II. PROJECT DESCRIPTION


ESTABLISHMENT OF SCREEN HOUSE FOR ENHANCED VEGETABLE SEED
PRODUCTION

1. Rationale:

Lanao del Sur is evidently short in terms of vegetable supply. It is a


known fact that vegetables are the major sources of most nutrients for
sustenance of health. As reported by the National Statistics Coordination
Board, the Autonomous Region in Muslim Mindanao (ARMM) is named one of the
poorest regions in the Philippines, with poverty incidence of 55.3% in 2006 (NSCB),
and Lanao del Sur ranked second among the ARMM provinces in terms of
degree of malnutrition - rated VVV ( Very, Very Vulnerable). Despite its
favorable climate, only few farmers are engaged in commercial vegetable
production in the area. One of the hindrances is the high production cost
involved in the activity, or that vegetable production is heavily dependent
on the supply of external input factors. Noteworthy to cite, is the cost of
quality seeds, as the farmer take his first leap into vegetable farming.

Vegetable Seed production must be carried out under standard and


well-organized conditions. Seed crops must be planted so that sufficient
vegetative development occurs to support optimum fruit and seed
development. Because the final objective is to obtain seeds to be used for
the production of further crop generations, it is important to apply best
possible agronomic practices for raising the healthy seed crop.

Even during most favorable season, there are environmental


constraints that limits the yield and quality of vegetables grown for seeds in
the open field. Thus a technology has been developed to make possible
production even when environmental conditions do not generally permit.
This is done with the use of specialized structures like shade houses, green
houses, screen houses, which are equipped with irrigation systems to modify
the growing climate . These protective structures could vary from simple net
enclosures to sophisticated plastic roofing.

Recognizing that hunger and poverty are interrelated and mutually


reinforcing concerns, and sharing the vision of attaining food security for the
Filipino people, the ARMMIARC for Hillyland commits itself to develop and
showcase technologies that will not only improve the health conditions by
providing more food on the table, but also increase farmers income by
encouraging them to go into vegetable production, as an income generating
activity. With these twin goals, the ARMMIARC will undertake enhanced
vegetable seed production project under green house condition to produce
quality seeds for distribution to farmers and households. Hence, this
proposal.

2. Objectives:
General : To contribute to the governments effort of reducing the
incidence of malnutrition and increase household income by
promoting vegetable production.

Specific :
1. To establish a green house for intensive growing of
vegetable for seed production;
2. To produce vegetable seeds for distribution to farmers
and households;
3. Showcase the technology on vegetable seed production

3. Expected Output

a. Establishment of green house (200 sq. meter)


b. Production of approximately 3 kgs. large seed s (beans and pods)/6-months
cycle
c. Production of approximately 200 grams small vegetable seeds./6-months
cycle
d. Packaged location-specific practices for vegetable seed production.

4. Components and Activities

a. Construction of Green House.

The project will involve the construction of one unit green house ,
approximately 200 sq. meter (10m X 20 m), as growing area of
vegetables that demands intensive agronomic practices.

b. Vegetable Seed Production.

Among the crops that will be raised for seeds will be Tomato,
Pepper, Eggplant, Pechay, Ampalaya, and selected beans and pods.
Seed production will also expand to open field for vegetables that can
be grown with less care, like okra and other directly seeded vegetables
in a one-fourth hectare area. Recommended management practices
for each component vegetable will be followed, particularly those
relevant to seed production. Greater caution will be exercised in the
use of chemicals to protect the environment. An orientation towards
organic farming shall be put as priority.

5. Beneficiaries / Recipients

The target beneficiaries of the seed distribution will be the local


farmers, and the household in depressed barangays of the province. Seeds
produced will be turned over to the HVCC Provincial Coordinator, who will be
responsible in the identification of seed recipients. The project will have its
first production run at start of July and will continue operating for maximum
benefit.

7. Economic Benefits/Impacts

This project is expected to boost vegetable production in the province.


Thus, increase the local supply of fresh vegetable. This is turn would
mean affordable vegetables for the family table, thereby catering to
the first goal of combating the incidence of malnutrition. With the trend
towards production for market purposes, farm family income will
increase, there will be greater opportunities of employment for out-of-
school youths. Women in the countryside can also be employed in
minor farm operations.

8. Sustainability Plan

Considering that growing vegetables in net enclosures reduces the


occurrence of pest and diseases there will be less use of chemicals. By this,
the project will be environmentally friendly and can proceed with less social
complain. Since, by nature it is seed production, sustainability of planting
materials can be assured and thus sustaining the operation through seed
distribution at minimal cost. An expansion area will be considered to
maximize production. Technology upkeep will be pursued by sending
personnel to trainings.
