As shown in Fig.

2, the researchers will delve first into the inputs

provided by the Local Government of Victoria. Through the influence of the

state of the Mangyan environment in the area, the Local Government sought

to enhance the lives of the Tadyawans by aligning them to proposed health

and education policies and implementations needed by and deprived from

this indigenous group. As such, through sentiments calling for the

enhancement of health and access to education, the researchers will

proceed on analyzing the program that will house these policies and will act

as the primary bridge connecting the gap between the initiative of the Local

Government of Victoria to implement these basic necessities and the

possible outcome that will take place notwithstanding the influence of the

environment of the Mangyans to the policy cycle itself.

In determining the outcome, it would be deemed negative or positive

depending on the state of the MDP itself. Feedbacks on the past

implementation of health and education programs and the current

environment of the locale will be instrumental in modifying the state of the

MDP. As such, the outcome will vary and will be dynamic in terms of how the

environment will mold it. The livelihood of the Tadyawans after these policies

are activated will act as the basis for their satisfaction since health and

education would greatly affect the aggregate lives of this indigenous group.

As shown in Fig. 2, Feedback will have an instrumental role in the

cycle of the political system. Through feedbacks provided by the Tadyawans


and the Local officials directly involved in the implementation of these

policies, the researchers will know how the Local Government will modify its

policies in the future. As such, feedback will particularly affect the MDP,

hence, modifying greatly its projects for the Mangyan development and in

every cycle there would be a change in implementation and policies made to

transform the MDP into a more beneficial program for the Tadyawans.

Finally, the Mangyan Environment and the box that encircles the whole

of the framework as shown in Fig. 2 depict a living and organic body that is

frequently dynamic and transformative with regards to the continual

influence of feedbacks and the Mangyan environment itself. The Mangyan

Environment is dynamic and will continue to mold the cycle which is driven

by the MDP itself, hence, creating a system fully dynamic and changing

based on what is being asked at the time. The researchers will not

undermine the effects of the Mangyan environment as it will be instrumental

in the processing of the LGU of Victoria, the MDP, and the outcome of the

current policy administration and the feedback it generates.
