Remuneration division (ni pasal salary)

VISION
To promote the system of salaries, allowances and perquisites which are dynamic
thus to foster a better employer-employee relations through a harmonious
mechanism.

MISSION
Towards developing a competitive remuneration system and enhancing a
harmonious employer-employee relations of public sector.

OBJECTIVE
To ensure a remuneration system that attracts, develops and retains employees
in the public sector and foster harmonious employer-employee relationship.

FUNCTION
Prepare proposals on salary, allowance and perquisites for decision by the
relevant authorities:
Manage the formulation, implementation and monitoring of public sector
policies relating to employer-employee relationship.
Undertake research on remuneration and perquisites.

CLIENT CHARTER
1. Manage the formulation, implementation and monitoring of public sector
policies relating to salaries, allowances and perquisites.
a. New policy - within six (6)months.
b. Present policy - within four (4)months.
2. Prepare Circulars/Circular Letters on remuneration policy within two (2)
months from the date of directive.
3. Prepare with complete information submitted Personal-To-Holder salaries
for Federal Service public sector employees involved in:
a. Secondment/temporary transfer - within three (3) weeks.
b. Promotion through appointment/transfer of appointment - within six
(6) weeks.
4. Manage employer-employee relationship through National Joint Council
(NJC) and Joint Departmental Councils (JDCs) meetings:
a. Organize at least one meeting annually for each Management and
Professional, Science and Technology and Support Staff NJCs.
b. Ensure at least 75% of the issues related to Remuneration Division
raised in NJC meetings are settled before the next NJC meeting.
c. Organize at least three NJC Coordination Meetings annually.
d. Prepare quarterly reports on the formation and management of
JDCs

VISION
Peneraju dalam bidang penajaan untuk Pembangunan Sumber Manusia Sektor
Awam dan Negara.

MISION
Membangunkan sumber manusia yang kompeten untuk memenuhi keperluan
strategik sektor awam dan Negara.

OBJECTIVE
Memastikan keperluan sumber manusia yang berpengetahuan, terlatih dan
kompeten untuk keperluan strategik sektor awam dan negara dipenuhi melalui
dasar latihan dan program penajaan yang dinamik.

FUNCTION
Merancang, menggubal dan menyelaras dasar-dasar dan program-
program penajaan dan latihan.
Melaksanakan program-program penajaan dan program-program latihan
berikut:-
o Latihan Sebelum Perkhidmatan

o Latihan Dalam Perkhidmatan

o Dasar Pandang ke Timur

Mengurusetiakan proses pengiktirafan kelayakan untuk tujuan lantikan


dalam perkhidmatan awam.
Mengurus kutipan balik pinjaman dan tuntutan gantirugi.

CLIENT'S CHARTER
1. Mengeluarkan surat tawaran penajaan kepada pelajar selepas tarikh tutup
iklan dalam tempoh 12 minggu (60 hari).
2. Mengeluarkan keputusan permohonan Hadiah Latihan Persekutuan
selepas tarikh akhir pencalonan diterima daripada Ketua Perkhidmatan
dalam tempoh tiga minggu (21 hari).
3. Meluluskan permohonan pindaan syarat tajaan dalam tempoh 12 minggu
(60 hari).
4. Menyediakan maklumat yang berkaitan dengan fungsi dan bidang tugas
bahagian dalam tempoh-tempoh berikut:
a. Penerangan/penjelasan mengenai dasar latihan dan penajaan - dua
(2) minggu (14 hari);
b. Jawapan kepada maklum balas berkaitan penajaan dan latihan
kepada stakeholders serta kementerian/agensi lain - satu (1)
minggu (7 hari); dan
c. Maklumat pengiktirafan kelayakan - dua (2) minggu (14 hari)
(melalui pos) atau 30 minit (kaunter).

5. Menguruskan bayaran biasiswa dan menyediakan kemudahan tajaan


dalam tempoh-tempoh berikut:
a. Elaun, yuran dan tuntutan dalam dan luar negara - sembilan (9)
hari;
b. Perlindungan insurans kesihatan - dua (2) minggu (14 hari); dan
c. Tiket penerbangan - empat (4) minggu (30 hari).

6. Mengesah terima dan mengeluarkan resit bayaran balik pinjaman dan


tuntutan ganti rugi dalam tempoh-tempoh berikut:
a. Lima (5) minit (kaunter); dan
b. Dua (2) minggu (14 hari) (melalui pos).

Ensuring the human resources needs of knowledgeable, trained and competent to
strategic needs of the public sector and the country is met through basic training and
dynamic sponsorship program.

FUNCTION

Plan, formulate and coordinate policies and programs of sponsorship and


training.

Implementing programs and sponsoring training programs follows: -

o Before training services

o In-Service Training

o Look East Policy

Organise the process of recognition of qualifications for appointment in the


public service.

Manage recoveries and damages claims.
