real estate association in Missouri
with more than 8,000 members. Up-

a good negotiator in your corner, Up-
church said.
He said a real estate agent with sol-
id experience can put together a deal
and close that deal in an expeditious
manner. For those looking to buy a
home, now may be the time to act.
If the economy heats up, then in-
terest rates will follow, he said. We
are seeing some good bargains out
there now, given what a monthly pay-
ment will be.

and interest rates stay relatively low,
we expect to have another great year
for home sales here in St. Louis. And
with interest rates still relatively low
but definitely on the rise, now is an ex-
cellent time for buyers and sellers to
contact a St. Louis Realtor.

Research The Neighborhood When Buying A Home

When shopping for a home, its easy for buyers to
fall in love with a property. Some buyers, however,
value neighborhoods more than homes, feeling
they can always fix a home but not an undesirable
neighborhood.
When considering which neighborhood to begin
a home search, buyers should research a host of
factors.
Crime. Crime statistics are public domain
so buyers can examine crime figures for any
neighborhood. Some real estate websites list
neighborhood crime ratings among the information
they offer about a property. In addition, buyers can
visit a site such as CrimeReports.com to access data
on crimes committed near a particular address.
Home Values. Buyers can work with a local
real estate agent to find a neighborhood where real
estate prices are trending upwards. While buyers
might be able to find a great deal on a home where
home prices are dropping, remember those prices
are dropping for a reason.
Amenities. The proximity of amenities such as
shopping, restaurants and parks is attractive to
many buyers. A home in a remote location could
limit buyers when the time comes to sell the home
down the road. Buyers might be able to find a
compromise in a home that is a short drive away
from a town center, but still remote enough that
they are not in the middle of the hustle and bustle.
Commute. Quality of life is heavily
influenced by commute time. When considering a
neighborhood, do a test run on the commute during
rush hour before making an offer. Potential buyers
might be able to get an estimated commute time
online, but a test run can give a more accurate idea
of what daily trips to and from the office will be like.

time, but both were founded
on just seven historical areas their
famous hills. Kirkwood, on the other
hand, has eight historic districts, some
on hills, some not. So, on grounds of
both number and diversity, its advan-
tage Kirkwood.
It was not an easy advantage to
build, taking nearly 30 years from the
establishment of the first district
(Meramec Highlands in the Ponca
Trails area on the citys western rim)
in 1988, to the most recent designa-
tion (Barrett Brae, just north of the
Meramec Highlands) in 2015.
The Meramec Highlands Historic District, with homes
circa 1892, was the city of Kirkwoods first district. It
was designated in 1988.

Preserving Kirkwoods Character
Since 1988, 8 historic districts have been established in Kirkwood
to retain the neighborhoods distinctive styles & histories
When the concept first was broached
to Kirkwood homeowners, it was met
with considerable skepticism, recalled
Rosalind Williams, Kirkwoods city
planner from 1984 until 2005. It was
a struggle to do historic districts,
because no one really understood
them, or the benefits of them, includ-
ing the city.
When the Kirkwood City Council,
in the mid-1980s, gave the landmarks
commission authority to set up histor-
ic districts, it conferred only advisory
authority.
We couldnt say no to new devel-
opment, which is what we wanted,
Williams said.
But that might have been what
Kirkwood citizens preferred. When
introducing the idea of an historic dis-
trict in the Ponca Trails neighborhood,
we ran into a buzz saw, Williams
recalled. There were people who were
just against anything that was consid-
ered government telling people what
to do with their properties.
We went through various itera-
tions, Williams said, before finding a
set of guidelines resi-
dents would accept.
After that, it remained
slow going for the his-
toric district concept,
with only one new dis-
trict (Central Place,
just northwest of the
downtown business
district) established
over the next 19 years.
Central Place was des-
ignated in 1998.
But shortly after
Williams left in 2005,
the idea caught fire.

established in eight

Argonne in 2007; Savoy in 2008, Craig
Woods and North Taylor in 2011;
West Argonne in 2014 and Barrett
Brae, on the citys western boundary.
Why? There apparently was a gen-
eral awakening to connection between
the quality of architecture in a neigh-
borhood and the quality of life and
the value of the homes within its
boundaries.
This might have been more obvious
in the newer districts, which generally
have an identifiable sometimes very
distinctive architectural style. Craig
Woods, just west of Aberdeen Heights,
is a salient example, said Bob
Rubright, a Craig Woods resident and
secretary of the landmarks commis-
sion (which oversees the establish-
ment and operation of historic dis-
tricts). The neighborhood consists of
49 homes built as a single develop-
ment in the mid-1950s, all designed by
St. Louis Architect Ralph Fournier,
The style is so distinctive as to be
virtually unique in the city, and in the
region, said Amy Lowry, assistant city
planner and staff liaison to the land-
marks commission.

built with the landscape; they flow

Lloyd Wright, Lowry said. People
dont build houses like that anymore,
and residents of these areas dont
want these Mid-Century houses to be
replaced with todays (style of) homes.
Theyre concerned about the pace
of tear-downs and rebuilding in the
city, she added. The historic districts
are one tool for them to manage some
of that. Its a tool in the city to pre-
serve the historic integrity of your
neighborhood and hopefully to pre-
serve your property values.
The surge in historic districts,
therefore, has been resident-driven,
said Mayor Tim Griffin. Neighbors
have put petitions together; they have
wanted to preserve as much as possi-
ble, the character of whats there.
It gives the neighborhood a little
bit of control over what happens, in
terms of new construction and remod-
eling, he said. The idea is for new
things as much as possible to fit in
with the character of that particular
neighborhood.

approves a neighborhood for district
status, it helps homeowners draft
guidelines for new construction, which
all new homes will be required to fol-
low.
Established homeowners remain
free to modify their homes generally
as they please, though the landmarks
commission offers voluntary reviews
of construction plans.
Nevertheless, the power of the
landmarks commission in overseeing
historic districts has remained largely
advisory, said Chairman Walter
Smith.
The commission can delay demoli-
tion of a home inside an historic dis-
trict for nine months but any struc-
ture can be razed if the owner waits-
out the moratorium.
A prime example was the demoli-
tion of the W.F. Warner Home, an
1880s-vintage structure at 750 N.

