OPERATIONAL GUIDELINES IN THE IMPLEMENTATION OF RA 10912,


OTHERWISE KNOWN AS CONTINUING PROFESSIONAL DEVELOPMENT ACT OF
2016FOR CIVIL ENGINEERING

WHEREAS, Section 4of Article II of R.A. 544 (Civil Engineering Law) provides for the
policy of the State to regulate and professionalize the practice of civil engineering, to wit:

Sec .4 Power and Duties of the Board

The Board of Examiners for Civil Engineers is vested with authority,


conformable with the provisions of this Act, toissue certificates of
recognition to civil engineers already registered under this Act for
advanced studies, research, and /or highly specialized training in any
branch of civil engineering, ..and to discharge such other powers
and duties as may affect the ethical and technological standards of the
civil engineering profession in the Philippines.

WHEREAS,under Section 15 of Article IV of Republic Act 10912, otherwise known as


Continuing Professional Development Act of 2016 (RA 10912), the Professional Regulatory
Boards (PRB) are given the authority to prescribe their own requirements or procedure relating
to the Continuing Professional Development (CPD) as may be pertinent and applicableto
theirrespective profession PROVIDED that the same does not contravene any of the provisions
of R.A. 10912 and its IRR;

WHEREAS, in the series of consultative meetings with the stakeholders in Civil


Engineering, discussions were made on the pertinent and applicable provisions that must be
contained in the Operational Guidelines for the CPD Program for Civil Engineers that will be in
accordance with the provisions of RA 10912 and its IRR;

NOW THEREFORE, the Professional Regulatory Board ofCivil Engineering hereby


RESOLVED, as it now RESOLVES to formulate its own Operational Guidelines of the CPD
Program accordance with the provisions of R.A. 10912 and its IRR as follows:

Section 1.Meetings.The CPD Council under the supervision of the PRB is hereby mandated
under this resolution to meet at least once a month for the purpose of evaluatingthe
application for accreditation as CPD provider, program, self-directed and/or lifelong learning
and other CPD related matters. Special meetings may be convened by the CPDC Chairperson or
upon a written request of the two members at least five (5) working days prior to such
scheduled special meeting.

Section 2.List of requirements for accreditation of CPD Provider.The list of


documentary requirements for accreditation of CPD Local and Foreign Provider is as provided in
CPD Forms No. 1-A-1 and 1-B-2., shall also include the following, but not limited to:

a. Specific course objectives stating the competencies to be gained from the program
b. Evaluation tools specific to course objectives set;
c. Program of Activities showing time/duration of topics/workshop
d. Resume of speakers for program applied for, showing expertise in the topic/s

Section 3.List of requirements for accreditation for CPD Program.The list of


documentary requirements for accreditation of CPD Program is as provided in CPD Form No. 2.

Section 4.Matrix of CPD Activities.The CPD Program for Civil Engineering shall be
organized and developed along the six (6) specialized areas of civil engineering practice, but
not limited to, as follows:

a) Construction Management and Engineering


b) Energy and Environmental Engineering
c) Geotechnical Engineering
d) Water Engineering
e) Structural Engineering
f) Transportation Engineering

The following table shows the activities vis--vis the documentations required and the
corresponding Credit Units.

Section 5.CPD Provider Completion Report. The list of documentary requirements for the
submission of Completion Report is as provided in CPD Form No. 5.

maximum creditable units for self-directed and/or lifelong learning is20 within a 3-year compliance
period.

Section 7.Major Areas of CPD Activities. the CPD Activities shall be divided into four (4)
major areas with corresponding required credit units as shown in the following table.

Section 9. Repealing Clause -All resolutions, Orders, Circulars, Issuances and parts thereof which are
inconsistent with this Resolution are hereby repealed or modified accordingly.

Section 10.Effectivity -This Resolution shall take effect after fifteen (15) days following its full and
complete publication in the Official Gazette or in major newspaper of general circulation in the country.

Let copies hereof be furnished to the U.P. Law Center, Board, CPD Council, Office of the Board Secretary,
Standards and Inspection Division, Legal and Investigation Division, all Regional Offices and other involved
units of the Commission for their guidance.
