1.0 ENVIRONMENTALASPECTSANDIMPACTSPROCEDUREANDREGISTER

1.1 PurposeoftheProcedure&Register
ThepurposeofthisProcedure&RegisteristodocumentthemainEnvironmentalAspectsandImpactsand
tolisttherespectivemitigationmeasuresusedbyLusailRealEstateDevelopmentCompany(LREDC)within
their respective Projects during Construction and Operation in order to achieve Environmental best
Practice. The Register is not meant to replace the respective EIAs which are elaborated upfront to any
Project launch in order to obtain an Environmental Permit from the Environmental Authority in charge
(MoE in Qatar). The EIAs list and assess all possible Environmental Aspects and Impacts in much greater
detailthanthisRegister.
TheRegisterisalsotobeappliedassupportfordeterminingtherespectiveEnvironmentalriskslinkedto
respectiveConstruction,workplaceorOperational.
1.2 EnvironmentalPolicy
LREDCarecommittedtosetstandardsthatcomplywithallenvironmentallegislation.
TheProjectsEnvironmentalManagementPlans(OCEMP,OOEMPandCEMPsofsingleProjects)describe
the Methods and Procedures to be adopted in order to meet state of the art requirements for the
protectionofourEnvironmentandtofulfilLREDCEnvironmentalPolicy.
Being fully aware of LREDC various responsibilities concerning the natural Environment LREDC adopts a
holisticapproachwhichisconveyedtoallstaffandoperatorsinordertopreservetheEnvironmentandits
biodiversity.Thisapproachincludedplanninginthedesignstagetoavoidimpactswhereeverpossibleas
wellasassessingandmitigatingallunavoidablechangesinthemostadvancedandsustainablemannerthat
istechnicallyfeasibleandeconomicallyviable.

2.0SCOPEOFTHEPROCEDUREANDREGISTER

A similar individual Register has to be elaborated for each and applied to all LREDC construction and
operations, both purely terrestrial or on a coastline, as applied to normal construction and operating
conditions, abnormal operating conditions (e.g. commissioning, testing, startup & shutdown) and
potentialemergencyconditions.

2.1Definitions
Environmental Aspect Element of LREDCs activities, products or services that can
interactwiththeenvironment

EnvironmentalImpactAnychangetotheenvironment,whetheradverseorbeneficial,
whollyorpartiallyresultingfromLREDCactivities,productsorservices.

SignificantImpact:(AsperISO14001)beingthoseEnvironmentalImpactshavingthegreatest
effectontheenvironmentandwhicharetobeappropriatelymanagedandmitigatedbyLREDC
toachievestateoftheartenvironmentalperformance.

3.0RESPONSIBILITIES

The LREDC HSE Department is responsible for maintaining a Register of Environmental Aspects and
Impacts.ItisresponsibleforupdatingtheRegister,amendingitaccordinglyandpublicizinganyrelevant
changes.
TheEnvironmentalManagershallinformrelevantpersonnelofanychangesthatmayaffectthem.

5.0REGISTER

5.1. DeterminationofEnvironmentalAspectsandImpacts

LREDCdeterminesEnvironmentalAspectsandtheirpotentialImpactsintheirrespectiveProjectsusingthe
followingprocess:
EnvironmentalAspectsaredeterminedbyLREDCtoconsistofanyelementofLREDCconstructionand/or
operationactivitiesthatcaninteractwiththeenvironment.Therelevantinputsandoutputscategoriesare
asfollows:
I. Emissionstoatmosphere
II. Emissionstowater
III. Emissionstoland
IV. Useofrawmaterialsandothernaturalresources
V. Other local environmental and community issues, e.g. noise, odour, flora and fauna,
archaeologyandvisualimpact.
ThisallowstheidentificationoftheaspectsofLREDCbusiness.
Once identified, the relevant aspect is catalogued in PLUSEMS003 Environmental Aspects and Impacts
Procedure&RegisterhavingitspotentialEnvironmentalImpactdetermined.Theimpactisthensubjected
toasignificancereviewinordertoprioritizeAspectsindevelopingEnvironmentalObjectivesandTargets.

5.2 DeterminingEnvironmentalImpactSignificance
EnvironmentalImpactRatingEachidentifiedimpactmustfirsthaveanEnvironmentalImpactRatingfor
eachapplicablereceptor.ThisratingisselectedusingthecategoriesgiveninAppendixA.
FrequencyRatingTheImpactmustalsohaveaFrequencyRatingdeterminedbytheindividuallyassessed
probabilityofoccurrence.
Environmental Impact Significance Matrix Utilizing the Environmental Impact and Probability ratings,
eachAspect/Impactcombinationshallhaveanumericalvaluedevelopedbasedonthefollowingmatrix:

The matrix calculates a simple multiple of Impact rating and Probability rating. From the matrix, any
outcomewithavalueofgreaterthanfour(i.e.thoseitemsratingintheredboxes)isconsideredbyLREDC
asbeingsignificantforplanningpurposes.AllsuchImpactsneedtobemitigatedinordertobereducedto
alowrisk.
Cataloging of Impact Significance Once the significance for each Aspect/Impact combination is
determined using the matrix, the values for each rating and the significance value are entered in to the
RegisterofEnvironmentalAspectsandImpacts.

5.3ReviewPeriod
The Register of Environmental Aspects and Impacts shall be reviewed annually or as needed due to
operationalchanges.

5.4ObjectivesandTargets
The Register of Environment Aspects and Impacts shall be used to develop and maintain LREDC
EnvironmentalObjectivesandTargetsasrecordedintheOCEMPandOOEMP.
