zero tol
erance". If you commit such an offense of third degree or cause an accident with
serious casualties, you must board a theoretical examination and / or practical
exam.
Backing on the emergency lane is a violation of the fourth degree.

• 1st degree offenses are all other offenses. • Offences of 3 degrees are those
that directly endanger the safety of persons.

amples: - use a mobile phone without handsfree while driving - to burn an orange
light - than the right, while it prohibits 1st degree 2nd degree 3rd degree 4th

1. The fines are doubled for any subsequent violations of the 2nd, 3rd and 4th d

B. EXCESSIVE SPEED: PROGRESSIVE FINES
Become a category of offenses in their own right, speeding fines are being phase
d in km / h from a certain threshold.
• more than 20 km / h and 30 km / h in built up, in a 30 zone, near schools, in
a meeting area or residential area • over 30 km / h and 40 km / h maximum on oth
er roads. Some examples:
For the excess rate of 1 to 10 km / h, an amount of 50 € applies. Beyond 10 km /
h, the immediate perception is 5 € per km / h extra. In urban areas, 30 areas,
residential areas or meeting and around schools, the fee is 10 € per km / h adde
d.
- Drive at 65 km / h in urban areas will now cost € 50 + (5x10 €) = 100 € (€ aga
inst 150 previously) - drive at 43 km / h in a 30 zone will now cost € 50 + (3x1
0 €) = 80 € (€ against 175 previously) - drive at 141 km / h on motorways will n
ow cost € 50 + (11x5 €) = 105 € (€ against 150 previously)
C. ROAD SAFETY FUND In 2004, a new instrument was launched in penal policy: the
action plans on road safety. All areas of police and federal police have the opp
ortunity to develop an action plan with the Ministers of Interior and Mobility.
In exchange for taking initiatives on road safety and the adoption of such a pla
n of action, the police districts receive, according to a scale laid down in reg
ulations, funding from road safety . The Fund derives revenue from criminal fine
s for traffic. The aim is to encourage police districts to undertake further act
ion to improve road safety in their area, thanks to financial support. These act
ions are primarily focused on the main factors responsible for road safety and i
nvolve not only controls but also in outreach and education.
In addition, a disqualification from driving mandatory eight days to 5 years pun
ishes speeding: • over 30 km / h in urban areas, in a 30 zone on the outskirts o
f schools in an area meeting or • a residential area over 40 km / h on other roa
ds. The judge can also refuse disqualification if explicitly motivates his decis
ion. A voluntary forfeiture of right to drive in eight days to 5 years punishes
speeding:

Amendments to the Highway Code, the reform of driver training, new classificatio
n of crimes, strengthening control measures ... a lot has changed in recent year
s in the field of road traffic. Such changes have allowed Belgium to make consid
erable progress in road safety. Thus, the number of people killed on our roads h
as dropped by more than 25% since 2000, representing the largest decline in the
EU after France and Luxembourg. In total, more than 1,500 lives have been saved
these past six years due to a change in behavior of most drivers and, in particu
lar, to a greater compliance. Further efforts must however be provided. Therefor
e, in the second edition of the Estates-General of Road Safety, a new target has
been set, namely not more than 500 road deaths in Belgium in 2015. To refresh o
r improve your knowledge in the field of traffic and, in particular on the Highw
ay Code, we present the main changes in this brochure5. At the very end, a quick
quiz to test your knowledge and know if you are really aware of the latest chan
ges in regulations. Happy reading ... good journey!
5. The material in this brochure stops at 1 September 2007.
