One-day training workshop and capacity building on Punjab ECBC

Introduced the delegates to the aim of the workshop stating that the
energy conservation building code (ECBC) was introduced in 2007. The
code is a key for growth and development in todays time. If we construct
our buildings with the guidelines of ECBC, approximately 40% energy can
be saved.

He explained the steps and process that underwent into the formulation of
the ECBC also listing that Punjab is first among the 10 states to formulate
ECBC. ECBC is a building code intended for all the professionals related to
the building industry. The code is applicable to all the buildings having a
connect load of 100KW or more. The building with contract load of 120KW
or and with an area of 5000 sq.ft. or more also fall under the category to
which ECBC is applicable. The code is applicable to melas, buildings built
in phases, and also to the additions, alterations and renovations made to
the existing buildings.

The code has two kinds of ways in which energy conservation can be
achieved namely mandatory and prescriptive methods. These include
Cavity walls, Cavity roof, Earth burms, Roof treatments, Reduced paving,
Compact buildings etc. Baptist church building in Chandigarh (selected
among the top 41 energy efficient buildings by TERI) is a standing
example of how building techniques can be used to conserve energy.

PEDA works on various schemes related to renewable energy. These
schemes are mandatory for every new construction of government
buildings and also is being promoted to be used in private constructions
as well. Some of these schemes include:
Rooftop Scheme: Solar systems for electricity generation are
installed on the roof. The electricity that is not consumed and is
extra is sent to PSPCL for which PEDA provides a subsidy of up to
30%. A meter is installed which monitors the input and output of
energy from the installation.
Ground monitor solar plant: Leased land is taken up for solar
installations in rural area and the generated power is sent to PSPCL.
Such installations of power upto 592 MW capacity have been
installed in Punjab till date.
LED bulb campaign: PEDA has distributed over 7000 LED bulbs free
of cost in 2017. Use of LED bulbs is promoted due to their lesser
consumption of electricity compared to other lighting fixtures.
Solar water heating: Solar water geysers are installed for water
heating. Punjab University Chandigarh campus has the largest single
campus solar water heating system
Canal top solar project: two projects of 250 MW have been installed
in Punjab.
Biomass based power generation: seven project are in function
under this scheme and two projects of rice straw. 7 lakh tons of rice
straw was used in this scheme this year for which farmers are
provided a compensation of 1500rs/acre.
Biogas plant in residences: Gas is generated and used for cooking
gas and the remains are used as manure.
Solar cooking: PEDA provides solar cookers on a subsidy rate of
Rs.1700.
Waste to energy: this plant is situated in Habbowal, Punjab.
Solar street lights.

Introduction regarding how important it is in todays time to save energy.
There are several problems existing in our society today namely
population, diseases, poverty, low education, democracy, terrorism, war,
environmental issues, food, water and energy. We are presently
consuming our energy resources at a rate 50% faster than the ideal. Due
to the existence of mega cities, energy has become a major issue. This
issue can be addressed by ensuring access to modern energy and
doubling the use of renewable energy.

Building physics plays an important role in efficient building design.
Building physics includes thermodynamics of the construction materials
being used. Each building has a building envelope formed by these
materials. The building envelope includes floor, walls, fenestrations and
roof.Every material has a u-value derived on the basis of various factors.
The u-value of each envelope component shall be in accordance to the
values given in the code.

Buildings do not consume energy, humans do and architects as
professionals carry a responsibility to design efficient buildings. Various
design considerations can be applied to come up with sensible and energy
efficient buildings. Before we design a building or remodel an existing one,
we must consider investing in energy efficiency. This will not only save
energy but also money and will also provide us with comfortable built
environment to dwell in.

Heating, ventilation, air conditioning and lighting are the major factors
where buildings consume energy and need to be paid special attention to.
Specifications in accordance with ECBC can help conserve energy. The
appliances used for various purposes in buildings need to be checked for
COP (coefficient of performance). There are various factors which if
adopted can help conserve energy including natural ventilation,
equipment efficiency, controls, efficient piping and ductwork, system
balancing, condensers, economizers, hydronic systems etc. Water cooled
chillers can be adopted instead of electrical chillers. The various electrical
appliances used should be checked for their rating and should have a
minimum of 3-star rating.

Implementation of ECBC and introduction to the various professionals
concerned with the same. Buildings not designed in accordance to ECBC
shall not be approved for construction. ECBC consists of two types of
requirements. The mandatory requirements take care of envelope, HVAC,
service hot water and pumping, lighting, electrical power. The prescriptive
requirements include whole building performance methods for which 6-7
techniques have been proposed.
