1. Use of COTS Components permitted in cases where technology is

matured and the Best Commercial Practices (BCP) are followed by
manufacturers with sufficient reliability data.

2. All the requirements of COTS like use of correct type of components,

screening, storage and handling etc. required to be specified at contract / the
supply order stage. It is important that somewhere in the initial stage of the
contract itself all concerned are to be made aware that COTS route will be
followed, so that actions are appropriately taken in design, certification and
acceptance by the user. It may not be possible to enforce the COTS
implementation requirements during the certification and manufacture of the
equipment in the absence of contractual support

3. The COTS components are to be selected with reference to the user

defined environment as per GSQR/ASR/NSQR and as per the classification in
JSS 55555 to establish the actual equipment/system operating limits.

4. Selection of components in the following order of preference is

recommended provided the equipment specification is maintained and the overall
reliability is not affected: -

(a) QML microcircuits in Hermetic/Plastic packages from QML sources

(Temperature range is from 55C to +125C) . No user testing/screening
is required for QML components.

(b) Automotive quality system components:

Grade 1 : 40C to +125C
Grade 2 : 40C to +105C
Grade 3 : 40C to +85C
Industrial Grade Components : - 40C to +85C.
Commercial grade Components : 0 to +70C.

5. While using COTS other than QML components, device capability over
the needed extended temperature are to be established by proper thermal design,
thermal derating, building redundancy of critical designs and other
ruggedisation measures. These aspects shall be demonstrated during design and
production at appropriate stages of equipment manufacture.

6. Increased use of open architecture with well-defined interfaces and COTS is

recommended to combat obsolescence.
