CHAPTER 1- INTRODUCTION

Background of the Problem:

Former president, Benigno Simeon Aquino III administered the Enhanced Basic Education
Act of 2013, also known as the K-12 program. Senior High School in Silliman University is
amongst the earliest in the country to have developed a comprehensive implementation
framework. A.Y. 2012-2013, Silliman University started to integrate the new K-12
curriculum along with almost all of the public and private institutions in the country. A.Y.
2016-2017, the year wherein Senior High School is properly integrated into the schools,
including in Silliman University. During the first quarter of Senior High School the
implementation was smooth in Silliman University. The idea of shifting possibly came
about during the end of the first semester, semestral break, until enrolment for the
second semester. Shifting from one strand/track to another began to become an issue
during the first few days of the second semester or third quarter. "Shifters" appeared in
great numbers as the dawn of the second semester commenced.

Shifting Senior High School Students of Silliman University were not confident with the
certain track/strand they first enrolled for; this is probably one of the reasons why the
affected once-regular students decided to transfer and became shifters. Some students
from STEAM (Science, Technology, Engineering, Agriculture, and Mathematics) strand
decided to shift between ABM (Accountancy, Business Management) strand or HUMSS
(Humanities and Social Science) strand, or from TVL (Technical-Vocational-Livelihood)
Track to Sports Track or vice versa, and etc. The study about this odd situation took
place as it became a challenge to the students here in Silliman University. What if they
would want to shift again? What if they decide to go back to their previous strand/track?
What if there are students wanting to shift but can't or are too afraid to do so? Questions
and doubts started to arise which sparked the interest to conduct a research about this
odd situation.

Statement of the Problem:

What are the factors that affect the shifting of Senior High School students
from one track/strand to another in Silliman University?

Specific Objectives:

To identify if financial issue is a factor to consider for shifting.

To identify if peer-pressure is a factor to consider for shifting.

To identify if change of interest is a factor to consider for shifting.

To identify if misinformation is the reason for choosing their (Shifters) latter track.

To identify other factors that led to the odd situation caused by shifting.

To classify these factors and form a constructive study that could address the
problem at hand through enlightenment of possible future beneficiaries.

Significance of the Study:

As the K-12 curriculum was implemented, the number of people confused by the new
additions in the Basic Education system continues to increase especially the students
who will be undergoing it for the first time. This study focuses on the pioneering batch of
the K-12 curriculum in Silliman University and the factors behind the increased number of
shifters from one track or strand to another. As well as to guide future Senior High
School students in their decisions on what track or strand to choose upon entering the
higher secondary education. This can also prevent complications both in their (future SHS
students) studies and its effect on the students choice of course in college. This study
could also enable Guidance Counselors to give grounded consultations to confused
students when it comes to choosing the right track/strand for themselves.