Barker knew for years where she
wanted to live. Since she was 3, Barker
had spent a lot of time in her grand-
parents home, a two-and-a-half story
frame Victorian house at 29 Plant
Ave. When the house was built in
1883 by James and Mildred Allen,
Plant Avenue did not exist, and the
front door faced Lockwood Avenue.
Then, the Allens built a house next
door for their widowed daughter in
their front yard, to be exact, rendering
the front door useless, and blocking
any view to Lockwood, Barker said.
That is how it remained until June
2013.
Barkers grandparents, Oscar and
Audrey Anderson, bought the house in
1943, rehabbed it, and lived there
until their passing in 1999 and 2000.
I spent a lot of time here with my
grandmother when I was growing up,
Barker said. I would sew with her
and she would talk about the house
and its history.
I did not even know there was a
front door until I was 12, she said.
The foyer was filled with overflow
antique furniture.
People came and went through the
back door, and my grandmother didnt
like it all, she said. My goal, when I
was 11, was to win the lottery, buy the

she left for Minnesota to attend grad-
uate school. There she married her
childhood sweetheart, Jeff. They
returned to St. Louis after her grand-
parents deaths and Barkers dream of
living in the house came true.
We moved into the
house and did some
things to modernize it,
but we still had to come
in through the kitchen,
she said.
Barker likes to run,
and one day when she
was running down Gray
Avenue, she saw a truck
advertising house mov-
ers.
They were jacking Mildred Allen
up this house and put-
ting in a new founda-
tion, she said. I went home, got on
the Internet and found that there
were people who actually move hous-

That was in 2003, and while she
and her husband joked about it, the
more they talked, the more sense it
made.
The kids got older and we needed
more room, she said of her three chil-
dren. The basement had the original
stone foundation and was getting
worse and worse.
It leaked like a sieve, and during a
rain, water would run through it, she
said. Nothing would get rid of the
mold, and the idea of having usable
room in the basement was exciting, so
we started saving money.
Ben Ellerman of Webster Groves
firm, Blaes Design, worked with the
Barkers. He said the basement had
four different levels, and it was
chopped up into small spaces with
walled rooms.
To open the basement, all of the
wood beams and columns were
replaced with steel, and that
opened up the structure so
the basement was more
usable, he said. The walls
are (now) concrete with
stone veneer instead of stone
rubble.
In June 2013, the Barkers
plan of turning their house
facing Plant Avenue came to
fruition. In front of anxious
family, friends and neigh-
bors, the house was rotated
90 degrees to put the front
door facing Plant.
It took 75 minutes, Barker said.
In the process of rotating, a piece of
the sidewalk got caught on an I-beam
and we were holding our breath.
They took nothing out of the house
to prepare for the rotation, and while
there were a few cracks, the house
came through unscathed.
Then the renovation process start-
ed. Before attempting any renovation,
the Barkers had to go before the
Webster Groves Architectural Review
Board and the Historic Preservation
Committee because it is an historic
house.
After we turned the house, we put
a bedroom, bathroom, laundry room,
and wood shop room (in the base-
ment), Barker said.

The entire renovation took 11
weeks. Barker said they still have
work to do.
When the house was built, it had
three bays on the front, but only one
remains in the center and they plan to
add two more to preserve the history
of the house.
Blaes submitted the house for a
2016 Webster Groves Award of
Excellence. The Barkers were honored
with the Founders Award for Historic
Preservation.
Don Drissell, Awards of Excellence
Committee co-chair, said the commit-
tee voted to give the Barkers the
award to recognize all their work on
the house. Once the work is completed
on the house, they can resubmit the
home for the Award of Excellence.
In the meantime, Barker is still
getting used to the homes orientation.
I was constantly catching a view
out the window and it wasnt what we
expected to see because I used to see
nothing, she said. Now, I look out and
see cars going by and people walking.
As a further homage to her grand-
parents, Barker has kept their phone
number.

Savvy homeowners can take on
some renovation projects that will
bring significant bang for their bucks
when they look to sell their home,
according to some local real estate
agents.
While many people expect to get 50
percent of their renovation investment
back, Russ Nolting, chief executive
officer with Keller Williams Realty in
Kirkwood said that doing an energy
project can return nearly 100 percent.
So adding insulation to your attic,
especially important in this area, is a
big deal, he said. Also, any kind of
exterior enhancement like siding
replacement or new windows or doors
or even things like adding stone to the
exterior give you a high cost recoup-
ment.
When it comes to kitchen and bath-
room remodels, Nolting suggested
homeowners stick to the mid-range.
The more high end you go, the less
youll get back as a percentage of what
you put in, Nolting said.

How has the housing market changed since this time last year?
2016 was a great year for home sales, and so far that momentum is continuing in 2017. While its
